Call to Order Introduction of Art at 1.1 Verbal Report: Mayor Clay Council File: 7705-01 Mayor Clay introduced Port Moody artist, Mr. Bob Homer, and noted that Mr. Homer has been creating art his entire life and has made a living doing what he loves - drawing, painting, taking photos, and turning everyday objects into unconventional works of art. Mayor Clay also noted that Mr. Homer loves textures and often uses his fingers instead of a brush to paint, and that as a colour¬ blind artist, Mr. Homer brings a unique perspective to his art. Mayor Clay invited Mr. Homer to say a few words about his art. Council's Vision: Port Moody, City of the Arts, is a unique, safe, vibrant waterfront city of strong neighbourhoods; a complete community that is sustainable and values its natural environment and heritage character. Document: 316364 Mr. Homer noted that he graduated from the Technical Illustration Program at Sheridan College in Ontario more than 15 years ago, and that he has a passion to create art, including taking photos, designing websites for clients, and painting for fun. Mr. Homer also noted that the piece on display is a hyperrealistic pen and ink drawing called Jazz Man that was based on a photograph he took and was created using the stippling technique. Mr. Homer thanked Council for the opportunity to show his work and noted that more of his work can be viewed on his website at www.bobhomer.com. 2. Public Input Paul Carey, Port Moody, inquired whether the proposed policy in item 9.2 will affect the zoning of publicly owned municipal property and whether Port Moody residents would be consulted on zoning changes. Brian Sproule, Port Moody, noted that the construction company left deplorable conditions on the far entranceway to Hideaway Trailer Park on Dewdney Trunk Road after completing the pipeline project in the area, and requested that Council address the situation. Hazel Mason, Moody Centre Community Association, Port Moody, expressed concerns about the proposed policy in item 9.2. She inquired about the definitions of highest and best use, underdeveloped, and highest value, and asked for clarification on the process, public input opportunities, and what the policy could mean for the future of Port Moody. Ms. Mason also noted that a map identifying all City-owned land would be helpful. Karen Rockwell, Port Moody, expressed support for the proposed policy in item 9.2, expressing concerns about an email that was sent by a Councillor indicating that the policy would preclude the construction of a seniors' centre on City land. Ms. Rockwell noted that it is common practice for Council to consider highest and best use, as it is the prudent and fiscally responsible method of decision making for ensuring financial stability. Ms. Rockwell also noted that the issue of secondary suites in the City needs to be revisited as many homeowners are not registering and paying for suites in their homes. Use Leis, Port Moody, expressed concerns about the proposed policy in item 9.2, noting that it could have unintended consequences. Ms. Leis asked whether the considerations noted on page 84 of the agenda package would be part of the policy, and expressed concerns about the adequacy of public consultation processes. Jean Donaldson, Port Moody, expressed concerns about the proposed policy in item 9.2, noting that the concept of highest use would include outright sale of some land, which could be dangerous and short-sighted. Ms. Donaldson noted that the proposed policy lacks detail and that the motion has not been well thought out. City of Port Moody Regular Council Meeting - July 14, 2015 2 Elizabeth Campbell, Port Moody, expressed concerns about the proposed policy in item 9.2, noting that consideration should be given to the long-term liveability of the City. Ms. Campbell suggested that taxpayers would accept a tax increase if they were fully aware of the reasons behind such an increase. Melissa Chaun, Port Moody, expressed concerns about the proposed policy in item 9.2, noting that Port Moody's watershed and ecosystem are priceless and need to be protected to ensure the long-term sustainability of the City. Ms. Chaun also noted that human lives depend on what nature can provide, making it extremely important to protect Port Moody's green infrastructure. Ann Hulbert, Port Moody, expressed support for the proposed policy in item 9.2, noting that highest and best use is the place to start when considering uses for City properties. Ms. Hulbert also suggested that a seniors' centre and a new library would be the best use of the old Fire Hall site, and expressed a desire for more food trucks in the City. Ms. Hulbert thanked Council members for their support and volunteering efforts at Ribfest over the weekend, and noted that she would like to see it happen again next year at the same location. RC15/258 Moved, seconded, and CARRIED THAT the public input period be extended beyond 15 minutes. Ann Ladouceur, Port Moody, expressed concerns about the proposed policy in item 9.2, particularly about the possibility of City assets being sold. Ms. Ladouceur noted that the interpretation of value is generally monetary and that, if previous Councils had used this approach, many services in Port Moody today would not be available. Dan Attridge, Port Moody, expressed support for the proposed policy in item 9.2, noting that it has the public's best interest in mind. Mr. Attridge noted that Council members are the keepers of public trust and, as such, need to manage City resources and make decisions based on current and future needs, and that this proposal provides an opportunity for Council to look for new and needed sources of revenue. Elaine Golds, Port Moody, expressed concerns about the proposed policy in item 9.2, noting that it could precipitate a fire sale of public property in Port Moody for financial gain. Dr. Golds noted that even if environmentally sensitive lands are excluded, land designated as low environmental sensitivity may not be excluded. Dr. Golds asked that a full list of properties under consideration be provided for public consultation. Dr. Golds also expressed concerns about a plan to restore a naturally forested area around Suter Brook with non-native plants, as well as staff's lack of knowledge about the City's Naturescape Policy. City of Port Moody Regular Council Meeting - July 14, 2015 3 John Grasty, Port Moody, expressed support for the proposed policy in item 9.2, noting that the policy provides a good definition of highest and best use as the highest value for taxpayers, which indicates that Council is open to and aware of competing needs of community amenities. Lisa Beecroft, Port Moody, expressed support for the staff recommendations regarding food trucks, but expressed concerns with the process undertaken, noting that the survey and consultation meeting did not address some of the business concerns. Kathleen Thompson, Port Moody, expressed concerns about trees and vegetation on public land struggling as a result of the water restrictions currently in place. Ms. Thompson requested that the City encourage residents to hand water trees that are struggling in their neighbourhoods. Ms. Thompson also inquired about the possibility that contracted out park maintenance work be brought back in house to be conducted by City staff. 3. General Matters Presentation - Life 3.1 Presentation: Mayor Clay Saving Medical File: 0290-02 Assistance Mayor Clay noted that on March 5, 2015, during a drop-in badminton program, a man fell to the ground, with no pulse, and was not breathing. Mayor Clay noted that the quick actions of four people, Dr. Ashraf Salib, Lana Pogue, Nicole Manning, and Lindsay Rienks saved the man's life through the use of CPR and an Automated External Defibrillator (AED). The Mayor noted that this is the fourth time an AED has been used in the Recreation Complex, each time resulting in a life being saved. Mayor Clay invited Mss. Pogue, Manning, and Rienks to the stage for the presentation of certificates for their efforts, noting that Dr. Salib was unable to attend the evening's meeting and would receive his certificate at a later time. Mayor Clay also noted that on April 7, 2015, Greg Porcellato, Lisa Porcellato, and Mahmoud Mitha came across a man collapsed on the Inlet Trail with no pulse, when they called 911 and began performing CPR. These three people saved the man's life by performing CPR until first responders arrived and took over. The Mayor invited Mr. and Mrs. Porcellato and Mr. Mitha to the stage for the presentation of certificates for their life saving efforts. Presentation - 3.2 Port Moody Arts Centre Society Annual Report Presentation: Port Moody Arts Centre Society File: 7780-55 Valerie Simons, President of the Port Moody Arts Centre Society, introduced the Society's new Executive Director, Stephen Torrence, who presented the Society's 2014 Annual Report. Mr. Torrence invited Council to visit the Arts Centre and see the activities currently underway, and provided an overview of the Society's annual report for 2014, noting the following: City of Port Moody Regular Council Meeting - July 14, 2015 4 • Arts Centre expansion was completed with the addition of the Appleyard House and the new atrium connecting the two buildings; • More than 350 classes were held with registration of over 1,300 participants; 0 Assistance was provided to local families with art camps and after-camp care during the teachers' strike; • Youth leadership program was introduced; • Programming revenue increased 59% over 2013; • 11 regular exhibitions were held presenting work by 218 artists, and were attended by over 1,000 people at opening receptions; • Gallery sales increased by 83%; • Continued positive relationship with the Blackberry Gift Shop; and • Participation in several major events in 2014. Mr. Torrence also noted that the Arts Centre will be holding the following upcoming fundraiser events: Girls Night Out on Friday, August 7, 2015 at the Inlet Theatre; and An Evening of Art and Soul on November 12, 2015. 4. New Business Evergreen Line 9.1 Presentation: Evergreen Line Public Art Liaison Committee Public Art File: 7940-01 Staff provided an overview of the process taken to select public art for the Evergreen Line stations in Port Moody, and introduced Susan I Us, representative from the Evergreen Line Public Art Liaison Committee, who provided an overview of the selected artwork for the Inlet Centre Station Plaza. Ms. lus noted that the piece, entitled Evergreen People, is an abstract piece symbolizing the diversity of people in Port Moody. She noted that the 7-foot tall and 9-foot wide piece will consist of three galvanized iron forms connected by five stainless steel spheres, which will be low maintenance. The artist team comprises Alberto Cerritos, Rosalina Cerritos, and Jaime Torres. Other Business City of Port Moody Regular Council Meeting - July 14, 2015 11 11. Reports from Council 11.1 Council Verbal Reports Councillor Dilworth congratulated the organizers of Ribfest on the success of their event and thanked the Rotary Club and volunteers for organizing it. Councillor Dilworth requested information on enforcement of anti-dumping bylaws. It was noted that staff will make efforts to identify the offender and will forward any information found to Bylaw Enforcement for follow-up. Councillor Lahti requested that staff issue a news release, similar to that released by Metro Vancouver, to encourage residents to help care for trees and vegetation on City property during the dry weather. Councillor Glumac clarified that he did send an email earlier in the day regarding agenda item 9.2, noting that he felt it was necessary to communicate with the public about issues of interest, and that he will continue to do so in the future. Mayor Clay thanked the Port Moody Rotary Club for organizing Ribfest and thanked staff who worked with Rotary on the event.
