They also may be dealing with several jurisdictions, within which any number of constraints may be imposed by dominating natural processes, e.g., regional climate and physiography. The information presented here groups areas, by county, that have similar ecological potential. This publication presents the National Hierarchical Framework of Ecological Units (ECOMAP 1993) by county for the coterminous United States. Assignment of the framework to individual counties is based on the predominant area by province and section to facilitate integration of county-referenced information with areas of uniform ecological potential. Included are maps illustrating county-scaled ecological subregion boundaries by division, province, and section; and numeric codes by Federal Information Processing Standard and USDA Forest Service Resources Planning Act region. Traditionally, the U.S. Department of Agriculture, Forest Service, Forest Inventory and Analysis (FIA) program grouped counties, by State, into survey sampling units for forest resource reporting purposes (Hansen and others 1992). These FIA survey units (fig. 1) often conformed to Federal jurisdictions and State timber resource administrative areas. In a few Eastern and many Western States (Woudenberg and Farrenkopf 1995), FIA survey units were counties with similar timber resource density and FIA sampling intensity. For some portions of the Eastern United States, FIA survey units were groups of counties that approximated Fenneman’s (1938) physiographic classes. At the national level, forest resource assessments Introduction In the past, natural resource consultants, planners, and analysts used off-the-shelf, within-State summaries of surveys to compile historic, multi-State, and regional agriculture, economic, hydrologic, timber, or wildlife statistics for their clients. Today’s natural resource stakeholders often need reports that are far more multipurpose. Whereas natural resource surveys historically presented Figure 1—Forest Inventory and Analysis survey units, coterminous United States. 1 Ecoregion often grouped, by State, data that conformed to Resources Planning Act (RPA) regions, e.g., Powell and others (1993). An ecoregion is a broad area of regional extent and includes domain, division, province, and section. Aggregated inventory data from areas with similar ecological potential can be useful to a wide variety of natural resource disciplines. Forest resource information summarized by FIA survey unit, State, or Federal administrative region may obscure dominating natural processes that transcend these boundaries, reduce precision in multi-State resource assessments, and limit opportunities to identify timber and other resource production potential. The National Hierarchical Framework of Ecological Units (ECOMAP 1993), drawn at 1:7,500,000 scale, offers an ordered classification of ecological potential that begins with a global climate organizational scheme and follows a global-to-local organizational hierarchy (Bailey 1995, 1996; Bailey and others 1994; McNab and Avers 1994). Identification of map units may change in the future as the Forest Service continues to refine and update ecological mapping units. Domain and Division Domain is an area within an ecoregion that describes a subcontinental area of broad climatic similarity, which is affected by latitude and global atmospheric conditions. In North America, each of four domains was named according to its principal climatic descriptive feature: Polar, Humid Temperate, Dry, and Humid Tropical. Within a domain, a division contains areas of definite vegetational affinities, e.g., prairie or forest, that fall within the same regional climate. A division is named for the main climatic region it describes, e.g., steppe, savannah, desert, mediterranean, marine, or tundra. Polar Domain—Located at northern latitudes, polar and arctic air masses control climates of the Polar Domain. As a group, these climates have low temperatures, a severe winter season, and only small amounts of precipitation. Maximum precipitation in all the polar climates comes in summer. In areas where summers are short and temperatures are generally low throughout the year, temperature efficiency rather than effectiveness of precipitation becomes critical in influencing plant distribution and soil development. Two major divisions were recognized and delimited in terms of temperature efficiency—the tundra and the subarctic (taiga). In the United States, the Polar Domain occurs only in Alaska. Integrating any ecological framework that has been designed at one scale with data gathered at other scales is not a straightforward process. This is particularly true when relating data gathered from ground-based sample locations to a national framework. Boundaries defining areas of ecological potential are spatially referenced, but may not be obvious in aerial photos or existing vegetation. Counties in the United States are logical bases for integrating such data within a broad ecological framework, because their boundaries are discipline-neutral, historically established, reinforced through courts of law, defined with minimum error, and form the backbone of a nested hierarchy that frames local, regional, and many national planning and analysis efforts (Rudis 1998). Humid Temperate Domain—Climates of the Humid Temperate group are those occupying the zone in which both tropical and polar air masses are important climatic factors. The midlatitudes are a belt subject to cyclones; much of the precipitation in this belt comes from the lifting of moist air along fronts within those cyclones. Strong climatic seasons are characteristic of the midlatitude climates—seasons in which temperatures as well as precipitation show strong annual cycles. The Humid Temperate Domain comprises humid, midlatitude forests of broadleaf deciduous and needleleaf evergreen trees. The variable importance of winter frost determines six divisions: Warm Continental, Hot Continental, Subtropical, Marine, Prairie, and Mediterranean. Definitions Ecological types and units are developed at various scales by integrating multiple components that include climate, physiography, geology, soils, water, and potential natural vegetation. McNab and Avers (1994) described a hierarchical framework that included subdivisions that can be coded for use by resource specialists who are increasingly finding a need to consider a variety of scales when managing landscapes within their jurisdiction. The definitions that follow describe areas ranging from the largest (domain) to the smallest (section), which Federal, State, and private landowners can use to better coordinate their land management efforts. 1. Warm Continental Division—South of the eastern area of the subarctic climate between latitudes 40o and 55o N. and extending from the continental interior to the east coast lies the humid, warm summer continental climate. Needleleaf and mixed needleleaf-deciduous forests extend along the entire length of the colder northern parts of the humid continental climate zone. 2 duces distinct natural vegetation of hardleaved evergreen trees and shrubs called sclerophyll forest. Various forms of sclerophyll woodland and scrub are also typical. 2. Hot Continental Division—South of the warm continental climate lies the humid, hot summer continental climate. It has the same characteristics as the warm continental, except that it is more moderate and has hot summers and cool winters. Natural vegetation is winter-deciduous forest dominated by tall, broadleaf trees that provide a continuous dense canopy in summer but shed their leaves completely in the winter. Dry Domain—The essential feature of a dry climate is that annual losses of water through evapotranspiration at the Earth’s surface exceed annual water gains from precipitation. This creates a water deficiency. Divisions are on the basis of rainfall (steppe versus desert) and winter temperature (cold versus warm). Two dry climates are commonly recognized—the arid desert and the semiarid steppe. 3. Subtropical Division—The humid subtropical climate, a general pattern characterized by moderate winters and high humidity (especially in summer) prevails throughout the southern Atlantic and Gulf Coast States. Forest is the natural vegetation of most areas with much of the sandy coastal region of the Southeastern United States covered by a secondgrowth forest of longleaf, loblolly, and slash pines; whereas the inland region is deciduous forest. In deserts, direct-sun radiation is very strong; outgoing radiation is similarly strong at night. The vegetation is dry desert, a class of xerophytic plants widely dispersed and providing almost negligible ground cover. In dry periods, the visible vegetation is only small, hardleaved or spiny shrubs, cacti, or hard grasses. Two desert divisions occur in the United States: Tropical/Subtropical Desert and Temperate Desert. 4. Marine Division—On the Pacific west coast between latitudes 40o and 60o N. is a zone that receives abundant rainfall from maritime polar air masses and has a rather narrow range of temperature because it fronts on the ocean. Natural vegetation of the marine west coast climate of North America is needleleaf forest. In the coast range of the Pacific Northwest, Douglas-fir, western redcedar, and Sitka spruce grow in magnificent forests. Further inland the high, snowcapped mountains have a well-marked subalpine belt. Important trees there are mountain hemlock, subalpine fir, whitebark pine, and Alaska-cedar. The alpine zone has a rich flora of shrubs and herbs. In steppes, typical vegetation consists of numerous species of short grasses and herbs that usually grow in sparsely distributed bunches. Scattered shrubs and short trees sometimes grow in the steppe, and all gradations of cover in semidesert and woodland classes are present. There are two divisions in the United States: Tropical/ Subtropical Steppe and Temperate Steppe. 1. Tropical/Subtropical Steppe Division—Tropical steppes border the tropical deserts. Because of altitude, plateaus and high plains within what would otherwise be desert have a semiarid steppe climate. 5. Prairie Division—Prairies are typically associated with continental, midlatitude climates designated as subhumid, i.e., evapotranspiration and precipitation almost balance on an average yearly basis and range between 20 and 40 inches (500 and 1000 millimeters). In summer, air and soil temperatures are high; soil moisture in the uplands is not adequate for tree growth and deeper sources of water are beyond the reach of tree roots. Dominant natural vegetation on the prairie are tall grasses associated with subdominant broad-leaved herbs. Trees and shrubs are almost totally absent, but a few may grow as woodland patches in valleys and other depressions. 2. Tropical/Subtropical Desert Division—South of the Arizona-New Mexico mountains are the continental desert climates which have not only extreme aridity but also extremely high air and soil temperatures. 3. Temperate Steppe Division—Temperate steppes are areas that have a semiarid continental climatic regime in which, despite maximum summer rainfall, evaporation usually exceeds precipitation. 4. Temperate Desert Division—The intermountain region of the Western United States between the Pacific coast and Rocky Mountains contains temperate deserts. These areas have low rainfall and strong temperature contrasts between summer and winter. Most precipitation falls in winter. Even at intermediate elevations, winters are long and cold. 6. Mediterranean Division—On the Pacific coast between latitudes 30o and 45o N. is a zone subject to alternate wet and dry seasons. It is in the transition zone between the dry west coast desert and the wet west coast. Occurrence of a wet winter followed by a dry summer is unique among climate types and pro3 Humid Tropical Domain—The Humid Tropical group of climates, largely controlled by equatorial and tropical air masses, is at southern latitudes. There is no winter season. Average annual rainfall is heavy and exceeds annual evaporation; however, it varies in amount and in seasonal and areal distribution. Two types of climates are differentiated on the basis of the seasonal distribution of precipitation. Tropical wet or rain forest has ample rainfall throughout 10 or more months of the year. Tropical wet-and-dry, or savanna, has a dry season lasting longer than 2 months. Federal Information Processing Standard The Federal Information Processing Standard (FIPS) is a code for States, counties, and county equivalents (National Bureau of Standards 1980) with revisions for Virginia counties of Charles City and Charlotte. Resources Planning Act Assessment Region The Resources Planning Act (RPA) code groups States, except Alaska, Hawaii, and U.S. territories, according to the RPA analysis regions described by Powell and others (1993): 1. Rain Forest Division—Between the equator and latitude 10o N. lies a region classified as wet equatorial or rain forest. Rainfall is heavy throughout the year, but monthly averages differ considerably because of the seasonal shifting of the equatorial convergence zone and a consequent variation in airmass characteristics. Growth of a rain forest, or selva vegetation type, which is unsurpassed in luxuriance of tree growth and number of species, is characteristic of the equatorial region. Broadleaf trees rise 100 to 150 feet (30 to 45 meters) forming a dense leaf canopy through which little sunlight reaches the ground. Giant lianas (woody vines) hang from the trees. The forest is evergreen, but individual species have a rhythm of leaf shedding. • 10 Northern • 11 Northcentral: Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, and Wisconsin • 12 Northeastern: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, and West Virginia • 20 Pacific coast • 21 Northwest: Oregon and Washington • 22 Southwest: California • 30 Rocky Mountain • 31 Great Plains: Kansas, Nebraska, North Dakota, 2. Savanna Division—The latitude belt between 10o and 30o N. is intermediate between the equatorial and midlatitude climates. This produces the tropical wetdry savanna climate which has a wet season controlled by moist, warm, maritime tropical air masses at times of high sun, and a dry season controlled by the continental tropical masses at times of low sun. This is characterized by open expanses of tall grasses interspersed with hardy, drought resistant shrubs and trees. Other areas have savanna woodland, monsoon forest, thornbush, and tropical scrub. and South Dakota • 32 Intermountain: Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, and Wyoming • 40 Southern • 41 Southcentral: Alabama, Arkansas, Kentucky, Louisiana, Mississippi, Oklahoma, Tennessee, and Texas • 42 Southeastern: Florida, Georgia, North Carolina, South Carolina, and Virginia Province Codes A province is an area within a division that corresponds to broad vegetation regions that conform to climatic subzones. For the purpose of this publication, a province is defined as either mountain or nonmountain. A subregion code (appendix table 1) is a six-digit number that identifies the domain, division, province, and section assigned to a U.S. county, based on the predominant ecological province and the predominant section within that province. The first digit identifies the area as a mountain (1) or a nonmountain (2) province. The next three digits identify the domain (100 = Polar, 200 = Humid Temperate, 300 = Dry, and 400 = Humid Tropical); division, e.g., 210 = Humid Temperate— Warm Continental; and province, e.g., 212 = Humid Temperate—Warm Continental—Lauretian Mixed Section A section is a part of a province that has similar geomorphology, geologic origin, drainage networks, topography, and regional climate. Subsections, although not considered in this publication, have similar surficial geology, soils, regional climate, and potential natural vegetation communities. 4 Forest Province. The section, e.g., 212A = Humid Temperate—Warm Continental—Lauretian Mixed Forest Province—Aroostook Hills and Lowlands, is identified by an alpha code in appendix table 2 and a numeric code in appendix table 1. The numeric codes in appendix table 1 correspond to alpha codes in appendix table 2 as follows: 1 = A, 2 = B, 3 = C, 4 = D, 5 = E, 6 = F, 7 = G, 8 = H, 9 = I, 10 = J, 11 = K, 12 = L, 13 = M, and 14 = N. Code numbers and names correspond to the province and section shown on the map entitled “Ecoregions and subregions of the United States” (Bailey and others 1994). predominant ecological province and predominant section within that province. Area, by province and section, was digitized from a 1:7,500,000-scale map and referenced by a FIPS (National Bureau of Standards 1980) State and county code. Figures 2 and 3 show ecological subregion codes and county-scaled boundaries by division and province, respectively. Figure 4 illustrates section boundaries within States. Section codes and subregion boundaries appear in more detail by RPA regions: Northern (fig. 5), coterminous Pacific coast (fig. 6), Rocky Mountain (fig. 7), and Southern (fig. 8) United States. Mountain provinces are those exhibiting altitudinal zonation and the climatic regime of adjacent lowlands. In appendix table 2, mountain provinces are distinguished by the first alpha character “M,” e.g., M212A, whereas no alpha character precedes a nonmountain province, e.g., 212A. Users should note that subregion resolution by county was an approximation in counties containing more than one section. Section predominance was less than 50 percent for a few counties, principally the larger ones in the Western United States (fig. 9). For this reason, no attempt was made to link subregions with county equivalent boroughs of Alaska. Excluded from appendix table 1 and appendix table 2 were subregions of Alaska, Hawaii, and U.S. territories. The five counties in the State of Hawaii were in Section M423A-Hawaiian Islands. Puerto Rico was in Section M411A-Dry-Humid Mountains. Within this publication, subregions may constitute a division, province, or section. Subregion codes correspond to those described by McNab and Avers (1994) for the coterminous United States.
