Thank you for helping Family Promise make such a difference in so many lives in 2009. As the country grappled with the economic crisis, unemployment continued rising (to 10% by December 2009). This loss of jobs, along with the continued crisis in the housing market, drove demand for our services to unprecedented levels. We received, on average, 20 inquiries per month about the possibility of establishing new Family Promise Affiliates, most of which met our development criteria. Unfortunately we simply did not have the resources to address every request. Family Promise did, however, respond by opening 16 new Affiliates across the country—a record total. From Casper, Wyoming to Dalton, Georgia people opened their hearts and doors to help neighbors in need. Over 47,000 men, women and children at a difficult time in their lives were given help and support by folks who believed they could make a difference. And make a difference they did, one life at a time, for which I offer my heartfelt thanks. To sustain and nurture this vital work, we have been strengthening the Family Promise organization. We were delighted to welcome two new members to the Family Promise Board of Trustees in 2009: Mary Weger, Vice President of Human Resources for Celgene Corporation, and Denise DeMan-Williams, CEO of Bench International. A committed and diverse Board is critical to achieving our mission of mobilizing communities nationwide to help homeless families. Dear Friends, I am proud of the great successes achieved through Family Promise Affiliates last year. There are so many highlights. I think of the Reverend Dr. Jim Forbes—waving last year’s report, no less—praising attendees at our conference and avowing that they were doing the work of Heaven on Earth. I couldn’t have said it better myself. And, of course, I remember our guests—like Brandon, the eldest son of a family our Affiliate in Savannah hosted a few years ago. He’s now Senior Class President of his high school, and wrote to say that not only has he been accepted at Xavier University, but he’s been invited to join its prestigious Biomedical Honors Corps on his journey toward becoming a doctor. And I think of Pam, a former guest in her early 40s who spoke at a Family Promise event in Philadelphia.Tears came to her eyes as she talked about that first hug she received from a volunteer...the first one since she was a teenager. Our Affiliates helped over 45,000 individuals last year—men, women, and mostly children who were given a new chance at life because volunteers cared enough to help.This past year may have ended, but its many great beginnings carry on for thousands of former guests— just as they did for Brandon and Pam.The hope we sparked will burn on, the Affiliates we developed will continue to address their communities’ needs, the seeds of compassion sown in 2008 will grow and blossom for years to come. Sincerely, Karen Olson President 1 Interfaith Hospitality Network (IHN) Program The Interfaith Hospitality Network (IHN) Program had a banner year, opening 16 new Affiliates in 2009. There are now 158 Affiliates operating in 41 states and the District of Columbia, a testament not only to the great need across the country but to the extraordinary commitment of our 130,000 volunteers as well. Each IHN is a collaborative effort—Family Promise working closely with local organizers in each community, providing the knowledge and tools to build a network: host congregations, a day center, social services agencies, and volunteers. With over two decades experience in developing and supporting networks, National shares a wide variety of best practices and provides guidance to our Affiliates nationwide. As we continue to grow, our commitment as an organization is to remain the same close-knit and supportive family we started as in Union County, NJ back in 1986. 158 Affiliates…5,000 congregations…130,000 volunteers…over 300,000 men, women and children served since 1988. The Family Promise community proves every day that, when we work together towards a common goal, we can change lives. 2 2009 IHN Openings • Greater Lafayette, IN • Southern Ocean County, NJ • Whitfield County, GA • Lancaster County, SC • Cape May County, NJ • Blount County, TN • Mahoning Valley, OH • Monroe, LA • Lake Houston, TX An Affiliate Grows in Lawrence, KS In 2007, Joe Reitz, director of a nonprofit health clinic in Lawrence and retired professor from the University of Kansas, took note of the worsening local homeless issue. He contacted Family Promise about setting up an IHN in Lawrence, and they held their initial community meeting at First Christian Church just before Thanksgiving. Claas Ehlers, Director, Interfaith Hospitality Network, was on hand to impart the Family Promise vision and start the development process. Clergy visits to recruit local congregations began in January. Over the following year, National trainers and staff traveled often to Lawrence, helping the developing network build a foundation, one step at a time. The Board hired Valerie Miller-Coleman, an outreach specialist for homeless families in Lawrence, as their Executive Director. • Volusia County, FL • Delaware County, OH • Forsyth County, NC • Salem County, NJ • Cabarrus County, NC • Muskegon, MI • Casper, WY The team was in place, but challenges remained. As winter approached, the city threatened to apply the international hotel code for fire safety to each church, virtually assuring the network’s demise. Family Promise staff remained in constant contact, coaching them through the federal laws protecting their service model and advising on community relations strategies to build local support. 3 Interfaith Hospitality Network (IHN) Program (continued from page 4) “We had the reality of kids being out in the cold.” Joe Reitz,Trustee, Family Promise of Lawrence Confident in their position, they decided they couldn’t wait any longer for City Hall. As Reitz said,“We had the reality of kids being out in the cold.” On November 15, 2008, Family Promise of Lawrence opened their doors, without the city’s approval. And here’s the biggest surprise—no one tried to stop them. In fact, thanks to growing public support for the new program, the city commissioners ultimately overruled the fire marshal’s concerns as overly restrictive for temporary hosting. Today, Family Promise of Lawrence is one of their community’s most celebrated service institutions. Their 33 participating congregations, campus ministry groups and 1,300 volunteers constitute roughly one-third of the local faith community. In 2009, their first full year of operation, they served 20 families and 12,045 meals. 100% of graduating families continue to maintain their housing. It’s a remarkable success story, to be sure, but one born of shared dedication and teamwork. “Without the vision sparked to life and nurtured by our national leadership,” said Miller-Coleman,“Family Promise of Lawrence might still be just a dream. Our earnest thanks to all of our national staff and fellow Affiliates whose leadership and guidance brought our dream to life.” 4 Family Mentoring Once a family leaves IHN, their work at self-sufficiency continues. They may need help with budgeting or accessing community resources. A child may be having difficulty adjusting to her new neighborhood and school. Mom has a new job but can’t find adequate, affordable childcare. Family Mentoring improves a family’s chances of success going forward by matching them with a trained volunteer in a one-to-one relationship. Families living in poverty face a complex set of issues, far beyond the stark challenge of keeping a roof over their heads. Pairing them with mentors to teach critical life skills, provide targeted counseling, and facilitate community engagement has proven to be a remarkably successful technique. Family Mentoring provides a proactive approach that addresses many of the issues that ultimately lead to homelessness. Michelle Kempema, Mentoring Director in Greeley. Mentoring in Greeley, CO. Maria Holguin came to the Greeley’s mentoring program in the fall of 2008 for help in obtaining her United States Residency and finding meaningful work. Her husband was a citizen but did not speak English and they had a young daughter facing challenges in her new environment, which concerned Maria as well. Michelle Kempema, Greeley’s Director of Mentoring, matched Maria with Cynthia Sylva, who was teaching a parenting class in the program. Cynthia helped Maria fill out her Residency paperwork and negotiate the Maria (right) with a Greeley guest. bureaucracy at Customs and Immigration. She organized a yard sale to raise the $600 Maria needed for her application and provided a letter of reference. Cynthia helped Maria with her resume, and Maria was able to leverage her bilingual skills into a job with Colorado Progressive Action. When Maria and her husband were looking for housing, Cynthia accessed American Recovery and Reinvestment Act funds through a local Champions Program for a security deposit, enabling them to rent a 2-bedroom house near her husband’s job. And she encouraged Maria to enroll at Aims Community College, where she is pursuing her associate’s degree in communications. Maria’s dream is to eventually earn her Master’s in Education and become a teacher. After all of her success, Maria is determined to give back. She runs a support group at Family Promise called “Aliados en Acion” (Allies in Action), coordinating with local government to help Spanish-speaking mothers gain access to food, housing and employment. They meet one-on-one with Maria first, then come together as a group to build social capital and bridges to the community. “When I first came to Family Promise, I wasn’t much of a talker. I was shy,” said Maria. “Cynthia helped me grow. She helped me with work and school, she helped us find a home. But what means the most to me is the help she gave me with my daughter. Cynthia taught me how to be a mom.” “It gives me peace and joy in my heart that I have been able to help Maria and she has continued on to help others. The mentoring program is needed in our community,” said Cynthia,“to help those who need support and guidance. Because they are locally tailored, Community Initiatives are particularly effective in combating the effects of poverty at the Affiliate level. Family Promise Affiliates have developed 765 programs in 20 categories based on their local needs—from job training to health care services to legal assistance. Early in 2010, the Community Initiatives Directory was made available as a searchable online database on the Family Promise website, creating an invaluable tool for Affiliates as they work to improve existing programs and develop new ones. Affordable housing is the single issue most responsible for family homelessness and Transitional Housing has become one of the most dynamic and diverse areas of focus in Community Initiatives. Affiliates nationwide provide over 450 affordable housing units to families in-need. Spotlight on Greenville, SC Sparkle Abercrombie needed help. Laid off from work, unable to afford rent, she was reduced to sleeping in her car behind her church with her three young children, too embarrassed to go to her fellow church members for assistance. Finally, after three months, she broke down and explained her situation to her pastor. Sparkle Abercrombie He contacted Family Promise’s local Greenville Affiliate. They found a place for her at IHN and she eventually started working at the local Dollar Store. Within two months, Sparkle and her children moved into a GAIHN duplex. Today, Sparkle is in school, studying to become a medical assistant and the Abercrombies are looking for a place of their own to rent. Greenville operates approximately 20 duplexes and houses in their transitional housing program. Families move into this housing only after they are stabilized in the network and found a job. The usual stay is 6-8 months, with the longest being 2.5 years for two families who were working with Habitat on building their own homes. Both have now gone from homelessness to home ownership! The Greenville program builds on the engagement of congregations, allowing volunteers to stay involved beyond IHN. They provide extra support, offer counseling, help with budgeting, etc. Almost all of the housing units are owned by the congregations, who maintain responsibility for their upkeep. 8 Crew from four Greenville congregations “Transitional housing is an essential element in many families finding their way to home and hope, and a vital way for congregations to extend their incredible expressions of hospitality.” Tony McDade, Executive Director, GAIHN 9 Just Neighbors Trails were blazed for Just Neighbors in public education through the introduction of the Just Neighbors Community Service Edition in late 2009. The first offerings of the program were made at the mid-November NAEHCY Conference in Denver. NAEHCY (National Association for the Education of Homeless Children and Youth) partners with Just Neighbors in the work of protecting the educational rights and services for homeless children. Just Neighbors is an attractive program to them for professional development of faculty and administration as well as for community outreach. Frank McCann, Director, Just Neighbors “Just Neighbors doesn’t criminalize or stigmatize homelessness, rather it explores the systemic nature of the problem. I think it’s a great thing, and we need to get it in the hands of many people. We believe in it.” Barbara Wand James, Director,Texas Homeless Education Office 10 A new feature, Poverty Facts in Your Neighborhood, was added to the Just Neighbors website in the fall. This allows toolkit owners to obtain the most up-to-date statistics on poverty, work, housing and other topics covered in the various Just Neighbors sessions. In addition, it offers users the ability to compare local poverty statistics to the national numbers used in the program. This has already proved an invaluable resource. As an example, a facilitator in Richmond,Virginia was challenged by participants who said the kind of poverty shown in Just Neighbors did not exist in Richmond. A quick review of the facts showed that 34% of the children in Richmond lived below the Federal Poverty Level. That was equivalent to the reality in Newark, New Jersey and higher than the rate of children living in poverty in New Orleans. A monthly Just Neighbors email newsletter was developed and test-marketed with Habitat for Humanity affiliates as a way to share ideas and best practices on the various uses of the program. Voices Uniting Advocacy Meeting, Hillsboro, OR Voices Uniting volunteers were filled with anticipation as the year began. The new Senate passed the Helping Families Save Their Homes Act on May 9th, as part of the administration’s stimulus and recovery package in response to the struggling economy. The Family Promise-supported initiative, Making Families Count, was a critical component of the new law’s revised definition of homelessness, now including those doubled up with families and friends or living in temporary situations like hotels. Those in imminent danger of becoming homeless were also covered under the bill. On May 20th, President Obama signed the bill with the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act reauthorization included. With the passage of the bill came a requirement of the United States Interagency Council on Homelessness (USICH) to prepare and present to Congress by May 20, 2010 a comprehensive plan to eliminate homelessness. Members of national and regional advocacy groups, including Family Promise, shared their experience and expertise with the USICH. Interaction continues between members and the newly-appointed Executive Director of the USICH, Barbara Poppe, to develop the plan. Voices were uniting all year in support of funding the National Housing Trust Fund (NHTF), with $1 billion proposed in President Obama’s FY 2010 budget. Unfortunately, the original funding source was to be profits from Fannie Mae and Freddie Mac, which subsequently required federal bailouts themselves.
