April 6, 2010
Meeting was called to order by the presiding chairman, Mary L. Hanes, M.D., at 7:30 p.m. at the
District Administration Office, followed by the salute to the flag.

Adoption of Agenda
Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that the agenda be
adopted with revisions to Reference I.
Approval of Minutes
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that minutes of the
regular meeting of March 15, 2010 and the special meeting of March 23, 2010 be approved.
Public Hearings
Heard Dr. Pappas, District Superintendent, comment on an article in the Tribune regarding
recognition of Robert Earl, a retired Covina-Valley employee on the Covina Wall of Fame. Dr.
Pappas also announced that the District has received the official notification from the County
regarding acceptance of the Supplementary Retirement Plan (SRP).
Heard Mr. Dave Samuelson, Assistant Superintendent, Personnel Services, comment that
Grovecenter Principal, Ms. Andrea Katanic, spent her entire school day attending to business on
Grovecenter’s roof because the students met her challenge to read more than 17 million words in
the six weeks prior to spring break.
Heard Mr. Knoll, Board member, and Mr. Joe Campitiello, Assistant Principal, Las Palmas
Middle School, comment that the Middle School Reading Competition was a huge success. Mr.
Campitiello also commented that the Las Palmas Lancers won the contest. Mr. Kyle Svoboda,
Traweek Middle School teacher, was instrumental in the conception of the contest.

Dr. Mary Hanes, Board President, announced the Board’s decision to appoint Dr. Catherine
Nichols, as Covina-Valley’s Superintendent effective July 1, 2010. Dr. Nichols thanked the
Board and stated she is looking forward to working with the Board, staff, students, and parents
and becoming part of the Covina-Valley family.
Superintendent of Schools
Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that the employment of
Dr. Catherine Nichols be approved as Superintendent of Schools for the Covina-Valley Unified
School District under an initial contract, for the term beginning July 1, 2010 and ending June 30,
2014.
Acceptance of Gifts
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the following gifts
donated to the District be accepted with thanks:
• $400 from Brett R. Swaim to Cypress Elementary School
• $35 from Wells Fargo Foundation to Lark Ellen Elementary School

Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that revised Board
Policy 1330, Use of School Facilities, be adopted and that the designated Board Policies and

Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the following
individual service agreement for nonpublic, nonsectarian school agency services be approved for

Architectural Services Agreement
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the agreement for
architectural services with KPI Architects, Inc. be approved.
Use of Facilities Agreements
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the following
rental agreements for temporary use of facilities by Covina High School during the extensive
modernization of the high school gymnasium be approved:
•
West Covina Unified School District for use of the Edgewood Middle School
gymnasium for volleyball and basketball games. The term of this agreement is effective
from May 3, 2010 through June 25, 2010. The cost for the facility is not to exceed
$3,000 to be paid from District Bond Funds.
•
Bethany Church for the use of Anderson Hall for the Jazz Bash. The term of this
agreement is effective May 15, 2010. The cost for the facility is not to exceed $300 to
be paid from District Bond Funds.

East San Gabriel Valley Special Education Local Plan Agreement Amendment
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the amendment to
the East San Gabriel Valley Special Education Local Plan Agreement (ESGV SELPA) be
approved for the period July 1, 2010 through July 1, 2011.
Amendment to Resolution No. 09-10-05
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the Resolution
No. 09-10-05, Application for State Licensing at Covina Educational Center California State
Preschool, designating Julie Caston-Hicks, Director, Child Development; and Celeste M.
Salinas, Supervisor, Children’s Center, as authorized representatives, be adopted:

Resolution Opposing Further Cuts to Education
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that Resolution

Whereas, despite Governor Schwarzenegger’s vow to protect education, his proposed
budget manipulates the numbers to reduce education funding by $900 million in the current
year and an additional $2.4 billion in 2010-11; and

Whereas, California’s education system plays a vital role in the state’s economic future
and schools are now in a crisis bigger than any ever seen – one that the governor and
legislators must take more seriously; and
Whereas, these unprecedented cuts are changing the face of education for an entire
generation of school-children; and
Whereas, California’s educational programs have been cut to the bone, in some cases
down to the marrow, and as a result many schools have been forced to eliminate summer
school, libraries, transportation, athletics, technology, agriculture, Regional Occupational
Programs (ROP), and Adult Education; and
Whereas, the educational programs being cut are the very programs that help our students
succeed in school and compete in the workforce; and
Whereas, administrative costs have taken the biggest hit in most districts and yet the
governor’s budget proposal recommends that 10 percent be cut from school district and
county office of education administrative costs; and
Whereas, district administration provides important functions that have a direct impact on
what happens in the classroom and currently California’s schools rank among the lowest in
the nation in the number of district administrators per student; and
Whereas, schools simply can’t continue to absorb these cuts on top of the $17 billion in
reductions they’ve endured over the past two years; and
Now, Therefore, be it Resolved that the Covina-Valley Unified School District opposes
further cuts to education funding and urges the legislature to take responsibility for
California’s future by making education a priority.

Educational Activities Expenses
Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that payment of
necessary costs associated with the attendance of students and supervisory adults at the
designated educational activities during the 2009-10 school year and 2010 summer session be
ratified and approved:

Up to 140 fourth grade students from Barranca Elementary School will visit the
California Science Center in Los Angeles, CA.

marketplace in the El Pueblo de Los Angeles Historical Monument in Los Angeles, CA.

Quakes Grand Slam Education Day at the Epicenter Stadium in Rancho Cucamonga, CA.
•
Up to 100 third grade students from Grovecenter Elementary School will visit the Inside
the Outdoors School and/or Field Programs at Mount San Antonio College (Mt. SAC) in
Walnut, CA.
•
Up to 73 preschool students from the state preschool program at Rowland Elementary
School will visit the Kidspace Children’s Museum in Pasadena, CA.
•
Up to 84 preschool students from Vincent Children’s Center will visit the Santa Ana Zoo,
in Santa Ana, CA.
•
Up to 80 preschool students from Vincent Children’s Center will visit Amy’s Farm in
Chino, CA.
•
Up to 120 tenth grade students from Covina High School will visit The Museum of
Tolerance in Los Angeles, CA.
•
Up to 16 drumline students from Covina High School will participate in the American
Drumline Associations Championship at San Marcos High School in San Marcos, CA.
•
Up to 20 jazz band students from Covina High School will participate in a performance at
Bethany Church in West Covina, CA.
•
Up to three students from Covina High School’s Agriculture - FFA class will attend the
California State Leadership Conference in Fresno, CA.
•
Up to 45 students in grades 9-12 from Northview High School’s cheer squad participated
in cheer competition at the Anaheim Convention Center in Anaheim, CA.
•
Up to 90 band students from South Hills High School will compete in the Southern
California School Band & Orchestra Association (SCSBOA) regional *festival at Colony
High School in Ontario, CA, or Redlands East Valley High School in Redlands, CA.
*Site depends on availability and AP schedule.
•
Up to 50 wind ensemble students from South Hills High School will perform in concert
with other high school ensembles at Mount San Antonio College (Mt. SAC) in Walnut,

Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that the following
additional assignments be ratified and approved for designated personnel:
•
Up to 18 teacher coaches will be paid the District’s consultant rate of $34.24 per hour,
not to exceed 15 hours each, or a total of 270 hours, to attend trainings to expand Teacher
Leadership capacity with new skills by Pivot Learning Partners. Trainings will be held
March 31, April 19, and May 26, 2010, with one additional training date to be determined
in the fall of 2010.
•
Sharon Cortes-Cabello, Beginning Teacher Support and Assessment (BTSA) Liaison,
will be paid a $5,000 stipend, for coordinating BTSA services during the 2009-10 school
year.
Student Teaching Agreement
Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that the District enter
into a Student Teaching Agreement with Point Loma Nazarene University, effective January
2010 until terminated upon mutual consent of both parties.

Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that the purchase of a
modular classroom building from Silver Creek Industries, Inc. be approved for Las Palmas
Middle School.

Student Expulsion Suspended
Motion by Mr. Knoll, seconded by Mr. Myrick, and unanimously carried, that student Case
No. 200910-07, be expelled from all schools in the Covina-Valley Unified School District
effective immediately and for one full year from the date the Board of Education considers this
case, or April 6, 2011. It was further recommended that the expulsion order be suspended and the
student be allowed to complete the school year in an alternative education program on
probationary status. The student shall be allowed to attend summer school on a comprehensive
campus contingent upon fulfilling the requirements set forth by the Administrative Hearing
Panel. Upon satisfactory completion of the probationary assignment and rehabilitation plan, the
student shall be considered for termination of the expulsion order as deemed appropriate by the
Director of Student Services, or designee. The suspension of the expulsion order shall be
considered revoked without further action by the Board of Education upon the student’s
commission of any suspendable act as specified in Education Code Sections 48900, 48900.2,
48900.3, 48900.4, and 48900.7, or for any violation of the school or District rules or regulations
governing student conduct.

No. 200910-09, be expelled from all schools in the Covina-Valley Unified School District
effective immediately and for one full year from the date the Board of Education considers this
case, or April 6, 2011. The student will be referred to a county alternative education program
during the period of expulsion.
Student Expulsion Suspended
Motion by Mr. Myrick, seconded by Mr. Knoll, and unanimously carried, that student Case
No. 200910-10, be expelled from all schools in the Covina-Valley Unified School District
effective immediately and through the completion of the first semester of the 2010-11 school
year. It was further recommended that the expulsion order be suspended and the student be
allowed to continue placement in the District’s alternative education program to complete the
school year on probationary status. Upon satisfactory completion of the requirements set forth by
the Administrative Hearing Panel, the student shall be allowed to attend summer school on a
comprehensive campus and be considered for continued enrollment for the first semester of the
2010-11 school year on probationary status. Upon satisfactory completion of the probationary

year. It was further recommended that the expulsion order be suspended and the student be
allowed to continue placement in the District’s alternative education program to complete the
school year on probationary status. If summer school is offered for middle schools, the student
shall be allowed to attend summer school and be considered for placement on a middle school
campus on probationary status for the first semester of the 2010-11 school year. Upon
satisfactory completion of the probationary assignment and rehabilitation plans, the student shall
be considered for termination of the expulsion order as deemed appropriate by the Director of

COVINA-VALLEY UNIFIED SCHOOL DISTRICT
Use of School Facilities
The Governing Board recognizes that District facilities and grounds are a community resource
and authorizes their use by community groups for purposes provided for in the Civic Center Act
when such use does not interfere with school activities.
All school-related activities shall be given priority in the use of facilities and grounds under the
Civic Center Act. Thereafter, the use shall be on a first-come, first-served basis.
The Superintendent or designee shall maintain procedures and regulations for the use of school
facilities and grounds that: (Education Code 38133)
1. Aid, encourage, and assist groups desiring to use school facilities for approved activities
2. Preserve order in school buildings and on school grounds and protect school facilities,
designating a person to supervise this task, if necessary
3. Ensure that the use of school facilities or grounds is not inconsistent with their use for school

Fees
The Board shall grant the use of school facilities or grounds without charge to school-related
organizations whose activities are directly related to or for the benefit of District students.
Additionally, if an organization as designated in the Civic Center Act (Education Code
38134(a))requests the use of a District facility, and the Superintendent or designee determines
that the use of the facility causes no or de minimus actual costs to the District, the standard fees
may be reduced or waived.
Other groups requesting the use of school facilities under the Civic Center Act shall be charged
at least direct costs.
Groups shall be charged fair rental value when using school facilities or grounds for
entertainment, meetings, or other activities where admission is charged or contributions solicited
and net receipts are not to be expended for charitable purposes or for the welfare of the District's

A fee schedule of standard Facility Use Fees to be charged for each District facility shall be
updated as needed and published as part of the District Facilities Use Manual. Baseline, direct
costs, and fair rental value fees shall be included. The District reserves the right to assess
additional fees either before or after the event to cover the cost of required District staffing,
additional services, equipment use, loss or damage, other property damage, restocking of
supplies, or other charges as determined by the building administrator or Chief Business Officer.

Use of School Facilities
Any persons applying for the use of any school facility or grounds on behalf of any society,
group, or organization shall present written authorization from the group or organization to make
the application.
Persons or organizations applying for the use of school facilities or grounds shall submit a
statement of information indicating that the organization upholds the state and federal
constitutions and does not intend to use school premises to commit unlawful acts.
Civic Center Use
Subject to District policies and regulations, school facilities and grounds shall be available to
citizens and community groups as a civic center for the following purposes: (Education Code
32282, 38131)
1. Public, literary, scientific, recreational, educational, or public agency meetings
2. The discussion of matters of general or public interest
3. The conduct of religious services for temporary periods, on a one-time or renewable basis, by
any church or religious organization
4. Child care programs to provide supervision and activities for children of preschool and
elementary school age
5. The administration of examinations for the selection of personnel or the instruction of
precinct board members by public agencies
6. Supervised recreational activities including, but not limited to, sports league activities that
are arranged for and supervised by entities, including religious organizations or churches, and
in which youths may participate regardless of religious belief or denomination
7. A community youth center
8. Mass care and welfare shelters during disasters or other emergencies affecting the public
health and welfare
9. A ceremony, patriotic celebration, or related educational assembly conducted by a veterans'
organization

Use of School Facilities – contd.
A veterans' organization means the American Legion, Veterans of Foreign Wars, Disabled
American Veterans, United Spanish War Veterans, Grand Army of the Republic, or other duly
recognized organization of honorably discharged soldiers, sailors, or marines of the United
States, or any of their territories. (Military and Veterans Code 1800)
10. Other purposes deemed appropriate by the Governing Board
The District may grant the use of school facilities on those days on which the public school is
closed. (Education Code 37220)
Restrictions
School facilities or grounds shall not be used for any of the following activities:
1. Any use by an individual or group for the commission of any crime or any act prohibited by
law
2. Any use which is inconsistent with the use of the school facility for school purposes or which
interferes with the regular conduct of school or school work
3. Any use which involves the possession, consumption, or sale of alcoholic beverages or any
restricted substances, including tobacco use
The District may exclude certain school facilities from non-school use for safety or security
reasons.
Damage and Liability
Groups, organizations, or persons using school facilities or grounds shall be liable for any
property damages caused by the activity. The Board may charge the amount necessary to repair
the damages and may deny the group further use of school facilities or grounds.
Any group or organization using school facilities or grounds shall be liable for any injuries
resulting from its negligence during the use of District facilities or grounds. The group shall bear
the cost of insuring against this risk and defending itself against claims arising from this risk.

Groups or organizations shall provide the District with evidence of insurance against claims
arising out of the group's own negligence. Groups or organizations shall also be required to
include the District as an additional insured on their liability policies for claims arising out of the
negligence of the group.
As permitted, the Superintendent or designee may require a hold harmless agreement and
indemnification when warranted by the type of activity or the specific facility being used.

Certificated employees and students of the Covina-Valley Unified School District and the
general public shall not be required to enter any building owned by the Covina-Valley Unified

Recreation
The Board believes that the primary function of the Covina-Valley Unified School District is the
education of the people we serve, and that in discharging this responsibility, we must consider it
above all other responsibilities.
The Board further believes that community recreation is an important service that the
communities served by this District deserve, and that the communities must have an adequate
recreation program.
The Board believes that the recreation program is the primary responsibility of the city, county,
and state, and that it is a secondary responsibility of the District.
In discharging this secondary responsibility, we are anxious to make available to the city, county,
or state, physical facilities which we own and which will enable them to carry out their primary
responsibility. We will make these facilities available on a gratis basis, providing such use does
not interfere with the educational program. The District will contribute funds from its taxing
power to maintain and operate these facilities. It will not contribute funds from its taxing power
to support the operational part of the community recreation program. It may use such taxes in
support of a noontime supervision program at all schools.
The District will provide transportation equipment to a city, county, or state recreation agency
when such action does not interfere with the normal operation of the educational program. The
recreation agency shall pay a fee established by the Superintendent which will cover all expenses
incurred by such action.

Eligibility for Use of School Facilities
Citizens, and organizations such a parent-teacher associations, Camp Fire Girls, Boy Scouts,
farmers groups, clubs, and associations formed for recreational, educational, political, economic,
artistic, or moral activities, may hold meetings and engage in supervised recreational activities in
school facilities.
To prevent conflict between groups wishing to use the same facility at the same time, the
following priority system is established, and the Superintendent (or a person designated by him)
is authorized to make final determination:
1. Activities and programs of the school directly related to the instructional and educational
offering of the school, as student body activities, classroom groups, faculty-sponsored events,
district office events, and school athletic programs.
2. Events and activities that are designed to serve the youth and citizens of the school
community, which are planned and directed by school-related groups or those conducted by
the recreation departments of the cities of Covina and West Covina, as PTA, characterbuilding youth groups sponsored by the school, extra-curricular instruction clubs developed
by the school, and the city recreation departments.
3. System-wide groups whose primary purpose is service to youth, as YMCA, YWCA, Boy
Scouts, Girl Scouts, etc.
4. Civic and service groups whose interest is to improve the general welfare of the community,
and where no admission is charged.
5. Groups which wish to rent facilities for legitimate purposes.
Note: Commercial use of school facilities is forbidden.
Definition of "Commercial use of school facilities:"
Use of school facilities for any purpose by a commercial firm or business establishment.
Use of school facilities for any type of instructional activity where a fee is charged, except:
• An organization, the sole purpose of which is the welfare of students, and the instructor's
salary is not dependent upon the number of participants.
• Instructional activities sponsored by the city or county recreation departments.

Services Available - Custodial
Custodial service is required any time building facilities are used, except for the recreation
programs operated by the cities of Covina and West Covina and any municipal or county
recreation agency which may be established in the future.
The assigned custodian shall be responsible for verifying the group's authorization to use the
facility, for making the necessary arrangements to accommodate the meeting, for cleaning and
returning the facility to proper condition for school use, for reporting any deviations or
departures from Board rules and regulations. All services shall be performed in a friendly and
helpful manner.

Services Available - Special Equipment
District-owned equipment (excluding vehicles) may be used by non-profit organizations serving
citizens of the Covina-Valley Unified School District including, but not limited to, youth
organizations, service clubs, recreation commissions, etc., provided:
1. Permission is secured from the person who has jurisdiction over the equipment.
2. The organization assumes the responsibility for such equipment and agrees to repair or
replace any equipment which might be damaged, lost or stolen while under its jurisdiction.
3. The group or organization requesting the use of equipment certifies that a qualified person
will operate it.
4. When additional chairs, tables or other special equipment are required in excess of the
number of such items permanently assigned to a school (except for school functions, regular
PTA meetings or parent clubs organized to help or promote student activities), a charge shall
be made as indicated in Regulation 1337.1, Fees for Use of School Facilities.
5. The equipment is used at District-owned facilities. (Permission may be granted to use
equipment at a location other than District-owned facility by the person who has jurisdiction
over the equipment.)

COVINA-VALLEY UNIFIED SCHOOL DISTRICT
Conditions of Use - General
All policies, rules, and regulations of the Board of Education, the Education Code of the State of
California, opinions rendered by the County Counsel of Los Angeles County, and the
administrative regulations of the District are to be strictly observed by citizens or organizations
using school facilities. Any deviation or departure therefrom must be authorized by the Board.
Citizens or groups using school facilities shall be held responsible for any damage that may
occur to school buildings or equipment during the period of use.
No use shall be inconsistent with the use of the buildings or grounds for school purposes, or
interfere with the regular conduct of school work.
No use shall be granted in such manner as to constitute a monopoly for the benefit of any person
or organization.
No privilege of using the buildings or grounds shall be granted for a period exceeding one year.
The privilege is renewable and revocable at the discretion of the Board at any time.
The use of school facilities shall be subject to the following rules and regulations:
1. No intoxicants or narcotics shall be permitted on school property, nor shall profane language,
quarreling, fighting or gambling be allowed. Violation of this rule by any organization
during occupancy shall be sufficient cause for denying further use of the school facilities to
the organization.
2. Meetings held in school facilities by groups qualifying for use without charge must be nonexclusive and open to the public.
3. Programs offered in and during the use of any school facility shall not contain any matter
which might tend to cause breach of the peace, and which constitute subversive doctrine,
seditious utterances, and which agitate changes in our form of government or social order by
violence or unlawful methods.
4. No sectarian or denominational doctrine shall be taught at any meeting except by religious or
sectarian organizations which lease school facilities.
5. Juvenile organizations, including dance clubs sponsored by the city or county recreation
departments, shall have adequate supervision when using school facilities, at a ratio of not
less than one adult per 20 minors. Disregard of this rule shall be considered cause for
immediate cancellation of future school use.

6. No literature shall be distributed or sold on school premises which does not meet the
standards set forth in Board Policy 1111.
7. The person or group receiving the permit shall be financially responsible in case of loss of or
damage to school property as the result of the meeting.
8. All functions shall close by 11:00 p.m. unless special permission is secured in advance.
9. All applicants for permits for the use of school facilities must sign the "Statement of
Information" (loyalty oath) as required by law. This statement is a part of the "Application
and Agreement for Use of School Facilities."
10. School property must be protected from damage and mistreatment, and ordinary precautions
maintained. Groups shall be responsible for the condition in which the school buildings are
left. Should school property be damaged or abused beyond normal wear, such damage will
be paid for by the organization involved; and this shall be sufficient cause for cancellation of
future meetings.
11. No alterations shall be made to any school building, nor shall furniture, pianos, or stage
equipment be moved without first receiving approval from the District office.
12. The school district will not be liable for any injury incurred during the period of use of
school facilities by a group under the Civic Center Act.
13. Drapes, hangings, curtains, drops, and all decorative materials used within or upon school
buildings or grounds shall be made of non-flammable material, or shall be treated and
maintained in a flame-retardant condition by means of a solution or process approved by the
State Fire Marshal.

Conditions of Use - Buildings
1. No preparation of any kind shall be used on school floors by groups using the buildings for
dancing.
2. Shoes with cleats or plates will not be permitted in school buildings.
3. Groups or individuals using school facilities under the Civic Center Act shall not assist the
custodian in putting tables and benches in the wall.
4. The use of classrooms by outside groups shall be left to the discretion of the building
principal during the times when school is in session. During the summer vacation period,
authorization for use of classrooms is the responsibility of the person designated by the
Superintendent to administer the building use program.

Conditions of Use - Kitchens
1. Except for PTA or other school/parent organizations, and school functions, kitchen facilities
must be rented at the fee indicated under "Fees." The Director of Food Services shall decide
whether or not a cafeteria employee shall be assigned.
2. Unless special permission is granted by the Director of Food Services to use District
supplies, groups using kitchen facilities must furnish their own dishes, cooking and eating
utensils, dish cloths, dishtowels, soap and food.
3. At no time is the kitchen to be opened for use by other than cafeteria personnel except for
PTA or other school/parent organization meetings and school functions when the Director of
Food Services has determined that the assignment of cafeteria personnel is not necessary.
4. The organization using the kitchen shall be responsible for leaving it in a clean and orderly
condition. Failure to do so is sufficient cause for denying further use of school facilities, and
the organization shall be charged for the labor involved in returning the kitchen to District
standards.
5. Commercial caterers may be allowed to use school kitchens for serving food but must not use
any school equipment other than the serving counter. The Director of Food Services will
appoint a cafeteria employee to be present during the time of kitchen use, and that
employee's wages for that period shall be paid by the caterer.
6. The cafeteria personnel assigned by the Director of Food Services shall be responsible for
advising the groups using the kitchen of the proper use of all cafeteria equipment, seeing that
District property is protected and District supplies are not used, and for helping the groups
working in the kitchen with normal tasks.
7. Cafeteria personnel shall not assume responsibility for the purchase or preparation of food.

Meal or Banquet Preparation
1. Use of school facilities for meals or banquets shall be in accordance with other provisions of
these regulations.
2. Charges for the preparation and serving of meals shall be made in accordance with standard
menus, which reflect the type of meals and the number of persons to be served; and the
money shall be collected not less than 48 hours prior to the time of the meal (except for
District-sponsored meals or banquets).
3. For groups requesting meal preparation on fixed schedules with constant-sized groups, the
money shall be collected at the time the meal is served.
4. The Food Services Department will prepare meals for approved groups who pay a minimum
total charge as outlined in "Fees."

COVINA-VALLEY UNIFIED SCHOOL DISTRICT
Special Regulations for Special Groups - PTA or Other School/Parent Organizations
1. District kitchen facilities may be used for regular meetings of a unit or board, after
submission to authorized District personnel of a list of equipment needed and information
concerning the type of food preparation activities planned.
2. In order to assist authorized groups with fund-raising activities, the District shall contribute,
from its Community Services funds, the salary required to pay one cafeteria employee and
one custodian, not to exceed 8 hours each per year.
3. District-owned furniture and equipment will be available without charge for carnivals and
other fund-raising activities, provided the group can secure the voluntary services of a
District employee to drive a District truck and transport the furniture and equipment to and
from the carnival or fund-raising activity.
4. If the services of special District service personnel are required in connection with a function
other than a regular meeting, this service must be paid for at the salary rate of the employee,
plus normal overhead (payable to the District Accounting Department).
5. The District will not purchase, build, or assemble any special items needed in connection
with carnivals or other fund-raising activities.

Special Regulations for Special Groups - University or College Extensions
The following regulations apply to state universities and colleges only; non-state universities and
colleges may not use District facilities to teach extension courses.
1. When the District's Educational Services Division requests a state university or college to
teach an extension course, there shall be no charge for the use of school or administration
facilities.
2. When a state university or college requests the use of District facilities to teach an extension
course, there will be a charge, as indicated under "Fees."

Special Regulations for Special Groups - Organizations Required to Bid for Use of Facilities
Bid procedures established by the Board of Education shall be followed, and the Board reserves
the right to reject any bid.
Religious or sectarian groups may bid for use of school facilities for religious services. The
minimum acceptable bid is indicated under "Fees." Use shall be restricted to Sundays, between
the hours of 9:00 a.m. and 2:00 p.m., and is limited to the multi-use room at each school. Such
groups must provide proof that they have a facility of their own in the planning or building stage.

Special Regulations for Special Groups - Organized Youth Baseball Leagues
Note: If commercial advertising is used, the school facility must be leased, following established
bid procedures.
1. Before any special equipment may be installed, or work done to the grounds, plans must be
submitted to authorized District personnel for review and approval prior to inauguration of
any changes.
2. The District shall be included as a named insured party by the league using school property,
in its insurance coverage.
3. No dugouts or bleachers will be allowed.
4. No concession booths are to be located on school property.
5. Outfield fences must be removed after each game or practice held on all days up to and
including the last day of school in June.
6. Hours for youth baseball league use shall be limited to between 4:00 p.m. and 8:00 p.m. on
weekdays, and between l0:00 a.m. and 6:00 p.m. on Saturdays and Sundays. Other than
these specified hours, all school ball diamonds can be used by the school district, the
recreation departments, and any and all other residents within the school district.
7. The District will not be liable for damage which might occur to the ball diamonds from use
of the diamonds by the school district, the recreation departments, or any other individual or
individuals who use them.
8. The District will not be liable for any accident or injury which might occur during the use of
school facilities by youth baseball leagues.
