Four Hills Administrative Change Process
•
Develop preliminary proposal with key representatives of Four Hills
– Initial meeting with APS leadership/staff (April)

Boundary Change Process*
•
APS Board of Education J.01 Policy
The administration is to regularly evaluate the viability of schools and school
clusters in light of population dynamics, facility adequacy, and site capacity.
•
Current demographic information will be maintained for the District and for each school.
Information about the adequacy of school sites, location, access, surrounding development,
and transportation requirements will be updated annually. Proposed changes in attendance
areas are submitted to the Board by the Superintendent.
•
It is the policy of the Board to minimize the movement of students between schools when a
boundary change occurs. The Board will weigh movement of students when boundary
changes must be made in order to balance school enrollments. After a boundary change has
been implemented, additional changes in the affected attendance area will not
be made for at least three years unless there is a substantial increase or decrease in
the student population or unless other circumstances arise which adversely affect the
attendance area or nearby attendance areas.

recommendation that will have to be supported by
educational and fiscal rationale.

As much as possible, eliminate attendance pockets and gerrymandering
As much as possible, balance enrollment numbers between schools, keeping them
viable
As much as possible, decrease proportions of students transported thus
encouraging walking and neighborhood schools. Minimize transportation costs
As much as possible, use natural boundaries such as arroyos, major
thoroughfares, and natural demarcations
Maintain a multi school approach vs. single school focus when trying to solve
problems
Recommendations should be to the closest contiguous school attendance areas
with capacity to absorb students from the Four Hills community.
To arrive at a consensus that all committee members can stand behind and
advocate for in the greater community

Fact & Figures
•
Historical reasons for the current school assignment areas for Four Hills no longer
apply
– Highland HS and Van Buren MS were the nearest schools with capacity at that time
•
Four Hills Area is currently assigned to Apache ES, Van Buren MS, and Highland
HS
– 223 students live in Four Hills (40th day of 2005/06)
– 57 (or 26%) attend their assigned schools

Four Hills has a double busing option to Kennedy MS
Due to projected residential growth in the following areas, the whole
south/southeast area of APS will eventually have to be redistricted:

Mesa del Sol
The possibility of a new high school in Mesa del Sol may result in a cluster being carved
out of the Rio Grande, Albuquerque, and Highland clusters.
In the future, a full comprehensive boundary process involving multiple
neighborhoods will have to be carried out.
