Supervisor of Public Works Job Description Purpose of the Position The position of the Supervisor of Public Works (Supervisor) for the Town of Regina Beach, working closely with the Supervisor of Utilities and reporting directly to the Chief Administrative Officer for the Town of Regina Beach. The Supervisor is responsible for the management and supervision of a variety of labouring activities to maintain waste management & site, recycling, roads, drainage systems, sidewalks, fleet management, local green space, cemetery, town owned facilities, and other related areas and services. This employee must have the ability and initiative to manage and motivate others in order to successfully operate the department in an effective and efficient manner. The Supervisor must maintain regular contact and attend scheduled meetings with the CAO and with the Council as necessary. This position is responsible for prioritizing, recommending and implementing matters affecting the safe and efficient management of the public works department that contribute to the growth and development of the Town of Regina Beach. This employee must work as part of a team to contribute to council’s strategic planning, to achieve the vision to become “Saskatchewan’s Premier Resort Community.” Responsibilities 1. Manage in the areas of transportation and building maintenance Perform inspections of roads, bridges and drainage systems Prepare and manage a road maintenance and repair program including appropriate and timely winter road maintenance requirements such as snow removal, sanding, etc. Supervise and monitor weed suppression programs Conduct inspections of public buildings Make emergency repairs and coordinate repairs to buildings Ensure vehicles and equipment are maintained Supervise and monitor dust suppression program Monitor maintenance of road signs Manage work orders regarding the public works department 2. Maintenance & Labour • Be familiar with all town equipment and when necessary perform the duties required on the work assignments scheduled for that particular day or when an extra staff member is required • Oversee the maintenance of equipment as required • Maintain the fire equipment and fire hall as required with communication with the Fire Chief • Inspect and repair public buildings 3. Working Collaboratively with other Supervisors and CAO The Supervisor must works closely together with the Supervisor of Utilities and inform the CAO of any concerns. Both supervisors are responsible to work together to ensure a positive and healthy work environment. a. Hire, Train, Evaluate and Develop Staff • Provide leadership, guidance and counselling to staff • Promote staff morale • Promote a qualified and competent workforce, providing staff with the necessary skills and competencies to perform his/her duties. This will be done by providing access to relevant learning opportunities for operations and maintenance department staff that will benefit the community and the employee • Provide opportunities for training • Perform job performance evaluations b. Supervising Staff & Contractors • Assign tasks to staff and ensure schedules are maintained • Adjust tasks to meet staff capabilities • Give direction to the public works department staff on all assignments • Ensure work place safety is practiced • Take corrective action when required • Verify and sign off on time sheets, keeping staffing budget within resource allocations • Utilize outside resources if applicable, with the guidance and approval of the CAO that will provide cost effective results for the community • Maintain contact with contractors supervise if outside resources are utilized for projects and services c. Determining Priority • It is understood that a water emergency takes priority over all work scheduled and the Supervisor of Utilities is in charge unless in his/her absence the Supervisor of Public Works will take charge. • The Supervisor will be required to assist with the water emergencies if required • Snow removal is the second priority managed by the Supervisor, if need he/she may call on the Supervisor of Utilities as required. 5. Maintain the general administration of the Public Works Department • Prepare and maintain within budget for all public works department and present to council • Provide a yearly plan/calendar • Prepare plans for short term projects • Prepare plans for long term projects • Manage applicable projects and budgets • Recommend the purchase of goods and equipment • Provide reports as required for government agencies, departments and other organizations M:\Twn Documents\WORKDATA Administration\JOB AD'S & DESCRIPTIONS\Supervisor of Public Works\Job Desc Supervisor of Public Works Sept, 2014 FINAL.docx 2 • • • • Ensure accurate records are maintained on equipment maintenance log, yearly calendar and other areas where required. Abide by the Town’s Tendering Policy Provide written reports for each council meeting on the Thursday prior to the meeting, the report should include the departments update and ongoing events Manage contracts 6. Strategic Planning and Council’s Vision The Supervisor must ensure the Public Works Department plays an active role in carrying out activities as part of the strategic plan and contribute to the Town’s vision of Regina Beach becoming “Saskatchewan’s Premier Resort Community”. This will be done by ensuring: Town facilities are well maintained Town green spaces are kept clean and well groomed Roads and sidewalks are maintained Coordinating Staff and assigning duties necessary to ensure the town is able to host annual events in an efficient and safe manner 7. Maintain good Public Relations throughout the Community • Handle complaints in a positive, courteous manner by being professional and rational • Instil a positive respectful environment for all utilities and public works department employees 8. Occupational Health and Safety • Responsible for the implementation and enforcement of the Town safety policy and ensuring compliance with all Occupational Health and Safety requirements. • Record all training is documented in compliance with OHS standards. 9. On Call Requirements • Schedule and take part in the rotation of the emergency phone • Schedule and take part in the rotation of the weekend water testing • Support the fire Department during a fire 10. Overtime will be paid for the following • After hour water breaks or completion of a water break repair that runs past operating hours • Water emergencies that might cause harm to a resident or a town • Snow removal • Weekend water testing • Other situations upon approval 11.
