Epling,reportedthatatthattime43RulingElderswereregisteredand32TeachingElders.
TheModeratordeclaredthataquorumwaspresent.
TherollofallregisteredattendeesisattachedasAddendumI.Aquorumis10%ofthe
activeenrolledTeachingElders,andRulingEldersrepresentingatleast10%ofour
congregations.
Theproposedscheduleforthegatheringwasapprovedwithoutobjection.

TheVice‐ModeratorwelcomedtheRulingEldercommissionersattendingameetingof
thispresbyteryforthefirsttimeandinvitedthemtostandandintroducethemselves.She
encouragedpresbyterstogreetandwelcomethem.

Huber,interimpastorofSouthminsterPresbyterianChurch,Crestwood,Missouri,andMr.
JoshuaNoah,pastor‐electofGracePresbyterianChurch,CrystalCity,Missouri.
ConfessionofSin
TheVice‐Moderatorinvitedpresbyterytoamomentofconfessionofsin.Presbyters
prayedaunisonprayerofconfessionandwereassuredofGod’spardonfollowedby
sharingthepeaceofChristandsingingtheGloriaPatri.
Treasurer
TheTreasurer,RulingElderDonMarshall,reportedregardingthepresbytery’s
finances.HereportedthattheO’Fallon,Illinois,propertysalewouldcloseinAugust.He
hadresearchedthesourceoffundsfortheoriginalpurchaseanddeterminedthatthefunds
camefromseveralsourcesincludingtheRevolvingLoanFund.
TheRevolvingLoanFundbalanceiscurrently$232,000and$150,000ofthatis
investedwithPresbyterianInvestmentandLoanPrograminordertosecurealower
interestrateontheSt.CharlesPresbyterianChurchloan.Thefundbeganinthelate1970’s

orearly1980’sduetohighinterestratesatthetime.Onemilliondollarswasusedfromthe
fundin2005tocoverexpenseoveragesonthepresbyteryofficebuildingrenovation.
ThenetproceedsfromtheO’Fallonpropertysalewillbeappliedat8%tothe
ChurchDevelopmentFund,2%totheLeadershipTeamunrestrictedfund,and90%tothe
HeldPropertiesFundtomaintainchurchpropertiesuntiltheyaresold.
TheModeratorresumedthechairandthankedtheViceModeratorforher
leadership.
NewWorshipingCommunitiesAdministrativeCommission
TheRev.Dr.JohnShear,moderatoroftheNewWorshipingCommunities
AdministrativeCommission,reportedforthecommission.
Dr.ShearreportedontheprogressofUKirk.TheRev.MiriamFoltzispastorofthe
ministryandiscooperatingwithcampusministriessponsoredbytheELCAandthe
EpiscopalChurch(USA).SummerprogramswereheldinTowerGrovePark.A$9,000grant
wasreceivedfromGeneralAssemblyalongwith$20,000fromindividualdonorsand
churchsessions.
Thecommission’snextmeetingwillbeheldatSouthamptoninSt.Louis.Amen
HouseatOakHillPresbyterianChurchhasprovidedmanyvolunteerhoursworkingonthe
buildingthissummer.TheSOHAMinistriesbeganaFacebookpage.Apastoralsearchis
underwaywithseveralcandidatesunderconsideration.
ThecommissionreportedthattheLivingWatersNCDprojectwassuspendeddueto
fundinglimitationsandhealthconcernsforoneoftheorganizingpastors.Thecommission
reviewedtheprojectandnotedhowmuchtheyhadlearnedalongtheway.Theministry
fundswereauditedandthebalancereturned.TheRev.Dr.DanAnderson‐Littlespoke
abouttheexperienceandencouragedthepresbyterytoexperimentmorenotless.

TheCommitteeonMinistryreceivedandreviewedthetermsofcalltotheRev.StevenP.
RanneyaspastoroftheTustinPresbyterianChurch,Tustin,California,andfoundthemin
order.ThecommitteeconcurredwiththerequestoftheSt.Markcongregation,meetingon
April19,2015,toacceptRev.Ranney’srequestfordissolutionanddissolvedthepastoral
relationshipeffectiveApril25,2015.ThecommitteedismissedRev.Ranneytomembership
inthePresbyteryofLosRanchoseffectiveMay1,2015.
b. Rev.MaryGeneBoteler
InadulycalledcongregationalmeetingonMay17,2015,thecongregationofSecond
PresbyterianChurchvotedtoconcurintherequestoftheRev.MaryGeneBotelerto
dissolvethepastoralrelationshipeffectiveMay31,2015,sothatshemaybefreetoaccept
acallasinterimpastorofMountWashingtonPresbyterianChurch,Cincinnati,Ohio.

pastoralrelationshipandtodismissRev.BrouwertomembershipinthePresbyteryofthe
TwinCities,upontheirrequest.

activemembers,inordertoconsiderhisrequestforhonorableretirement.Rev.Wang
retiredfromactiveserviceintheU.S.NavyinFebruary,2014.TheCommitteeonMinistry
actedtoapprovehisrequestforhonorableretirementfromactiveministry,effectiveMay
31,2015,andaddedhisnametotherollofHonorablyRetiredmembers.

CommitteeonMinistryreviewedandapprovedthecontractwiththeRev.KemperHuber
forinterimpastoralserviceatSouthminsterPresbyterianChurchasapprovedbytheir
session.Thetermsofcall,effectiveJune1,2015throughMay31,2016,include:

TheCommitteeonMinistryapprovedtherecommendationofitsExaminationTeamto
accepttheRev.WilliamM.Smutzasamemberatlargeofthispresbytery,andtorequest
thetransferofhismembershipfromthePresbyteryofWabashValley,effectiveFebruary
10,2015.Duringtheinterview,thesexualmisconductpolicyandstatementonracism
privilegewerepresented,andtherelated,signeddocumentsareonfileatthepresbytery
office.
7. PastoralCallandExaminationforOrdination
InadulycalledcongregationalmeetingonMay17,2015,themembersofGrace
PresbyterianChurch,CrystalCity,Missouri,electedJoshuaNoahaspastoreffectiveJuly1,
2015.Thecommitteeaffirmedthatthecongregationmetthecriteriaforanopensearch,
reviewing66PersonalInformationForms(6fromracial/ethniccandidates,31from
women).Theyconducted10face‐to‐faceinterviewsincludingthreewithwomen
candidates.Agoodnessoffitinterviewwasconductedbythecommitteeincooperation
withtheCommitteeonPreparationforMinistry.Thesexualmisconductpolicyand
commitmenttodismantlingracismandprivilegetrainingwerepresentedandthesigned
relateddocumentsareonfile.
