Woodrow Wilson, Appeal For Neutrality, 1914 Immediately after the outbreak of war in Europe, Wilson issued a formal proclamation of neutrality, which he followed with this message to his nation. My fellow countrymen: I suppose that every thoughtful man in America has asked himself … what influence the European war may exert upon the United States, and I take the liberty of addressing a few words to you in order to point out that it is entirely within our own choice what its effects upon us will be and to urge very earnestly upon you the sort of speech and conduct which will best safeguard the Nation against distress and disaster. The effect of the war upon the United States will depend upon what American citizens say and do. Every man who really loves America will act and speak in the true spirit of neutrality, which is the spirit of impartiality and fairness and friendliness to all concerned. The spirit of the Nation in this critical matter will be determined largely by what individuals and society and those gathered in public meetings do and say, upon what newspapers and magazines contain, upon what ministers utter in their pulpits and men proclaim as their opinions on the street. The people of the United States are drawn from many nations, and chiefly from the nations now at war. It is natural and inevitable that there should be the utmost variety of sympathy and desire among them with regard to the issues and circumstances of the conflict. Some will wish one nation, others another, to succeed in the momentous struggle. It will be easy to excite passion and difficult to allay it. Those responsible for exciting it will assume a heavy responsibility for no less a thing than that the people of the United States …may be divided in camps of hostile opinion, against each other, involved in the war itself in impulse and opinion if not in action. Such divisions amongst us would be fatal to our peace of mind and might seriously stand in the way of the proper performance of our duty as the one great nation at peace, the one people holding itself ready to play a part of impartial mediation and speak the counsels of peace and accommodation not as a partisan, but as a friend. I venture, therefore, my fellow countrymen, to speak a solemn word of warning to you against that deepest, most subtle, most essential breach of neutrality which may spring out of partisanship, out of passionately taking sides. The United States must be neutral in fact as well as in name during these days that are to try men’s souls. We must be impartial in thought as well as in action, must put a curb upon our sentiments as well as upon every transaction that might be construed as a preference of one party to the struggle before another. My thought is of America. I am speaking, I feel sure, the earnest wish and purpose of every thoughtful American that this great country of ours … should show herself in this time of peculiar trial a Nation fit beyond others to exhibit the fine poise of undisturbed judgment, the dignity of self‐control, the efficiency of dispassionate action; a Nation that neither sits in judgment upon others nor is disturbed in her own counsels and which keeps herself fit and free to do what is honest and disinterested and truly serviceable for the peace of the world. Woodrow Wilson, “Peace Without Victory,” January 22, 1917 In December 1916, Wilson attempted to mediate a peace settlement between the European powers, but discovered how far apart the belligerents were in their aims, and how unlikely it was that he could reconcile them. Here he attempted to lay out a plan for peace, hoping against hope that his speech might be taken as a cue for further negotiations. The speech was extremely unwelcome to the warring powers, and the phrase “peace without victory” inspired a good deal of hostile ridicule. After the war, however, Wilson’s ideals were much celebrated around the globe. In every discussion of peace that must end this war, it is taken for granted that the peace must be followed by some definite concert of power which will make it virtually impossible that any such catastrophe should ever overwhelm us again. Every love of mankind, every sane and thoughtful man must take that for granted… It is inconceivable that the people of the United States should play no part in that great enterprise. To take part in such a service will be the opportunity for which they have sought to prepare themselves by the very principles and purposes of their polity and the approved practices of their government ever since the days when they set up a new nation in the high and honorable hope that it might, in all that it was and did, show mankind the way to liberty. … They cannot in honor withhold the service to which they are now about to be challenged. They do not wish to withhold it. But they owe it to themselves and to the other nations of the world to state the conditions under which they will feel free to render it. That service is nothing less than this, to add their authority and their power to the authority and force of other nations to guarantee peace and justice throughout the world. Such a settlement cannot now be long postponed. It is right that before it comes this Government should frankly formulate the conditions upon which it would feel justified in asking our people to approve its formal and solemn adherence to a League for Peace. … The present war must first be ended; but we owe it to candor and to a just regard for the opinion of mankind to say that, so far as our participation in guarantees of future peace is concerned, it makes a great deal of difference in what way and upon what terms it is ended. The treaties and agreements which bring it to an end must embody terms which will create a peace that is worth guaranteeing and preserving, a peace that will win the approval of mankind, not merely a peace that will serve the several interests and immediate aims of the nations engaged. . . . No covenant of cooperative peace that does not include the peoples of the New World can suffice to keep the future safe against war; and yet there is only one sort of peace that the peoples of America could join in guaranteeing. The elements of that peace must be elements that engage the confidence and satisfy the principles of the American governments, elements consistent with their political faith and with the practical convictions which the peoples of America have embraced and undertaken to defend. … It will be absolutely necessary that a force be created as a guarantor of the permanency of the settlement so much greater than the force of any nation now engaged or any alliance hitherto formed or projected that no nation, no probable combination of nations could face or withstand it. If the peace presently to be made is to endure, it must be a peace made secure by the organized major force of mankind. Fortunately we have received very explicit assurances on this point. … They imply, first of all, that it must be a peace without victory. It is not pleasant to say this. I beg that I may be permitted to put my own interpretation upon it and that it may be understood that no other interpretation was in my thought. I am seeking only to face realities and to face them without soft concealments. Victory would mean peace forced upon the loser, a victor’s terms imposed upon the vanquished. It would be accepted in humiliation, under duress, at an intolerable sacrifice, and would leave a sting, a resentment, a bitter memory upon which terms of peace would rest, not permanently, but only as upon quicksand. Only a peace between equals can last. … And there is a deeper thing involved than even equality of right among organized nations. No peace can last, or ought to last, which does not recognize and accept the principle that governments derive all their just powers from the consent of the governed, and that no right anywhere exists to hand peoples about from sovereignty to sovereignty as if they were property. … I have spoken upon these great matters without reserve and with the utmost explicitness because it has seemed to me to be necessary if the world’s yearning desire for peace was anywhere to find free voice and utterance. Perhaps I am the only person in high authority amongst all the peoples of the world who is at liberty to speak and hold nothing back. I am speaking as an individual, and yet I am speaking also, of course, as the responsible head of a great government, and I feel confident that I have said what the people of the United States would wish me to say. May I not add that I hope and believe that I am in effect speaking for liberals and friends of humanity in every nation and of every program of liberty? I would fain believe that I am speaking for the silent mass of mankind everywhere who have as yet had no place or opportunity to speak their real hearts out concerning the death and ruin they see to have come already upon the persons and the homes they hold most dear. … I am proposing that all nations henceforth avoid entangling alliances which would draw them into competitions of power; catch them in a net of intrigue and selfish rivalry, and disturb their own affairs with influences intruded from without. There is no entangling alliance in a concert of power. … I am proposing government by the consent of the governed … freedom of the seas … and that moderation of armaments which makes of armies and navies a power for order merely, not an instrument of aggression or of selfish violence. These are American principles, American policies. We could stand for no others. And they are also the principles and policies of forward looking men and women everywhere, of every modern nation, of every enlightened community. They are the principles of mankind and must prevail. Woodrow Wilson, Request for Declaration of War, April 2, 1917 Wilson summoned all his eloquence for this war message, yet could not quiet his own misgivings about declaring war. The night before he delivered this message to Congress, he told a journalist that America’s entry into the war would bring “illiberalism” at home. “Lead this great people into war,” he said, “and they’ll forget there ever was such thing as tolerance. To fight you must be brutal and ruthless, and the spirit of ruthless brutality will enter into the very fiber of our national life.” He expressed fear that the Constitution would not survive, that free speech and civil liberties would be destroyed. The speech was received with great enthusiasm and prolonged applause; but Wilson, returning to the White House, said to his secretary, “My message today was a message of death for our young men. How strange it seems to applaud that.” Gentlemen of the Congress: … On the third of February last I officially laid before you the extraordinary announcement of the Imperial German Government that … it was its purpose to put aside all restraints of law or of humanity and use its submarines to sink every vessel that sought to approach either the ports of Great Britain and Ireland or the western coasts of Europe or any of the ports controlled by the enemies of Germany within the Mediterranean. … The new policy has swept every restriction aside. Vessels of every kind, whatever their flag, their character, their cargo, their destination, their errand, have been ruthlessly sent to the bottom without warning and without thought of help or mercy for those on board, the vessels of friendly neutrals along with those of belligerents. Even hospital ships and ships carrying relief to the sorely bereaved and stricken people of Belgium, though the latter were … distinguished by unmistakable marks of identity, have been sunk with the same reckless lack of compassion or of principle. I was for a little while unable to believe that such things would in fact be done by any government that hitherto subscribed to the humane practices of civilized nations. … I am not now thinking of the loss of property involved, immense and serious as that is, but only of the wanton and wholesale destruction of the lives of non‐combatants, men, women, and children, engaged in pursuits which have always, even in the darkest periods of modern history, been deemed innocent and legitimate. Property can be paid for; the lives of peaceful and innocent people cannot be. The present German submarine warfare against commerce is a warfare against mankind. It is war against all nations. American ships have been sunk, American lives taken, in ways which it has stirred us very deeply to learn of, but the ships and people of other neutral and friendly nations have been sunk and overwhelmed in the waters in the same way. There has been no discrimination. The challenge is to all mankind. Each nation must decide for itself how it will meet it. The choice we make for ourselves must be made with a moderation of counsel and temperateness of judgment befitting our character and our motives as a nation. We must put excited feeling away. Our motive will not be revenge or the victorious assertion of the physical might of the nation, but only the vindication of right, of human right, of which we are only a single champion. … With a profound sense of the solemn and even tragical character of the step I am taking and of the grave responsibilities which it involves, but in unhesitating obedience to what I deem my constitutional duty, I advise that the Congress declare the recent course of the Imperial German Government to be in fact nothing less than war against the government and people of the United States. … While we do these things, these deeply momentous things, let us be very clear, and make very clear to all the world what our motives and our objects are. … I have exactly the same things in mind now that I had in mind when I addressed the Senate on the twenty‐second of January last ... Our object now, as then, is to vindicate the principles of peace and justice in the life of the world as against selfish and autocratic power and to set up amongst the really free and self‐governed peoples of the world such a concert of purpose and of action as will ensure the observance of those principles. … We have no quarrel with the German people. We have no feeling towards them but one of sympathy and friendship. It was not upon their impulse that their government acted in entering this war. It was not with their previous knowledge or approval. It was a war determined upon as wars used to be determined upon in the old, unhappy days when peoples were nowhere consulted by their rulers and wars were provoked and waged in the interest of dynasties or of little groups of ambitious men who were accustomed to use their fellow men as pawns and tools. … We are, let me say again, the sincere friends of the German people, and shall desire nothing so much as the early reestablishment of intimate relations of mutual advantage between us, however hard it may be for them, for the time being, to believe that this is spoken from our hearts. … We shall, happily, still have an opportunity to prove that friendship in our daily attitude and actions towards the millions of men and women of German birth and native sympathy who live amongst us and share our life, and we shall be proud to prove it towards all who are in fact loyal to their neighbors and to the Government in the hour of test. They are, most of them, as true and loyal Americans as if they had never known any other fealty or allegiance. They will be prompt to stand with us … If there should be disloyalty, it will be dealt with a firm hand of stern repression; but, if it lifts its head at all, it will lift it only here and there and without countenance except from a lawless and malignant few. It is a distressing and oppressive duty, Gentlemen of the Congress, which I have performed in thus addressing you. There are, it may be, many months of fiery trial and sacrifice ahead of us. It is a fearful thing to lead this great peaceful people into war, into the most terrible and disastrous of all wars, civilization itself seeming to be in the balance. But the right is more precious than peace, and we shall fight for the things which we have always carried nearest our hearts, for democracy, for the right of those who submit to authority to have a voice in their own governments, for the rights and liberties of small nations, for a universal dominion of right by such a concert of free peoples as shall bring peace and safety to all nations and make the world at last free. George W. Norris, Speech Against War, 1917 Two days after Wilson’s call for war, Senator George W. Norris, a liberal Republican from Nebraska, made this appeal against it. It was an indignant speech, voicing the view that the United States would be fighting not for principles but for profits. Although Norris’ position was far from popular in the early days of war, in the 1920s and 30s many Americans came to believe this view of things had been correct. To my mind, what we ought to have maintained from the beginning was the strictest neutrality. If we had done this I do not believe we would have been on the verge of war at the present time. … I have no quarrel to find with the man who does not desire our country to remain neutral. While many such people are moved by selfish motives and hopes of gain, I have no doubt but that in a great many instances, through what I believe to be a misunderstanding of the real condition, there are many honest, patriotic citizens who think we ought to engage in this war… I think such people err in judgment and to a great extent have been misled as to the real history and the true facts by the almost unanimous demand of the great combination of wealth that has a direct financial interest in our participation in the war. We have loaned many hundreds of millions of dollars to the allies in this controversy. … There is no doubt in my mind but the enormous amount of money loaned to the allies in this country has been instrumental in bringing about a public sentiment in favor of our country taking a course that would make every bond worth a hundred cents on the dollar and making the payment of every debt certain and sure. Through this instrumentality and also through the instrumentality of others who have not only made millions out of the war in the manufacture of munitions, etc., and who would expect to make millions more if our country can be drawn into the catastrophe, a large number of the great newspapers and news agencies of the country have been controlled and enlisted in the greatest propaganda that the world has ever known, to manufacture sentiment in favor of war. It is now demanded that the American citizens shall be used as insurance policies to guarantee the safe delivery of munitions of war to belligerent nations. The enormous profits of munitions manufacturers, stockbrokers, and bond dealers must be still further increased by our entrance into the war. This has brought us to the present moment, when Congress, urged by the President and backed by the artificial sentiment, is about to declare war and engulf our country in the greatest holocaust that the world has ever known. In showing the position of the bondholder and the stockbroker I desire to read an extract from a letter written by a member of the New York Stock Exchange to his customers. This writer says: “Regarding the war as inevitable, Wall Street believes that it would be preferable to this uncertainty about the actual date of its commencement. Canada and Japan are at war, and are more prosperous than ever before. The popular view is that stocks would have a quick, clear, sharp reaction immediately upon outbreak of hostilities, and that then they would enjoy an old‐fashioned bull market such as followed the outbreak of war with Spain in 1898….” Here we have the Wall Street view. Here we have the man representing the class of people who will be made prosperous should we become entangled in the present war, who have already made millions of dollars, and who will make many hundreds of millions more if we get into the war. Here we have the cold‐blooded proposition that war brings prosperity to that class of people who are within the viewpoint of this writer. He expresses the view, undoubtedly, of Wall Street, and of thousands of men elsewhere, who see only dollars coming to them through the handling of stocks and bonds that will be necessary in case of war. “Canada and Japan,” he says, “are at war, and are more prosperous than ever before.” To whom does the war bring prosperity? Not to the soldier who for the munificent compensation of $16 per month shoulders his musket and goes into the trench, there to shed his blood and to die if necessary; not to the broken‐
hearted widow who waits for the return of the mangled body of her husband; not to the mother who weeps at the death of her brave boy; not to the little children who shiver with cold; not to the babe who suffers from hunger; nor to the millions of mothers and daughters who carry broken hearts to their graves. War brings no prosperity to the great mass of common and patriotic citizens. It increases the cost of living of those who toil and those who already must strain every effort to keep soul and body together. War brings prosperity to the stock gambler on Wall Street, to those who are already in possession of more wealth than can be realized or enjoyed. … If war comes do such men as these shoulder the musket and go into the trenches? Their object in having war and in preparing for war is to make money. Human suffering and the sacrifice of human life are necessary, but Wall Street considers only the dollars and the cents. The men who do the fighting, the people who make the sacrifices, are the ones who will not be counted in the measure of this great prosperity that he depicts. The stock brokers would not, of course, go to war, because the very object they have in bringing on the war is profit, and therefore they must remain in their Wall Street offices in order to share in that great prosperity which they say war will bring. The volunteer officer, even the drafting officer, will not find them. They will be concealed in their palatial offices on Wall Street, sitting behind mahogany desks, covered up with clipped coupons—coupons soiled with the sweat of honest toil, coupons stained with mothers’ tears, coupons dyed in the lifeblood of their fellow men. We are taking a step today that is fraught with untold danger. We are going into war upon the command of gold. We are going to run the risk of sacrificing millions of our countrymen’s lives in order that other countrymen may coin their lifeblood into money. … Unborn millions will bend their backs in toil in order to pay for the terrible step we are now about to take. We are about to do the bidding of wealth’s terrible mandate. By our act we will make millions of our countrymen suffer, and the consequences of it may well be that millions of our brethren must shed their life blood, millions of broken‐hearted women must weep, millions of children must suffer with cold, and millions of babes must die from hunger, and all because we want to preserve the commercial right of American citizens to deliver munitions of war to belligerent nations. Eugene Debs, Anti‐War Speech, 1918 After the labor leader and socialist Eugene Debs gave this speech opposing the First World War, he was arrested and convicted under the Espionage Act of 1918, which made it illegal to interfere with the operation or success of the armed forces of the United States. Debs’ speech was judged to have obstructed recruiting for the war, and he was sentenced to ten years in prison. In 1920, Debs ran for president from prison as the Socialist Party candidate and received nearly a million votes. In 1921, President Warren Harding released Debs, commuting his sentence to time served. They tell us that we live in a great free republic; that our institutions are democratic; that we are a free and self‐
governing people. This is too much, even for a joke. But it is not a subject for levity; it is an exceedingly serious matter. To whom do the Wall Street Junkers in our country marry their daughters? After they have wrung their countless millions from your sweat, your agony and your life’s blood, in a time of war as in a time of peace, they invest these untold millions in the purchase of titles of broken‐down aristocrats, such as princes, dukes, counts and other parasites and no‐accounts. Would they be satisfied to wed their daughters to honest workingmen? To real democrats? Oh, no! They scour the markets of Europe for vampires who are titled and nothing else. And they swap their millions for the titles, so that matrimony with them becomes literally a matter of money. These are the gentry who are today wrapped up in the American flag, who shout their claim from the housetops that they are the only patriots, and who have their magnifying glasses in hand, scanning the country for evidence of disloyalty … In every age it has been the tyrant, the oppressor and the exploiter who has wrapped himself in the cloak of patriotism, or religion, or both … The master class has always declared the wars; the subject class has always fought the battles. The master class has had all to gain and nothing to lose, while the subject class has had nothing to gain and all to lose—especially their lives. They have always taught and trained you to believe it to be your patriotic duty to go to war and to have yourselves slaughtered at their command. But in all the history of the world you, the people, have never had a voice in declaring war, and strange as it certainly appears, no war by any nation in any age has ever been declared by the people. And here let me emphasize the fact—and it cannot be repeated too often—that the working class who fight all the battles, the working class who make the supreme sacrifices, the working class who freely shed their blood and furnish the corpses, have never yet had a voice in either declaring war or making peace. It is the ruling class that invariably does both. They alone declare war and they alone make peace. Yours not to reason why; yours but to do and die. That is their motto and we object on the part of the awakening workers of this nation. If war is right, let it be declared by the people. You who have your lives to lose, you certainly above all others have the right to decide the momentous issue of war or peace. Do not worry over the charge of treason to your masters, but be concerned about the treason that involves yourselves. Be true to yourself and you cannot be a traitor to any good cause on earth. Woodrow Wilson, “The Fourteen Points,” 1918 To assure the country and the world that the war was being fought for moral ends, Wilson outlined 14 war aims before Congress on January 8, 1918. The other Allied leaders were skeptical of Wilson’s idealism (“God only needed ten commandments,” grumbled French Prime Minister Clemenceau) but the people of Europe responded with an explosion of gratitude and enthusiasm. “For a brief interval,” wrote H.G. Wells, “Wilson stood alone for mankind. … He ceased to be a common statesman; he became a Messiah.” It will be our wish and purpose that the processes of peace, when they are begun, shall be absolutely open and that they shall involve and permit henceforth no secret understandings of any kind. The day of conquest and aggrandizement is gone by; so is also the day of secret covenants entered into in the interest of particular governments and likely at some unlooked‐for moment to upset the peace of the world. … What we demand in this war … is nothing peculiar to ourselves. It is that the world be made fit and safe to live in; and particularly that it be made safe for every peace‐loving nation which, like our own, wishes to live its own life, determine its own institutions, be assured of justice and fair dealing by the other peoples of the world as against force and selfish aggression. All the peoples of the world are in effect partners in this interest, and for our own part we see very clearly that unless justice be done to others it will not be done to us. The programme of the worldʹs peace, therefore, is our programme; and that programme, the only possible programme, as we see it, is this: I. Open covenants of peace, openly arrived at, after which there shall be no private international understandings of any kind but diplomacy shall proceed always frankly and in the public view. II. Absolute freedom of navigation upon the seas, outside territorial waters, alike in peace and in war, except as the seas may be closed in whole or in part by international action for the enforcement of international covenants. III. The removal, so far as possible, of all economic barriers and the establishment of an equality of trade conditions among all the nations consenting to the peace and associating themselves for its maintenance. IV. Adequate guarantees given and taken that national armaments will be reduced to the lowest point consistent with domestic safety. V. A free, open‐minded, and absolutely impartial adjustment of all colonial claims, based upon a strict observance of the principle that in determining all such questions of sovereignty the interests of the populations concerned must have equal weight with the equitable claims of the government whose title is to be determined. [Points VI through XIII concerned the sovereignty and territory of specific European nations: Russia, Belgium, France, Italy, Austria Hungary, Poland, the Ottoman Empire, and the Balkans.] XIV. A general association of nations must be formed … for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small states alike. … For such arrangements and covenants we are willing to fight and to continue to fight until they are achieved; but only because we wish the right to prevail and desire a just and stable peace such as can be secured only by removing the chief provocations to war, which this programme does remove. We have no jealousy of German greatness, and there is nothing in this programme that impairs it. We grudge her no achievement or distinction of learning or of pacific enterprise such as have made her record very bright and very enviable. We do not wish to injure her or to block in any way her legitimate influence or power. We do not wish to fight her either with arms or with hostile arrangements of trade if she is willing to associate herself with us and the other peace‐loving nations of the world in covenants of justice and law and fair dealing. We wish her only to accept a place of equality among the peoples of the world, the new world in which we now live, instead of a place of mastery. Two million people came to greet Wilson on his arrival in Paris in 1919, the largest crowd in French history. William Borah, Speech on the League Of Nations, November 19, 1919 Senator William E. Borah of Idaho was the most vehement of the Senate “irreconcilables,” men who would have no part of the Treaty of Versailles and Wilson’s proposed League of Nations. Henry Cabot Lodge, another leading isolationist, said of this speech, “When I feel myself in tears, I know I am listening to a great speech.” After this speech, the Senate rejected joining the League of Nations by a vote of 55 to 39. We are in the midst of all of the affairs of Europe. We have entangled ourselves with all European concerns. We have joined in alliance with all the European nations which have thus far joined the league, and all nations which may be admitted to the league. We are sitting there dabbling in their affairs and intermeddling in their concerns. In other words, Mr. President—and this comes to the question which is fundamental with me—we have forfeited and surrendered, once and for all, the great policy of “no entangling alliances” upon which the strength of this Republic has been founded for 150 years. My friends of reservations, tell me where is the reservation in these articles which protects us against entangling alliances with Europe? Those who are differing over reservations, tell me what one of them protects the doctrine laid down by the Father of his Country. That fundamental proposition is surrendered, and we are a part of the European turmoils and conflicts from the time we enter this league.... This league of nations, with or without reservations, whatever else it does or does not do, does surrender and sacrifice that policy; and once having surrendered and become a part of the European concerns, where, my friends, are you going to stop? Mr. President, there is another and even a more commanding reason why I shall record my vote against this treaty. It imperils what I conceive to be the underlying, the very first principles of this Republic. It is in conflict with the right of our people to govern themselves free from all restraint, legal or moral, of foreign powers.... Sir, since the debate opened months ago those of us who have stood against this proposition have been taunted many times with being little Americans. Leave us the, word American, keep that in your presumptuous impeachment, and no taunt can disturb us, no gibe discompose our purposes. Call us little Americans if you will, but leave us the consolation and the pride which the term American, however modified, still imparts.... We have sought nothing save the tranquility of our own people and the honor and independence of our own Republic. No foreign flattery, no possible world glory and power have disturbed our poise or come between us and our devotion to the traditions which have made us a people or the policies which have made us a Nation, unselfish and commanding... You can not yoke a government whose fundamental maxim is that of liberty to a government whose first law is that of force and hope to preserve the former. These things are in eternal war, and one must ultimately destroy the other. You may still keep for a time the outward form, you may still delude yourself, as others have done in the past, with appearances and symbols, but when you shall have committed this Republic to a scheme of world control based upon force, upon the combined military force of the four great nations of the world, you will have soon destroyed the atmosphere of freedom, of confidence in the self‐governing capacity of the masses, in which alone a democracy may thrive. We may become one of the four dictators of the world, but we shall no longer be master of our own spirit. And what shall it profit us as a Nation if we shall go forth to the domination of the earth and share with others the glory of world control and lose that fine sense of confidence in the people, the soul of democracy? Look upon the scene as it is now presented. Behold the task we are to assume, and then contemplate the method by which we are to deal with this task. Is the method such as to address itself to a Government “conceived in liberty and dedicated to the proposition that all men are created equal”? When this league, this combination, is formed four great powers representing the dominant people will rule one‐half of the inhabitants of the globe as subject peoples—rule by force, and we shall be a party to the rule of force. There is no other way by which you can keep people in subjection. You must either give them independence, recognize their rights as nations to live their own life and to set up their own form of government, or you must deny them these things by force. That is the scheme, the method proposed by the league. It proposes no other. We will in time become inured to its inhuman precepts and its soulless methods strange as this doctrine now seems to a free people. If we stay with our contract, we will come in time to declare with our associates that force—force, the creed of the Prussian military oligarchy—is after all the true foundation upon which must rest all stable governments. Korea, despoiled and bleeding at every pore; India, sweltering in ignorance and burdened with inhuman taxes after more than one hundred years of dominant rule; Egypt, trapped and robbed of her birthright; Ireland, with 700 years of sacrifice for independence—this is the task, this is the atmosphere, and this is the creed in and under which we are to keep alive our belief in the moral purposes and self‐governing capacity of the people, a belief without which the Republic must disintegrate and die. The maxim of liberty will soon give way to the rule of blood and iron. … Your treaty means injustice. It means slavery. It means war. And to all this you ask this Republic to become a party. You ask it to abandon the creed under which it has grown to power and accept the creed of autocracy, the creed of repression and force.
