Rather than use GMT as a default time zone, #define
now automatically identifies the time zone for
individual users and uses this throughout #define.
This should make #define more usable for users
outside of GMT and reduce confusion between
remote teams.

SVN Hooks
Project managers can now configure pre-commit
hooks in #define. This provides a powerful way to
ensure any commit messages satisfy certain
requirements (such as the need to include a ticket
number) before a revision is made to the file
