NOTICE OF PUBLIC HEARING
PURSUANT TO NEW YORK GENERAL MUNICIPAL LAW §859-a
ON PROPOSED PROJECT AND FINANCIAL ASSISTANCE
NOTICE IS HEREBY GIVEN that a public hearing pursuant to Section 859-a of the New
York General Municipal Law will be held by the County of Oswego Industrial Development
Agency (the "Agency") on the 4th day of April, 2017 at 9:00 o’clock a.m., local time, at the Town of
Scriba Offices, 42 Creamery Road, Town of Scriba, New York, in connection with the following
matter:
Novelis Corporation (the “Company”), filed an application with the Agency requesting
that the Agency consider undertaking a project (the “Project”) consisting of: (A) (i) the
acquisition of an interest in certain real property located at 448 County Route 1A, Town of
Scriba, Oswego County New York (the “Land”) pursuant to a license agreement; and (ii) the
acquisition, installation and related construction of a Hot Mill Fume Exhaust, Recycling and
EH&S Upgrades, Information Technology upgrades, electrical infrastructure and related items of
machinery, equipment and furnishings (collectively, the “Equipment”), to be located on the Land
and near or adjacent to, and used in support of, the existing facilities located on the Land (the
Land and Equipment are hereinafter collectively referred to as the “Project Facility”);
(B) granting certain financial assistance in the form of exemptions from State and local sales and
use taxation (the “Financial Assistance”); (C) the appointment of the Company or its designee as
an agent of the Agency in connection with the acquisition, installation, construction, renovation
and equipping of the Project Facility; and (D) the execution and delivery of a license agreement
in favor of the Agency from the Company with respect to the Land; and the sale of the
Equipment by the Agency to the company pursuant to an installment sale agreement.
The Company will be the initial owner and/or operator of the Project Facility.
The Agency has not made a decision with respect to the undertaking of the Project or the
granting of the financial assistance.
The Agency will at the above-stated time and place hear all persons with views in favor of or
opposed to the Project and/or the Financial Assistance. A copy of the Company’s application
including a cost/benefit analysis is available at the office of the Agency for review by interested
persons.
