1. Message from the Organizing Committee
Big events are normally announced well in advance. This is why we are already
looking forward to October 2016, when we will be welcoming members of the
worldwide electrotechnical standardization community to the 80th IEC General Meeting
in Frankfurt am Main – in the heart of Europe.
The German electrotechnical industry has played a vital role in leading technological
progress around the world for over 150 years. Its dedication has played an essential
role in developing standards which apply around the world. This makes Germany one
of the driving forces of future innovations. And it also shapes our role as host of the 80th
IEC General Meeting.
The DKE is doing everything to provide a welcoming and productive atmosphere for the
approx. 2000 participants.
But we want more: Through the use of innovative event formats, we also want to
turn this important international event into a forum in which crucial future topics and
questions of electrotechnical standardization will be discussed in an open atmosphere.
With the IEC Campus, and the Reinvention Laboratory in particular, we are creating a
unique environment for international exchange, for discussions and networking as well
as for interesting debates between generations and between experts from different
countries.
As in so many areas of life, digitalization also creates numerous challenges for
electrotechnical standardization. The world is changing ever faster. This is also
increasing the speed and complexity of new requirements by customers and experts in
the field of standardization.

There is no doubt that this profound shift will be our biggest challenge. Instead of being
simply carried along we want to play an active role in shaping this change. This is
a key objective of DKE German Commission for Electrical, Electronic & Information
Technologies, and of the IEC General Meeting 2016 as an international platform. Its
claim “connecting communities – reinvent standardization“ is both a commitment and
an invitation.
With this in mind, we cordially invite you to come together in Frankfurt am Main, feel the spirit,
work in collaboration and inspire one another – at the 80th IEC General Meeting 2016.

2. Message from the IEC President
The IEC provides a unique and highly efficient global platform where many thousand
experts collaborate and share their know-how and expertise in a neutral, independent
setting that covers the world. The IEC connects communities and is even able to bring
to the table people within highly competitive industries. These experts, together with our
Members and affiliates, are our most precious resource.
While the IEC was the first organization to start working fully electronically, we have
to constantly reinvent ourselves. Right now, data and digitalization are fundamentally
changing the way we communicate and do things. Like industry and society we need
to be smart in how we use our resources and how we develop the Standards and Conformity Assessment Services our stakeholders need. Innovation happens faster than
ever before and systems of increasing complexity require large integrated technology
solutions. We have to be agile and more inventive than ever to deliver what is needed.
Remaining on top also requires strategic thinking, planning and cooperation. We need
the best at the table. To this end, we have to reach up higher in companies and cooperate
more with other organizations. We have to constantly strive to increase awareness of
the benefits we offer and stimulate involvement in the IEC. You, the National Committees
and experts of the IEC are the linchpin that allows your country to influence the rules
for global business and trade.

3. General Information
About the host
The 80th IEC General Meeting to be held from 10 to 14 October 2016 in
Frankfurt am Main is the annual event highlighting international
standardization activities in the electrotechnical sector. This major international
event brings together the working parties and decision meetings of all the
main players on the IEC Campus 2016 – and gives them an opportunity to
decide on current issues and the future directions and strategies of the IEC.
The German National Committee of the IEC is organizing the General
Meeting for the seventh time. This is due, in no small part, to the great
responsibility shouldered by Germany as one of the key global players in
the electrotechnical sector.
Like its predecessors, the 80th IEC General Meeting 2016 will host
numerous technical meetings designed to drive forward current
standardization projects. In addition, the German National Committee (DKE
German Commission for Electrical, Electronic & Information Technologies
of DIN and VDE) will organize accompanying content-related, communication
and emotional highlights, aimed at bringing delegates to the General
Meeting together and raising the many different issues facing the future of
standardization.

Reinvention Laboratory
In parallel to the official committee meetings, the German National Committee
organizes a “content and experience level“ forum, where issues and
questions facing experts and the relevant public around the future
of standardization will be dealt with in lively debate.
The Reinvention Laboratory in Kap Europa convention centre at Messe
Frankfurt lies in the heart of this experience-oriented information and
communication platform. The forum will present key aspects of the future
of international standardization. A wide range of standardization policy
ideas and concepts, strategies and visions will be presented, discussed
and publicised via this platform, as part of the development process leading the global electrical engineering industry into a successful future.
The Reinvention Laboratory represents the multi-facetted, inspiring, open
minded communication of knowledge and information forum – raising global
awareness through thinking and acting outside the box.

The 80th General Meeting of the IEC will take place in Frankfurt am Main,

Meet, exchange, experience: The IEC Campus in Frankfurt am Main
The events of the 80th IEC General Meeting 2016 in Frankfurt am Main
will be held in various locations around the city - which together form the
IEC Campus. The exhibition centre is in the heart of the event, along
with the innovative Kap Europa convention centre. Management meetings as well as many TC/SC meetings will be held at Kap Europa. The
“Reinvention Laboratory“, a forum for exchanging experiences and
ideas, will also take place on the top floor of this inspiring building.
Special events require special locations: The IEC General Meeting will
celebrate its official opening in the Festhalle, the famous festival hall at
Messe Frankfurt. Attractive locations all over Frankfurt am Main will be
provided for the dinner for NC Presidents and NC Secretaries as well as
for the large farewell event. Especially for the IEC GM 2016 there will be a
Networking Evening for the large number of TC/SC Chairmen and
Secretaries.
Along with spacious function rooms, smaller meeting rooms will play
an important role in this event. Corridors and lounge areas will provide
opportunities to get to know other delegates and exchange ideas. The diverse
nature of the city provides scope for new experiences and insights. The

German National Committee will be delighted to offer participants from
all over the world a chance to explore the IEC Campus and the city of
Frankfurt am Main.

In the heart of Europe
Frankfurt am Main is located in the centre of Germany and the heart of Europe. Frankfurt Airport is a major hub served by a large number of airlines. Frankfurt am Main with its attractive surrounding countryside has much to offer in terms of culture and cuisine: from the famous
Frankfurter sausage and the apple wine known locally as “Äppelwoi“,
to the city‘s historical architecture, the legacy of the Roman era or the
Paulskirche, the cradle of democracy in Germany. Further information on

Participation
Participation in the IEC General Meeting 2016 is open to all delegates
registered in the IEC Expert Management System (EMS) and to
representatives of invited international organizations.

4. Timetable at a Glance
Unless otherwise decided by the chair of the committee concerned, meeting
hours will be as follows: from 09:00 to 12:30 and from 14:00 to 17:30.
Please note that Management Meetings (SMB, CAB, CB, Council) will start
at 08:30. Coffee or tea breaks are scheduled twice a day: between 10:30
and 10:45 and between 15:15 and 15:30 approximately.

Registration for the General Meeting is only possible online. Please
access online registration via the IEC homepage www.iec.ch or directly at
meetings.iec.ch
To start registration, you will need to enter your IEC username
and password. If you do not have a username/password, please contact
your National Committee. Registration can be modified at anytime
using the online Meeting Registration System (MRS) at meetings.iec.ch.

7. Travel and Transportation
Travel information
Please book and arrange your own travel.
Entering Germany
Citizens of EU Member States do not require a visa to enter the
Federal Republic of Germany. A visa is mandatory for citizens of all other
countries. Citizens of countries for which the European Union has lifted the
visa requirement do not require a visa for visits lasting up to three months
per six-month period. Further information on entering Germany can be

Insurance
The organizing committee cannot accept any responsibility for accidents,
losses and damages to any luggage and/or personal belongings which
may occur. Participants and accompanying persons are advised to
obtain travel, medical, personal accident and luggage insurance in their
home country prior to departure.

Transfer from the airport to the centre of Frankfurt am Main
and to Kap Europa
Frankfurt Airport (FRA) is located 20 km from Kap Europa. It takes 23
minutes by public transport (S8, S9) to reach the central station, where
you can change to trams 16 and 17 which take you from the central station
directly to Kap Europa.
Detailed information will be posted at www.iec2016.org and on the
IEC General Meeting 2016 app. Transport is at your own expenses.
A taxi ride takes 15 – 20 minutes to Kap Europa. Approximate fare 27 € in
the daytime and 28 € at night, subject to changes.

Arrival at Frankfurt am Main central station
The ICE train stops at Frankfurt am Main central station. It takes
8 minutes by taxi to Kap Europa. You can also go by trams 16, 17 (2,80 €
for a one-way-ticket, subject to changes) or by metro U4 and walk a few
minutes. Tickets can be purchased at any RMV terminal or in the central
station.

Please note that environmental badges are obligatory for green zones
in Germany – also for foreign license plates. Detailed information on

8. On Arrival
Registration
Prior to the General Meeting (26 September – 2 October 2016), the
IEC registration will be located at the VDE premises and will be open
from 08:00 to 18:00. In the following Week (3 – 9 October 2016), the
IEC registration will be located at the Maritim Hotel and will be open
from 08:00 to 18:00 (3 October national holiday in Germany).
During the General Meeting (10 – 14 October 2016), the IEC registration
and information desk will be located at Kap Europa and will be open:
9 October 2016 - from 12:00 to 18:00
10 – 14 October 2016 - from 08:00 to 18:00.
When registering, delegates will receive:
• an identification badge;
• invitations to social events (entertainment program);
• updates and general information to assist them during their stay.

10. Tips and General Information
Shopping hours
Shops, supermarkets and department stores generally open from Monday
to Saturday from 10:00 to 20:00. For information on shopping in Frankfurt am
Main, see www.frankfurt-tourismus.de/en
Climate and clothing
Germany is located in the moderately cool region influenced by the
westerlies between the Atlantic Ocean and the continental climate to the
east. The weather is changeable. In October, the weather in Germany can
still be pleasant, with golden days ablaze in colorful fall foliage. Germans call
these last warm days of the year “Altweibersommer” (Indian summer). But,
German weather is unpredictable, so be prepared for cold and rainy spells.
Visitors should therefore bring clothing that is as flexible as possible.The
average temperature in Frankfurt in October is around 10 °C to 14 °C. The
latest weather information can be found at www.dwd.de/EN.
Credit cards
Major credit cards can be used for payment at filling stations and in stores,
hotels and restaurants. American Express, Diners Club, and in particular
MasterCard and Visa are the cards most widely accepted. For more
information, please contact your credit card company.
Currency/exchange
The official currency is the EURO (€, EUR). 1 € = 100 cents. Bank notes
exist with denominations of 5, 10, 20, 50, 100, 200 and 500 €, and coins
with a value of 1 and 2 € and 1, 2, 5, 10, 20 and 50 cents. It is not common
to pay with 100, 200 and 500 € banknotes.
Delegates are advised to check the current exchange rate before travelling
to the General Meeting.

Electricity supply
Electrical sockets in Germany match the Type C and Type F
plugs and sockets described in IEC TR 60083 and illustrated at
http://www.iec.ch/worldplugs/list_bylocation.htm.
If necessary you should bring along a suitable adaptor.
Internet connection
Free high-speed WiFi Internet access is provided to all delegates within
the General Meeting Business Centre and all General Meeting locations
(meeting rooms). Internet access at hotels may involve substantial daily
charges. We recommend that you check connection rates at your hotel.
Language
The national language of Germany is German. In business communication
English and German are common.
Meal facilities
Please ask the concierge in your hotel for recommendations.
Food court at Skyline Plaza (within walking distance from Kap Europa).
Smoking
In a number of public venues in Germany (governmental institutions,
health, culture, education, trade and consumer services, public catering,
as well as stations, subway and public transport) smoking is permitted
in designated areas only.

Telephone, internet and postal services
Country dialling prefix: +49
Public telephones
Most public telephones do not accept coins, but only Deutsche Telekom
(DT) telephone cards. These can be purchased in values of 5, 10 and 15 €
at post offices, kiosks, and some tourist information centres. Prepaid cards
with a PIN from other providers may be a cheaper alternative. Credit cards
cannot generally be used to make telephone calls.
Mobiles/cellulars are known as “Handys“ in German. Germany uses the
GSM network (GSM 900 and GSM 1800). Multi-band mobiles or to rent a
mobile can be an appropriate solution.
Internet cafés are numerous in all cities.
Postal services
Postage stamps can be purchased in post offices, from stamp machines,
in hotels and in tourist areas.
Time zone
The local time is Central European time (UTC+1). This is one hour ahead
of Greenwich Mean Time (GMT).
Tipping
Service is generally included in the price of meals or drinks. If you are
satisfied with your meal or drinks and with the service, a tip of approximately 5 to 10 % of the total amount is usual. Tipping is at your own discretion.
Vaccination
For entry into Germany no compulsory vaccination is required.

Emergency numbers/healthcare
We recommend that you take suitable travel and health insurance
before beginning your journey. The organizing committee does not have
insurance cover for delegates attending the IEC 80th General Meeting and
can assume no liability for any accidents which may occur during the meeting.
The European Health Insurance Card (EHIC) gives you access to medical
necessary healthcare provided by the state system during a temporary
stay in Germany. You are eligible for a card if
• you are a citizen of any member state of the European Union, Iceland,
Liechtenstein, Norway or Switzerland and insured by or covered by a
state social security system;
• you are from a non-EU country but legally reside in the EU and are covered
by a state social security scheme.
Emergencies
In the event of an emergency, call 110 for the police and 112 for the fire
and/or ambulance services. An emergency doctor‘s service is available
in all towns to provide assistance at night and weekends. The telephone
number of the service can be found in the local phone book.
Pharmacies are generally open from 9:00 to 18:00 Mondays to Fridays
and from 9:00 to 12:00 on Saturdays. (Pharmacies at the main
railway station and the airport have longer opening hours.) Information on
the night and Sunday service provided by doctors and pharmacies can be
found outside any pharmacy.
Travelling by car
German motorways are toll-free for cars. Strict laws apply to driving
under the influence of alcohol/drugs; the blood alcohol content must not
exceed 0,05 %. Wearing seatbelts is mandatory for both front- and rear-seat
passengers. Drivers are prohibited from using mobile telephones, other
than by means of a handsfree device. Those wishing to hire a car must be
in possession of a valid driving license and a credit card. Some agencies
specify a required minimum age.

Traffic rules
In the absence of other rules (signs, traffic lights), the general rule is to
give way to the right at junctions, including T junctions. Traffic drives on the
right and overtakes on the left.
Speed limits
The speed limit is 50 km/h in built-up areas and 100 km/h on trunk roads.
Except where indicated otherwise, there is no speed limit on German
motorways; however, the recommended maximum speed is 130 km/h.
Observance of speed limits is strictly controlled and radars are frequent.
Driving licence
Any valid driving licence is acceptable. Visitors from countries outside the
EU require either an international driving licence or a valid driving licence
in conjunction with an official German translation.
Environmental badge obligatory for green zones (e.g. Frankfurt am
Main) in Germany – also for foreign license plates.
Purchase your badge prior to your visit to Germany! Vehicle restrictions
in environmental green zones can be issued in cities and local districts in
Germany.
Vehicles without environmental badge may not pass through green zones,
violation is subject to a penalty of 80 €. This also applies to all
vehicles registered in foreign countries. For this reason we recommend
drivers to inform themselves about the environmental badge, and to
purchase it on time.
