Overview
On March 23, 2016, National Hurricane Center Director Dr. Rick Knabb and former Director/FLASH
Leadership Partner Bill Read unveiled the new National Hurricane Resilience Initiative #HurricaneStrong,
an unprecedented partnership of FEMA, Federal Alliance for Safe Homes (FLASH), NOAA, and The
Weather Channel.
The leaders introduced the initiative during the 2016 National Hurricane Conference in Orlando, and
shared campaign plans as they underscored the need for increased public awareness to meet the
challenge of hurricane amnesia.
#HurricaneStrong is designed to increase public safety and reduce economic losses by motivating
individuals and families to undertake hurricane preparedness and mitigation activities. The public
messaging is delivered through signature national efforts, including the White House observance of
National Hurricane Preparedness Week, the NOAA/National Hurricane Center Hurricane Awareness Tour
(HAT), and FEMA’s National Preparedness Month. The messaging is reinforced by traditional and social
media as well as dozens of community and corporate special events, expositions, employee trainings, and
home improvement store workshops.
#HurricaneStrong targets audiences at all levels with a message of empowerment, and a symbolic “pose”.
Similar to a Heisman Trophy stance, the #HurricaneStrong pose is the campaign call to arms to
demonstrate support for hurricane resilience, and to acknowledge five steps necessary to achieve a
prepared state before hurricanes strike:
Personal Safety - Know your evacuation zone
Financial Security - Have an insurance check-up
Family Preparedness - Build a disaster supply kit
Damage Prevention - Strengthen your home
Community Service - Help your neighbor
#HurricaneStrong messaging commenced on Sunday, May 15 with a White House proclamation of National Hurricane Preparedness Week, and The Home Depot hosted 695 #HurricaneStrong workshops in stores
from Maine to Texas in honor of the proclamation. News outlets immediately took up the charge, and social
media focused on the hashtag with related messaging.
The following week, U.S. Air Force pilots, NOAA’s Aircraft Operations Center, and teams of outreach
volunteers led by the National Hurricane Center (NHC) and National Weather Service took to the skies for
the 2016 NOAA Hurricane Awareness Tour with stops in San Antonio, Galveston, New Orleans, Mobile,
and Naples.
2
Overview
FLASH Legacy Partners supported outreach efforts at each stop, including USAA (San Antonio), Portland
Cement Association (Galveston), Kohler Generators (New Orleans), Simpson Strong-Tie (Mobile), and
State Farm (Naples).
During the tour, more than 215 news interviews took place, and approximately 4,000 VIP’s, journalists,
school children, and members of the public toured the aircraft and exhibit booths. Additionally, the NHC and
University of Rhode Island broadcast a classroom webinar reaching 10,000 schoolchildren with simulated
“live tracking” of a mock hurricane sited at hurricanestrong.org.
Network and social media coverage by The Weather Channel sustained national interest, and carried the
themes forward to help families understand the path to preparedness. Feature articles from the New
Orleans Times-Picayune reinforced the need for advance evacuation planning.
BASF, FLASH, Huber Engineered Woods, Portland Cement Association, Simpson Strong-Tie, State Farm,
The Home Depot, and USAA became official NOAA Weather-Ready Nation Ambassadors, inspiring new
private sector support for the cause of weather safety and resilience overall.
The strategy to take the case for hurricane resilience to the American public through #HurricaneStrong met
with resounding success in 2016, and generated widespread traditional and social media outcomes.

Throughout Hurricane Season hundreds joined the #HurricaneStrong campaign each week by posting
pictures on Facebook or Twitter using #HurricaneStrong, and striking the campaign’s signature “pose”.
The #HurricaneStrong Home demonstration build project is taking shape in Breezy Point, NY. The
residence will not only replace a 1955 structure damaged in Hurricane Sandy, it is serving as an education
project to promote disaster resilient construction. Supporters can now watch the build progress by viewing
the time-lapse “build cam” online at hurricanestrong.org.

FACT SHEET: Obama Administration
Announces Public and Private Sector
Efforts to Increase Community Resilience
through Building Codes and Standards
Building codes set the baseline for the safe design
and construction of our homes, schools, and
workplaces, providing the minimum requirements to
adequately safeguard the health, safety and welfare
of building occupants. The impacts of climate change
– including hotter temperatures, more extreme
weather, sea level rise, and more severe drought –
pose significant challenges for buildings and homes,
many of which were not built to withstand the future
impacts of climate change. Today, the White House
hosted a Conference on Resilient Building Codes to
highlight the critical role of building codes in furthering
community resilience and the importance of
incorporating resilience and the future impacts of
climate change in the codes and standards
development process.
As part of today’s event, the Administration
highlighted Federal and private sector efforts aimed
at advancing the principles of resilience in building
codes and standards, and building design. President
Obama declared May as National Building Safety
Month in order to recognize and pay tribute to those
who ensure the safety and resilience of our Nation's
buildings, and to reaffirm our commitment to
upholding and abiding by strong and effective
building safety standards.
On May 10, in a White House statement,
President Obama cited FLASH Partners for,
“… launching a new 2016 national hurricane resilience initiative, #HurricaneStrong,
through collaboration with FEMA, NOAA/
National Weather Service, The Home Depot,
and The Weather Channel.” The statement
was issued as part of the White House conference on community resilience with special
focus on public and private sector efforts to
promote strong buildings.

Each May, Americans set aside a week to raise

winds, heavy rains, lightning, and tornadoes that
can come with these powerful storms cause serious
damage, but with proper preparation we can ensure
the safety of ourselves and our loved ones. During
National Hurricane Preparedness Week, we take
deliberate action to safeguard our communities and
work together to improve our resilience to hurricanes.
