A REPORT TO THE LEGISLATURE April 2014 Prepared by the Peoria County Regional Office of Education d/b/a Illinois Virtual School Peoria County Regional Office of Education d/b/a Illinois Virtual School Peoria County Regional Office of Education #48 Elizabeth Derry, Regional Superintendent Cindy Dollman, Acting Assistant Regional Superintendent Illinois Virtual School Staff Cindy Hamblin, Director Barb Closen, Director of Operations Danielle Brush Lewis, Coordinator of Professional Development Services Maria Gottschalk, Learning Management System Specialist Chris Gregory, Digital Learning Support Lead Jennifer Kolar Burden, Coordinator of Curriculum Liz Lappin, Animation and Graphic Designer Lara Zink Pritchard, Operations Assistant Illinois State Board of Education (ISBE) GOAL 1: Every student will demonstrate academic achievement and be prepared for success after high school. REALITY: Students may require alternative educational experiences and opportunities to assure their learning success and reach their learning potential. IVS is the Illinois State Board of Education’s statewide virtual school. ISBE established IVS as a supplemental online program. The IVS program is designed to allow students who are enrolled in a public or private school to supplement their education by taking courses that are educationally appropriate. The IVS program is administered through the Peoria County Regional Office of Education, a member of the Illinois Association of Regional Superintendents of Schools (IARSS). For the past 12 years, ISBE’s virtual program (IVHS and now IVS) has provided leadership to accelerate the adoption and use of online learning within Illinois. Working in partnership with public and private schools as well as homeschooled students, IVS offers classes to students and professional development programs for educators through online webbases services. Online learning increases educational access to improve educational outcomes. IVS’ partnership with the public and private schools provides: • an opportunity for students to take a fully online curriculum, giving schools, students, and families greater options; • an opportunity for students to take courses not offered by their face-to-face school, such as Advanced Placement, world languages, and other enrichment opportunities; • flexibility in scheduling; • credit recovery options for students to graduate on time; and • individualized instruction that occurs anytime, anywhere, and any pace through teacher managed courses. IVS provides schools and students a Completion Certificate that includes a suggested final grade and percent. The local school determines the final grade that is added to the official student transcript. Since IVS partners —not competes—with schools, the local school retains their students and is able to offer expanded learning opportunities. Scope of the Legislative Report: This report has been prepared to identify the online learning opportunities made available to students and educators in Illinois through IVS. Specifically, this report highlights: • Online courses available through IVS • Course enrollment and completion data • School partnerships in place for FY 2013-2014 • Professional development opportunities for educators 2 Online Courses Available through IVS Full-Service Online Courses • IVS offers 143 semester, full-service courses in the curricular areas of Business and Economics, Computer Technology and Information Technology, Fine Arts, Health, Language Arts, Mathematics, Science, Social Studies, and World Languages. See Exhibit One page 6 for the course catalog. • All twenty-two (22) Advanced Placement semester courses are approved through the College Board. • Six (6) world languages are offered (Spanish, French, German, Latin, Chinese, and Arabic). • ourses are aligned to IL Learning Standards and updates are underway for Common Core State Standard alignment. • Illinois certified, highly qualified teachers facilitate each IVS course. • IVS high school courses have been coded based on the State Course Codes and rigor levels as part of the Illinois State Course System (ISCS). • IVS is recognized by NCAA and the College Board. The IVS Ceeb Code is 140188. • IVS full-service courses are $250/per course. IVS invoices the school directly for the student’s enrollment in IVS courses. Local school policy determines if the school or parent pays for the course and at what rate. Credit Recovery Online Courses • IVS offers 22 semester, credit recovery courses in the curricular areas of Language Arts, Mathematics, Science, and Social Studies. See Exhibit One page 6 for the course catalog. • A prescriptive pretest is taken by the student to identify areas of deficiency, which then generates a lesson-level learning plan of competencies for the student to complete. Learning plans also include key activities required for student promotion regardless of pretest performance. • Illinois certified teachers manage these courses. The teacher is responsible for grading identified key assessments, monitoring progress, and completing the student when mastery is reach. • IVS credit recovery courses are $70/semester course, with 10 weeks of access to complete. Course Enrollment and Completion Data IVS is midway through its fifth year of online course programming for grades 5-12 students. Below are the course enrollments for FY10 – FY 13 as well as FY14 enrollment to date. •FY 2010: •FY 2011: •FY 2012: •FY 2013: 3 2530 course enrollments 2993 course enrollments 3167 course enrollments 3185 course enrollments FY 14 Enrollments-to-Date (August 2013 through March 2013) Full-service courses have fourteen flexible enrollment terms throughout the school year. Each term includes 17 weeks of instruction. Credit recovery courses are setup for rolling enrollment. Schools can register a student to begin a credit recovery course any day of the year September – June. • • • • • • • • August 2013 September 2013 October 2013 November 2013 December 2013 January 2014 February 2014 March 2014 471 enrollments 178 enrollments 65 enrollments 63 enrollments 50 enrollments 591 enrollments 169 enrollments 66 enrollments Completion Rate Data Completion Rate is determined by the number of students earning 60% or higher divided by the number of students in the course. IVS has 399 schools that have established a partnership with our online program. The graph below represents the geographic portion of school partners in each region. See Exhibit Two, page 10 for a list of Partner Schools. • • • • • • Area I (includes CPS) 177 partner schools Area II 60 partner schools Area III 62 partner schools Area IV 46 partner schools Area V 26 partner schools Area VI 28 partner schools 4 Online Professional Development for Illinois Educators IVS manages the online delivery system for statewide professional development (IVS-PD) as part of the Illinois State Board of Education’s contract. IVS has partnered with ISBE and regional agencies to deliver and host professional development opportunities for educators statewide. Since January 2011, 2237 educators have enrolled in professional development opportunities through IVS. The IVS-PD platform allows for a variety of professional development models including blended, self-paced, and instructor/facilitator-led training. Our goal in developing this platform is to make available a robust, registration and content delivery system for agencies to use as a one-stop location for state and regional directed educator professional development. Initiatives and/or Services to be implemented for FY 15 • Blended Solution for Schools. This service includes a combination of the IVS’ platform and online courses with the local school’s teacher. This blended solution affords the needed infrastructure and technical support through IVS for schools/districts interested in offering their own online or blended programs for students. • Fully Online Solution for Schools Utilizing guidelines and requirements of the Remote Eduction Act (105 ILCS 5/10-29), IVS will partner with districts interested in offering resident students part-time or full-time online options in middle or high school. IVS would provide a variety of services, while the resident district retains responsility for the student, along with providing site-specific assistance to students who require it. • Expanded offerings for the IVS course catalog. For the 2014-2015 school year, IVS plans to enhance its middle school course offerings and expand online professional development opportunities. For additional information or to discuss online learning opportunities, please contact: Cindy Hamblin, Director (309) 676-1000 ext. 1051 [email protected] 5 Exhibit One IVS 2013 - 2014 Course Catalog 6 Business and Economics Career Planning Consumer Economics ● ● ● Economics Introduction to Business ● (Semester 1 and 2) Introduction to Entrepreneurship ● (Semester 1 and 2) Computer and Information Tech Assembly Language Programming Computer Science ● ● (Semester 1 and 2) ● ● ● Intro. to Web Page Design Java Programming Visual Basic Earliest Beginnings to Classical Art Art History: Renaissance to 20th Century Creative Writing English I and II (Semester 1 and 2) Middle School Language Arts (Grades 6-8) Reading Skills and Strategies World Literature (Semester 1 and 2) ● ● ● ● ● ● ● ● ● Mathematics Algebra I ● ● Algebra II ● ● Geometry ● ● (Semester 1 and 2) Middle School Math ● Pre-Algebra Precalculus ● ● ● ● ● Calculus AB (Semester 1 and 2) Science ● Astronomy ● AP Option ● Statistics (Semester 1 and 2) The Enjoyment of Listening Honors Option ● Writing Skills and Strategies (Semester 1 and 2) Introduction to Theatre Music Appreciation: ● ● ● Biology (Semester 1 and 2) Chemistry ● ● ● ● ● Earth Science ● ● ● (Semester 1 and 2) (Semester 1 and 2) ● ● ● ● Environmental Science Meteorology Oceanography Physics (Semester 1 and 2) 7 Credit Recovery ● (Grades 6-7) ● Middle School ● (Semester 1 and 2) ● ● HS Elective HS Core Honors Option AP Option British Literature ● Discovering your Creative Potential Parenting Personal and Interpersonal Development ● (Semester 1 and 2) Digital Photography: The Whole Individual ● (Semester 1 and 2) ● Creating Images with Impact Health Education Health Science: American Literature ● Digital Photography: Health Education Language Arts (Semester 1 and 2) Fine Arts Art History: Credit Recovery Middle School HS Elective HS Core IVS Course Listing ● ● ● Honors Option ● AP Option Credit Recovery Middle School HS Elective HS Core ● Social Studies American History (Semester 1 and 2) ● Anthropology Civics Middle School: World Cultures and Geography ● ● ● IVS courses are….. ● (Semester 1 and 2) Psychology US Government and Politics World History (Semester 1 and 2) ● ● ● ● ● ● ● European History ● US History ● Human Geography ● Macroeconomics ● ● (Semester 1 and 2) (Semester 1 and 2) (Semester 1 and 2) Microeconomics World Languages Arabic I and ● French I, II, III, and IV ● German I, II, III, and IV ● Latin I and II ● Mandarin Chinese I and II ● Spanish I, II, III, and IV ● (Semester 1 and 2) (Semester 1 and 2) (Semester 1 and 2) (Semester 1 and 2) (Semester 1 and 2) (Semester 1 and 2) Spanish Language (Semester 1 and 2) • designed for rigor to adequately prepare students for college and career. • standards based to meet all State, NCAA, College Board and other relevant requirements. • reviewed on an ongoing basis against standards and student performance data • revised and redeveloped as needed to ensure quality. • multimodal and built for multiple learning styles. • compatible with mastery based learning requirements. • designed to foster active learning through interactives, games, collaboration opportunities and real world application. • flexible in design to accommodate individual student needs. • comprehensive enough to provide a complete program of study. • in tune with digital native students looking for individualized, engaging, empowering learning. ● 8 The IVS Instructor IVS employs 61 adjunct Illinois certified, highly qualified teachers.
