C O B B C O U N T Y P O L I C E D E PA R T M E N T SUNTRUST PARK TRAFFIC MANAGEMENT PLAN J A N U A R Y 18 , 2 0 17 The Cobb County Police Department, in collaboration with the Cobb County Department of Transportation and other partners, has developed this traffic management plan (TMP) for events at SunTrust Park, with the following guiding principles: • Provide for safe, efficient vehicular and pedestrian arrival and departure; • Minimize traffic impacts to nearby neighborhoods, businesses and daily commuters; • Leverage extensive thoroughfare network which provides 14 points of access, including two interstates; and • Leverage the County's Advanced Transportation Management System (ATMS). The County's ATMS includes a Regional Transportation Management Center (TMC) and an adaptive traffic control system. The TMC will be linked with control centers in SunTrust Park and will facilitate review of more than 200 traffic cameras to coordinate rapid response to traffic needs. The adaptive traffic control system utilizes a central computer in the TMC to monitor traffic on every approach of every lane at every signalized intersection in the greater Cumberland/ Galleria area to provide automatic traffic signal timing adjustments in real time based on changes in traffic patterns. This TMP will be reviewed and modified frequently over the course of the Braves' first season at SunTrust Park and periodically thereafter to incorporate changes in the area to include completion of roadway projects, new development and changes in parking availability and traffic patterns. 2 TRANSPORTATION MANAGEMENT CENTER OVERVIEW: SUNTRUST PARK • Situated in the Cumberland Community Improvement District of southeastern Cobb County • Located in the northwest quadrant of Interstate 75 and Interstate 285 • Bounded by SR 3/US 41 (Cobb Parkway) to the west, Circle 75 Parkway to the south and east, and Windy Ridge Parkway to the north • Furnished with 41,500 seats for guests • Connected to The Battery Atlanta—which will contain restaurants, retail stores and other attractions—via an entryway plaza ACCESS SunTrust Park’s location allows for 14 major points of access, offering entry from all directions. The majority of traffic will arrive and depart using Interstate 75 (north/south) and Interstate 285 (east/west) and disperse to parking locations in advance of the “front door” to the ballpark. For example, traffic from the north can exit the interstate early and navigate directly to parking on the north side of SunTrust Park. Traffic will flow through a broader thoroughfare network rather than accumulate on a few roadways, allowing for improved travel times and minimized congestion. The following regional roadways provide multiple paths for entering and exiting the ballpark: Parking at SunTrust Park is divided into geographical zones: North, South, East, West and Central. Motorists will be directed to the zone that corresponds to their direction of travel. See Parking on page 8. The following temporary lane modifications will be made to accommodate anticipated heavy traffic flow during events: PREGAME • Battery Avenue will be closed to vehicular traffic between Heritage Court and the East Deck. • Power Alley will be closed to vehicular traffic between Windy Ridge Parkway and Battery Avenue. • The east/west pedestrian crosswalks on Cobb Parkway at the Circle 75 Parkway/Spring Road and Windy Ridge Parkway/Cumberland Boulevard intersections will be closed. Pedestrians will be guided, with police officer assistance, to the new traffic signal and crosswalk at The Battery entrance between these two intersections. • The westernmost southbound lane on Cobb Parkway from Windy Ridge Parkway to Circle 75 Parkway will be closed and barricaded to vehicles. Pedestrians will utilize the sidewalk and closed southbound lane to walk to the new traffic signal at The Battery entrance crosswalk. • The easternmost northbound lane on Cobb Parkway at Circle 75 Parkway will be converted to a right-turn only lane, providing triple right-turn lanes onto Circle 75 Parkway. This will result in the Cobb Parkway northbound approach to Spring Road/Circle 75 Parkway intersection having three left, three through and three right-turn lanes. • The northernmost eastbound lane on Circle 75 Parkway east of Cobb Parkway will be converted into a contra-flow lane to accommodate the three northbound right-turn lanes from Cobb Parkway south of Circle 75 Parkway. The contra-flow lane will terminate at the parking deck. One westbound travel lane on Circle 75 Parkway will remain open for through traffic and emergency vehicle access. • The southernmost eastbound lane on Windy Ridge Parkway between Heritage Court and Circle 75 Parkway will be closed and utilized for bus parking, ridesharing and shuttle drop-offs. One eastbound lane will remain open for through traffic and emergency access. Static curbside signage will be in place for direction. • The westernmost northbound through lane on Circle 75 Parkway from Windy Ridge Parkway to approximately 200 feet north of Herodian Way will be converted to a southbound travel lane. Traffic will be allowed to turn left into Lot 17/18 or continue straight to access the left-turn lane onto Windy Ridge Parkway. • The westbound left-turn lane on Interstate North Parkway east of Powers Ferry Road will be converted into a left/through shared lane for additional westbound traffic. • The center lane on Interstate North Parkway from Powers Ferry Road to Cumberland Boulevard will be converted into a westbound travel lane. 10 POSTGAME • Battery Avenue will be closed to vehicular traffic between Heritage Court and the East Deck. • Power Alley will be closed to vehicular traffic between Windy Ridge Parkway and Battery Avenue. • The east/west pedestrian crosswalks on Cobb Parkway at the Circle 75 Parkway/ Spring Road and Windy Ridge Parkway/ Cumberland Boulevard intersections will be closed. Pedestrians will utilize the sidewalk and closed southbound lane to walk from the new traffic signal at The Battery entrance crosswalk. • The northernmost westbound lane on Windy Ridge Parkway between Circle 75 Parkway and Heritage Court will be closed and utilized for ridesharing pickup. One westbound lane will remain open for through traffic and emergency access. Static curbside signage will be in place for direction. • The southernmost eastbound lane on Windy Ridge Parkway between Heritage Court and Circle 75 Parkway will be closed and utilized for charter bus and shuttle pickup. One eastbound lane will remain open for through traffic and emergency access. Static curbside signage will be in place for direction. Contra-flow reverses a lane’s normal traffic flow, allowing more capacity for motorists moving in a particular direction. SIGNAGE To guide drivers to specific numbered parking decks and lots, the following signage will be in place: • Dynamic message signs with real-time information on I-75 and I-285; • Overhead lane control signs on the I-285 westbound off-ramp, Cobb Parkway and Circle 75 Parkway; and • Static signs in strategic locations. The Cobb County Police Department and Department of Transportation will work with the Georgia Department of Transportation to utilize existing interstate signs where possible and supplement with additional signs closer to the ballpark. 251 11 90 213 6 EXAMPLE DYNAMIC MESSAGE SIGN EXAMPLE OVERHEAD LANE CONTROL SIGNS SUNTRUST PARK EAST LOTS: EXIT 258 WEST/CENTRAL LOTS: EXIT 259B POTENTIAL INTERSTATE SIGNS FOR GAME DAY USE CMS 6 – NB I-75 north of Collier Rd CMS 90 – NB I-75 at Chattahoochee River CMS 251 – WB I-285 east of New Northside Dr CMS 213 – NB I-285 south of Paces Ferry Rd CMS 11 – SB I-75 south of Terrell Mill Rd 11 PARTNERS The Cobb County SunTrust Park Traffic Management Plan is the result of ongoing collaboration among the following entities: Cobb County Police Department Georgia Department of Transportation Arcadis Kimley-Horn Cobb County Department of Transportation Atlanta Braves LAZ Parking City of Smyrna Cobb County Sheriff’s Office City of Marietta Georgia State Patrol National Park Service Police Gresham, Smith and Partners Cumberland Community Improvement District Cobb County Fire Department City of Sandy Springs Kennesaw State University Police Department AECOM Uber CONTACTS Lt.
