Introduction Important objectives regarding implementation of environmental protection in the facilities of the Vienna City Administration include reduction of resource consumption (e.g. energy), prevention of substances harmful to the environment, prevention and reduction of waste, the ecologically appropriate treatment of unavoidable waste, as well as reduction of noise and hazardous substances. Information for procurers These criteria apply to: Staplers, punchers and clips Adhesives and adhesive tapes Rulers and drawing boards Scissors and sharpeners Writing implements with ink, gel or paste Fibre tip pen, markers, overhead projector pens and white board markers Pens, drawing pencils and crayons with lead Correction products, fluids and tapes Paints and chalk crayon 2 2. Minimum requirements of the provisions in the specification The specification needs to contain at least the following minimum requirements: Wood Wood shall be given preference over plastic. Wooden surfaces shall be untreated or treated with substances which are eco-friendly and not harmful to human health (oiled, waxed, water-based coating). Metal Iron and steel may be used. The surfaces of the metals used may be polished, powder coated, brushed or sanded. Aluminium shall have at least 30 % by weight of secondary aluminium. Plastics The following substances shall not be used or added: Halogenated hydrocarbons (e.g. organic solvents, brominated flame retardant) Plasticisers such as phthalates Heavy metals antimony, arsenic, barium, selenium, lead, mercury, cadmium and chromium and compounds thereof Labelling of plastics with a mass fraction > 50 g shall be done according to Austrian Standard EN ISO 11469 in combination with Austrian Standard EN ISO 1043-1. Recyclates Recyclates are those metals which can be reused as raw material after use and proper treatment. Production waste produced by the production plant and can be reused in the production process shall not be classified as recyclate. Disassembly of products The products shall be made and constructed in such a way that they can be disassembled easily for recycling and repairing purposes and for reuse. Connections shall be easily detachable (screwed, plugged-in) and shall not be glued, welted or riveted. 3 Specific minimum requirements Products for children under 14 years old (toys) shall meet the requirements of Austrian Standard EN 71. The products shall be free from odorous substances not caused by production. Writing, drawing and painting implements with ballpoints shall be made of tungsten carbide, ball sockets shall be made of stainless steel. Minimum requirements not specified in the data sheets are to be produced in the appropriate form upon special request of the ordering party. 3. Packaging Halogenated polymers are in principle undesirable in packaging. Tenderers shall state, whether and in which collection and recycling system according to section 11 of the 1996 Regulation on Packaging, Federal Law Gazette (BGBl.) II No 648/1996 in the 13 applicable version they are participating in. If they are not participating in a collection and recycling system they shall state which measures they take to recollect the packaging put into circulation. 14 15
