Conway Way/Archibald Street – Proposed Additional Works
Purpose
To advise the Cabinet Member for Transport and Sustainable Development of proposed
additional works to be undertaken at Conway road and Archibald Street and to confirm
the proposed action.

Summary In accordance with the decision made at the meeting with the Cabinet Member for
Transport and Sustainable Development which took place on 8 December 2004, the
introduction of traffic calming measures is currently being undertaken within:
(a) Maesglas Avenue, Maesglas Crescent, Maesglas Grove, Maesglas Road and Old
Cardiff Road,
(b) Archibald Street and Conway Road and
(c) Agincourt Street, Ailesbury Street and Argyle Street.
The Capital Programme for 2004/05 includes allocations for (a), (b) and (c) of £80,000,
£30,000 and £20,000 respectively. The total allocation is therefore £130,000 and the
associated works for the three sites/areas have been grouped together to form one
contract.
The contract has been awarded to Marton Civil Engineering Limited who submitted the
lowest tender in the sum of £86,476.50. The associated Design/Contract
Administration/Supervision Fees total approximately £20,000 which leaves
approximately £23,500 of the available funds unallocated.
During 1993 the former Gwent County Council introduced a series of road narrowings
throughout the length of Conway Road and Archibald Street complete with associated
systems of priority signing and bollards to keep them clear of parked cars. The present
condition of many of the bollards is poor and some are missing and also the surfacing
on the promontories would benefit from renewal.

Marton’s have indicated that they would undertake the additional works for
approximately £14,800 which I consider to be reasonable.
Proposal
To instruct Marton Civil Engineering Ltd to:
(i) Take up and dispose of 47 damaged/worn bollards;
(ii) Provide and erect 55 new Glasdon “Envirobol” bollards;
(iii) Resurface approximately 142 sq m of flexible footway.

Background
1.1

Options Considered
2.1
To renew all the damaged/worn/missing bollards associated with the footway promontories
situated on Archibald Street and Conway Road.
2.2
To renew the areas of footway surfacing on the footway promontories situated on Archibald
Street and Conway Road.
2.3
To leave the situation unchanged.
3.
Preferred choice and Reasons
3.1
Options 2.1 and 2.2 are the preferred choice since visually they will serve to improve the overall
effectiveness of the existing and new traffic calming measures.

Proposals
4.1
To instruct Marton Civil Engineering Limited to:
(i) Take up and dispose of 47 damaged/worn bollards;
(ii) Provide and erect 55 new Glasdon “Envirobol” bollards, and;
(iii) Resurface approximately 142 sqm of flexible surfacing.

6.1
Staff time has been and will be utilised in processing this matter.

Financial Implications
7.1
All the costs associated with arranging and undertaking the proposed additional works can be
met from existing approved budgets.

Sustainability/Environmental Issues
8.1
The implementation of the proposed additional works will serve to improve the overall
effectiveness of the existing and new traffic calming measures and the overall visual
appearance of the streetscape.
9.
Equalities Impact
9.1
The proposed additional works will contribute to the quality of life for local residents and other
users of the highway.
10.
Crime Prevention Impact
10.1
The traffic management measures will discourage contraventions of the 30 mph speed limit and
other traffic Orders.

Comments of Monitoring Officer
11.1
The Monitoring Officer has been consulted and has no comments on this matter.

Comments of Chief Financial Officer
12.1
This report is in accordance with Regulation 8.13 of the Financial Regulations – May 2004
which states that if the sum of additional works is greater than 7.5% of the tender total, the
matter should be reported to the appropriate Cabinet Member. Also as the report correctly
states the Capital Programme for 2004/05 includes allocations of £80,000, £30,000 and
£20,000 for the introduction of traffic calming measures within the Maesglas Estate, Archibald
Street and Conway Road and Agincourt Street, Ailesbury Street and Argyle Street respectively
which means there are no financial reasons why the decision cannot be taken.

Ward Members
13.1
The general condition of the footway promontories/road narrowings and the associated bollards
has been a cause of concern to the local Members for Always and Beechwood for many years.
Therefore the local Members are fully supportive of the proposed improvement works.
