BACKGROUND
Recently, the City Commission provided direction to City Administration concerning the
disposition of 402 Bluemont Avenue, also known as the Sophia Jarbeaux House.
The House was constructed in approximately 1871 and is located on Lot 139, Ward 2. The
original stone structure is 1.5 stories and approximately 600 square feet, and an L-shaped
wood frame addition was completed sometime before 1910. The house is individually
eligible for listing in the National Register of Historic Places under the Multiple Property
Documentation Form “Late Nineteenth Century Vernacular Stone House in Manhattan,
Kansas.”
Construction of the Bluemont Roundabout Project necessitated that the house be moved to
its current location and that the original lot be reduced in size from 7,500 to 5,700 square
feet. During the Roundabout planning process, the City entered into an agreement with the
State Historic Preservation Office and Federal Highway Administration to preserve the
house due to its eligibility for the National Register.
In the agreement, the City was required to sell the property, or if no buyer could be found,
to relocate the house on the existing lot. In 2008, the property was advertised in a Request
for Proposals (RFP) process. No proposals were received, thus in 2009, the City moved
the house to its current location on the existing lot (see map). In order to accomplish the
move, in 2008 the City sought and received Exceptions from the Manhattan Board of
Zoning Appeals for reduced front and side yard setbacks and Variances to allow for
reduced lot size and lot width.
In 2010, a preliminary review of the property was conducted by the Building Code
Division of the Manhattan Fire Department.
On September 23, 2013, the Historic Resources Board discussed the RFP process and
expressed a need to preserve the house.
DISCUSSION
City Administration has prepared a draft RFP for disposition of the property. The process
will include an open house to allow for interested persons to view the house and site.
Copies of the Building Code review will be provided upon request.
Responses to the RFP are to be received on or before Wednesday, December 18, 2013,
after which they will be reviewed by City Administration and forwarded to the City
Commission at a meeting in early 2014.
FINANCING
The City is currently paying annual property taxes on the property. Any
proceeds generated from the sale will be deposited in the General Fund. Future taxes
will obviously be the responsibility of the new owner.
ALTERNATIVES
It appears the Commission has the following alternatives concerning the issue at hand.
The Commission may:
1. Authorize City Administration to advertise a Request for Proposals for
disposition of 402 Bluemont Avenue.
2. Do not authorize City Administration to advertise a Request for
Proposals for the disposition of 402 Bluemont Avenue.
3. Modify the Request for Proposals to meet the needs of the Commission.
4. Table the item.
RECOMMENDATION
City Administration recommends that the City Commission authorize City Administration
to advertise the Request for Proposals for the disposition of 402 Bluemont Avenue.
POSSIBLE MOTION
Authorize City Administration to advertise the Request for Proposals for the disposition of
402 Bluemont Avenue.

402 BLUEMONT AVENUE
City of Manhattan, Kansas
The City of Manhattan is seeking purchase Proposals for disposition of the Sophia
Jarbeaux House at 402 Bluemont Avenue, Manhattan, Kansas.
Project Overview
The Sophia Jarbeaux House was constructed in approximately 1871 and is located on Lot
139, Ward 2. The original stone structure is 1.5 stories and approximately 600 square
feet, and an L-shaped wood frame addition was completed sometime before 1910. The
house is individually eligible for listing in the National Register of Historic Places under
the Multiple Property Documentation Form “Late Nineteenth Century Vernacular Stone
House in Manhattan, Kansas.”

square feet. The property is currently zoned Two-Family Residential District with the
Traditional Neighborhood Overlay (R-2/TNO).
The property received Exceptions from the Manhattan Board of Zoning Appeals in 2008
for reduced front and side yard setbacks, and Variances to allow for reduced lot size and
lot width. In 2009, the House was relocated to a new basement that was constructed (see
map). In 2010, a preliminary review of the property was conducted by the Building Code
Division of the Manhattan Fire Department in 2010, which is available upon request.
Submission Requirements
The successful party must convey an understanding of the scope and requirements and an
ability to proceed immediately. All proposals will be reviewed by City Administration
and forwarded to the Manhattan City Commission for consideration. Individuals
submitting a proposal should be prepared to be present at a City Commission meeting.
The successful proposer will be expected to enter into a contract with the City of
Manhattan for disposition of the property.
Open House
The property will be available for review at an open house, to be held on Thursday,
November 7, 2013, from 4-7 P.M.
Directions for Submission
One copy of the submission is due by 4:00 P.M. on Wednesday, December 18, 2013.
Submissions shall be enclosed in a sealed envelope clearly labeled “402 Bluemont
Proposal” and mailed or delivered to:

The City of Manhattan will not accept oral submissions, or copies received by telephone,
facsimile machine, or email. All submissions received after the deadline shall be
returned. The City of Manhattan reserves the right to reject any and all proposals or
portions of proposals, to waive minor deficiencies, or to solicit new proposals on the
original project or on a modified project as may be deemed necessary or in the best
interest of the City.
