The St. Tammany Parish Library has been serving the citizens of St. Tammany Parish for more than sixty-five years. Our twelve branches offer nearly 625,000 loanable items including books, CDs, DVDs, audiobooks, and magazines. The library’s website offers 24/7 access to downloadable audio and e-books, music downloads, research tools, magazines, and newspapers. Our programs and services are designed to meet residents’ cultural, informational, educational, and recreational needs. STPL’s online library services provide access to a wide array of public-facing online services including downloadable eBooks, audiobooks, magazines, music, movies and library databases. The library’s homepage was visited 1,970,000 times within the last year. The engine behind high rates of circulation and eBook use is the STPL online public access catalog (OPAC). The OPAC enjoys high use and acts as a full service library, available 24 hours a day. Patron services provided through the OPAC include: search for and discovery of items of interest, placement of holds, management of holds, download of eBooks, posting of book reviews, and payment of fines with a credit card. STPL seeks to improve the OPAC experience through utilization of an Integrated Discovery Layer for a Polaris ILS. A Discovery Layer is expected to improve search result quality, integrate third-party eBook content and improve the quality of non-English language display. Integration is a key objective for the new platform. Library users should see no arbitrary line between the library’s website, online catalog, digital collections, calendar of events, or other online properties. This RFP seeks an experienced vendor to provide a hosted (Software as a Service) Integrated Discovery Layer (Catalog) and Patron Account Management Interface. 3 SECTION TWO – SCOPE OF SERVICES This section outlines the scope of services the vendor will provide. 1. Integrated Discovery Layer and Patron Account Management Interface Qualities Mandatory Solution will: • • • • • • • • • • • • • • • • • be efficient, consistent, expandable and scalable. be a true Software as a Service; a single, shared code across multiple library systems. be fast and responsive - any given webpage will load within 5 seconds and no more than 20 seconds at our second slowest location. be installed and operating on at least 1 other library systems that use a Polaris ILS. The 1 systems should be equal to or greater than STPL in size and transaction load. fully support all current versions and one-version-back of Google Chrome, Internet Explorer, Mozilla and Safari browsers available in Windows, Macintosh, Unix, and Linux environments. fully functional, with minimal vertical scrolling, in 1024x768 screen resolution. function fully and attractively rendered on mobile platforms or provide an app alternative. not rely on plug-ins to view the majority of content and features. communicate in real time with Polaris ILS. interface with all components of an Polaris ILS System: circulation, selection and order, cataloging, etc. launch in cooperation with STPL staff and Polaris vendor to ensure solution integrates smoothly with ongoing Polaris development. incorporate item availability information in display and will not push STPL patrons back to a native ILS interface for hold placement and item availability detail. allow STPL-authorized personnel to create, maintain and edit pages without vendor intervention. provide a robust and scalable ‘My Account’ function that is fully integrated into design – ‘My Account’ will not push STPL patrons back to a native ILS interface. ‘My Account’ will allow individual patrons to manage holds, renewals, fines, and more associated with their STPL accounts. provide a ‘My Account’ function that offers integration with third party products featuring unique account holdings – OverDrive, 3M Cloud Library,Hoopla, Zinio, etc. allow STPL to optimize relevancy results via control indexes, relevancy algorithms, and/or weighing of MARC fields. integrate searching, checkout, download and account management of OverDrive, 3M Cloud and Hoopla eBooks service. 4 • • • • • • • • • • • • • • • provide fine payment module utilizing Comprise infrastructure or be capable of integrating existing STPL Comprise-powered service. provide receipt printout and emailing via fine payment module. offer robust booklist function. (Volume-level holds the first copy of a particular magazine/serial volume that comes available will fill the hold). be coded to allow for effective indexing by major search engines. display title, call number and associated links (those stored in 856 MARC field) in search result listings. allow for search limit and/or result sort options based on STPL library locations, formats, and combinations of the two (i.e., all items in a library + ebooks). offer robust statistic utility including, but not limited to, # of searches, most frequent searches, # of hits on title records. offer options for patron screens, with the ability to post STPL-authored content. offer ability to suppress or turn off features. offer option to use custom STPL item-type/format icons. provide integrated searching, checkout, download and account management of OverDrive, 3M Cloud Library and Hoopla eBook and audiobooks service. provide integrated searching, checkout, download and account management of Zinio online magazine service. integrate database content (i.e., journal articles) into search results and/or offer integration with third party solution. facilitate hosted products that load pages under 10 seconds, on average. offer access to patron check-out and holds histories via opt-in processes. Patrons will be able to edit the list and print out past receipts. Desirable Solution will: • • • offer auto-suggest when search terms are entered. provide embedded ‘purchase request’ tool that is integrated with Polaris selection and order tools. The tool will facilitate efficient response to patron purchase requests. allow opt-in check-out and holds history to be incorporated into automated recommendations. 6 2. Project Management a. Provide a projected project plan and timeline with milestones and roles. Note: STPL understands the start date may be adjusted to align with completion of RFP process. b. List expected contact(s) for the project. c. Describe principal roles and responsibilities for the vendor and STPL team. d. Define the testing/acceptance processes and criteria, correlated to project milestones. e. Describe the firm’s methodology for communicating progress and status of project deliverables. 3. Documentation a. Describe documentation STPL can expect to receive on completion of project. b. Define the format of the configuration documentation (MS Word, PDF, HTML, etc.). c. Define the handoff review process of the documentation and how to handle discrepancies. 4. Implementation a. Provide a complete description of the system implementation process. b. Specify training provided for STPL staff responsible for maintaining the Discovery Tool following launch. c. Specify implementation timetables and deliverables in the project plan. d. Specify implementation acceptance processes and criteria and correlate these to project milestones. e. Differentiate STPL and vendor roles and responsibilities. f. If the Integrated Discovery Layer will be hosted at your site, please provide: i. The quantity and location of your datacenters ii. Backup and recovery services you provide, including how much backup is available and time to restore from a backup iii. STPL network infrastructure requirements iv. STPL-hosted hardware/software requirements, including any middleware that must be run by STPL in order to establish a connection between our data/services and your application 7 g. If the Integrated Discovery Layer will be hosted by STPL, please include required and recommended hardware/software requirements we must provide. Pricing for hardware and software must be included in a separate pricing response. h. If both remote- and local-hosting options are possible, please outline the requirements for each i. What system monitoring and troubleshooting tools are available to the customer? j. Content storage i. How much is provided? ii. What type of storage is it? iii. What is the process and turnaround time for upgrading storage capacity? 5. Post-Launch Support a. Provide terms and costs associated with 3 years (from start of contract) maintenance support. b. Provide support documentation in a knowledgebase, in addition to an online ticketing system for reporting issues. c. Describe the Service Level Agreements (SLA) you will be able to provide. d. What uptime will you guarantee? e. Describe your strategy for displaying redirects, splash pages, or other informational messages during system outages. f. Describe your security and intrusion prevention methods. g. What is your strategy for combatting comment/UGC spam? h. Detail any license agreements in your terms of service that define the licensing and use of staff and user generated content: i. By the customer ii. By your company iii. By end users i. What kinds of notification are provided to customers in the event of problems/outages? SECTION THREE – PROPOSAL REQUIREMENTS Firms interested in providing the services described above are requested to submit the following information. Responses to each item should appear in the same order as in this RFP and should designate by heading and paragraph the item to which the response applies. Please limit the length of your proposal, including appendices, to 30 pages. Please limit your proposal to one bound volume. Do not include any material outside of this volume. 8 Part One – Executive Summary Each proposal should be accompanied by an executive summary not exceeding two pages which summarizes key points of the proposal and which is signed by an officer of the firm who is responsible for committing the firm’s resources. Please provide contact information for the person to whom STPL should direct proposal correspondence including full name, phone number, email address and physical mailing address. Part Two – Proposal Details- Responses to requirements as defined in the Scope of Services Proposals should address the following areas: 1) Collaborative detailed system planning and design Describe how you will: a) Communicate and collaborate with the Project Manager and with STPL SMEs. b) Communicate recommendations that you have for STPL staffing, roles, and responsibilities. 2) Development, Coding, and Performance Testing Describe how you will: Establish effective testing and development environments. Establish and test backup and recovery of these environments. Work with establish system performance goals and perform system capacity testing. Manage system support and maintenance during the development phase. Communicate recommendations that you have for STPL staffing, roles, and responsibilities. 4) Training Describe how you will: a) Guide and support the timely and effective training of specific STPL staff. b) Prepare STPL staff to be ready to support the Discovery Tool ILS. c) Communicate recommendations that you have for STPL staffing, roles, and responsibilities. d) Produce Administrator and User Guides. 5) Deployment into Production Describe how you will: a) Work with STPL to test the proposed implementation plan before launch. b) Manage emergencies and off-hours coverage during the deployment process. c) Communicate recommendations that you have for STPL staffing, roles, and responsibilities. 6) Ongoing Maintenance and Support Describe how you will: a) Define and provide emergency and after-hours system support. b) Provide an effective program of preventative regular maintenance for STPL to keep the discovery tool well-tuned and in peak performance on an ongoing basis. c) Keep the discovery tool flexible and dynamically able to accommodate growth, change, and the evolution of new services in the software and library industries. d) Define the process of trouble reporting and change requests, functional requests, enhancement requests, and coding suggestions from STPL and other interested parties on an ongoing basis. e) Manage the release process and source code control in coordination with the assigned STPL coordinators. 10 Produce and maintain system and application documentation on an ongoing basis, including Administrator and User Guides. g) Communicate recommendations that you have for STPL staffing, roles, and responsibilities. f) 7) Timeframe Provide an estimated timeframe for all services and deliverables. The timeframe for launch must be initially agreed upon with STPL. 8) Customer Expectations Provide a clear definition of services to be performed by the contractor vs. services, personnel, time, and any other commitment of resources required of STPL. Many of the key staff from STPL who will be involved with reviewing and approving development are engaged in multiple projects, have time committed at library branches or will otherwise have limited availability. Describe your anticipated turnaround time for review and approval of work by STPL staff. Describe how you will work flexibility into your plan to address the varied availability of STPL staff needed for review and approval of project deliverables. Part Three – Cost of Services Proposals should specify total costs for all known services, and deliverables, as well as estimated travel and expenses. STPL expects the successful bidder to provide firm costs for all requirements of this RFP with the exception of application software with undefined functional specifications. Please use the attached software specifications 11 along with the general scope of work to provide this non-binding estimate. This development cost estimate should include costs for: 1) Web Design and Usability 2) System Utilities 3) Interfaces to Ancillary Products Costs should be provided in an easy-to-read format. Part Four – Company Qualifications Provide a brief company background as it pertains to this project. Is this a core service of the organization? What differentiates you from other vendors? What is the project methodology? What is the level of experience in the specifics listed in this RFP? How will the project be staffed? Reference former projects (including URLs), client base, and areas of specialization or differentiation. Include any other information to make your case. (Not to exceed 1 page.) References: List at least three entities (public sector preferred) for which similar work has been conducted. Provide the name, title, email, and telephone number of persons who may be contacted for reference concerning the services you provided. Give dates and types of services performed. Part Five – Staff Qualifications Proposed Key Personnel: List consulting personnel proposed for this project. Indicate availability of the proposed team. Individual resumes should not exceed 2 pages. Provide the primary management contact for your firm for this project and the day to day contact. SECTION FOUR – SUBMISSION REQUIREMENTS One executed original proposal, two (2) paper copies and one digital copy in PDF format shall be submitted. Proposals must be signed by a corporate official, owner or a person who has been authorized to make such a commitment. Notification of award will be sent to all respondents. Proposals must clearly state the total length of time during which the services and any related prices presented in the proposal are valid and reliable. It is required that this time period be no less than one hundred twenty (120) days from the date the proposals are due. Organizations shall respond to each and every requirement contained in the “Proposal Requirements” section of this RFP. Responses must be in the same order in which the points appear in the RFP. The proposal must be clear, unambiguous and capable of being understood without reference to other documentation. Failure to address a particular requirement shall be presumed to mean that the function or requirement is unavailable. Vendors are advised that the submission of multiple proposals, or alternative approaches to specific sections of the requirements will be considered non-compliant and those proposals will be disqualified. We are relying on the vendor as the expert to identify in its proposal the approach which is believed to be the most effective to produce the required systems and services. No substitutions will be accepted on any of the components unless the vendor can provide proof that the substitution meets or exceeds the specifications, reliability and warranty of the component specified by the St. Tammany Parish Library. Failure to comply with the requirements of this RFP may result in disqualification. The organization must clearly state that the proposal submitted presents a true offer of services and/or materials. It must be clearly stated that the proposal is not a result of any direct or indirect coordination or collusion with other firms submitting a proposal in response to this RFP. Faxed requests for clarification will not be accepted. Confirming receipt of questions is the responsibility of the submitting organization. The organization shall be responsible for requesting clarification concerning the RFP to allow the organization to respond specifically, thoroughly, and clearly to every specification, requirement or question presented in the RFP. STPL shall in no way be responsible for any errors or ambiguities in the RFP. A failure of STPL to respond to any request for clarification shall not be considered by any organization that STPL agrees or disagrees with any statement, which may be contained in the request for clarification. The source of an inquiry occasioning a clarification shall not be given. Any information provided after distribution of the RFP is for clarification only and not binding on STPL. SECTION SIX – EVALUATION STPL intends to select the proposal that is most advantageous to itself. The responses to this RFP will be evaluated by a Selection Committee to be established for such purpose. The evaluation will include a review of all proposals based on the following criteria: 1. STPL reserves the right to reject any and all proposals for any reason. STPL reserves the right to accept other than the lowest priced proposal and to negotiate with any organization when the best interests of the Library are served by so doing. 14 STPL may invite one or more representatives from any organization to meet or talk with STPL representatives for the purpose of clarification of the vendor’s proposal. STPL may at its sole discretion waive any irregularity or informality in a proposal submitted by any organization. STPL reserves the right to award only a portion of the listed services. Any organization submitting a response agrees to all the rules and conditions required in this RFP. All materials submitted in response to the RFP shall become the property of STPL. The organization’s proposal and the RFP shall become part of any contract that is negotiated with the successful organization unless modified in writing by the contract. 2. The successful organization shall be required to assume responsibility for delivery of goods and/or services as defined in the contract. 3. The organization shall demonstrate that it has in effect all licenses, permits and authorizations to provide all products and services it proposes. 4. It is the organization’s responsibility to ensure that the RFP is not defective and does not inadvertently restrict competition. Protests to the RFP must be in writing and be made prior to the due date to permit time for revisions to be issued. 5. The cost for developing proposals in response to this RFP is entirely the obligation of the organization and shall not be charged to STPL in any manner. 15 Alternate Organization Selection If STPL fails to negotiate a contract with the organization of first choice, STPL reserves the right to enter into new contract negotiations with an alternate organization(s). Payment Schedule STPL payments, subject to negotiations, shall be made to the organization not more than fortyfive (45) days after STPL receives the organization’s invoice for goods/services received as specified in the contract between STPL and the organization selected. Wages The organization shall be required to pay any wages or salary required by the laws or regulations of any government entity having jurisdiction. News Release Mention of STPL, staff, or programs in advertising, customer lists, photographs, or articles in the professional literature pertaining to an award resulting from proposals made in response to this RFP shall not be made by any organization without prior written approval from the STPL administration. Written Contract STPL and the selected organization shall negotiate a contract and nothing shall be binding on either party until the contract is in writing and signed by both parties, except the organization is obligated to keep its proposal in effect for the period specified in this RFP. Acknowledgment and Waiver of Protest Rights Proposer shall execute an Acknowledgment and Waiver (the “Waiver”) (Attachment “A”) and shall produce same to the Library along with its proposal. Such Waiver shall state that Proposer has read this RFP and the Waiver, and understands that the Library’s obligations under this RFP are not dictated by Louisiana Public Bid Law or the Louisiana Procurement Code.
