SPECIAL INSTRUCTIONS FOR NDLS YARD REGARDING P LACEMENT, REMOVAL OF COACHING RAKES INVOLVING LINE NO S. 1 to 16, NDLS YARD & DLT AND OTHER LINES DUE TO GRADIENT In order to check the incidence of rolling do wn of various rakes from the above lines because o f abnorma l gradients of varying degrees, the fo l lowing precautions shall be taken by all concerned in addition to the ex tant Rules detailed in SWRs and reference books. A. FOR RAKES OF INCOMING TRAINS i) On arrival of a train on line No s. 1 to 16 and other lines , the TXR sta ff shall ensure that while re leasing the rake of thes e trains, four coaches of rake having air brakes and four coaches of the conventional rakes in DLI end are allowed to re main unreleased so that the a ir/vacuum of these four coaches is not released /destroyed enabling these co aches to have the air/vacuum brakes ‘ON’ till the arrival of shunting engine on the rake. NOTE : i) The TXR staff in add ition shall also p in down the hand brakes of DLI end the SLR hard on the wheels . ii) The YM must ensure tha t the shunting is arranged and Engin e is a ttached to the rake a t the earliest time . iii) On arrival of Shunting engine, the Shun ting J amadar shall be responsible to release the air /vaccum brakes of the ab ove coaches after attaching shunting engine and create pressure/vaccum of 4 coaches and remove the hand brakes and Skids be fore pulling the rake . B. i) IN WASHING LINES (FOR INCOMING TRAINS) The Shunting Jamadar shall place the rake under a ir pressure o f four coaches and will no t re lease the rake. Before de taching the shunting engine, the shunting sta ff shall also apply hand brakes hard on the wheels from the brake vans in respect of all rakes. This precaution shall be taken particularly in respect of the rakes provided with air -brake system. The Shunting Jamadar shall a lso see that the scotch blocks provided on the falling gradient ends o f each non -running line is removed ‘O ff’ the rail before placing the rake and is pu t ‘ON’ a fter the placement of the rakes. Similarly, the C&W s taff must ensure tha t after ma intenance the hand brakes are applied from bo th the Brake Van s i.e., HNZM end and DLI end before they leave the rake alone . The Shun ting Jamadar shall be responsible to see that the hand brake s are released on ly a fter attaching the shunting eng ine. Full vacuum shall be cre ated in case o f rake fitted with vacuum brake system. The rake is pulled a fter this procedure has been done. FOR THE RAKES OF OUTGOING TRAINS i) Whenever a rake is placed for an ou tgoing train on the said p latform lines the Shunting Jamadar shall not release the br akes of the coaches in case o f rakes fitted with vacuum /air brake system. He shall also be responsible for applying the hand brakes hard on the wheels for each brake vans of the train before de taching the Shun ting engine irrespective of the fact whe ther the rake is equipped with vacuum brake or air brakes. ii) On attaching the train engine the Pilo t Jamadar/Shun ting Jamadar accompanying the engine shall be responsible for releasing the hand brakes from the brake Vans and the TXR staff shall release the air/ vacuum of the rake where provided. The TXR of the tra in s hall give a specific remark on MV-5/O PRS-22 certifying to the Guard and D river of the train tha t the hand brakes has been released. The Guard shall also ensure that th is has been done in both the SLR s before giving signa tures on MV-5/O PRS-22. The Asstt. Guard , where provided in the fron t SLR shall also ensure tha t the hand brake from his brake van is released b efore giving the signals to the Guard In-Charge of the train for star ting the train . These i nstructions are equally binding the C&W sta ff, CWS/NDLS will obtain assurance of these instructions in the Assurance register to be specially main tained for this purpose. D. FOR THE RAKES BEING PLACED OR STABLING LINE IN STATION AREA/YARD PULLED FROM ANY i) While placing the rake, the Shunting Jamadar shall place the rake under air pressure of 4 coaches (Air pressure of o th er coaches to be released by Shunting Jamadar) and will not release the 4 coaches. Before detaching the Shunting Engine, the Shun ting st aff shall also apply hand brakes hard on the wheels from the front Brake Van. ii) While pulling the rake, the Shun ting Jama dar shall release the above coaches and hand brake only after attachin g the Shunting Engine to the rake. E. i) ACTION TO BE TAKEN DESTINATION STATION ON ARR IVAL OF LHB TRAIN ON On arrival, the TXR s taff shall ensure tha t releasing the rake, Four coaches are left unreleased. Sharma) Sr.DOM(G) N.Rly., New Delhi APP‘H’/NDLS C/S No . 1 to SWR/N DLS -3ii) The train Engine should be detached only after the Shunting Engine has been attached, if necessary, Double hea ding may be done. iii) However, there may be cases where it is not possible to a ttach the Shun ting Engine as above. In such cases, specific approval of Sta tion In -Charge should be taken and Me tallic Skids should be placed on track before detaching the tra in Engine . The Shunting Master shall ensure re moval o f Metallic Skids after attaching the Shunting En gine. F. ACTION TO BE TAKEN FOR DEPARTING LHB TRAIN FROM STATION i) After the train is brought on the Pla tform, the Shunting Engine should be detached only a fter the train Engine has been attached. ii) Whenever the same is not possible, the Shunting Engine should be detached after ensuring tha t at least 4 coa ches have full brake pressure and Skids are p laced on the track. The Shunting Mas ter shall ensure removal of the Skids a fter attaching the train Engine. NOTE : i) It shall be the responsibility o f the Shunting Jamadar to ensure that while placing a rake in the Washing line or on Platform line /Stabling line , the Shunting engine is not detached unless th e hand brakes from SLR is pinned down hard on the wheel as de tailed ab ove . ii) Before taking charge of the Shun ting Eng in e designated to work in the station coaching yard, Shunter must ensure that the E ngine is equippe d with an effective exhauster /compressor the same shall also be verified b y the Shun ting Jamadar In -Charge whenever Shunting Engine is replaced in the yard by a fresh power. iii) For Shunting the coaches at Pla tform lines & yard lines , Shunting staff will provide Wheel Skids on front coach bef ore detaching the Eng ine to prevent any possibility of roll down of rake/co aches. iv) CYM shall ensure tha t the Scotch Block are available on all the washing lines and are opera tional. v) Hand brake in Power Car a) Electric/AC s taff will ensure the locking of machine room in LH B as well as conventional Power Car. b) C&W sta ff will ensure locking of Guard Room in LHB as well as conventional Power Cars and will ensure th at the Guard por tion of the Power Car is opened for the purpose of o perating the hand brak e of Shunting sta ff and in case of necessity of pa d lock it may be ensured that the key is available with Yard Master. c) Electrical depar tment shall provide locks for separate locking of the Engine room of the Power Car.
