A head of state is a monarch, otherwise known as a sovereign, who is governed and bound by the Constitution. Queen Elizabeth II of England is Australia’s head of state. A Governor General is then chosen by the Prime Minister, and agreed to by the monarch, to represent the sovereign in Australia. The monarch is born into this position. In modern society, the monarch does not practise their political power but simply performs ceremonial functions, leaving the political power with the Parliament. There is much debate within Australia about the worth of continuing to have a monarchy. Many Australians would like to see Australia become a republic with the Head of State residing in Australia and knowing what it is to be Australian. This would mean that the Australian people would elect a new Australian Head of State based on merit, rather than birthright. Instead of a Prime Minister, Australia would then be represented by a President. This person would then be seen as an equal to other Heads of State from around the globe.
