Statistics Norway`s(SN) role in the process
• Important to SN
• Represented in the reference group
• Represented in three out of five working groups
– Purpose and population
– Content and needs for information
– Cooperation abroad
2
Different types addresses discussed
• Legal address
• Current address
• Postal address / Contact address / contact information
• Secondary address, for example a child who have to
homes.
3
Different needs for addresses within SN
• De jure address
• De facto (current?)
• Other
4
In general: The “new CPR” is most important
outside the core.
The core
The new
5
Address is an important variable for SN
• Different needs within SN
– Population statistics (de Jure)
– Census (de Jure/de facto)
 Dwellings
– Living conditions
 Commuting
– Households (de Jure /de facto)
 Cohabitants
– Dwelling statistics (de jure/de facto / other)
 Dwellings in us
– Data collection (postal/ telephone number)
• Important variable in the calculation of the municipal revenue
system (De Jure)
– GIS calculations
6
A modernized CPR will hopefully….
• Place of usual residence
– It is important to emphasize the different needs in the society
– De jure residence should be more equal to de facto residence
• Criteria for emigration
– Too many don't notify when leaving the country
 More resources needed
 Negative impact on the statistics:
– More exchange of data at individual level
 between the Nordic countries
 within the EU/European Economic Area (EEA)
– Use of registers to statistics is increasing
7
A modernized CPR will hopefully….
• Improve the quality of existing statistics

Interaction
Increased use
New legalisation
Modern system?
• Modernization – opportunities for new (or better) statistics
– Greatest wish from SN: Current address especially for groups with
expectations in the legislation but also other groups (e.g. commuters,
peoples partly living abroad)
 Students
 Institutions
– More addresses – more opportunities
 Rationalisation the of data capture – Surveys may be dropped or shorted
 New statistics. E.g. Unused dwellings
8
Summarized: A modernized CPR can:
• Improve the quality of the statistics
• Opportunities for new types of statistics
• Rationalisation of existing statistics
• But still: the most important is the legal address and the
modernization should not compromise the quality of the
legal address
