The student handbook is published annually by Student Services as an easy reference guide to help students find their way around the University’s facilities,
services and current regulations. Each student at JCU Singapore is responsible for knowing and observing the policies, procedures and regulations contained
in this Handbook as well as additional policies or changes in policy officially distributed during the academic year. JCU Singapore has the right to change any
procedures, policies or programs that appear in the Student Handbook without notice. In addition, this Student Handbook is not, nor is it intended, to create a

JCU Singapore is fully owned by James Cook University
Australia, the leading tropical research university in
Australia.
across all campuses. The only difference in Singapore
is that the curriculum is contextualised to the Asian
environment ensuring Asian relevant Australian degrees.
The university established JCU Singapore in 2003 as
part of its expressed intent of “Creating a brighter future
for life in the tropics world-wide through graduates and
discoveries that make a difference”.
Student enrolment at the campus has grown rapidly
from 50 students in 2003 to approximately 3000
students in 2013.The campus is truly multi-cultural,
with students from Singapore and across Asia, in
particular China, India, Indochina, Indonesia and
Malaysia. Additionally, a growing number of students
are enrolling from Europe, in particular France,
Germany, Denmark, Norway, and Russia.
It offers a suite of university level programs at the JCU
Singapore campus, specifically:
•• Undergraduate programs in psychology,
accounting, business, marketing, management,
tourism, information technology, education and
environmental science
•• Postgraduate programs in psychology, accounting,
guidance and counselling, business, hospitality and
tourism information technology and education;
•• Doctorate programs in psychology.
Additionally, JCU Singapore offers courses at the
pre-university level specifically designed to provide a
pathway for students who are unable to immediately
attain university entrance standards. The pre-university
programs are:
•• English language preparatory programs (3 levels
designed to improve students’ English to the
level required for University undergraduate or
postgraduate degrees)
•• Foundation program (an eight month university
preparation program for students who are unable
to meet our normal entrance requirements)
JCU Singapore has two campuses, located at Upper
Thomson and Ang Mo Kio. Both provide students with
access to a full range of facilities and services to support
their learning. These include lecture and seminar
rooms, library and associated study facilities, computer
laboratories, and access to a variety of sporting facilities.
In order to ensure the students have ready access to
JCU Learn, our technology based learning management
system, all students are provided with an iPad* when
they commence their course.
Originally, JCU Singapore was established to provide the
opportunity for International and Singaporean students
to earn a “real Australian degree” without leaving
Singapore. This has now been extended to provide the
opportunity for our students to study in Singapore and
in Australia and yet still remain as Singapore based
students paying their fees in Singapore currency. This
is a unique program in Asia and is only able to operate
because the university operates across both countries.

JCU Singapore is EduTrust certified
Quality assured course delivery
The Singapore Private Education Act 2009 requires
registration of all private education institutions
(including JCU Singapore) by the Council for Private
Education (CPE) and those which take international
students require additional EduTrust certification.
James Cook University Australia owns and delivers all
their course and subject materials. They have Academic
Board approval for delivery in Singapore. All individual
subjects, and in particular assessment requirements and
examination content are determined by the relevant
faculties based in Australia.
The registration framework spells out the mandatory
registration requirements and legislative obligations
which JCU Singapore must meet. The framework seeks
to ensure that all private education institutions in
Singapore are of a certain standard in order to protect
the interests of students.
JCU Singapore is EduTrust certified (Certificate. No.
EDU-2-2008). EduTrust is a compulsory certification
for all private education institutions who wish to
enrol international students in Singapore. In order to
be awarded an EduTrust Certification JCU Singapore
has had to demonstrate that it achieves stipulated
standards in a number of areas including management,
provision of educational services and credit rating.
Suggested changes to programs and subjects,
emanating from environmental issues or research
findings are encouraged throughout all JCU campuses
including Singapore. There is a rigorous approval
process involving the university academic board prior to
implementation.
All lecturers in all subjects are assessed at the end of
each trimester. The Campus Dean approves all lecturers,
who must meet minimum academic standards and
also have the approval of the relevant Faculty Head in
Australia prior to employment.

Course Information
Course Prerequisites
• For a bachelor course, students must have satisfactorily completed 12 years formal schooling (GPA 6 out of 10)and have satisfactory English
speaking, listening, writing and comprehension skills (IELTS of 6.0 with no sub score less than 5.5)
• For a Master’s course, students must have completed a bachelors program from a level 1 or 2 university and meet the same English requirements as for the
bachelor course

Pathway Programs (English Language,
Foundation and Diploma Programs)
JCU Singapore offers an English Language Preparation
Course (ELPP) for students who are unable to meet the
English entrance requirements. The course is divided into
three stages each with an IELTS equivalence (between
4.0 and 6.0.) Each stage has duration of four months.
Accordingly students who are unable to achieve the
English standard are able to undertake the ELPP program
prior to enrolling in their degree course. JCU Singapore will
assess the appropriate stage for each student by reference
to their IELTS score or by asking prospective students to
complete JCU Singapore English placement test.
Similarly for students who are unable to achieve
direct entry into our programs, JCU Singapore offers a
foundation (university preparation) program. The program
covers 10 subjects (including 2 English subjects) and has
a duration of 8 months. Entry requirements require the
satisfactory completion of 11 years of formal schooling
and an IELTS score of 5.5, with no sub score lower than 5.

Our diploma program provides a suitable pathway to
students with lower level year 12 qualifications or its
equivalent into our Bachelor of Business or IT Program.
This program is equivalent to the first 8 subjects of our
Degree Program. Students in this course will be given a
tailored program within the allocated study period to
acquire the necessary skills needed to progress to an
undergraduate degree program. However, the Diploma
can be an exit point by itself.
Course schedule
JCU Singapore has three academic intakes in Feb, June and
October of each year. Students who wish to undertake the
English and Foundation program will be admitted at the
three academic intakes.

take part in any form of employment while residing in

Application for enrolment is to be made on the correct application form available from your local agent or one can be

Completed application forms should be forwarded only by email. Students should pay particular attention to ensure
that all required documents are attached to the application form and that the application form is accompanied by the
prescribed application fee
The application process generally takes 4 to 6 weeks and includes the following stages
• Application received and checked for completeness
• Application assessed
• Letter of offer and student contract sent to student
• Student signs contract and returns it to JCU Singapore
• Application for student pass*
• Approval in principle received from Immigration and Checkpoints Authority and forwarded to student*
On receipt of their approval in principal letter students should make arrangements to arrive at the JCU Singapore prior
to the reporting date advised in the correspondence accompanying their immigration approval in principle document.
*Not applicable for domestic students

Pre Departure Information
The JCU Singapore website provides information on the
pre departure details for students prior to them leaving
their home for Singapore and advising of initial activities
when they arrive. The information is of a general nature
and provides a good introduction to life in Singapore. All

Student Accommodation
JCU Singapore provides students with assistance in
locating appropriate short or long term accommodation.
Our accommodation staff is well aware of the various
options available and will be able to provide advice as
to what is most appropriate for individual tastes and
budgets. The matter of accommodation should be
resolved well before students arrive in Singapore. JCU
Singapore has developed a “Pre Arrival Online System”
for airport pick up and accommodation bookings. This
online system will assist agents and students to book
their preferred airport pick up, and accommodation
options. Students are therefore advised to contact our
accommodation team on accommodation-singapore@
jcu.edu.au as soon as possible after receiving their ICA
approval letter.
Orientation Program
Orientation is held during the week prior to the
commencement of the course. The program is
mandatory for all new students. It provides an
opportunity for new students to become familiar with
JCU Singapore and the services it provides.

Complete ICA Formality
The University will arrange for your in principal approval
(IPA) to be converted into a student pass when you
arrive in Singapore. This process is called ICA formality.
In the week prior to the commencement of your first
semester our student services area will arrange for ICA
officer to come down to campus for ICA formality.
During the day, you will need to present the following
document:
• Original passport
• Embarkation card
• One passport photo
• Medical report if applicable
• Any other original document as required in IPA letter
Once these are checked by ICA, a student pass will be
issued on an assigned date. Upon reaching Singapore
student service staff will advise students when and
where to collect Student pass. Please note that all
international students who attend the university must
have a valid student pass prior to attending classes.
ICA requirement for Special Pass Holders
For students who are under special pass holders such
as dependant pass or Long term visit pass, to apply for
full time study in JCU Singapore, student will need to
get the letter of consent from ICA. The letter of consent
allows foreign students who are under special pass to
study full time in JCUS. Student pass is not required for
Special pass holders. As long as the letter of consent is
granted by ICA, students can attend the class. In case
the dependant pass or long term pass is expired within
the study period, students need to either extend their
special pass or apply for student pass in advance.
Additionally new students are able to meet senior
academic staff, gain a better understanding of the
logistics of program delivery and to ensure that they
fully understand the enrolment process.
It also provides the opportunity for student services to
provide information on post arrival formalities, such as
the medical check and student pass collection which
need to be completed. Lastly and just as importantly it is
an opportunity for new students to meet their new class
mates and begin to develop friendships which often last

Student fees
Student fees are categorized as either tuition fees (i.e.
fees associated with the delivery of your course) or
non-tuition fees (fees associated with the administrative
aspects of your course).
Tuition Fees
Tuition fees differ from student to student depending
on exactly what subjects and program the individual
student is doing. The fees for a student will appear in
their student contract. If the requirements are not
met for any subject, there may be additional charges
to a student who wishes to repeat the subject. Further
details can be obtained from our Student Services

• FPS Insurance: The premium is currently 0.80% of
the sum of all fees per year (subject to a minimum
fee of $25.00)
• Medical Insurance: This fee varies according to your
length of stay at JCU Singapore.
Note: EduTrust requires that students must have
medical insurance for the duration of their course.
This coverage is to include hospitalization, surgery and
treatment costs. International students holding passes
other than the Student’s Pass, and students who are
Singapore citizens or permanent residents, and already
covered by their own medical insurance plans, can opt
out of the medical insurance scheme.
However, they must provide JCU Singapore with a copy
of their medical insurance policy and demonstrate that
their policy meets the following EduTrust requirements:
• Annual limit not less than S$20,000 medical costs
coverage;
• At least B2 ward stay (in government and
restructured hospitals); and
• 24 hours coverage in Singapore and overseas (if
student is involved in school-related activities).
International Student Registration Fee
The international student registration fee is a one-off
contribution by the student towards the cost of a range
of services provided to students during their time at
JCU Singapore.
These services include (but are not restricted to):
• An initial airport pick up service
• Initial and ongoing support with arranging
accommodation and resolving any issues which may
arise from time to time
• Arranging the student pass
• Arranging the initial medical check
• Provision of a iPad as a study aid*
• Wireless access to the internet
• IT help desk
• Student study assistance including access to
purpose designed study areas and where necessary
learning support
• Job application readiness skills workshops
• Student counselling (from minor counselling to
a full psychological clinic service where this is
deemed necessary
• Access to a variety of sporting activities, clubs
and societies
Commitment to correct price charging
• Have a list of course fees, published in our brochures
which gives details of the amounts which make
up the fee and the total cost both excluding and
including GST, and
• Indicate the total course fee payable and the
breakdown of the fees in our Student Contract

Student code of conduct
JCU Singapore holds itself to high standards and is held
accountable by students who expect the high standards.
To maintain these standards we do not have to accept
bad behaviour and we reserve the right to discipline or
expel students who exhibit such behaviour. In this way
we can guarantee a quality education for the students
who are on campus to learn.

At the JCU Singapore campus, we:
• Respect everyone’s right to be on campus, for their
learning experience and will help others realise their
full potential.
• Accept dress and grooming choices of everyone,
subject to legal boundaries.
• Value intellectual accomplishments and refuse to
cheat or be dishonest in the papers submitted.
• Expect that University is every student’s first priority
and attendance levels of 90% at a minimum.
• Expect all students to be on time for classes in
order to receive the greatest program from their
studies. Students will show their fellow students the
common courtesy of turning off their phone as they
enter class and no unnecessary conversations during
lectures.
• Respect the campus facilities, which are for everyone
to use, by not damaging property and reporting any
damaged property so it can be repaired. Toilets and
other amenities should be used properly.
• Show consideration for the ideas, religions, values of
other students.
• Will expect students to reach campus safely by not
undertaking dangerous crossing of roads – use the
traffic lights and live.
• Do not tolerate alcohol, drugs, weapons, cigarettes,
initiating fights, bullying, stealing, thieving or
vandalism. It is a non-smoking university.
There will be a $300 fine and/ or corrective work order
for breaking any of the rules mentioned above.

JCU Singapore has two campuses, both located in
residential areas of Singapore. This ensures that they
are close to accommodation and public transport for
our students.
Both campuses have facilities such as lecture and
seminar rooms, fully equipped library, computer
laboratories, eateries and access to a variety of
sporting facilities.
All students are provided with a free iPad* on enrolment
for easy access to our electronic learning aids and both
campuses are fully ‘wired’.

• Bus Stop A: Students could take feeder bus 265 from
AMK Hub/AMK Interchange berth number 2 to go
to school and alight at block 549.

makes for a large and lively community. I encourage you

Adapting to University life can be a little confusing
at times. There are many people happy to help with
any questions or difficulties you encounter. I am
pleased to present this Student Services Handbook,
which is intended to provide you with details you may
need or guide you to the right people and sources of
information.

Student Identification Card
JCU Singapore issues all enrolled students with
an identification (ID) card. This card incorporates
the student’s photograph, student ID number and
enrolment status (i.e. full-time or part-time).
The student ID card allows a student to:
• provide proof of ID when discussing their enrolment
with JCU Singapore staff
• borrow books from the library
• provide proof of ID when attending exams
• access buildings and computer labs
• reserve facilities (classrooms, research labs…)
• join the JCU Singapore Privilege club membership at
a corporate rate
Please keep the ID card in good condition as a fee will be
charged for replacement cards. The cards are not to be
lent to anyone, penalties apply.
JCU Singapore email account
JCU Singapore provides every student with an email
address. JCU Singapore staff regularly communicate
with students using the JCU email network. It is
important that students know how to use their JCU
email account and check their email account regularly.

All important messages will be sent to students via this
medium. The University assumes that messages emailed
to a student have been received, read and acted upon
where required by the student.
Student Pass for International
Students
Your Student Pass is your primary Identification here
in Singapore and it is very important to carry on your
person at all times.
Students should:
Take good care of the Student’s Pass Card and prevent
loss through negligence. If you lose your Student’s Pass
in Singapore or overseas:
1. Make a police report with the local police.
2. Submit the police report to Student Service who will then assist you to re-apply for a new
Pass. You will be required to pay for the application and
visa fees accordingly. Please go to Student Service with
the police report and passport.
• Not engage in any form of paid employment or in any business, profession or occupation in Singapore during the validity of your Student’s Pass.
• Remember that Overstaying is a punishable offence under the Immigration Act. Please take note of the expiry dates of your Social Visit
Pass and your Student’s Pass and apply for an extension one month before they expire if you have not completed the course.
• Surrender your Student’s Pass to ICA for cancellation within seven days of the date you complete or terminate your full-time studies, go on leave of
absence or withdraw from JCU Singapore. Please see www.ica.gov.sg for details.

Tips for Success at JCU Singapore
Student Support Team
Ask your questions - no question is
unimportant
available: athletic events, drama group, music club,
dance club, language club, community club and others.
Spend time exploring the rest of campus life, get
involved and participate. Take advantage of the
opportunity to meet and interact with individuals from
diverse cultures and backgrounds.
Attend classes
It might take some time to adjust to campus life
and life in a new country can be very exciting
with a lot to explore and discover. Remember, the
primary responsibility is to your academic studies.
Plan your activities accordingly. Whilst it’s good to
have a study:life balance you don’t want excessive
outside activities to compromise your ability to excel
academically.
Every student may need assistance during their
University years. It’s important that you ask for help
when you need it, don’t delay. We are here to help you
achieve success. Utilise Student Services and other
campus resources to help resolve your challenges.
Attendance is expected with a minimal attendance rate
of 90% for international students and 75% for domestic
students. Students who are unable to meet this, should
discuss their reasons with a student counsellor and the
relevant Associate Dean as soon as possible.
Plan and manage your time effectively
Plan all activities; use a calendar or other resources
to keep track of important tasks, class times, course
assignments, exam dates, course registration dates,
deadlines and campus activities. Make a detailed
schedule each semester and allow blocks of time for
studying specific subjects.
Locate a study place that suits you
It is important to have a quiet place, without
distractions, for studying. Find a place that suits your
needs. There are many such places available around the
JCU Singapore campuses.
Participate in campus life
Going to University is not just about the academic
studies. There are many activities and opportunities

Stationery and printing services are also available

The Fusion Bistro offers a wide range of food options.

Religious and spiritual life
• Muslim Society arranges events for religious
occasions. There are prayer rooms available on both
campuses.

Vending machines with food snacks and hot/cold
beverages are located around campus.
In the Singapore humidity it is very important to remain
hydrated. Drinking water dispensers are located around

Sports facilities
There are various sports facilities on campus including
basketball, table tennis, soccer and cricket. Equipment is
available for rental. Please approach Campus activities
office for more information. Shower facilities after
sports and activities are available at main teaching
block.
Student Lounge
IT Helpdesk
It’s nice to have a place to unwind a little with friends
between classes, read a magazine, play a board game
or just relax. There are a range of magazines available
for reading in the student lounges. Board games are
available from the Campus activities office.
An IT Helpdesk is provided for students who experience
difficulties with the campus IT systems. The assistance
provided covers
• Basic software and hardware troubleshooting for
- Windows XP Pro SP2, Vista Business and Windows 7
- Internet Explorer, Safari, Firefox
- Microsoft Office (Word, Excel, PowerPoint, Outlook)
- Detecting and removing viruses, spyware, and other threats

Transport and parking
Cycling is the easiest and cheapest way to get around.
There are bike racks available on campus.
If driving, parking is free on campus although parking
lots are subject to availability.
The JCU Singapore campuses are near public transport.
Details of the buses/trains to take for each campus are
on pages 8 and 9 of this handbook. For public buses and
MRT, you can pay using cash or a contactless stored
value card (Ezlink card) which can be purchased from
any Transitlink Ticket Offices found at MRT stations
and bus interchanges. The value of the Ezlink card can
be topped up at the Transitlink Ticket Offices, ATMs or
AXS machines at petrol kiosk or major landmarks across
Singapore.
JCU Singapore student privileges
There are other advantages to being a JCU Singapore
student. The Student ID card gives students access to a
wide range of discounts and offerings from businesses
across Singapore including: hotel, dining, IT, wellness,
entertainment, gifts and others.
The list of discount offerings keeps on growing. For the
most current discount listing refer to the Campus Life
section of our website.
Study Rooms & Discussion
Rooms
JCU Singapore has a student lounge available at
each of its campuses for student use 7 days per week
(UT campus) and 5 days per week (AMK campus).
Additionally we allocate classrooms as discussion and
private research areas on a daily basis. The LCD monitors
located around the campus provide information on
which rooms have been allocated for which purpose in
each study timeslot. Lastly individual study carrels are
provided in the library for students who need a quiet
place to work.
Student Locker
Student lockers of various sizes are available on a rental
basis. Students who wish to rent a locker on either a
long or short term basis should discuss their needs with
the library staff

Student Organisations

Campus Activities
Anyone who claims that there is nothing to do on campus is
just not looking very hard. At the JCU Singapore campuses
there is generally a variety of activities going on at little
or no cost during the week or weekend. The Campus
Activities office plans a number of events and details are
on the Campus calendar. Take the opportunity to try new
experiences, activities, meet new people. The campus is
brimming with activities and there is never a dull moment.
The Campus Activities office complements the academic
student life, nurturing and supporting student life through
life-enhancing workshops and club meetings, providing an
outlet to relax with friends or play some sport. Campus life
is not just about studying but meeting others and having
fun. Consider some of the events/activities/groups below
and enjoy some real study:fun balance in your life!
• Welcome night for students held every semester. New
students have the chance to meet and socialize with
current students. The events are held at various places –
beaches, hotels, clubs, parks and the like.
• Gala evening celebrating cultural diversity on the
campus and in Singapore and to promote cultural
harmony.
• Community work is encouraged and arranged
with Kebun Baru Community Club. JCU Singapore
students volunteer and participate at a number of
events during the study year.
The Campus calendar shows all the events and activities
happening in the coming months.
• Club drive in week 2 of every study trimester showcases
all activities being offered in the new semester and/or
new clubs which students would like to create. Students
are encouraged to join any club they are interested in as
long as it does not clash with their academic timetables.
• One-day events throughout the semesters for many
sports and activities. These are a useful for trying out a
new sport before joining a club or just for a quick study
break. Activities include: basketball, indoor football,

Students with a strong desire to serve others should consider joining
the Student Council, which works to ensure that students’ interests are
always well represented and it’s a great way to gain experience in civic
responsibility. The University encourages students to participate in its
mission to realise its strategic intent.

JCU Toastmasters Club
JamesCookUni Toastmasters is the school chapter of Toastmasters
International, an organisation dedicated to public speaking and leadership
proficiency development. We aim to provide a platform where individuals
can come and learn together, developing and progressing in their public
communication skills and leadership ability.
JCU Basketball Club
Students with a passion for basketball either for leisure or competitively
can learn more about the game with this group. This club helps
develop and improve individual as well as team skills, promote good
sportsmanship, team spirit and instil a sense of belonging and pride as
members of the University.
JCU Cricket Club
The club promotes cricket among JCU students, providing an opportunity
for recreational and competitive cricket, and establish camaraderie among
members of the University.
JCU Dragonboat Club
A club for students wanting to learn more about the exciting sport of
dragonboating. The club offers training and access to dragon boat racing
competition. We promote the recreational and health benefits of the
sports and to foster camaraderie among the members of JCU community.
JCU Football Club
The club provides a supportive recreational and sporting environment
for JCU students and members of all backgrounds and all levels of skills,
promotes fitness, builds and encourages sportsmanship and teamwork
and assists in developing one’s skill in playing the sport.
JCU Table Tennis Club
The JCU Table Tennis Club promotes table tennis as a sport and leisure
activity in the University; organises table tennis competitions, table
tennis sport clinics, outreach programmes and other associated functions;
and enters table tennis teams or individual players into intervarsity
tournaments and friendly games or matches.

The JCU Language Club aims to promote interest in foreign languages
and other cultures through education, group discussion, seminars,
training workshops and social events.
JCU Dance Club
The club aims to discover, enrich or develop the talent and skills of its
members in dancing and to help express themselves through movement;
build self-confidence and pride of the club’s members; instil among the
members camaraderie and teamwork and provide positive self-image,
motivation, and inspiration to oneself; provide opportunity to perform
or choreograph dances of various styles; and organise activities that are
consistent with the club’s objective. Professional teachers from Lasalle Arts
University are hired.
JCU Drama Club
The club aims to provide an avenue for members to express themselves
through acting, develop creativity, cultivate self-awareness, create
a platform to entertain and socialise, and raise interest and enhance
knowledge of the dramatic arts. Our Drama Teachers are from Lasalle Arts
University.
JCU Volunteers Club
The club aims to affirm the spirit of volunteerism by being of service to the
University and community and by supporting noble cause that advances
human spirit and dignity. It is an inclusive and universal club which
recognises that volunteerism is a powerful means to face and overcome
challenges, foster solidarity and camaraderie, and effect positive
development and change in the lives of individuals and the community.
JCU Music Club
The JCU Music Club’s objective is to promote, improve, appreciate,
develop and maintain the interest and participation of everyone in the art
and science of music by staging of public concerts and recitals.
Other Activities
There are other activities that Campus Activities, Student Service Centre
organises and supports to enhance campus experience and to facilitate
the students’ holistic development. These include leadership training,
orientation programmes, participation to outside activities, talent
searches and many others.

Guidelines for borrowing and
using recreational materials
The primary objective of having recreation materials
available for the students is to complement JCU
Singapore student’s University life and to make
accessible more alternative, relevant, and educational
activities for indoor and outdoor leisure during break
times, or periods which does not conflict with the
student’s class schedule. These materials are not meant
to disrupt or interfere with the academic progress of the
student.

• Faculty members
General guidelines
• The use of recreational materials should be limited
to a reasonable number of minutes/hours in
consideration of the others who might also want to
use the material/s.
• Each borrower is limited to borrowing 2 materials
per transaction. The complete sporting gear/
equipment which is required for a play is considered
as one material.
• Sporting equipment should be itemised when signing
up the Borrower’s Register.
• In case of loss or damage, the borrower should bear
the cost of repair or replacement, or indemnify the
University in the amount equal to the price of the
damaged or lost material or equipment.
• In signing the Borrower’s Register, the borrower
assumes full responsibility of the borrowed
materials.
• Due diligence is expected from the borrower in
handling the materials/equipment.
• In returning the equipment, the borrower should
make sure that all pieces of the set material/
equipment are accounted for. Should there be a
discrepancy in the record as noticed by the next
borrower; the name of the borrower reflected last in
the list will be held accountable.
• University Staff
• Bona fide part time and full time students in the
Undergraduate or Graduate level
Borrowing procedures
• Present valid and current identification card.
• Complete and sign the Borrower’s Register.
• Check whether the material/s is complete and
free of damage.
• Deposit student card.
• Items borrowed must be returned on the same day
they are borrowed.
• Upon returned of items in good condition, student
card will be returned to borrower.

Registrar’s Office and its Services
The Registrar’s Office can help with any general
enquiries relating to courses, subjects as well as
information on entry requirements and enrolment/
withdrawal procedures. For any queries relating to
examinations or awards ceremonies, contact the
Examination office.
Study plan
All students negotiate an individual study plan which
guides their progress while at JCU Singapore. The study
plan details the subjects to be undertaken and the
timeline in which these will be completed. The study
plan is renegotiated where student aspirations change
or progress through the course is not as expected
Enrolling in subjects
• A student will manage their subject enrolment by
completing the Enrolment/withdrawal form and
submitting it to the Student Services Centre.
• It is important that time is spent planning what
subjects the student wants to enrol in before
submitting the form. Do not rush this step –
we recommend every student spend several days
thinking about their subject selection.
• There are many resources available to help a student
with their decision:
− Timetable for subjects available, schedule and
location;
− Study planner;

− Subject search (via jcu.edu.au);
− Enrolment information sessions; and
− Forecast Subject Offer.
• The enrolment information sessions will help students
understand the degree rules, enrolment requirements
and what is needed to complete the course.
• Enrolment generally opens from week 8 of Study
Period until week 10 of study period for enrolling in
subjects for next study period. For eg: Week 8 Week 10 of SP52 will be open for enrolment in
subjects for SP53.
Withdrawing from subjects
• A student can withdraw from subjects by completing
the Enrolment/Withdrawal Form and submitting it
to Student Services.
• Before withdrawing, a student should always
consider the Census date, the last date to withdraw
without financial penalty.
• There are 3 types of withdrawals:
− Early withdrawn: withdrawal before the census
date, no penalty fees apply
− Withdrawn: Withdrawal made after the
census date but before the academic penalty
date – penalty fees apply
− Withdrawn fail: Withdrawal made after the
academic penalty date – a grade of Fail (WF)
will be stated on the transcript and penalty
fees will apply.
Course Transfer
• To change degree, a student will need to submit
a Course Transfer Application Form. The form is
available on www.jcu.edu.sg or from the Student
Services Centre.
• We recommend the student consult with an
Academic Advisor or the Associate Registrar before
submitting this form.
Transfer of Major
• Any request for change of major is reviewed by
the Senior Associate Registrar/Senior Executive. If
approved, the student’s study plan will be modified
and they can continue enrolling into the subjects for
their new major.
• A student can consider changing their major up
to the end of the 2nd trimester. However we
recommend looking at all options before this, in
case there are pre-requisite course requirements in
the first year that must be met before a student can
move forward into the major of their choice.
Deferment of course
Required documents and process:
1. Complete Application for advance standing form
2. Attach any educational documents (Graduate
degree, Academic transcript) or Work experience
documents (if applicable, especially for the MGC
program) required. All documents must be a
notarized copy or the original documents for the
Registrar Office’s certification.
3. The Associate Dean/Academic Manager/Academic
Adviser will assess the application. The decision is
subject to final approval from the Senior Associate
Registrar and Campus Dean. Processing time:
2 weeks
4. A student can request a decision re-assessment if
they feel more subjects should receive exemption.
Complete another Application for advanced
standing form and provide with a letter explaining

5. The Registrar’s office will inform the student of
the assessment outcome via their JCU Singapore
email address.
6. Student Service will revise the contract and inform
the student for signing.
• A student who is enrolling at JCU Singapore for the
first time and wishes to defer their enrolment for
that year, will need to contact the Registrar’s Office.
Please be aware that in some courses there are
restrictions on deferrals.
• If a returning student wishes to defer, they will need
to contact the Registrar’s office for advice.
Credit for previous study
• Submit an Application for advanced standing (credit
for previous studies) form to the Student Services
Centre if seeking credit for previous studies.
• If applying for credit for previous studies outside
of JCU Singapore, the student will need to supply
a certified copy of their Official Academic Record.
The Official Academic Record is available from
the institution at which the student studied,
and is usually on special letterhead/paper with
the signature of the Registrar or Director of that
Institution.

Cross institutional study
• If a student wishes to enrol in subjects at another
University for credit towards their JCU Singapore
degree, the student should contact the host
Institution for the appropriate enrolment application
and bring this, along with the relevant subject
descriptions, to the Registrar’s office for approval.
• The student will also need to complete an Application
for non-award and cross institutional study. Please
note that approval to undertake cross institutional
study is granted only for extenuating situations in
which the student is unable to complete the subject
at JCU Singapore.
Graduation
Congratulations, it’s graduation time!
• Complete the Application form to graduate available
at www.jcu.edu.sg
• All students are provided with a testamur indicating the level of the course (Bachelor, Master etc) and that they have satisfactorily completed the
requirements of the course. In addition students are provided with an academic transcript which details
the course, subjects completed and results for each subject. The Foundation and English programs are 32
non award university preparation programs and as such no award is provided at the completion of the course
Official academic transcripts
• Official academic transcripts are the only official
records of a student’s studies at James Cook
University, and may be requested by employers,
businesses or other Institutions as proof of
their studies.
• Complete an Application to request an official
academic record available at www.jcu.edu.au
Completion statements
• Upon successfully completing a degree (i.e. passing
all subjects necessary in that degree), a student may
request a statement of completion.
Campus transfer
• Students wishing to transfer campuses may approach
the Senior Associate registrar or Senior Executive to
discuss this in detail before completing the Campus
Transfer application.
JCU Singapore Enrolment Terminology
Pre-requisite subject
Subjects that must be completed successfully before a student can continue their
enrolment in the subject that lists the pre-requisite. If the student withdraws or fails
the pre-requisite subject, they will be also withdrawn from the second subject.
Co-requisite
Subjects that a student must take at the same time as the subject that lists the
co-requisite. If a student withdraws from one subject, they will automatically be
withdrawn from the second subject.
Study period
The period of time in which a subject is taught.
At JCU Singapore, study periods include:
SP51 (commences end of February/start of March)
SP52 (commences end of June)
SP53 (commences end of October)
Each teaching study period is normally 12 weeks long, followed by exams. Each
study period has a designated start date, end date, payment due date, census
date, last date for addition or substitution of subjects without prior approval of
subject coordinator, last date for withdrawal without academic penalty, date for

Study plan
This is a summary of each student’s course structure, including the core, options,
elective and major subjects. The study plan indicates those subjects passed,
exempted, enrolled in and planned for future completion.
Census date
A student is liable for all fees for all subjects they are enrolled in after the census
date. After the census date, a student cannot add subjects for that study period.
If a student chooses to withdraw, they are still liable for the fees after the census
date.
Academic penalty
date
Withdrawal after this day results in a "FAIL" grade and the student will be liable
for the penalty fees.
Credit point
Each course has a specified number of credit points (CP) that you must
successfully complete. For example: BBUS/ BA/ BIT/ BBE: 72 CP; BPSY: 96 CP; MIT/
MBA/MITHM: 36CP. Each subject normally has a CP value, mostly 3 CP. Look for
the number after the colon in the subject code, for example BU1002:03
is a 3 CP subject.

• If a student is unable to sit an exam due to
extenuating circumstances, such as severe illness,
they must submit a Deferment of examination form
with supporting documents within 5 days of the
exam date to the Student Services Centre. The Head
of School has the right to decline an application if
the reasons are less than exceptional.
• After successfully completing the course
requirements, a student must complete a
“Finalisation of an Award – Graduation” form
to graduate.

2.4. Review of assessment
• Contact the subject lecturer or the Subject
Coordinator if there are concerns about the subject
results received.
• If they agree with the student’s concerns, the student
can apply for a Review of Assessment.
• Submit the review application to the Student
Services Centre, no later than 21 days after the
results release date for the relevant study period.
• The Review of Assessment form is available at the
Student Services Centre.
• The form is available from the Student Services
Centre or at www.jcu.edu.au/graduation/before/
index.htm
• If a student does not wish to attend a Graduation
Ceremony they can have their award conferred
in absentia at a University Council meeting (Tick the
appropriate box on the form). The University will
mail the certificate to a nominated address and the
student will be unable to participate in any future
ceremonies.
• Students who complete their degree mid-year have
the option to graduate in absentia or attend the
next scheduled faculty graduation ceremony which
may not be until the following year. Students who
opt to attend a graduation ceremony will not
receive their testamur until graduation. If proof
of completion for the degree is required prior to
graduation an official academic transcript indicating
completion may be purchased.

Academic Progression Explained
The term ‘academic progression’ relates to the progress
you are making in your course in order for you to meet
the award requirements for the course and graduate.
All coursework students are expected to maintain a
satisfactory standard of academic achievement in each
of their teaching periods or trimesters.
All students commence their course with an academic
status of ‘Good Standing’, and as long as the student’s
academic performance is maintained at or above the
minimum academic standards, this status will not change.
Maintaining satisfactory academic progression is
important because this indicates that you are achieving
the required learning objectives for each stage of your
course. You need to do this in order to re-enrol and
progress through your course.
Academic Status
There are varying consequences if you do not meet the
minimum academic standards or award requirements
for your course. If you fail to meet the minimum
academic standards, your academic status on your
internal academic record will change and the University
will send you a notification. There are different types
of notifications and each one will require you to take
action. JCU will notify you if your academic status
changes to any of the following:
• At Risk
• Conditional
• Statement Required
• Suspended
• Excluded
Maximum time to complete your course
You also need to be aware of the maximum completion
time for your course. This information is set out in your
course’s award requirements. If you do not meet the
minimum academic standards in a trimester or teaching
period this can have an impact on the maximum
completion time for your course, and you might not be
permitted to re-enrol or complete your course.

online learning environment. Learnjcu is a gateway to

Learning Support Services
Learning Support Services is responsible
for helping students enrolled at JCU Singapore to
succeed in their studies. Activities and services provided
by the office include:
• JCU Way – Learning Support workshops open to all students on such topics as statistics, essay writing, test taking, working in groups, APA referencing and avoiding plagiarism.
• Small group and individual consultation with JCU Singapore’s team of learning advisors.
• Help for an entire class to prepare them for particular assignments.
• Support for the JCU Singapore Mateship program.
• Mathematics and Statistics Help (MASH) centre open to all students.
Users of the library have access to more than 4,000
books at JCU Singapore library as well as journals and
online publications through the JCU Australia library
web portal.
Contact library staff with any questions about borrowing
items or general enquiries such as locating materials in
the library. The library staff also conducts tours of the
library and training on how to use the e-services.
There is no reason to compromise study options;
approach one of the friendly library staff to learn how to
make the most of the resources available.
All JCU Singapore students with a Student’s pass receive
membership to the Singapore National Library Board
(NLB). The NLB has 19 public libraries across Singapore.
The NLB membership provides students with access to
an even wider range of library services.
Student lockers of various sizes are available at the JCU
Singapore libraries on a rental basis. Contact library
staff to discuss needs, availability and cost for renting a
locker on either a long or short term basis.

Examination timetables will be available via JCU
Singapore communication points – email and notice
boards between academic weeks 8 – 10. Students
should review the timetable before planning any other
major events, such as trips home.

Attendance
Full time international students are required to be on
campus for at least 3 hours per day and for 5 days a
week. International students are required by ICA to have
an attendance percentage of 90%. Students without
valid reason and have an attendance rating below 90%
will be reported to ICA monthly. www.ica.gov.sg
Domestic students are required to maintain a class
attendance rate above 75%.
If unable to meet this, a student should discuss their
reasons with a student counsellor and the relevant
associate dean prior to falling behind the attendance
requirement.
Leave of absence
If a student knows in advance that they will be absent
from classes during the semester, they should complete
a Leave of absence application form. The application

must be submitted at least 2 weeks prior to taking the
Leave of absence and have attached documentary proof
supporting their leave request.
Semester leave
If the leave of absence is for an entire semester, the
University will need to cancel the student’s Student
Pass. The student will need to contact the Student
Services Centre at least 4 weeks prior to their return to
arrange a new pass. The Student’s Pass application is
subject to ICA approval.
Medical leave
If a student is unable to attend class(es) due to health
reasons, they will need to submit a medical leave
of absence form with an official medical certificate
attached to the form. TCM (Traditional Chinese
Medicine) not accepted.
Attendance levels affect retention of
international student pass
There are conditions that a student must meet to
comply with Singapore Immigration and Checkpoint
Authority (ICA) requirements <www.ica.gov.sg>. If
the conditions are not met, the student’s pass may be
cancelled or no further renewal granted to the student.
If a student:
• Fails to attend classes for a continuous period of 7
days or more without any valid reason or
• Has an attendance rate of less than 90% in any
month, without any valid reason
JCU Singapore has to inform ICA immediately.
Change of passport particulars or address
Notify the ICA if there is any change in passport
particulars or place of residence within 14 days of the
change. A change of address can be reported through
the Student Services Centre.

Support Services
No employment while studying
Fee protection scheme
An international student cannot to be engaged
in any form of employment or in any business,
profession or occupation in Singapore whether paid
or unpaid, without a valid work pass issued under the
Employment of Foreign Manpower Act (Cap. 91A).
Industrial attachment and/or on-the-job training
(whether provided by any school or otherwise) are also
considered as employment under the Employment of
Foreign Manpower Act and require
a valid work pass.
The Singapore Government requires all Private
Education Institutions in Singapore to protect any
student fees paid in advance. The scheme ensures that
if JCU Singapore is unable to deliver its programs due to
closure for any reason, students can claim back any fees
which have been paid in advance. All students must be
covered by this scheme.
Confidentiality of student data
Personal information supplied to JCU Singapore will
be handled in accordance with JCU Singapore’s Privacy
Policy (available at www.jcu.edu.sg). The information
may be provided to other areas of JCU and to third
parties for administrative and legislative purposes
(under the Private Education Act 2009 and the Private
Education Regulation 2009). This includes other
academic institutions to verify qualifications; and our
fee protection and medical insurance providers.
Protection is provided through an insurance policy
taken out by JCU Singapore on behalf of students. JCU
Singapore uses Lonpac Insurance (www.lonpac.com) as
the provider of all policies taken out as part of the fee
protection scheme. The policy makes provision for the
refund of unconsumed fees paid should JCU Singapore
close or be unable to deliver the course as detailed in
the contract for any reason. The policy also provides
for compensation in the case where JCU Singapore fails
to pay any sum awarded by Singapore Courts to the
insured student. As of 1st February 2014, the premium
is 0.60% of the sum of all fees per year (subject to a
minimum fee of $10.00)*. The premium is paid by the
student.

The insurance will protect the students against the
following events:
• Immigration Act
• Road traffic Act
• Loss of fees paid in advance by the insured student
due to insolvency or regulatory closure of the school.
• Sale of drugs Act
• Private Educator’s failure to pay sum awarded by
Singapore courts to the insured student.
• The Private education Act 2009
• Payment of S$10,000 for any one event and in the
aggregate for the insured student’s accidental death
or total permanent disability by accident caused
solely and directly by accidental, visible and violent
means (excluding any sickness, disease or medical
disorder).
Singapore legislation
Like all countries, Singapore has a range of legislation
governing the manner in which things are done and
provide guidance to people who live in Singapore on
matters relevant to their daily lives. A full list of the
legislation and their contents can be found at:

Prospective students are advised to visit this site
and scan any legislation which they believe might be
relevant to them or their activities. In particular we
recommend that students have a working knowledge of
the requirements of the following Acts:
• Smoking (Prohibited in Certain Places) Act
• Undesirable Publications Act
In addition students should be aware that they are not
able to work while living in Singapore on a student pass.
Student contract
All students who accept a place at JCU Singapore are
required to sign a student contract which details the
terms and conditions of their enrolment. The terms
and conditions are specified by the Council for Private
Education.
A standard student contract is provided at the time a
student is offered a position at JCU Singapore. A sample
contract is available at:

Currently the Council for Private Education requires
that any student who seeks to change their course in
any way (including remodelling failed subjects) must be
provided with a new contract.
JCU Singapore terminates the contract for student
breaking the Singapore law

Withdrawal and refund policy
A student can decide to withdraw from a course prior
to its completion. However we would strongly urge
the student to seek counselling from the respective
academic associate dean prior to taking such action.
Where a student takes the decision to withdraw, the
following refund policies will apply:
Cooling off period: All students have a cooling off period
of 7 working days from the date on which they signed
their contract. This means they can choose to withdraw
for any reason and receive an 80% refund of any fees,
paid to JCU Singapore. Such notice of withdrawal must
be received in writing from the student within the seven
day cooling off period.
Withdrawal with Cause: Subject to Force Majeure, (see
clause below) a student shall be entitled to immediately
withdraw from the Course by giving written notice to
JCU Singapore of their intention to do as a result of one
or more of the following circumstances:
− JCU Singapore fails, for any reason, to commence
the course on the commencement date;
− JCU Singapore terminates the course, for any
reason, prior to course commencement date;

− JCU Singapore fails, for any reason, to complete
the course by the completion date;
− JCU Singapore terminates the course for any
reason prior to the completion of the course; or
− The Student Pass application is rejected by the
Immigration and Checkpoint Authority
− JCU Singapore is in breach of its obligations
under the student contract
Where a student withdraws as a result of any of
these circumstances JCU Singapore shall as soon as
practicable after receiving the student’s notice of
withdrawal (and in any event no more than seven (7)
working days after receiving such notice) refund to the
student:
• The entire amount of the tuition fees paid; and
• The miscellaneous fees.
Withdrawal without Cause: Where a Student withdraws
from the Course for any reason other than those set
out above or Force Majeure, and the withdrawal notice
is received more than 21 days prior to the course
commencement date of JCU Singapore, subject to the no
double claim clause (below), shall as
soon as practicable after receiving the student’s written
notice of withdrawal (and in any event no more than
seven (7) working days after receiving such notice)
refund to the student 80% of the tuition and other
course fees paid less any applicable bank administrative
charges properly paid/payable under Fee Protection
Scheme).
Where the notice of withdrawal is received within
21 days of the course commencement date then the
student is not eligible for any refund (subject to the
cooling off period provision).
No Double Claim: If the student or their parent or
guardian receives any payment from JCU Singapore or
the insurance company used from time to time by JCU
Singapore to protect student fees, in respect of any
matter or damage, then the student or their parent/
guardian shall not be entitled to claim against JCU
Singapore or the Insurance Company for the same
payment in respect of the same matter or damage
pursuant to any other provision of this agreement or the
Insurance Policy.
Force Majeure: In the event that any party shall be
rendered unable to carry out the whole or any part
of its obligations under the agreement of the student
contract, for any reason beyond the control of that
party, including but not limited to acts of God, force
majeure, strikes, war, riot and any other causes of
such nature, then the performance of the obligations
hereunder of that party or all the parties as the case
may be and as they are affected by such cause shall
be excused during the continuance of any inability so
caused, but such inability shall as far as possible be
remedied with all reasonable dispatch.
This clause shall not apply to cases where:
− JCU Singapore is declared to be insolvent and a
winding-up order made or bankruptcy issued by
the Singapore court against JCU Singapore(or,
any partner of JCU Singapore if JCU Singapore is
a partnership); and
− The relevant authority(ies) issue(s) an order to
cease and/or terminate the operations of JCU
Singapore, or the happening of anything of a
similar nature under the laws of Singapore.

Student complaints and grievances procedure
JCU Singapore has a well-defined student grievance
process which aims to resolve grievances to the
satisfaction of all parties. The process is managed by
Student Services with final decisions made by the
Campus Dean. We aim to resolve issues within 6
working days. Further information is available from
Student Services.

In almost all cases, issues will be resolved by this
internal process. However where this proves not to be
the case the student has the right to refer their concern
to the Council for Private Education (C.P.E.) www.cpe.
gov.sg. If the student still remains dissatisfied then they
are able to take their claim to the small claims court.
Feedback options available to students
Students have access to both informal and formal
processes to provide feedback.
• Feedback on agent quality and services: JCU
Singapore asks all students to complete an agent
satisfaction survey during their initial orientation
period at JCU Singapore. The survey results are
analysed and any issues identified are taken up
by the appropriate marketing staff member for
resolution.
• Feedback on course and lecturer quality, service
standards and room facilities: At the completion of
all subjects, students are asked to complete subject
and lecturer feedback. Any issues identified by
Student Services and Academic staff in their analysis
of the results are taken up by the appropriate staff
member for resolution.
• Suggestion box: There are suggestion boxes located
around both campuses for feedback and ideas. All
feedback is reviewed by the Director Compliance
and Internal Audit and then passed to the
appropriate member of management for comment
and action as appropriate
• Approach Student Services staff: All students
can approach Student Services staff at any time
to provide feedback on issues of concern. The
staff member who receives any such information
will either resolve the issue personally or where
appropriate pass on the information received to the
relevant member of management.
