The 6 week consultation runs from 9 June to 21 July 2016 and will include a drop-in event in Kendal. It is the first version of a document that will be used to help to decide planning applications. It contains guidance on the design and layout of an allocated development site. It covers land use, access, open space, landscaping, and design. This document is a summary of the Draft Development Brief for land at West of High Sparrowmire, Kendal. What can I comment on? We are looking for comments on the content of the Draft Development Brief so we would welcome comments on the proposed: Location and type of housing, Traffic and Movement Framework Design and Layout principles Green Infrastructure framework including amount and type of open space, landscaping and biodiversity measures Infrastructure issues related to the site including drainage matters Where is the site? The site is located on the northern edge of Kendal, approximately 1.8km from the town centre. The site is bordered to the north by open countryside and a nearby converted farm steading (Lane Foot Farm), to the east and south by existing residential development, and to the west Windermere Road and open countryside. The principle of development has already been agreed following a lengthy process involving consultation and an Examination in Public so it is not appropriate to simply object to the development of this site. How can I make comments? We are seeking y o u r comments on the draft to help us to finalise a Development Brief for Kendal Parks. A range of house types and tenures will be provided including some provision of bungalows as affordable and open market housing. Self-build properties will be supported and encouraged as part of the overall mix. • sit comfortably in the drumlin landscape and maintain the special landscape qualities of this gateway approach into Kendal; • create a residential community of high quality design that complements the local vernacular architecture and respects the site’s edge of Kendal location next to open countryside; • deliver a mix of well-designed and energy efficient homes of different types, sizes and tenures that will meet the current and future housing needs of the local community; • be well integrated with surrounding residential communities through the provision of pedestrian, cycle and vehicle connections; • be designed in a way that encourages active travel by providing safe and convenient routes and linkages for pedestrians and cyclists; • provide residents with easy access to attractive green spaces of high value to people, wildlife and landscape character. Subject to viability, no less than 35% of the total number of dwellings must be affordable and these will be mixed/pepper-potted within the scheme. What is proposed? The 8.55 hectare site will mainly be used for housing and open space. An indicative proposals map is presented on the next page which shows the location of land uses with an indication of where the main vehicular route into the site could be located and how the site can provide footpaths and cycle routes to local facilities and the town centre. Changes may be made to it following the outcome of the draft brief consultation. The detail of the final site layout for development will be determined at the planning application stage and informed by detailed assessment work undertaken by the applicant. 3 West of High Sparrowmire, Kendal - Draft Development Brief Summary June 2016 B – Multifunctional SUDs/Wildlife/ Informal Recreation Area which will create a green corridor through the centre of the site. C – Landscaped Gateway to provide an attractive gateway to the site to soften views of the development. D – Perimeter Semi-Natural Open space to provide a softened edge to the development and to provide recreation routes around the site and to neighbouring areas. How will traffic and people move in and around the site? Proposals for the site’s development should be accompanied by a comprehensive Transport Assessment and Travel Plan. Access for vehicles Vehicle access into the site will be provided from Windermere Road, with the potential for a roundabout. A secondary vehicular access point will be provided onto High Sparrowmire to ensure permeability and links with neighbouring areas. A speed limit review should be carried out on Windermere Road. The open spaces could be designed to: Pedestrians and cyclists A network of green corridors and pedestrian and cycle routes will be provided utilising existing rights of way and paths, and through the creation of new routes to create easy access through the site and with neighbouring areas. The existing right of way through the site should be retained and integrated within a new green corridor and open space. New footpath/cycle links should be provided onto High garth and Fir Tree Rise. encourage wildlife and create new habitats where possible; include sustainable drainage systems to ensure that surface water run-off does not exceed green field run-off rates; retain all trees, hedgerows and woodland on and adjacent to the site where possible and appropriate, especially where they have an important value; introduce new native species planting. Additional areas of open space in the form of small greens providing public amenity and informal recreation/wildlife habitat value could be included within each of the housing character areas. These should be centrally located with good pedestrian access and will help to break up housing development. What type of Open Space is proposed? Open space will be provided as set out below, and indicated on the proposals map. A habitat survey is required prior to the submission of a planning application and a landscape/open space management plan will be prepared. A – Drumlin Natural Open Space to retain its open landscape character, with sensitive recreational routes incorporated. 4 West of High Sparrowmire, Kendal - Draft Development Brief Summary June 2016 What will it look like? The design of the development will be of a high quality that respects the site’s local context and the character of neighbouring uses as well as the site’s wider rural setting. It will be of a distinct character with a mix of design styles that follow the character area guidance set out in the draft brief. Landscape considerations are of the upmost importance. High quality bespoke architecture required in this area given its sensitivities. Character Area 4 – Drumlin Setting - West Creation of a small scale residential development that sits comfortably on the flanks of the drumlin in a way that enables the landform to be fully appreciated in the wider landscape. Landscape considerations hsold be the key influence on the design for this area. Limited scope for built development given landscape sensitivities – a bespoke design and careful landscaping required. Single storey houses likely to be the most appropriate. Character Areas The site will be divided into character areas (see the indicative proposals map) in order to avoid uniformity by ensuring that the design and layout of development responds positively to the local context and different site features, creating interest and difference in style. Specific advice is included in the Draft Brief for the landscaping, design, density, scale, access, orientation and open space within each character area. Design Guidance Some of the key elements are set out below: The draft brief sets out a number of general principles that the design of the development should follow. Some of the main principles are set out below. Respecting local characteristics ensuring development is informed by existing natural and built features for example local architectural features Creating places of character to provide variety and interest. Relating the height, massing and scale of buildings to those nearby and local topography. Using good quality and locally relevant materials for buildings and open spaces. Ensuring the design and layout of development creates a safe environment and is easy for everyone to access and navigate around. Ensuring a satisfactory level of privacy for existing dwellings and between dwellings. Reducing energy use and encouraging developers to use sustainable construction methods. Character Area 1 – Southern Housing Area Creation of a high quality, thoughtfully designed and distinctive residential neighbourhood. Pockets of open space and landscaping at route intersections to break up massing and interrupt view of the roof scape from Windermere Road. Layout to respect local topography and work with land contours where possible. Character Area 2 – Northern Housing Area Creation of an attractive residential environment which retains a semi-rural character to its northern edge and softens the transition from countryside to town. Lower density towards northern edge to aid transition to rural area. Careful plot boundary treatments on development’s edge to minimise landscape impact. High quality distinctive architecture.
