English Language Acquisition (ELA) Supporting English Language Learners: Secretary Presentation August 2015 Purpose and Objectives Our purpose today: Understand the important role of office personnel in determining program eligibility and supporting English Learners (ELs) and their families with ELA Program Options. Objectives: Review student registration process including the Home Language Questionnaire (HLQ), Parent Permission Form (PPF), and Newcomer Referral Identify importance of explaining the ELA program offered at the school as well as District ELA program options. Identify effective practices for registering ELs. Lifecycle of an English Learner Home Language Questionnaire Parent Permission Form Newcomer Process 8/6/2015 Effective Practices All new students complete a Home Language Questionnaire (HLQ) Effective Practices Every family is welcomed and receives school and district ELA Program information in a parentfriendly manner. Effective Practices Parents are aware of all ELA Program options at their home school. Parents of Newcomer students are informed about Newcomer Centers. Effective Practices All processes are monitored by the Portfolio Management Team and the ELA Department. Student Registration Highlights HLQ Highlights • • • • • 8/6/2015 The Home Language Questionnaire (HLQ) is page 1 of the DPS Student Registration Packet. You can download the HLQ from your ELA Secretary Information website. You will Enter and Upload the HLQ into Infinite Campus. HLQ cannot be changed or redone after it has been completed. Encourage parents to fill out the HLQ accurately. EL identification is determined by the Body of Evidence gathered and reviewed by the ISA team, not just the responses to the HLQ. PPF Highlights • • • • The Parent Permission Form (PPF) is required for all families who indicate a language other than English on the HLQ. You can download the form from http://tinyurl.com/ELAforms You will Enter and Upload the PPF into Infinite Campus. If a parent wants to opt out of services, after receiving their child’s test scores and after speaking with the ELA Point Person, send the waiver to the Portfolio Management Team. Other Highlights • • • • • Be aware of your Newcomer Referral flags, so that you can promptly submit referrals for proper student placement. Make sure you have a place to Show the ELA Video to parents. Make sure you have the ELA Parent Brochure ready to hand out to parents. Have the list of Zone Schools available for yourself and have it handy so that you know where to refer parents if needed. You or your principal can access the translated documents you may need in the Multilingual Document Repository (see User Guide). To request translation services, visit the Translation Request SharePoint site. ELA Process Map Review the “ELA Registration Process” map with your partner. • Note that DPS has 15 days to get from Green to Red Get set up before Registration: • Know your designated administrator/ELA point person. • Have the designated administrator/ELA point person’s schedule(s) on file. • Have a process for showing ELA video to parents. New ELA Registration Process Home Language Questionnaire • Parent responses entered into Infinite Campus • Responses cannot be changed • HLQ form is uploaded to Infinite Campus Home Language Questionnaire (HLQ) • The HLQ is page 1 of the Registration Packet. • The HLQ has three questions: ▫ What is the primary language in the home, regardless of the language spoken by the student? ▫ What is the language most often spoken by the student? ▫ What is the language that the student first acquired? HLQ transferred to Infinite Campus This step must be completed within 3 days of the student’s registration HLQ into ELA Student Workflow ELA Program Options If the answer to any of the HLQ questions is a language other than English, the parent/guardian: ▫ Reviews an ELA brochure in his/her native language ▫ Watches the ELA video ▫ Meets with the principal or designee if they have questions about your school’s ELA program options • Completes a Parent Permission Form which can be downloaded from http://tinyurl.com/ELAforms • Student is provisionally (temporarily) placed in ELA classes. Parent Permission Form • Charter PPF is different than District form • Parent response entered into Infinite Campus • Option can be changed by the parent at any time • PPF is uploaded to Infinite Campus Parent Permission Form (PPF) • Parents of students with a language other than English on the HLQ have two ELA program options on the Parent Permission Form to choose from: ▫ Option 1: For Spanish-speaking EL students (ELA-S classroom/courses) Not currently offered in charter schools. Complete the TNLI waiver. Upload to IC. ▫ Option 2: For all EL students, including Spanish speakers (ELA-E classroom/courses) Students learn English with the support of a teacher who has special training to work with ELs. Students learn English and receive supported English content instruction. DPS research shows that ELs who receive ELA Program services perform better than ELs who do not. PPF transferred to Infinite Campus This step must be completed within 3 days of the student’s registration PPF into ELA Student Workflow Parent Permission Form Option 3 • Parents also have a third option: decline ELA program services (PPF3). ▫ DPS research shows that ELs who receive ELA Program services perform better than ELs who do not. • If a parent wishes to decline ELA program services, this option is available only after: ▫ Student is W-APT tested and ▫ Parent has received a letter in the mail with test results and ▫ School’s ELA expert has met with the parent. Parent Permission Form Option 3: Waiver Form • • • • Before processing a PPF3, verify the school leader has entered Reasons for Waiver of Services Option can be changed by the parent at any time Waiver form sent to Portfolio Management Team Waiver entered and uploaded into Infinite Campus by PMT Uploading the HLQ and PPF into IC The HLQ, PPF and TNLI Waivers will be uploaded to Infinite Campus the same way Birth Certificates are.
