' U.S. officials said Brown told Japanese Defense Minister Asao Mihara he "believed there would be sufficient support to carry out the program" after the Carter administration presents its case to Congress. Officials said the question was raised -by the Japanese, who are concerned that any weakening of military forces in South Korea might lead to North Korean aggression. While the investigation of charges that Congressmen took bribes from Korean lobbyists was not discussed, officials said the talks involved Japanese fears the U.S. pullout might not involve a program to provide South Korea with modern weapons to fill the gap. Officials said Brown also told the Japanese an American general will remain in charge of the joint command that will be set up with the South Koreans during the withdrawal.
