649.—Furniture, etc., Taken Over in Requisitioned Properties
(N.S. 3748 5 /4 3 .-3 Feb. 1944.)
W ith reference to A.F.O. 6197/43 (paragraph X V III, Regulation 53) A.F.Os.
3590/40, 1482/42 and 82/43 are consolidated and re-issued as follows :—
2. The responsibility for deciding w hether furniture, fittings, floor coverings, or
other chattels in requisitioned premises are to be taken over, rests w ith th e D irector
o f Stores, and in no circum stances should any chattels be tak en over w ithout the
prior approval of his representative.
3. R equests for approval to ta k e over furniture, etc., should be m ade by signal
giving a t least seven days’ notice, where possible, before required for use. The
signals should be addressed to th e D irector of Stores, A dm iralty, London, an d the
following inform ation should be com municated :—
(а) address of property,
(б) approxim ate num ber of roQms containing furniture,
(c) dates when convenient for an officer to m eet th e D irector of Stores’ repre­
sentative a t the property,
(d) originating officer’s telephone num ber.
In cases o f urgency, th e D irector of Stores m ay be com m unicated w ith b y telephone
(Tel. Chancery 8800, E x t. 62) who will, if possible, arrange for his representative to
visit im m ediately th e premises to be requisitioned or, in exceptional cases, will
give approval b y signal for specific articles to be taken over on receipt of verbal
description o f th e articles from th e N aval, Marine or W .R.N .S. Officer concerned.
4. I t is desired generally to ta k e over as m uch furniture, etc., as possible in
requisitibned premises, b u t it will be necessary for th e values to be reasonable, the
articles to be suitable for service use an d th e q u an tity to be in accordance w ith the
norm al scale o f allowances. Consequently, such articles as antiques, carpets,
pictures, curtains (except inexpensive black-out) double-beds, pianos, games equip­
m ent, etc., will n o t norm ally be taken over as a charge to public funds.
5. The D irector of Stores’ visiting representative will require to know the
num ber and ranks of personnel to be accom m odated in an y p ro p erty where it is
proposed to take-over furniture, and he will, if desired, ta k e particulars and arrange
supply of service furniture, etc., to replace unsuitable owners’ chattels, an d for
additional item s as necessary.
6 . Action to take over furniture, etc., m ay be in itiated on receipt of th e D irector
of Stores representative’s verbal agreem ent which will be confirmed in w riting
from th e A dm iralty.
The N aval or other Officer-in-Charge should th en direct
th e owners to remove from th e requisitioned premises an y chattels which are not
being tak en over. The question of th e disposal of these chattels should be left to
th e owners for decision, who should be referred to th e Chief Surveyor of Lands if
an y objections are raised.
7. The N aval or other Officer-in-Charge is responsible for preparing an unpriced
inventory, in quadruplicate, o f th e chattels approved to be tak en over, an d for
agreeing it w ith th e owners. One copy should be signed by th e N aval Officer-inCharge or his representative and handed to th e owner of th e chattels or his a g e n t;
th e second copy should be signed b y or on behalf of th e owner an d forw arded by
th e N aval Officer-in-Charge to th e Chief Surveyor of Lands, 2, P o rtlan d Place, B a th ;
th e th ird sent to th e D irector of Stores, A dm iralty, London, and th e fourth retained
by th e N aval Officer-in-Charge.
8 . All negotiations w ith owners regarding th e value an d term s of com pensation
to be p aid for th e furniture, fittings, floor coverings an d an y other chattels tak en over,
as well as any claims for com pensation for expenses for rem oval an d storage of
chattels n o t taken over, will be dealt w ith b y th e Chief Surveyor of Lands, B ath,
an d no values or term s of com pensation should be arranged or discussed w ith owners
b y anyone unless authorised by th a t officer to do so.
9. Some chattels will be purchased outright and others will be “ hired ”,
according to th eir nature and condition, and when term s have been agreed b y the
Chief Surveyor of Lands, he will furnish Officers-in-Charge w ith a separate inventory
of those chattels th a t are purchased outright, and one of those th a t are only “ hired ” .

The A dm iralty are responsible for keeping all hired chattels in proper
repair and delivering th em u p to th e owners a t th e end of th e occupation in as good
condition as when tak en over, fair w ear and te a r excepted. I f such chattels require
repair while th ey are held on hire th e N aval or other Officer-in-Charge should request
th e local (Superintending) N aval Store Officer to arrange for th e w ork to be done
locally if possible. I f any article is beyond economical repair a report of th e cir­
cum stances should be m ade to th e Chief Surveyor of Lands, 2, P o rtlan d Place, B ath,
an d if replacem ent is required an application should be m ade separately to th e
D irector of Stores, A dm iralty, London.

650.—Hire of Furniture
(N.S. 3 7 4 8 5 /4 3 .-3 Feb. 1944.)
The instructions given in A.F.O. 5216/42 are re-prom ulgated below for
inform ation.
2. On no account is furniture, etc., to be hired from dealers b y local establish­
m ents as a charge to public funds.
3. F u rn itu re requirem ents are to be obtained only by dem and on th e A dm iralty
or dockyards, except when furniture can be tak en over in premises already
requisitioned or acquired b y arrangem ent for N aval use. In th e la tte r event,
th e prior approval of th e D irector of Stores, A dm iralty, London, should be sought
in accordance w ith A.F.O. 649/44. The decision as to w hether such fu rn itu re is
to be hired or purchased, an d all negotiations w ith th e owners regarding th e am ount
of com pensation to be paid, will be m ade b y Chief Surveyor of Lands.

“ B ” respectively.
