News and information from the Land Services Group Issue 7, April 2009 In this issue: Message from the Executive Director It has been a busy beginning to 2009 here at Land Services. We have been working hard towards building positive changes in the way we do business with our customers. For example, we recently implemented a new system that allows delivery of the Property Interest Report (previously Section 7 Statement) for immediate email delivery to customers. Email delivery along with extended hours access for LSG’s online services has been of great benefit to our customers. We now have 26 councils engaged to date with our Rural Property Addressing. In a staged rollout until 2011, approximately 55,000 occupied properties in rural South Australia will be issued with an address and information on roadside signage. Land Services is still actively participating in the National Electronic Conveyancing System (NECS). Work on this national model is progressing amongst the States. The Electronic Plan Lodgement (EPL) system has become progressively popular and well accepted within SA’s cadastral surveying and drafting community. Currently 45 organisations are lodging approximately 75% of all plans via the EPL system that has far exceeded LSG’s initial expectations. To ensure that we continue to achieve high levels of client satisfaction we have appointed three account managers who will work with assigned clients to maintain positive and productive relationships. Prior to these changes only the title component of the PIR package could be provided immediately and only by fax. The Statement, SA Water, Land Tax and Emergency Services Levy Certificates were all provided two days later. This first stage release sees the Statement join the title for immediate email delivery with the certificates still provided two days later. Extended hours for LSG’s Online Services .................................. 4 Kevin O’Callaghan Contact Us ............... 4 Electronic delivery of the Property Interest Report package (Stage 1) As part of LSG’s continuing drive to improve customer service and the speedy provision of products, LSG released the first stage of the entire Property Interest Report package (previously Section 7 Statement) for immediate email delivery to customers on 2nd of February. Message from the Executive Director ................... 1 The next stages include the certificates with the Statement and title electronically so customers will eventually receive the entire PIR package immediately. Though this first stage is essentially about implementing the technology for LSG to support these longer term customer benefits, there have already been some positive gains for customers. continued … 1 Did you know? Electronic delivery of the Property Interest Report package (Stage 1) General feedback has been positive to date. Of the nearly 5000 PIRs produced in February the majority of emails arrived within minutes - most within seconds. Several customers have commented that they also prefer the high quality PDF file of the title over the degraded fax image. Others comment that they now use almost no paper, only selecting and printing off the few pages of the title from the whole email attachment if necessary. Also, as a single electronic file it keeps everything together (the Statement and the title) though everyone is very keen for the certificates to be electronically bundled as soon as possible. email [email protected] or call 8226 3983. But the biggest gain is that as an emailed PDF customers can immediately forward it to their agents and other interested parties. In fact, with just a phone call back to their office they can have it forwarded anywhere. If you have any queries regarding Property Interest Reports please Global Navigation Satellite Systems Network During 2009 and 2010 DTEI’s Land Services Division - in partnership with Geoscience Australia - is constructing a network of Global Navigation Satellite Systems (GNSSs) receivers across South Australia at Andamooka, Buckleboo, Ceduna, Lochiel, Port Stanvac, Saltia and Yeelana. A further seven sites are also planned at Marla, Coober Pedy, Nullarbor, Leigh Creek, Yunta, Waikerie and Penola. The receivers are part of a national network of 100 receivers known collectively as a Continuously Operating Reference Station (CORS) network. Each CORS site will house the latest high quality GNSS equipment capable of using GPS (USA), GLONASS (Russia) and Galileo (Europe) satellite signals and will include an antenna, receiver, communications and back up power equipment and a digital meteorological station. The national network will: • • Provide scientific knowledge on the behaviour of the Australian continental plate, in particular, continental drift, plate tilt and crustal deformation and uplift. Assist in monitoring sea level changes related to climate change and improve atmospheric modelling for weather forecasting. Introducing LSG's Account Managers In response to the LSG Customer Satisfaction Survey - and in line with the State Strategic Plan targets to improve customer service - LSG have implemented three new Account Manager positions to ensure customers and stakeholders deal with a single point of contact. In some cases relationships have already been established with Industry and Government clients. This new initiative is an opportunity to create new business capability and provide valuable business and market intelligence. Currently 45 organisations are lodging approximately 75% of all plans via the EPL system - far exceeding LSG’s initial expectations. Recently the EPL service hours were expanded allowing clients to access the system generally until 8pm, 7 days a week. This enhancement has received a very favorable response from clients. Congratulations to the Land Services Business Reform (LSBR) project team on the successful development of EPL. It is the first time in SA external clients have been able to directly access core Land Information Systems to prepare documents and plans for lodgment and directly update those systems. Plan lodgments are noted on titles in real time and PIERS images are updated within a few minutes of plans being lodged, approved or deposited. Lodging organizations and nominated 3rd parties receive email notification of these milestones as they happen. LSG has recently approved the development of additional enhancements to the EPL system, taking into account the feedback from both internal and external users. These enhancements will allow a wider variety of plans to be lodged via EPL with the aim of eventually enabling 100% of plans to be lodged this way. EPL is another example of where LSG is working with our customers to improve the quality of our services. Sue Duff, Cherie Summers and Irene Doyle 3 LSBR Update Since the Land Services Business Reform (LSBR) Program was initiated in 2008, the program has steadily gained momentum and is now progressing a number of projects. Land Administration Electronic Replacement (LASER) Project The LASER Project is undertaking an extensive review of each Australian State and Territory and gathering information on land administration systems that best meet the requirements of the conveyancing industry and the community. The review has included discussions with other jurisdictions that have conducted ICT system replacement ventures. From here the LASER team will be evaluating the best strategy for the replacement of LSG systems including an approach to integrating a new system into the existing ICT environment. • Stakeholders from other Government Departments and Industry are being engaged to ensure their current and future data requirements are addressed. Decisions will need to be made in this time regarding the ICT systems to be employed by the national entity. National Electronic Conveyancing System (NECS) Project Through 2008 the Council of Australian Governments (COAG) became involved in the National Electronic Conveyancing initiative as part of broader strategies to support a National Seamless Economy.
