Object-Oriented Software
With the variety of transportation software on the
market today, object-oriented software is critical to
systems integration. Delivering an overall architecture, object-oriented software provides the vehicle
for integrating proprietary protocols with emerging
standard interface protocols into a cohesive,
integrated system. The reuse of object-oriented
software provides Northrop Grumman’s partners
with reduced implementation costs, shorter
implementation times, rapid updates with new
technologies, and cost effective expandability.
Northrop Grumman IT has available software for
control and operations of closed circuit television
(CCTV), dynamic message signs, controller, and
traffic detector equipment from multiple manufacturers.
Technology Innovation
As a developer and integrator of high technology
products for the federal, state, and local government
markets, Northrop Grumman continually investigates new and emerging technologies for application to the transportation, public safety, and
homeland security needs of our customers.
Promising and cost effective technologies are
identified to our customer along with evaluations of
performance, applicability, and potential benefits
including life cycle costs.
For example, Northrop Grumman identified a
technology developed and used in Japan for the
detection and recording of incidents and near
incidents at traffic intersections. We worked with
the Commonwealth of Kentucky to deploy an auto
incident recording system consisting of video

cameras, microphones, signal processors, and a
video recording device in the City of Louisville to
assist in gathering data at a high incident intersection within the city. Using the data captured,
accident re-constructionists were able to obtain
unbiased, accurate data to gain new insights into
driver behavior at the intersection and quickly
identify appropriate countermeasures to mitigate
incidents and near incidents. Improvements
implemented as a result of this technology have
significantly reduced the incident occurrence at this
intersection.

The Northrop Grumman portfolio of intelligent
transportation solutions provides accurate,
real-time collection, fusion, analysis, and dissemination of data resulting in improved motorist
safety, traffic flow, and air quality. By recognizing the management and coordination issues of
a system involving multiple agencies, Northrop
Grumman has successfully built systems serving
city, county, and state governments, and multistate metropolitan regions.
metropolitan region is but one example. To meet
the demands of this challenging region, an integrated, cooperative seven-center architecture was
developed including centers operated by the state,
five counties and the city of Atlanta. Integration of
these agencies allows for a coordinated regional
approach to incident and congestion mitigation
planning and response. The distribution system
design has allowed new jurisdictions and agencies
such as the regional transit authority and public
safety dispatch to be easily added.
Northrop Grumman, in conjunction with government partners, also implemented the first intelligent
transportation system in the nation to operate
seamlessly across state boundaries. We formed
a strong partnership with the state of Ohio, the
Commonwealth of Kentucky and local cities
precedented cooperation to address the challenges
of transportation management in the region.
As agencies implement intelligent transportation
solutions, they are finding a need to maximize the
exchange of information across regions and
jurisdictional boundaries. Northrop Grumman’s
ITS solutions integrate the communications
networks to facilitate and maximize multi-agency,
multi-jurisdictional operations, communications,
and collaboration.
Integration and Connectivity
Open Architecture
Flexibility, expandability, and supportability are
critical factors in the long-term viability of intelligent transportation systems. An approach that
utilizes previously invested human and material
resources and also minimizes the costs of development or modification, is a critical element of
Northrop Grumman’s ITS systems. Our system
designs are based on an open architecture,
standards-based approach and have been successful
in retaining and integrating elements of our
customers’ existing infrastructure in the overall
system architecture.
While it is critically important that traffic engineers
have the necessary tools to perform effectively, it is
equally imperative the traveling public is kept
aware of traffic conditions. Linking the transportation management to a variety of advanced traveler
information systems advises motorists of traffic
conditions and road reports in real-time. Northrop
Grumman is an industry leader in the integration of
transportation management systems coupled with a
broad range of traveler information systems.
Distributed Networks
Our ITS solutions first gather the necessary
information via traffic and roadway sensors, video
cameras and other devices. These systems then
rapidly combine the information, analyze it, and
provide the finding to those who need it—
managers of transportation operations
centers…emergency response dispatchers…and the
traveling public—through dynamic highway
messaging signs, radio, television, 511 Traveler
Advisory Telephone Systems, and the Internet.
The spirit of partnership has also been applied in
the development, implementation, and operations
of the Traffic Response and Incident Management
Assisting the River Cities or TRIMARC for the
states of Kentucky and Indiana in the Louisville –
Southern Indiana region. TRIMARC is a second
example of a Northrop Grumman designed and
implemented system working across state and other
jurisdictional boundaries.

Dissemination
At the heart of any successful management system
is the efficient, timely, and focused handling of
information. The needs of the transportation
managers, who are focused on traffic “flow
control,” are different from those of the individual
