THIS REPRESENTED A 74% RECYCLING RATE, AND EXCEEDS THE 65% NATIONAL RECYCLING TARGET AS SET BY THE DEPARTMENT OF ENVIRONMENT, COMMUNITY AND LOCAL GOVERNMENT. EXCELLENT GROWTH CONDITIONS RESULTED IN A 6% INCREASE IN THE QUANTITY OF FARM PLASTIC PRODUCTS PLACED ON THE MARKET IN 2014. THROUGHOUT 2014 IFFPG CONTINUED TO ASSIST LOCAL AUTHORITIES WITH ENFORCEMENT THROUGH THE WORK OF THE COMPANY’S COMPLIANCE OFFICER. ILLEGAL ACTIVITY CONTINUES TO REDUCE, WHICH IS A WELCOME DEVELOPMENT. Over 90% of the material recycled was collected at over 200 bring-centres across the country. There was an 11% reduction in material collected in 2014 compared to 2013. However, this can be attributed solely to weather factors. The summer of 2013 was very warm and therefore resulted in more hay been made, while a very short winter feeding season gave rise to less fodder been used and consequently less plastics available for collection. IFFPG continued to supply to a range of recycling facilities, with increasing demand from indigenous recyclers being well supported by the company. IFFPG members placed a total of 17,860 tonnes of product on the market in 2014. This represented a 6% increase on the previous year. It would appear that farmers took advantage of the excellent growth conditions to rebuild fodder reserves. In particular very large second cuts of silage were made during the months of August and September. Wrap continues to dominate the farm plastics market, accounting for 85% of the total in 2014. Illegal supply of farm plastics products continues to reduce, with no large scale cases reported during the year. IFFPG continued throughout 2014 to assist enforcement through its Compliance Officer. The Compliance Officer assisted local authorities in enforcement activities. The plastics traceability system operated by the scheme continues to incentivise farmers to purchase levied product. There were a number of changes to the Board of IFFPG during the year. Sean O’Connor, Irish Polythene Agri Ltd. and Dave Barry, Goldcrop Ltd. left the board after many years representing their respective sectors. The scheme very much appreciates the outstanding contributions made by both Sean and Dave during their time on the board. We welcome John Hayes, Goldcrop and Donal Corrigan, Coveris, who were elected to fill board vacancies and we very much look forward to working with them in the future. AIMS & OBJECTIVES THIS REPORT PROVIDES AN OVERVIEW OF THE IRISH FARM FILM PRODUCERS GROUP’S (IFFPG) ACTIVITIES FOR THE YEAR 2014. DETAIL IS PROVIDED REGARDING FARM PLASTICS PLACED ON THE MARKET BY MEMBERS, FARM PLASTICS WASTE COLLECTED AND RECYCLED, ENFORCEMENT SUPPORT ACTIVITIES, AS WELL AS HIGHLIGHTING OTHER KEY DEVELOPMENTS RELATING TO THE YEAR. The report also sets out proposed activities for 2015 under similar headings. 2. LEGISLATIVE FRAMEWORK THE WASTE MANAGEMENT (FARM PLASTICS) REGULATIONS, 2001 ARE DESIGNED TO PROMOTE THE COLLECTION AND RECOVERY OF FARM PLASTICS WASTE (SILAGE WRAP, BAGS & SHEETING). THE REGULATIONS REQUIRE A PRODUCER OF FARM PLASTICS (MANUFACTURER AND / OR IMPORTER) TO EITHER: • become directly involved in the recovery of farm plastics waste from customers through offering a deposit and refund scheme Or • participate in a government approved recycling scheme A supplier of farm plastics (wholesaler, retailer, trader or contractor) who is not participating in an approved scheme, must either purchase farm plastics from a producer participating in an approved recycling scheme, or if purchasing from a producer who is offering a deposit and refund scheme, apply charges in accordance with the deposit and refund scheme. Local authorities are responsible for the enforcement of the regulations. 3. THE IFFPG ORGANISATION IFFPG IS THE SOLE APPROVED BODY TO OPERATE A RECYCLING SCHEME UNDER THE REGULATIONS. IFFPG IS A NOT FOR PROFIT COMPANY, LIMITED BY GUARANTEE AND INCORPORATED IN IRELAND UNDER THE IRISH COMPANIES ACTS. REGISTERED HEADQUARTERS ARE AT WAVERLY OFFICE PARK, OLD NAAS ROAD, DUBLIN 12. All persons / companies involved in the supply of farm plastics are eligible for IFFPG membership, subject to the prior approval of the Board. The Board is comprised of representatives from the farm plastics industry, farming, as well as independent representatives from environmental and legal backgrounds. During 2014 two board members, Dave Barry, Goldcrop Ltd. (wholesale sector) and Sean O’Connor, Irish Polythene Agri Ltd (manufacturing sector) stepped down after many years of service to the scheme. Since then, John Hayes, Goldcrop Ltd. was selected by the wholesale sector to be co-opted on to the board. Donal Corrigan, Coveris was selected by the manufacturing sector to be coopted onto the board. Members of IFFPG pay an Environmental Protection Contribution, more commonly referred to as the levy, of €90 for every tonne of plastic placed on the market in 2014. The levy, in addition to a weight based collection charge paid by farmers, funds the scheme. P9 E N V I RO N M E N TA L R E P O R T 2 0 14 4. MEMBERS & PRODUCT PLACED ON THE MARKET 4.1 NUMBER OF MEMBERS On the 31st December 2014, IFFPG had a total of 36 members. A full list of members is provided in Appendix 1. 4.2 PRODUCT PLACED ON THE MARKET IFFPG members placed a total of 17,792 tonnes of farm plastics on the market in 2014 (See Graph 1). This represented a 6% increase on what was placed on the market in the previous year. The increase can be attributed to excellent growth conditions in the summer of 2014, which resulted in farmers making more silage than otherwise would have been the case. In particular, large volumes of second cut silage were made as farmers took the opportunity to continue to rebuild fodder reserves after the fodder crisis of 2012. Wrap continues to dominate the market, accounting for 85% of all farm plastics sold during the year. Table 1: Farm Plastics Placed on the Market 2014 FARM PLASTICS TONNES % Bale Wrap 15,131 85 Sheeting 2,661 15 Total 17,792 100 4.4 SHEETING In the case of sheeting, 2,661 tonnes was placed on the market in 2014, which accounted for 15% of the overall market. There was a 5% decrease in sheeting placed on the market in 2014 compared to 2013. 4.5 THE LEVY The recycling levy, which primarily funds the scheme, remained at €90 per tonne (excl. VAT) in 2014. This equated to €2.35 (excl. VAT) per standard roll of wrap. E N V I RO N M E N TA L R E P O R T 2 0 14 5. COLLECTIONS 5.1 TOTAL COLLECTED IFFPG had another very good year for collections in 2014, with a total of 25,110 tonnes of material collected for recycling (See Graph 2). Almost 23,000 tonnes (92%) of this total was collected at bring-centres, with the remainder collected at farmyards. However, the 2014 figure represented a 9% decrease on 2013. This decrease can be attributed to weather factors, with a very short and mild winter feeding season resulting in farmers having less farm plastics than usual available for collection. 5.2 BRING-CENTRES In 2014 IFFPG held a total of 222 bring-centres nationwide, which were 12 more than carried out during the previous year. A total of 22,297 tonnes of material was collected, with the average bring-centre producing 103 tonnes of plastics. All bring-centres were registered with the relevant local authorities. 5.3 FARMYARD COLLECTIONS IFFPG collected 2,134 tonnes of material at farmyards in 2014. This figure was similar to the figure collected in 2013. It would appear that the convenience of a farmyard collection continues to suit the needs of a small segment of farmers. 5.4 COLLECTION CHARGES IFFPG maintained collection charges to farmers at 2013 levels (See Table 3). In the case of a farmer who brought 500 kg (approximately 200-250 wraps) into a bring-centre with a valid label code, this represented a charge of €12. P11 P12 E N V I RO N M E N TA L R E P O R T 2 0 14 Table 3: Collection Charges 2014 SERVICE WITH LABEL CODE (€) WITHOUT LABEL CODE (€) 500 kg Farm Plastics at Bring-centre 12 85 500 kg Farm Plastics at Farmyard 40 100 Farmers who present valid label codes at collections are able to prove that they purchased levied product and therefore can avail of significantly reduced collection charges. 5.5 RECYCLING RATE IFFPG achieved a recycling rate of 74% in 2014 (See Table 4), thereby exceeding the 65% recycling target as set by the Department of Environment, Community and Local Government (DECLG). The recycling target for 2014 was 65% of what IFFPG members placed on the market in 2013, having taken a 50% contamination rate (largely moisture) into account. IFFPG continued its policy in 2014 of guaranteeing collections to farmers after targets have been exceeded in a given year. 5.6 JOINT PILOT BRING-CENTRES Once again IFFPG ran joint pilot bring-centres with the waste electrical and electronic equipment schemes in 4 counties in 2014, with the results encouraging. Joint pilots were operated with ERP in counties Limerick and Clare, while they were operated with WEEE Ireland in counties Laois and Offaly. 5.7 CONTAMINATION REDUCTION CAMPAIGN During 2014, IFFPG in partnership with JFC manufacturing Ltd. ran a contamination reduction campaign aimed at farmers attending bring-centres. The campaign involved providing farmers with information regarding the cost and environmental benefits of keeping their farm plastics dry and clean. Farmers were encouraged to enter a draw at bring-centres, with the prize of a free JFC Recycling Tidywrap Bin (RRP €279) on offer to the winner in each county. The outcomes of the campaign were very encouraging, with over 5,000 farmers participating in the draw. In addition, the campaign received widespread media coverage, with photographs of winners and press releases appearing in local newspapers nationwide (See Appendix 2). RECYCLING IN 2014, IFFPG CONTINUED WITH ITS POLICY OF ENSURING THAT ALL MATERIAL COLLECTED IN A PARTICULAR YEAR IS RECYCLED IN ADVANCE OF THE FOLLOWING COLLECTION SEASON. IFFPG ALSO CONTINUED WITH ITS POLICY OF SUPPLYING TO A RANGE OF RECYCLING FACILITIES TO ENSURE BEST VALUE FOR THE SCHEME. An increase in demand for material from Irish recyclers at the end of 2014 was a welcome development. IFFPG has a policy of supplying to Irish recyclers where feasible and looks forward to this sector developing in the coming years. 7. MARKETING & PROMOTION ONCE AGAIN THE MAIN MARKETING FOCUS IN 2014 WAS THE PROMOTION OF THE SCHEME’S BRING-CENTRE SERVICE. THE MAIN MESSAGES PROMOTED REGARDING BRING-CENTRES (APART FROM WHEN, WHERE AND PRICE) INCLUDED: • Importance of farmers presenting valid label codes on proof of purchaseCurrent collection charges • Contamination reduction campaign • Triple rinsing of drums • Joint pilot bring-centres with ERP and WEEE Ireland MEDIA EMPLOYED BY THE SCHEME TO PROMOTE ITS SERVICES IN 2013 INCLUDED: • Irish farmers Journal (18 advertisements) • Regional newspapers (80 advertisements) • SMS (70,000 messages) • www.farmplastics.ie • Agricultural shows (e.g. National Ploughing Championship & Tullamore Show) • Local promotion – signs, flyers, newsletters etc. Examples of advertisements used in 2014 can be seen in Appendix 3. P13 P14 E N V I RO N M E N TA L R E P O R T 2 0 14 8. ENFORCEMENT IT WOULD APPEAR THAT THE LEVEL OF ILLEGAL SUPPLY WAS REDUCED IN 2014. THIS ASSERTION IS BASED ON REDUCED LEVELS OF COMPLAINTS REGARDING ILLEGAL SUPPLY TO BOTH LOCAL AUTHORITIES AND IFFPG. WHILE UNDOUBTEDLY THE PROBLEM CONTINUES TO PERSIST IN SOME PARTS OF THE COUNTRY, NO LARGE SCALE INCIDENCES OF ILLEGAL SUPPLY WERE REPORTED LAST YEAR. For its part, IFFPG continued supporting enforcement in 2014 through the activities of its Compliance Officer, Stephen Crampton. Stephen had a twin focus which involved supporting local authorities in enforcing the Farm Plastics Regulations and implementing the scheme’s label code traceability system. As can be seen in Table 1, 8 cases were reported to IFFPG, which were considered to warrant investigation. Of the cases reported, 2 were found to be compliant, 4 were non-compliant (minor), with no outcome in 1 case. Table 5: Enforcement Cases 2014 NUMBER OF CASES REPORTED COMPLIANT NON-COMPLIANT NO OUTCOME 8 3 4 1 On the label code traceability front, IFFPG continued to implement its system which incentivises farmers who present a valid code at collections through reduced collection charges. This largely involved working with retailers to ensure that label codes are properly issued, as well as highlighting to farmers the requirement to present a valid label code on proof of purchase at bring-centres to avail of lower collection charges. 9. FARM PLASTICS RECYCLING LTD. FARM PLASTICS RECYCLING LTD. (FPR), WORKING JOINTLY WITH IFFPG, PROVIDES A RECYCLING SERVICE TO FARMERS FOR OTHER FARM PLASTICS WASTE, SUCH AS FERTILISER / MEAL BAGS, DRUMS AND NETTING. THE COMPANY IS SELF-FUNDING AND IS LARGELY FINANCED THROUGH COLLECTION CHARGES CHARGED TO FARMERS AT BRING-CENTRES. THE SERVICE IS JOINTLY PROMOTED WITH THE IFFPG SERVICE. In 2014 FPR collected a total of 650 tonnes of material for recycling. This represented an 18% increase on the previous year. Small fertiliser and meal bags represented the single largest waste stream collected, accounting for 40% of the total figure. In the case of FPR material, farmers are requested to present wastes segregated in bags at bring-centres and are charged by the bag. The vast majority of FPR material collected is sent to Irish recycling facilities for recovery. During 2014, IFFPG continued to work closely with the Environmental Protection Agency (EPA) to highlight to farmers the importance of ensuring that containers are triple rinsed before delivery to bring-centres. This not only safeguards the environment and public health, but also means that drums can be treated as non-hazardous wastes. This categorisation dramatically reduces costs to farmers. In 2014, FPR continued to press for its establishment as a recycling compliance scheme in its own right. The establishment of a new recycling scheme in this area would see producers become responsible for funding recycling, which would result in a fairer implementation of the producer pays principle and significantly increased recycling rates. E N V I RO N M E N TA L R E P O R T 2 0 14 10. OTHER KEY DEVELOPMENTS 10.1 CONTRACTOR TENDERING PROCESS At the end of 2014 IFFPG carried out an open and transparent contractor tendering process. The process, which was advertised in the national farming media, was administered and supervised by independent auditors, KPMG, with five year contracts on offer. Open competition in the farm plastics sector is desirable as it allows new players the possibility of becoming involved in the sector. This results in IFFPG being able to contract the best possible collectors available at any given time. This in turn ensures that the scheme is able to continue providing a high quality and cost effective service to farmers. The outcome of the contractor tendering process can be seen in Appendix 4. 10.2 RETAILER SURVEY REPORT In 2014 IFFPG commissioned research consultants, Broadmore Research, to carry out a farm plastics retailer survey. The Retailer Survey Report, which was the result of this work, was published in late 2014. In general the report findings were found to be very positive, in particular in relation to the awareness of IFFPG and the label code among retailers. The report also provided interesting information regarding farmer purchasing patterns, as well as attitudes to the scheme in general. A total of 125 retailers were interviewed (co-ops, merchants and contractors) during the silage making season. Findings regarding awareness of IFFPG and the label code were very encouraging. For example, it was found that 90% of retailers were either fully aware or had some awareness of IFFPG, while 100% of retailers said that they had awareness of the label code. In terms of farmer purchasing patterns, the report found that the average farmer purchases 8 rolls of wrap, with the vast majority of farmers purchasing farm plastics either on the day of making silage or in the days immediately beforehand. June was found to be the busiest month for sales. However, the report also identified some areas that require further development. For example, the report found that label code issuing levels were lower among contractors than among other retailers, while there was a lack of awareness among retailers in relation to the enforcement role of local authorities. IFFPG intends to develop an action plan in 2015 to address these areas of concern. 11. PROPOSED ACTIVITIES 2015 11.1 THE LEVY The levy will remain at €90 per tonne (excl. VAT) in 2014. This equates to a guide price of €2.35 per standard roll (excl. VAT). 11.2 COLLECTIONS AND RECYCLING 11.2.1 National Recycling Target The DECLG has again set the scheme a 65% national recycling target for 2015. This means that IFFPG must as a minimum recycle 65% of what its members place on the market in 2014 after taking contamination into account. In terms of quantity this equates to a recycling target of 23,218 tonnes for the year. The target for 2015 is considered challenging. The excellent growth conditions in 2014 saw a 6% increase in the farm plastics market, thereby increasing the target for 2015 compared to the previous year. In addition, a very mild and short winter has resulted in less fodder usage and therefore less farm plastics waste being available for recycling. None the less IFFPG remains fully committed to meeting the 2015 target and will implement a number of measures to ensure that it is met. They include running a number of additional bring-centres, as well as intensifying its marketing and promotion campaign. 11.2.2 Bring-centres IFFPG will hold 227 bring-centres nationwide during the period April to August in 2015. This will represent an increase of 5 bringcentres on the previous year. Collection charges at bring-centres will remain at €12 per half tonne with the label code (See Table 6). Joint pilot bring-centres will again be held with ERP in counties Limerick and Clare, while they will be operated once more with WEEE Ireland in counties Laois and Offaly. 11.2.3 Farmyard Collections IFFPG will continue to provide a farmyard collections service in 2015. The collection charge for this service remains at €40 per half tonne with the label code (See Table 6). 11.2.4 Contamination Reduction Campaign IFFPG will continue to promote a contamination reduction message to farmers in 2015. Farmers will be reminded that they can significantly reduce their collection charges by storing their farm plastics in a clean a dry manner. This message will be highlighted in all IFFPG advertisements. 11.2.5 Recycling IFFPG will continue its policy of using a range of recycling facilities in 2015 to ensure best value to the scheme. IFFPG is also confident that there will be an increased demand for supply from Irish recyclers in 2015 and remains committed to supplying to Irish recyclers where feasible. IFFPG will also continue with its policy of ensuring that all material collected in a particular season is recycled in advance of the next collection season. 11.3 MARKETING AND PROMOTION The scheme will intensify promotional activities in 2015 to ensure that the challenging national recycling target is met (See Section 11.2.1). Media which will be employed again in 2015 will include national and local newspapers, SMS, IFA newsletter and the scheme’s website. In addition, IFFPG intends to make greater use of local radio during the bring-centre season. The key messages to be promoted in 2015 will be the bring-centre network, the label code and contamination reduction. 11.4 ENFORCEMENT IFFPG, through its Compliance Officer, will continue to target enforcement in 2015. The primary objective of the scheme’s involvement in this area is to assist in combatting the illegal farm film trade. This work involves assisting local authorities in their enforcement of the regulations and also by effectively implementing the scheme’s own traceability system. 11.4.1 Assisting Local Authorities IFFPG will assist local authority enforcement activities in 2015 by continuing to: • Collect and present information to LAs for investigation • Use market intelligence to support LA investigations • Operate an enforcement website for LA staff which allows them to identify invalid label codes • Push for greater cross border co-operation between relevant authorities on this issue 11.4.2 Label Code Traceability System The scheme will again strictly implement its traceability system in 2015. All IFFPG advertisements in 2015 will again emphasis the need for farmers to present valid label codes on proof of purchase in order to avail of reduced collection charges. IFFPG through inspections and remote monitoring of bring-centres will ensure that contractors are correctly validating codes.
