The month of January has been especially busy across the state with Installations and Awards Banquets at our local lodges. I’ve traveled to many lodges,
both Labor and Fraternal and was very impressed with the local leadership and
seeing the FOP in action. Our local leaders are inspiring. It was a pleasure to
be with the Pinellas County Lodge 43 membership as they honored the 18 years of
service by President Tim Ingold who led the lodge efforts in obtaining a great contract with the Sheriff. Sheriff Coates recognized what we already knew were the
exceptional leadership talents of Tim and has promoted him to Captain. Tim had to
step aside as President of the Lodge and Danny Carron will have huge shoes to fill.
Best wishes to Tim Ingold and congratulation to Danny. Attorney General Bill
McCollum attended in Pinellas County, giving the keynote address. President
Gene Gibbons of Coral Gables Lodge 7 will continue a battle with the city fathers
to reach an agreement on their contract. Miami Beach Lodge 8 has returned Bobby
Jenkins as President and Orange County President Kevin Carlucci remains very
active in securing benefits for his members. Congratulations to all our new and
continuing FOP Leadership across the state.
The Fall elections are history, the Holidays are but a memory as we move rapidly
forward into the Legislative Session. The FOP worked hard during the campaigns
and we were very successful in helping
our candidates. We will now try to capitalize on all that effort with our ambitious agenda of law enforcement bills.
This year during the legislative session,

on the Hill” as we keep an FOP presence
in Tallahassee and pressure to obtain the
passage of our priority bills. Each FOP
District will send members to Tallahassee for a week of the session to meet
with Legislators and push our priority
bills. If we are to accomplish anything
this year, it will take a strong showing

The Malcolm Thompson Act redefining the definition of
“disabled” for FRS members to mean; if you are unable to
continue working as a full time law enforcement officer due
to a line of duty injury or illness you are entitled to a “full”
disability pension. Also, changing the final compensation
calculation from the high 5 years to the high 3 is a priority.
Several other priority bills are listed on the State Lodge web

We are fast approaching the 25th Anniversary of our Law Enforcement Memorial Service
this May 6th and 7th. The Memorial Committee has been working on this year’s service to
make it a special commemoration as we honor our fallen officers, renew our pledge to
“Never Forget” and recognize their families. The new year has barely begun and already
we have two more line of duty deaths from the Florida Highway Patrol and the Jackson
County Sheriff’s Office. Both officers were gunned down while doing their duty. It reemphasizes the danger our brothers and sisters in law enforcement face everyday.

On February 7th, the Florida Parole Commission held a Hearing for Jacksonville Police Officer Gary Bevel’s killer. The FOP was there to seek justice for Officer Bevel and ensure
this murder never takes another breath of freedom.

The Training Committee has been active with offering relevant training classes. In Tampa,
Lodge 27 hosted a Critical Incident Stress Management Class. This class will be repeated
in Orange County in April. Positive comments from those in attendance were received for
the information they can use at work.

Fort Lauderdale was the recent host of the Eastern Regional Labor Coalition Meeting at the Sheraton Yankee
Trader. The Labor Forum was held to discuss common
issues in the labor arena. National Candidates attended
and announced their intentions to seek national office.

Act," has been re-introduced in both chambers of Congress.

The Florida State Lodge Executive Board and State Trustees agreed at the October Board Meeting in Palm Beach Gardens that the Florida FOP would become a major contributor to the National Law Enforcement Officers Museum
being built in Washington, D.C. adjacent to the National LEO Memorial
Monument.
The Florida State Lodge has established an account in Tallahassee in which we
will collect donations from our membership, local lodges, districts, associates
and friends. Our goal will be to donate $100,000 or more to the National Museum.
This donation should be from you, the FOP in Florida. Accordingly, all donations will be recorded in order that everyone, every entity receives the recognition they so justly deserve for contributing to this great cause. It will be given
in your name as the Fraternal Order of Police in Florida.
The Museum will be a beautiful tribute to all law enforcement, to all of those who wear the badge and serve
their communities. It will compliment the Memorial Monument and add greatly to this sacred site where we
gather to honor the lives and sacrifices of our fallen heroes.
I urge you to consider contributing to the Florida FOP National Law Enforcement Museum with a donation.
FOP District Three has sent in $1,000, Robert E. Lister Lodge 66 has pledged $5,000. Temple Terrace Lodge
101, Pasco County Lodge 29, Manatee Lodge 70 and Sarasota Lodge 3 have all pledged $5.00 per member.
This is a great start. To reach our goal of $100,000.00 each of our 20,000 members would only need to send in

WILLIAM DANTSCHISCH
1929 – 2007
Bill Dantschisch, former FOP labor representative and tough union negotiator died January 15, 2007 in Tampa
after a battle with cancer. Bill served in the U.S. Marines from 1948 to 1952 and shortly thereafter began a 20
year career with the New York Police Department, sworn in on December 31, 1954. He worked on the Major
Case Squad, working on bank robberies and organized crime. He was a partner you could count on and a
strong family guy according to long time friend, Frank Bolz also an NYPD retiree.
After retiring from NYPD, Bill moved to Tampa. He began working for the PBA as a negotiator and labor
rep. “He was tough, firm and very smart. Bill helped a lot of Tampa cops get through the I.A. process”, James
Preston, FOP President, said.
Bill joined the FOP Florida State Lodge Labor Council as Executive Director and continued representing law
enforcement officers with a passion until 2002. He developed many long standing friendships and respect as
an advocate for cops’ rights.
We will miss Bill and offer our sincere condolences to his family and friends.

Dear Governor Crist,
On Memorial Day, 1983 in Pinellas Park, Florida a young and promising 16 year old life
was brutally and viciously taken by two 17 year old boys in a torturous murder. Young and vibrant Penny Lynn Faulkner was attacked by two suspects later identified as Jeffrey Murphy
and David Croft.
These two cold blooded killers stabbed Penny over 17 times. The force of the stabbing caused
bones to break yet Penny fought and begged for her life. The suspects stuffed sand in her
mouth and nose to silence her screams. They dumped her lifeless body and yet still not satisfied with their killer lust they returned to her body the next day, poured gasoline on her and set
her body ablaze. This young blond haired girl with a full life ahead of her had to be identified
through dental records as her body had been so disfigured. Murphy and Croft, two evil men,
later bragged to friends of their horrendous deeds with bravado. They showed no regret or remorse.
At trial, the two killers were convicted of first degree murder and sentenced to life in prison
with a 25 year minimum mandatory.
Now, late in 2006, prisoner Jeffrey Murphy has applied for a waiver of the Rules of Executive
Clemency for possible consideration of a commutation of sentence. We understand a parole
hearing is to be scheduled as he seeks to be released from prison.
It is an affront to the family of Penny Lynn Faulkner and the citizens of Florida that these two
heinous killers should even be considered for parole. Life in prison should in this case mean
life - period.

On behalf of the family of Penny Lynn Faulkner, as President of the Fraternal Order of Police
Florida State Lodge, I am writing to ask that Jeffrey Murphy and David Croft be denied either
clemency or parole. We recommend that they should continue to remain behind the steel bars
of a Florida prison cell for the remainder of their lives and never be free to harm another Florida citizen. Please include this letter in each prisoner’s file, so that it may be introduced at
each and every parole hearing.

Escaped Convict
An escaped convict broke into a house and tied up a young couple who had been sleeping in the bedroom. As soon as he had a
chance, the husband turned to his voluptuous wife, bound up on the bed in a skimpy nightgown and whispered, "Honey, this guy
hasn't seen a woman in years. Just cooperate with anything he wants. If he wants to have sex with you, just go along with it and pretend you like it. Our lives depend on it!"
"Dear," the wife hissed, spitting out her gag, "I'm so relieved that you feel that way, because he just told me he thinks you're cute!"
