UNICEF Weekly Situation Report (CHILE) Date: April 9, 2010 For External Use Reporting period – April 2-9 Highlights: UNICEF hired a National Disaster Relief Coordinator – Area of Protection. UNICEF is hiring a team of consultants to carry out approximately 100 psycho-emotional support workshops to professionals working with children and adolescents The delivery of thousands of education and recreational materials is in progress. Situation Overview The Ministry of Interior has published new figures about victims. The official death toll is 486, while the official number of missing people is 79. According to the latest IFRC report, while State and non-state actors are still engaged in damage assessments, figures show that people living in rural areas or in small settlements outside urban zones are in need of more humanitarian aid. President Piñera has announced the program to deliver construction materials for the repair of houses damaged by the earthquake. The program has a budget of 8,000 million pesos (approx. USD 15.3 million). According to the Minister of Treasury, the government has committed USD 900 million for emergency response. In addition to the USD 200 million already spent during the first 30 days after the earthquake, the Government has approved a plan of reconstruction with a budget of over USD 700 million. The budget covers the following: o Housing: USD 144 million o Health: USD 184 million o Education: USD 100 million o Job Creation: USD 63 million o Public Works: USD 240 million The psycho-emotional effects of on-going aftershocks continue to be a key are of concern. Following is a list of significant aftershocks since the last Situation Report: o April 2: 5.2 on the Richter scale was registered in the regions of Maule and Bio Bio. o April 4: 4.8 on the Richter scale was registered between the regions of Valparaiso and Maule. Its epicenter was located 35 kilometers west of Santiago. o April 5: 4.8 on the Richter scale was recorded in the Tarapacá region in the north of the country. o April 6: 5.1 on the Richter scale was registered in the central-south of the country. Its epicenter was located 105 kilometers from Talca (Maule Region) o April 8: 4.7 on the Richter scale was registered in off-shore Maule Region. o April 8: 4.8 on the Richter scale was registered in the Bio Bio Region. o April 9: 4.8 on the Richter scale was registered in the Araucania Region. Inter-Agency Collaboration UNICEF continues to participate in biweekly meetings with the group UNETT (UN Emergency Technical Team) to coordinate the international efforts in the CERF proposal, and contributes to the joint Situation Reports this group prepares. UNICEF is responsible for Protection/Education and WASH activities. Update on Humanitarian Response HEALTH, WATER and SANITATION UNICEF and Oxfam are finalizing procurement of WASH items that will be directed to affected areas, especially in coastal and rural communes. 1 EDUCATION UNICEF Representative delivered the first 120 backpacks and educational materials to the Mocha Island along with the Minister of Planning, Felipe Kast. The materials were given to children 6-13 years old and the event included the participation of various media representatives. UNICEF is working closely with the UNETT group, as well as government counterparts to ensure educational and recreational kits are being allocated to the communities that need these materials most. It is working with the Ministry of Planning/FOSIS, the National Kindergarten Association, “Chile Grows With You” Child Protection System, Municipalities and others. To date, and with Government counterparts, UNICEF has identified: Region Maule Bio Bio O´Higgins Valparaiso Aracucania Total Communes 16 21 26 7 6 76 Educational Kits/Backpacks 982 4732 1096 31 0 6841 Recreational Kits 22 29 27 9 17 104 Note: A total of fourteen (14) recreational kits will benefit adolescents in 10 detention centers in the regions of Maule and BioBio. The Ministry of Education has added itself to the list of institutions requesting UNICEF´s psychoemotional support workshops. UNICEF is currently discussing how to assist their staff who work with children and young people. COMPREHENSIVE PROTECTION UNICEF appointed a National Coordinator of Disaster Relief from within the staff. Since last week, Candy Fabio began to organize the workshops for over 2,000 professionals, meet with government counterparts, and hire consultants to carry out said sessions, as well as coordinate the distribution of all UNICEF materials to affected areas. Piloting of psycho-emotional workshops for professionals has been completed. Since the last SitRep, expert psychologists made all necessary modifications and implemented second phase of piloting to 50+ professionals of the Ministry of Planning/FOSIS program, now in the Region of BioBio. Recruitment of 10-15 professionals to lead approximately 100 psycho-social support workshops is underway. By next week all professionals will be hired and trained. UNICEF met with the National Kindergarten Association and the Ministry of Education to pinpoint where exactly these institutions need workshops to be carried out. These are currently mapping needed areas for the implementation of the UNICEF program. UNICEF, in partnership with Sesame Street, has finished five (5) new TV PSAs related to postdisaster issues and the psycho-emotional health of children. UNICEF Representative and UNICEF Legal Expert met with the newly appointed Director of SENAME (National Service for Minors) to discuss its disaster relief efforts. Following this meeting a UNICEF counterpart was named and this official has worked closely to identify where recreational kits will be delivered. UNICEF is finalizing a joint project with two non-profit agencies, Judicial Assistance/Metropolitan Region and Judicial Assistance/BioBio Region, to address the judicial and psycho-social problems being faced by children and adolescents in government institutions and detention centers. MEDIA and COMMUNICATIONS TV o UNICEF Representative was interviewed by Channels 13 and TVN regarding UNICEF’s delivery of backpacks and educational materials. o A total of twenty-eight (28) channels continue to broadcast UNICEF’s TV PSA regarding the psycho-emotional health of children. 2 Written o UNICEF Education Expert, Daniel Contreras, was cited in an article en El Mercurio, the nation´s most read newspaper. Mr. Contrerars spoke of the dangers of school desertion in the affected areas. Supply and Logistics It was confirmed that on the 19th of April a shipment of materials will arrive to prepare affected areas for the rainy season. A total of 217 tarpaulin 4x50, 20 ropes and 115 tarpaulin 4x5 will be used by the National Emergency Commission to cover homes, campaign hospitals and other like structures. 1 Funding No further development in this area since the last SitRep. Next steps th The next SitRep will be issued on or around April 15 . 1 Data for the funds received are available on the PARMO intranet http://www.intranet.unicef.org/PFO/PFOInfoV3.nsf/Site%20Pages/Page020103) and can be used by the COs to obtain the total contribution amounts for the contributions that have been received.
