• GSA will issue awards to at least the Top 40 scoring
offerors per pool on OASIS and OASIS SB (except Pools
5A and 5B, which will have 20 each)
• Additional awards may be made on OASIS SB to
ensure adequate competition for socio-economic setasides (8(a), HUBZone, SDVOSB, WOSB, and EDWOSB)
at the task order level
• In each pool, at least three awards per socioeconomic category are required to meet set-aside
competition rules

Corporate Structure and
“Meaningful Relationship”
Offeror can take credit for relevant experience project, system, or
certification from a parent company, affiliate, division, and/or subsidiary so
long as there is a meaningful relationship between the parties, which
exists when at least one of the following conditions is met:
• An entity is a wholly owned subsidiary of a parent organization
• An entity is a parent of a wholly owned subsidiary
• Entities operate under a single internal operational unit, a consolidated
accounting system, a consolidated purchasing system, a consolidated
human resources or personnel system, AND/OR common policy and
corporate guidelines
• Operating structure between the entities includes internal
organizational reporting lines and management chains for
“lines of business” that operate across the formal corporate
subsidiaries

highest paid, most qualified employee in each category

Managing Consultant
Jennifer Aubel is a Managing Consultant in Aronson LLC’s Government Contract
Consulting Group. She is responsible for leading clients successfully through the GSA
lifecycle, from obtaining a new GSA Schedule contract through administering ongoing
contracts. She works closely with clients to custom-tailor GSA Schedule solutions that
meet current and future organizational needs by developing scope and pricing strategies,
maintaining contract compliance, providing audit support, and improving the
profitability and versatility of the GSA Schedule contract.
Ms. Aubel has over fifteen years experience in the Federal Contracting market, working
for industry and as a consultant to GSA Schedule contract holders. She is a member of
the National Contract Management Association (NCMA) and is the Vice President of
Programs for the Washington, DC Chapter. Prior to joining Aronson, she managed a
multi-million dollar GSA program with six GSA Schedule contracts and more than 10,000
contract line items. She has also managed a team that developed and delivered
specialized training on the GSA Schedules Program to small businesses
across the country.
