Freiler School Vision Statement
We envision an Art Freiler School, which produces responsible and respectful citizens. As a
center of innovation, learning and up-to-date technology, Freiler will be the connecting link
between home and community. Freiler students will realize that learning is a life-long
commitment supported by dedicated staff and concerned parents, but only filled to its
potential as the learners become responsible for the learning themselves.
Value Statements
At Freiler, we believe:
• That safety for the students, parents and staff will be our highest priority.
• That students should show courtesy and respect for all school staff and each other,
throughout the school year.
• That students will leave our school with a life-long love and excitement of learning with
an ability to put that learning to use.
• That teachers, students and parents will utilize technology within the classroom and
computer lab in conjunction with regular classroom work.
• That there should be a school and community partnership with an “open-door” feeling.

Students are not to arrive at school before 8:00 a.m. unless they come to eat for breakfast. Students who are not
in class or in their class line by the time the second bell rings for their grade level are considered tardy and must
report to the office for a late slip. Please carefully read the consequences for repeated tardies which are listed
under attendance.
Absences___________________________________
Please do not send your child to school with early stages of a cold, flu, or other communicable diseases. A phone
call indicating the reason for the absence is required the day of each absence. Parents may write a note describing
the nature of the absence, sign it and send it to the student’s teacher on the day the student returns to school. If
attendance for a full day is not possible, we appreciate the effort extended in having the child attend any portion
of the day. We ask that students make every effort to be on time to school in order to avoid disrupting attendance
procedures and instructional activities.
Academic Honesty___________________________________
All work submitted by students should be a true reflection of their effort and ability. If it is not, then the student
has demonstrated unacceptable behaviour. The following instances are considered cheating:
 Claiming credit for work that is not the product of one’s own honest effort
 Providing unwarranted access to materials or information so that others may dishonestly claim credit
 Submitting work done entirely or in part by another person
 Giving or getting test answers from another student
 Representation of another person’s words, ideas, as your own by not properly citing the source and giving
the author credit
 Copying off the internet
 Knowledge and tolerating of the foregoing circumstances.
Any behaviour, which can be defined as cheating, represents a violation of mutual trust and respect essential to
education. Students who cheat should expect to be confronted by their teacher and be subject to the following
penalties.
 A “zero” on submitted work
 Notification of parents
 Detention
If a student is found to have cheated a second time or is involved in a particularly serious act of cheating, the
student will be referred to the assistant principal for a formal hearing of those concerned (student, teacher,
parents, counselor, administrator). Consequences may include suspension from class, school or loss of class with
no credit.

performed at proficient or advanced on all STAR tests. They must have also passed all their district writing
samples.
Please remember, gifts and balloons are discouraged during our assemblies.
STAR Award Card: Students are recognized for performing well on the California Standards Test. For students who
show year to year improvement, they will receive a blue card. Students who have scored proficient in math and/or
language arts will receive a red card. Students who have scored advanced in both math and language arts will
receive a gold card. These cards entitle students to specific benefits as follows:
Blue Card—Drop 1 homework Assignment each trimester and exempt from Mile Run 1 time each
trimester.

These students should also be put on the dance/social exclusion list.
All report card grades are due to the Administrator the evening before the Report Card minimum day.
Accidents ___________________________________________
If a serious injury occurs on the school grounds or on the bus, the parents will be notified and asked to pick up the
child for their own observation or examination by their family physician. In some cases, 911 may be called. Parents
7
will be promptly notified of all injuries not considered minor. In the event that the parents cannot be reached, the
student will be discharged to the person named on the emergency form. It is critical that the emergency form be
filled out and kept up to date.
Accident Insurance_______________________________________
Students are not insured by the school against accidents. Parents who wish to insure their students to cover
accidents during athletics and other activities may do so by paying a small fee and completing an insurance
application. Application forms will be sent home with students at the beginning of the school year. For further
information, contact the school office.
Activities__________________________________________________
Student body affairs are handled by a Freiler Star Representative Council and the Leadership Class. Members of
the student council are classroom representatives (please see further description under “student council” in this
handbook). The student council and the leadership class plan and sponsor activities that make school more fun for
students and staff. Participating in school activities will make students’ time at Art Freiler School more enjoyable.
Appointments_______________________________
Please schedule appointments so they do not conflict with class time. If it is necessary that students leave the
school grounds before the regular dismissal time, send a written note to the teacher, or call the office indicating
your intentions. Students are not released to anyone other than their parents or guardians without authorization,
and must be signed out in the office. If the student returns to school following an appointment, or if they arrive
late because of an appointment, they must check into the office before returning to class.
Agendas________________________________
th
th
All 4 —8 grade students are required to have an agenda. The cost for the agenda is $6.00.
Arrival Times/Departures___________________
We provide student supervision beginning at 8:00 a.m. for students in grades 1-8. Please do not drop off your
child before 8:00a.m. unless they are coming to eat breakfast. Students who arrive at school after the second bell
for their grade level will be considered tardy and will need to get a late pass from the office to be admitted into
class. Both front walk-through gates will be open during arrival and departure times, but only the gate east of the
office will be open while school is in session.
If a student is to leave school early, it is important that parents sign their child out of school in the school office.
Students may be released ONLY to those persons designated on the emergency form unless the parent notifies the
office staff. During the last ½ hour of the day, parents of K-3 students also need to get a visitor’s sticker and walk
to his/her child’s classroom to pick him/her up. The office will notify the teacher that the parent is coming.
We are not able to accommodate students who wait in the office after school. If you know that you will be
habitually late in picking up your child, please make after school child care arrangements. Your cooperation in this
st
rd
th
matter would be greatly appreciated. Please pick-up your child at the release time, 2:22 for 1 to 3 , 2:40 for 4 to
th
th th
5 and 2:45 for 6 -8 . There is no supervision before 8:00 am or 15 minutes after dismissal.
Assemblies/Spirit Day______________________
During the year, a variety of assemblies are provided to enhance our academic curriculum. School Site Council
assists with the funding of our assemblies. Every Friday is Spirit Day and we encourage all students to wear scarlet
and/or gold or other Freiler Spirit Wear. Balloon bouquets and gifts are discouraged at awards assemblies.
8
Assembly Behavior
A.
B.
C.
Students are expected to:
Enter and exit quietly
Sit with their legs crossed
Applaud politely (no shouting or booing)
Remember that audiences are good listeners
When an award is received students are expected to:
Walk in front of the podium and shake the administrator's hand after receiving the award
Stand straight with the award in front of them while standing on the stage stairs. Refrain from
talking while on the steps.
Teachers are expected to:
Sit with their students
Monitor students’ behaviour at all times
Review assembly behaviour before each assembly
Assembly Schedule for Middle School:
On Assembly days, teachers responsible for students during the period that the assembly is taking place,
will attend and be responsible for these students.
Attendance_________________________________
The State of California and the Tracy Unified School District expect children to be in school unless they are ill.
Tardy students disrupt the learning of an entire classroom. Students, who are excessively absent or tardy, will be
referred to the School Attendance Review Board (SARB).
If your child will be absent from school for five or more days for any reason other than illness or medical and
dental appointments, please make prior arrangements with your child's teacher for Travel Study. This provides
for a continuing educational program for the student and avoids a financial loss for the school. Travel Study forms
are available from our attendance clerk. Travel Study requires preparation by the office staff and teacher. PLEASE
ALLOW TWO WEEKS NOTICE to have Travel Study programs prepared. Upon the student's return to school, a
sample of work completed on Travel Study must be submitted to the teacher.
Teaching your children to be in their classroom at the beginning of the school day is very important. Tardies and
absences will only be excused when ill or at a medical appointment accompanied by a doctor’s note. Middle School
nd
students are expected to be in class by their 2 bell, 8:12 am. These students are given two warnings per
st th
nd
trimester. Subsequent tardies will result in detention. All 1 -8 grade students are considered tardy after their 2
bell rings. These students are also subject to disciplinary action if tardies remain a recurring problem. All tardy
students must first report to the office.
Back to School Night_______________________
This evening is designed to orient parents to the school and its programs for the upcoming year. Parents are
invited to visit their child’s classroom in order to hear a presentation from the teacher. This presentation is
designed to inform parents regarding specific classroom policies and procedures. Students are asked to stay at
home. If you must bring children, they are to be supervised at all times.
9
Books and Supplies_______________________
Students will be provided with all necessary textbooks and basic school materials. Each child is responsible for
providing proper care. In the case of lost or damaged text or library books, the child is responsible for replacement
th
th
costs. Hard covered texts must have a book cover. This year all 4 -8 grade students are expected to purchase
an agenda to promote organizational skills. It will be the responsibility of the student to replace the agenda if it is
lost.
Breakfast______________________________________
This year Art Freiler School will be offering Breakfast for students from 7:40-8:10 for $1.00. No students should be
on campus during before 8:00 a.m. unless they are here to eat breakfast. Please see menu information at
http://www.tracy.k12.ca.us/foodservices.html For meal account information, please call 830-3256.
Buying and Selling ______________________________
Students are not allowed to either buy or sell any item from another student while coming to school, while at
school or while leaving school. In addition, students may not borrow or lend money to another student for lunch
or any other reason.
Cafeteria Behavior Expectations__________________
The Cafeteria, besides being a lunchroom, is also a place where good character and human relations can be
developed. Here each student is expected to practice the general rules of good character and manners, which one
should find in the home.
PLEASE REMEMBER THAT DURING LUNCH OR BREAKFAST STUDENTS SHOULD NOT
• BORROW MONEY FROM EACH OTHER
• SHARE FOOD WITH EACH OTHER
• EAT WHILE IN LINE BEFORE THEY HAVE PAID
• ACT LIKE THEY ARE STEALING FOOD
• WEAR HATS WHILE SITTING AT THE TABLE
• NOT WEAR SUNGLASSES
Violations of these rules will result in warnings, detention, Friday School and/or suspension.
Some simple rules of respectful and courteous behavior, which make the lunch period pleasant and relaxed,
1.
2.
3.
4.
5.
6.
7.
8.
9.
Be fair. Wait in line quietly and calmly. Do not cut.
Observe good dining room standards at the table.
Remain seated while eating.
Be caring. Talk in a normal courteous tone- no shouting
Be respectful of others. Do not reach over others. Ask for items to be passed to you.
Be trustworthy and responsible. Monitor both your general area and under their table for cleanliness.
This should occur during and after eating. You will not be dismissed until both are clean and orderly
Exhibit good citizenship. Put trash in proper containers.
Do not leave the cafeteria while eating. No food will be permitted outside.
Students can drink colored sodas in the MU room.
Lunch Drop –Off- If families drop off a lunch for their child, they should be put on the table with the pillar boxes in
the Multi-Use Room and NOT in the office. They should be clearly labeled with the students name and put beside
10
the grade level pillar box. For security reasons, please sign in and enter the cafeteria from the north side doors.
Students may either bring a lunch from home or buy one in the cafeteria. Lunchboxes should be clearly labeled
with the child's name. Menus are published weekly in the Tracy Press and sent home monthly in our newsletter. K
th
th
–5 students may buy a hot lunch for $2:25. 6 – 8 grade lunch is $2.75. Milk for $.50 for all grade levels. Parents
may purchase lunches in advance with lunch payments brought to the school office. Checks should be made
payable to Food Services. Students from households that meet Federal income guidelines are eligible for free
meals or reduced price meals. Applications for free and reduced meals are sent home at the beginning of the
school year. There is NO borrowing of money between students at any time.
th
th
A la Carte items are available for 6 – 8 grade students. Prices vary.
For further questions and additional information regarding the Food Service Department, please call 830-3255
Campus Supervision______________________
Teachers and campus supervisors share the responsibility for monitoring the behavior and safety of the students
while on the school campus, in the hallways and in the cafeteria. Students are expected to respond obediently,
courteously and quickly to any adult doing this supervision.
Cell Phone Policy
Cell phones are allowed on school campus and at school sponsored events under the following conditions:
During school hours, the cell phone must be turned off and kept in the student’s backpack (or out of sight). This
includes the moment they enter the school grounds at 8:00 a.m. and when they leave campus, lunch, and break
between classes. Students displaying or using cell phones during the school day will be subject to disciplinary
measures and be considered in defiance. Multiple offenses will result in suspension. If students need to call
parents, they can come to the office.
Classroom Parties__________________________
Classroom parties may be scheduled several times during the school year. SURPRISE PARTIES, INCLUDING
"BALLOON BOUQUETS" FOR THE TEACHER OR OTHERS IN THE CLASSROOM, ARE NOT ACCEPTABLE.
All food brought into the schools for classroom parties, carnivals, etc., must be prepared by a licensed food
preparation facility (i.e., bakery, grocery store, commercial food distributor.) Food prepared in the home will not
be allowed. If you want to bring in baked goods to your school, you will need to purchase them at a bakery or
grocery store. Please do not bring red or orange punch to the classrooms - it stains the carpeting. In keeping
with our CATCH philosophy of healthy eating, please consider bringing items low in fat and sugar.
Classroom Visitation_________________________
You are welcome to visit the school when it is in session. It is however, necessary to have some guidelines so that
your visitation does not interfere with the educational program.
Please call the teacher before you plan to visit in order to see what is scheduled for your child’s class. Be sure to
check into the office when you arrive on campus, sign in and obtain a visitor’s badge. All Freiler students have been
trained to notify a known adult if they see an adult without a badge or a visitor’s sticker. Even if the students in
the class are familiar with you, students outside of the class may become uncomfortable and notify an adult if you
are without a sticker.
If you feel a need to discuss a matter at length, make an appointment to meet with the teacher outside of class
time.
24 hour notice is needed for parents to come observe in classroom by mutual agreement between the parent and
the teacher. This is to ensure the visit does not disrupt the day (test taking etc).
11
Closed Campus____________________________
The Board of Trustees establishes a “closed campus” throughout the District in the interest of student safety and
supervision. Students may not leave the campus during the school day unless an adult whose name appears on
the student’s emergency form signs them out. Parents or legal guardians who pick up children other than at
dismissal time must sign them out at the office counter. Please do not go to your child's classroom before you sign
them out in the office.
Students of other schools are not permitted on campus during regular school hours unless the principal has
granted special permission.
Communication_____________________________
Our school newsletter, The Freiler Star News, is published monthly. All contributions to the newsletter must be
given directly to the school secretary before 12:00 p.m. on the Thursday before the newsletter is published. Extra
copies of the newsletter are available in the office.
Additional important information about our school, programs and classroom schedules can be found on our school
website http://www.tracy.k12.ca.us/afes.
The school fax number is (209) 830-3310.
Commuting To/From School________________________________

parents can pick them up there. 1 – 3 grade students should wait on the stars. 4 - 8 should wait in front of the
school. Students are not to go into the parking area to meet parents. Please do not park or stop behind other
parked cars in the lot and expect your child to meet you there. This has led to car accidents/damage and a few
near misses of students being hit. Please use our pick up line along the inside curb and pull as far forward as you
can. Safe drop-off and dismissal procedures are extremely important.
Bicycle Riders Any student that chooses to ride their bicycle to school must abide by the following rules:
1.
2.
3.
4.
5.
6.
7.
Children shall ride bikes in a safe and sane manner at all times.
Children shall observe all traffic rules and laws.
Children must wear a buckled helmet.
Bicycles are not permitted on campus except for the bike storage area.
Bikes MUST be walked once they are on any part of the campus.
At intersections, follow the directions of the walk/don’t walk signs and not the traffic signal.
Make sure to LOCK your bike during the school day. The District does not assume any liability
for any lost or stolen bicycles.
Students riding bikes must adhere to the designated safe walking routes.
If a child should violate any of the above rules and regulations, his/her bike riding privileges may be suspended.
Parents will be notified of each offense.
(a) 1st offense: One week
(b) 2nd offense: One month
(c) 3rd offense: Remainder of school year
12
The purpose of this policy is to encourage and promote safety for the welfare of the student.
Walking
Students who walk to school must do so in a safe and orderly fashion. Students should be encouraged to walk
directly to school and home and not stop along the way. Students will be held accountable to the school for their
behavior while walking to and from school. Do not cross in front of the cars at the entrance of the parking lot.
Walk along the sidewalk in front of the office, the multi-purpose room, the day care and the adjoining park. This
way is longer but MUCH safer.
Adult crossing guards are located at the corner of Arrigotti Lane and West Lowell and at the corner of Laurelbrook
and West Lowell.
Computer Use/Acceptable Use Agreement___________________________________________
The technology Acceptable Use Agreement signed by the student and parent states, “The computer system then
may not be used in such a way as to disrupt or interfere with its use by others. Inappropriate conduct in the use of
the system includes, but is not limited to:
• Damage, vandalism or theft of equipment.
• Theft, piracy or altering of software.
• Theft of services.
• Use of the system to communicate unlawful information or to transmit computer
viruses.
• Accessing or communicating information which is pornographic, obscene, sexist, racist
or abusive.
• Access or communication of “Harmful matter” as defined by California Penal Code
313.
• Violation of copyright law and Plagiarism of ideas or information.
• Use of the system for anonymous access or communication of information.
• Use of the system for commercial purposes or for political campaigning.
• Other conduct deemed objectionable by the Tracy Unified School District including
changing of settings on classroom computers, creation or playing of non-academic
games, etc..
• Any violations of the classroom rules, school conduct code, educational code, or penal
code.”
Violation of this agreement in any way will result in consequences such as detention, loss of computer use, social
probation, Friday School and/or possible suspension. The AUA includes use of student owned machines that are
used on the District’s network.
AUA and What it Means
Any student or employee who uses ANY District owned technology resources (including the network even with
personally owned machines), must have a signed Acceptable Use Agreement on file.
The AUA document specifies that technology resources are to be used for educational purposes only. ANY user
(including staff members) who is deemed by their supervisor to be misusing District Technology resources may
have their access to those resources revoked for the amount of time deemed appropriate by the District or the
supervising party. In the classroom environment, the teacher has the right to suspend a student’s technology
privileges. Other teachers who have reason to interact with the student should be informed immediately. A copy
of the form AUA Violation Letter should be filled out by the teacher with the consequence approved by
Administration, and the letter should be sent home.
While the district supports “free time” use of computers by educational staff, it is important to recognize that any
e-mail content or visited web sites can be tracked. Content of both should be free of material that could
reasonably be deemed as offensive. Additionally, district-owned equipment should not be used to download MP3
music, movies or other copyright-questionable materials.

Dances_________________________________
All middle school students in good standing are eligible to attend dances. Dances are held periodically in the
afternoon from 3:30 - 5:30 p.m. Tickets are sold at the door for $3. There may also one evening dance during the
school year. It is requested that students be picked up within 15 minutes of the end of the dance.
Students may not arrive more than 30 minutes late for a dance and may not leave early unless picked up by a
parent/guardian. If a student is picked up later than 30 minutes after the dance, the student will be assigned
detention for the amount of minutes their ride is late. Any students not attending school on the day of the dance
may not attend the dance, unless they are off track. Students who owe overdue library materials, fines, and/or
who owe detention will not be allowed to attend the dance. All school rules and consequences for misconduct are
in effect at dances. Specific dance dates are announced in the student bulletin
Detention
st
A student may be detained after school for up to one hour for disciplinary or other reasons. 1 to 3rd grade
th
th
classroom detention will be held and arranged by the student’s teacher. Teacher assigned detention for 4 -8
grade, will be after school in room 6, 5, or 33 from 2:45 – 3:15. The length of time should be reflected in the
student’s agenda/notebook. Lunch detention will be assigned to students with excessive tardies and the more
minor misbehaviors.
Occasionally, during detention, the required time is increased. This may happen because the student arrives late,
does not follow the STRICT behavior rules of detention, or is unprepared or disrespectful. Tardy students are not
admitted. Office detention, assigned by the assistant principal, will be held in the office by the assistant principal.
rd
For 1st to 3 grade, office detention, assigned by an administrator, starts immediately at 2:25 until 3:25 and for
th
th th
4 -5th grade it begins at 2:45 and ends at 3:45 and for 6 -8 grade it begins at 2:45 and ends at 3:45. Failure to
serve classroom or office detention will result in additional detention and can lead more serious consequences
such as Tuesday School, and/or suspension.
Detention Behavior Rules
1.
2.
3.
4.
5.
6.
7.
8.
9.
There is ABSOLUTELY no talking, or walking around during detention.
Students will be given an assignment. Students must give what they have completed to the supervisor
before he/she will sign student agenda. If the supervisor feels it is inadequate based on the amount or
kind of content, the student will serve additional detention minutes.
The adult in charge will call you and ask to see your agenda to verify the amount of minutes owed.
There is NEVER a reason to be out of your seat. If you have a question or comment, you should quietly
raise your hand and wait for the supervisor in charge to address your question or comment. If you need
to use the bathroom, you will be excused and the amount of time you take will be added to your
detention minutes.
Be prepared to work with paper, assignments and multiple pens or pencils to use. Make sure you have
gone to the bathroom BEFORE you go to detention.
If you arrive late, additional minutes will be added to your detention and possibly additional days of
detention. You need to be seated and working five minutes after dismissal bell.
Breaking any of these rules or failing to serve detention, will result in additional detention, possible
detention with the assistant principal, Tuesday School and/or suspension.
The adult in charge will tell you when you may quietly leave. They will sign your agenda to verify that you
served the minutes owed.
Detention is intended to be a consequence for inappropriate behaviour and to help you through the
process of learning how to act appropriately in class. We do NOT expect to see you in detention weekly.
Advisory and detention teachers will be keeping track of your detention and reasons. If detention is not
helping you learn how to be improve your actions, more serious consequences will be assigned.

Drama Production Participation_______________________________
In order to participate in drama productions students must maintain a 2.0 grade point average and have no Ds or
Fs on their report card or progress report. Students will also be excluded for poor behavior resulting in
suspensions or excessive referrals.
Dress and Personal Appearance____________________________________________
From years of observation, we know that student behavior is better if students are properly dressed for the
business of going to school. The primary responsibility for student dress and appearance rests with the parents.
The primary purpose of school is education. Therefore, all aspects of school must be considered with this objective
in mind. As a guide, students should be dressed in clothing that would be appropriate in the workplace. A
reminder, if a student sits down or leans over (like at the lunch table talking to a friend across the table) and skin
or underwear show, tops are too low, straps are less than 1 ½ “ wide, pants too baggy or torn revealing skin, the
clothing is not appropriate. Students are not allowed to wear rosary beads, flip-flops, slippers, “house shoes”, or
shoes with no backs, etc. Students are not allowed to wear three or more items of the same color portraying an
unauthorized group. Students are not allowed to wear red or blue hats, belts, or shoe laces. In addition, the
students at Art Freiler School will follow the district dress code as outlined in the district handbooks. This dress
code will be enforced at all times while the student is on school grounds and at any other school activities even if
they are off campus or during non-school hours.
Emergency/Disaster Preparation
Safety is a prime concern at Art Freiler School. The school has detailed disaster preparedness
plans in place for unforeseen emergencies. Periodic drills are conducted throughout the year.
All adults on campus (parents, staff) must respond appropriately – whether before school,
during lunch and after school, during these drills. In case of emergency, for the most
comprehensive information please report to the office or designated area. Please do NOT go
directly to your child’s classroom because it may compromise safety.
Emergency (Fire, Earthquake, S.P.O.C.)Drills_________________
1. Students are to stop talking immediately and follow the directions of the closest teacher.
2. Students are to remain silent until directed to talk by the teacher.
Field Trips_________________________________
Throughout the school year, students will occasionally go on field trips. Permission forms must be signed and
returned to your child’s teacher prior to the trip. All standard rules of conduct and procedures used in the daily
transportation of pupils will be observed and enforced on field trips unless otherwise stated by the bus driver. If a
parent chooses to have both their child and themselves attend a school sponsored field trip, the parent and child
must stay with the teacher and class as designated on the field trip. If a parent or guardian chooses not to have
their child on a school sponsored field trip, the student MUST attend school and will be placed in an alternate
classroom. If the child does not attend school they will be considered truant.
Due to increased liability and supervision responsibilities, the District cannot allow non-enrolled children to
attend educational field trips in accordance with Policy 6153.
Students must return from field trips with their class, unless there is an emergency.
Freiler Staff Parent Association (FSPA)_____________________
Our parent group meets monthly to deal with many issues including fundraising, communication, and general
parental concerns. We are always open to new ideas and need your support to run a quality program. As you know
a parent group is only as strong and active as its membership. We hope to see you at school. The FSPA typically
meets on the second Wednesday of the month.
15
Gum__________________________________________________
Art Freiler School has a NO GUM POLICY. Students who are chewing gum will be subject to detention or
community service. Further offenses can result in disciplinary action. Students will have their gum confiscated.
Hall Passes_______________________________
Students are not allowed in the walkways during the class period unless a teacher accompanies them or they have
th
th
a buddy (7 & 8 grade students are allowed to go to the office unaccompanied) and with a hall pass. Students
should sign out, including time, when they leave the room and sign in, including time, upon return. Students are
not to come to the office without a hall pass. Students who are in the hall without a pass will forfeit hall pass
privileges in all classes. Students are not to be in the walkways during lunch or after school. If a teacher requests
to see you before school or during lunch make sure they give you a pass. Students cannot go to the library without
a pass. Students are not to wait in walkways for students serving detention, students working with a teacher etc.
Health Services_____________________________
nd
th
Each year hearing tests are done on Kindergarten, 2 , 5 and Special Day Class (SDC) students; vision tests are
rd
done on all Kindergarten, 3 , and SDC students. Also, a teacher, parent, school psychologist or administrator may
refer any student to school health services for vision, hearing, or health assessment testing as needed.
All students are required to have a health screening examination before entering first grade. This examination can
be obtained from your family physician or through services provided by the county health department
Homework Guidelines_______________________________
Our TUSD guidelines’ objective is to have every student do a good day’s work every day. Appropriate homework is
designed to reinforce skills learned in the classroom. Refer to “Parent’s Guide to Homework,” Appendix H.
Honors and Awards__________________________________________
In addition to our academic awards (please see “Academic Honors” section of this handbook) Art Freiler also
rewards students who show outstanding citizenship and attendance. Every teacher and staff member may issue
Character Cards for behaviors, which exemplify the Pillars of Character Counts. Students write their name on the
stub and put the Character Card in the box for their grade level. Every week winners from each grade level are
announced and awarded special lunch privileges. At the end of each trimester, students are given recognition for
demonstrating the pillars of good character. The applicable students are given ribbons, pencils and/or coupons in
recognition of their positive character. It should not be expected that every student would be chosen to receive a
character award during the year.
For attendance awards, classes will color one letter on their attendance banner on the days when all the students
come to class on time. Once the banner is completed, the class receives an ice cream party. Students who have
perfect attendance (no absences or tardies at all for any reason) for the whole year will receive a perfect
attendance award at the end of the year and will be invited to a special ice cream sundae party.
Language, Speech, and Hearing Specialist (LSH)____________________________
Our LSH Specialist works five days each week, working individually, in small groups, and in classrooms with
students qualified for help in language, speech, and/or hearing. The LSH Specialist also participates in our Student
Success Team.
Library____________________________________
Students are scheduled to visit the library on a regular basis. If you would like to volunteer in the library, please
call the school office.
Students are accountable for books at the end of each report card period. Students will be charged for
the full replacement value of each lost book. REPORT CARDS WILL BE HELD UNTIL BOOKS ARE
16
RETURNED OR THE FEE PAID.
Locking Rooms_________________________________
Students need to be aware that they are not to be left alone in the room by the teacher, or allowed to go into the
room alone during recess or lunch.
Lost and Found______________________________________________________
The lost and found area for clothing items is in front of the school next to the custodian’s office. Periodically
clothing items will be donated to charities if not claimed. Lost books will be taken to the library. Items of value-purses, money, and jewelry--will be kept in the office and will need to be identified prior to students claiming the
item.
Lounge/Work Room__________________________________________________
A. Students are not to be sent to the Lounge to retrieve materials or to use the copy machine.
B. Children of staff members, volunteers, substitutes or any other adult should wait in the front office while
their parents check their boxes or talk with other teachers in the Staff Lounge. THEY SHOULD NEVER BE
IN THE STAFF LOUNGE OR USE THE STAFF RESTROOMS. THIS ABSOLUTE RULE IS FOR CONFIDENTIALITY
AS WELL AS COLLEGIALITY REASONS.
Medication_________________________________
A Permission Form for Administering Medication in School form must be completed and on file at the school
before administration of medication by school personnel is allowed. This includes aspirin, decongestants or any
over-the-counter medication.
Please contact the office immediately in the event that your child requires such medication and the proper form
will be made available. Signatures of both the parent and physician are necessary. Parents may personally visit
the school to administer medication in order to forego these procedures.
Health Services staff can call your physician and verify a need for medication. Please call Health Services at 8315333 or 831-5063.
Students unable to participate in Physical Education for three days or longer must have a written note from their
physician.
Minimum Days_____________________________
Minimum days are scheduled periodically during the school year. Please consult the yearlong calendar. On these
th th
th th
days, students in grades 1-3 are dismissed at 12:30, 4 -5 at 12:40, and 6 -8 at 12:45. AM and PM Kindergarten
will follow the AM Kindergarten schedule. Minimum days are scheduled for Parent Teacher conferences,
preparation of report cards and tracking off days.
Non-resident Students_____________________________
Non-resident students are expected to maintain Art Freiler’s high expectations for behavior. Should a non-resident
student receive 6 or more days of suspension, they will be directed to Students Services where they may be asked
to return to their neighborhood school.
17
Office Referrals________________________________________
A. Students sent to the office must have an Office Pass or Discipline Referral. For safety reasons, K- 6 students
should always be in groups of two or three, if one student is to be left behind
B. Discipline Referrals should be completed when a student is referred to the assistant principal for discipline.
Open House________________________________
Our annual Open House is held in the Spring. Families are welcome to visit the classrooms as students and
teachers show their work.
Parent Conferences__________________________
Parent-teacher conferences (K-8) are scheduled at the end of the first trimester. Please feel free to call and make
an appointment to see your child's teacher at any time.

th th
able to see your student’s attendance, California Standards Tests, grades (4 -8 grade) and other information.
Please come to the office for sign up information.
Passing Time________________________________
At all times in the walkways, it is expected that students walk quietly and courteously. During Middle School
Passing times, students are to move as safely and quickly as possible be in their next class in order to be in their
seats and ready to work when the bell rings. This is not a time to loiter with friends or run office errands. Tardies
will be handled with referrals.
Personal Valuables/Electronic Devices___________________
Electronic devices such as, but not limited to: telephones, pagers, recording devices, IPODs, MP3 players, radios,
CD players, and video games are not permitted on campus and will be confiscated for safety purposes. Personal
items of value should not be brought on campus. As explained in the district discipline handbook, chains, spiked
jewelry and other such items will be confiscated immediately.
Playground Rules____________________________
For the safety of all students, detailed playground rules have been developed.
Progress Reports____________________________
th th
Progress Reports are issued for 4 -8 grade students. Parents should be prepared to work with both student and
teacher to attempt improvement in the student’s work prior to the issuance of report cards.
Psychologist/Counselor_______________________
A school psychologist works each week in order to conduct individual testing, individual counseling, and group
counseling. Our psychologist also facilitates our Student Success Team (SST) meetings.
Report Cards_______________________________
Report cards are issued once each trimester for students in grades 1-8 to inform parents of their child’s
performance. Kindergarten students receive report cards two times during the school year. Report cards
represent only one facet of the communication process and may be used as a starting point for discussion at
th
conferences. The primary grades do not assign letter grades. Letter grades are given starting in 4 grade. A
18
student must be enrolled at Freiler School at least 20 days during the trimester to receive a report card.
Resource Specialist Program (RSP)____________________
Our Resource Specialist works with students who have been identified (through SST) as learning disabled as well as
with general education students. The Resource Specialist also confers, consults, and teaches with other members
of our staff.

4 Children are to use the toilet, flush it, wash their hands and leave.
5 There is no playing or socializing in or around the rest rooms.
6 Students are responsible for keeping the school rest rooms clean and orderly.
7 Before school/during recesses and during lunch, the only bathroom that should be used is the one
connected to the MU room. The pod bathrooms are for use ONLY during that pod’s instructional time
periods.
Resolving Conflict – Chain of Command________
Occasionally, a disagreement or concern may arise concerning particular school or classroom procedures. We
believe it is helpful to present school policy in these cases.
1.
CLASSROOM CONCERNS SHOULD BE BROUGHT TO THE ATTENTION OF YOUR CHILD’S TEACHER FIRST. Any
problems or disagreements can be worked out in a parent-teacher conference. Often these kinds of concerns
are based upon misinformation or a misunderstanding that can be easily cleared up.
2.
Should a parent feel that the matter has not been resolved satisfactorily then they may choose to discuss the
problem with the Principal.
Further action would include a meeting with District representative who will handle the matter according to
District policy.
3.
Safety Drills_______________________________
In accordance with state law, a fire drill is conducted once monthly and earthquake drills are conducted every
three months. Students are expected to respond quickly and safely as directed by their teacher. If a parent is on
campus during a safety drill, please stay with your child’s class until the conclusion of the drill.
School Site Council__________________________
The eleven members of our School Site Council author our School Plan. The primary task of the Council is to ensure
that the school is continually engaged in identifying and implementing curriculum and instructional practices that
result in strengthening the core academic program and ensuring that students have access to consolidated
programs that supplements the core curriculum. The School Site Council also decides how to spend our School
Improvement Program (SIP) funds. This council is made up of six parents, four staff members, one classified staff
member and the principal. Anyone is welcome to attend our monthly meetings.
Skateboards/Rollerblades/Shoe Skates________________________
Tracy Unified School District does not allow skateboards, rollerblades or shoe skates to be ridden at or brought to
19
school. Any that are brought to school will be confiscated and placed in the office until the end of the day. A letter
or phone call will be made to notify parents of our policy and the offenses. A second offense will include holding
the item in the office until a parent conference can be held, detention is served or the end of the trimester. Any
subsequent offenses will likely result in full suspension from school.
Smog Warnings_________________________________
A.
Hot days which require reduced activity will be announced in accordance with TUSD guidelines. Athletic
activities will be modified and/or cancelled at the PE teacher’s discretion.
B.
During summer months please assure that your child has a hat, sunscreen and bottled water. Further,
please encourage your child to eat a full lunch and avoid caffeinated drinks.
Student Council_____________________________
The Student Council promotes initiative and leadership among its members. The Student Council is made up of
elected representatives from first to eighth grade students. It is the duty of the representatives to bring to the
council’s attention items of business from their classmates and to report the actions of the council. Students are
encouraged to become involved in student government. Specific responsibilities of the Student Council are:

concerns that a teacher or a parent may have regarding a student. The purpose of Student Success Team is to help
promote a positive and successful school experience for our students. Students may be referred to Student
Success Team by a teacher or by a parent/guardian. If you feel that your child may benefit from Student Success
Team please contact your child's teacher or the principal at 830-3309.

is forgotten. Logical consequences should apply. Make sure students tell their parents to bring the items
to the office.
3. Students will not be permitted use of phone to make “social
arrangements” before, during, or after school.
4. If the student is to be detained after school, he/she should call home
5. Cell phones are allowed on school campus and at school sponsored events under the following conditions:
During school hours, the cell phone must be turned off and out of
visual sight. This includes lunch, break and between classes.
Students displaying or using cell phones during the school day will be subject to disciplinary measures and
be considered in defiance.
Student Records___________________________
The Tracy Unified School District maintains cumulative records for each pupil as required by law, and any
additional records that would be helpful in providing maximum educational opportunities for pupils. These
records are available for parents to review. Please call the principal in order to set up an appointment with the
office staff if you desire to review your child’s cumulative record.
Telephone (Use and Messages)_________________
The office staff will always try to relay telephone messages to your child. To prevent continually interrupting
teachers while they are instructing their classes, we request that these messages be for emergencies only.
Students may use the office phone for emergencies only. The office staff will make all necessary calls home when
a child is sick. We appreciate family responsibility in preparing students to go through each school day without
having to call home.

Withdrawing From School____________________
When moving to a new town and school it is important that our office know in advance of the move so that a
transfer may be prepared. Please phone our office or write a note in advance specifying the last day of your child's
attendance and the destination, if known. Our office will prepare a transfer, which your child will bring home so
that it may be taken to your new school.
Yearbook__________________________________
The middle school students will construct the yearbook during elective classes. It will consist of photos
representing the entire year at Freiler; therefore, will be distributed at the end of the school year.
Please keep in mind that yearbooks are personal property of those who bought them. During distribution and
signing, it is expected that all students will respect the owner by refraining from using profanity or in any other
way damaging the book. Not following these guidelines will lead to disciplinary action.
