Schemes of integrated use and protection of water bodies
(SKIOVO)
Schemes of integrated use and protection of water bodies (Schemes) are to be developed for
each river basin and consist of a complex of systematized text, graphic and schematic materials
in digital or paper format about state and usage of water bodies. The data for the schemes is a
result of observations, water body condition researches, surveys, preproject and project work
on planning and realization of water protection measures and also actions on reduction of
ecological backlash of floods and other adverse impact of waters.
According to the Plan of measures for implementation of Water strategy of the Russian
Federation for the period till 2020 development of Schemes is provided in 2009-2015.
SKIOVO development procedure
SKIOVO are developed by the Federal agency for water resources in accordance with
regulations approved by the order of Russian Federation Government, manuals and in
consideration of recommendations of River basin councils.
Schemes are developed for the period of no less than 10 years. It contains qualitative indicators
of water resources state and characteristics of water use in relation to river basin, sub-basins,
water economy areas and territories of constituent entities of the Russian Federation. The
order of scheme development is defined by the Federal agency for water resources on the basis
of the water use situation within the boundaries of river basin.
Participants of the SKIOVO development process: Ministry of economic development of the
Russian Federation; Ministry of Healthcare of the Russian Federation; Ministry of regional
development of the Russian Federation; Ministry of agriculture of the Russian Federation;
Federal service for hydrometeorology and environmental monitoring (Roshydromet); The
Federal supervisory natural resources management service; other interested federal executive
bodies and local authorities of the constituent entities of the Russian Federation.
Long-term, medium-term and short-term forecasts of socio-economic development of Russian
Federation are taken into account in SKIOVO development process. These forecasts consider
the whole country and each region, each trade and also terms of international agreements of
Russian Federation on joint use and protection of transboundary water bodies.
The amount of financing for the realization of the schemes is estimated according to the
amount of the financing needed for development of water economy balances, carrying –out
water management, implementation of measures for protection of water bodies and reduction
of adverse impact of water.
Basin Councils consider the project of SKIOVO within one month and then give corresponding
recommendations to the Federal agency for water resources.

Federal agency for water resources consider recommendations given by Basin councils and
make changes in the project of SKIOVO if it is needed. The project of the scheme approved by
the Federal agency for water resources then undergoes the state environmental expertise.
Projects of SKIOVO are submitted to the Ministry of natural resources and environment within
2 weeks after the favorable conclusion of the state environmental expertise.
The schemes approved by the Ministry of natural resources and environment are then directed
to the interested federal executive bodies and local authorities and posted on the official
website of the Federal agency for water resources.
Goals of SKIOVO development:

determination of maximum allowable anthropogenic load on water bodies;
estimation of water requirement in prospect;
ensuring protection of water bodies;
identification of main directions for actions to prevent adverse impact of waters.
The main objective of SKIOVO – is building decision making tooling for accomplishment of
water quality targets in the given river basin and targets for reduction of ecological backlash of
floods and other adverse impact of waters.
Materials of approved Schemes are meant for:

planning and realization of measures for water management and water protection in
the framework of the federal, regional and departmental targeted investment
programs;
development of regional and municipal water management and water protection
programs;
preparation of proposals on establishment and review of rates of charge for the use of
water bodies;
water use regulation, including estimation of allowable rates of water removal, rates of
wastewater and drainage water discharges etc.
To be taken into account in the process of SKIOVO development:
-
forecasts of socio-economic development of Russian Federation, each region and each
trade for long-term and medium-term perspective;
approved Schemes of spatial planning of Russian Federation, constituent entities of the
Russian Federation and municipalities;
current (at the beginning of the development process) regional and local plans of water
economy and water protection measures, measures on reduction of adverse impact of
waters and other regional and local regulations concerning: development planning of
industrial zones, populated localities, transportation infrastructure; planning of

restructuring and further development of agriculture; creation of recreation zones and
protected areas;
- terms of international agreements of Russian Federation on joint use and protection of
transboundary water bodies.
Data for Scheme development is obtained from state water register and state monitoring of
water bodies.
Scheme development is carried out on GIS basis in accordance with requirements to technique
and software of digital cartographic layer maintenance.
The Schemes define:
a) targets for water quality and state of water bodies. This targets concern composition
and concentrations of chemical substances, microorganisms and other indicators of
water quality to be achieved after implementation of water protection measures
included in the Scheme.
Target indicators of water quality are developed by the Federal agency for water
resources with the participation of Federal agency for fisheries, Federal service for
hydrometeorology and environmental monitoring and The Federal supervisory natural
resources management service. Indicators are developed according to the natural
characteristics of each river basin, its part, terms of targeted use of water bodies or its
part, situated within the river basin given;
b) list of water economy measures and measures for protection of water bodies, designed
to restore and conserve water bodies, provide sustainable functioning of water supply
system within river basin and meet targets for water quality. The list is elaborated by
the Federal agency for water resources with the participation of the interested federal
executive authorities and regional authorities of corresponding constituent entity of the
Russian Federation;
c) water economy balances for river basins, sub-basins and water economy areas
according to different water levels. This balances are estimated by the Federal agency
for water resources in accordance with water balance calculation methodology,
approved by the Ministry of natural resources and environment of the Russian
Federation;
d) limits (limiting volume) on water intake from the water body and limits (limiting
volumes) on wastewater discharges, wastewater quality being corresponding to the
wastewater quality standards. The limits are approved by the Federal agency for water
resources and are estimated according to the water economy balances in each river
basin, sub-basin and water economy area taking into account different water levels.
Limits of allowable impacts (overall allowable impact on the water body or its part of all
the sources), approved as applicable, are also taken into account in the process of
estimation.

e) quotas of water intake from the water body and wastewater discharge (wastewater
being of the corresponding quality), adopted for each constituent entity of the Russian
Federation and approved by the Federal agency for water resources as a constituent
parts of water intake and wastewater discharge limits within river basins, sub-basins
and water economy areas;
f) main target indicators for the reduction of ecological backlash of floods and other
adverse impact of waters, characterized by decrease in population health damage and
environmental damage, diminution of material losses, including ones resulting from the
deterioration of the living environment due to the adverse impact of waters. The
Scheme also contains the list of measures to achieve these target indicators, including
actions aimed at: flood prevention and reduction of natural emergency situation risk
within the river basin given; ensuring safe functioning of water supply systems within
river basins; protection from adverse impact of waters on specify territories and objects.
The abovementioned indicators and measures are developed by the Federal agency for
water resources with the participation of the interested federal executive authorities
and regional authorities of corresponding constituent entity of the Russian Federation;
g) estimated amount of investment needed for implementation of the Scheme. It is
estimated according to the amount of investment needed for the development of water
balances and accomplishment of water economy measures, measures for water bodies’
protection and action for the reduction of adverse impact of waters.
SCIOVO development
Step 1
Collection, preparation and analysis of the initial data essential for identification and analysis of
water management problems within the given river basin. Collection of other descriptive and
estimative information about characteristics and problems of the river basin.
Identification of finite number of natural and artificial water bodies situated on the territory of
the river basin. Estimation of anthropogenic load and possible damage from the adverse
impact of waters.
Collection of physiographic, hydrological, hydrogeological and hydrometeorological data about
river basin and water bodies within the basin given, including:
- landscape and relief characteristics of the river basin (cartographic materials, density of
river network, forest cover, lake surface in relation to drainage area, bogginess, soil
types etc.);
- hydrological and hydrogeological knowledge base (existing monitoring network, earlier
existing monitoring stations, monitored parameters, frequency and periods of
monitoring etc.);
- basic hydrological and morphometric (for surface water bodies) and hydrogeological (for
sub-surface water bodies) characteristics;

hydrochemical and hydrobiological characteristics of water bodies;
hydrometeorological (climatic) characteristics (precipitation, evaporation, temperature
etc.)
Collection of water economy information, data on freshwater intake from the water bodies and
wastewater discharges on the catchment area, including
- characteristics of the agricultural use of the catchment area (composition and areas of
cultivated crops, agricultural equipment, composition and amount of organic and
mineral fertilizers applied, other agricultural chemicals, methods and areas of irrigation
and drainage, sources of water for irrigation, recipient of drainage water, types and
rates of livestock production, rates of water consumption for needs of livestock
production, ways of storing and utilization of livestock wastes etc.);
- characteristics of industrial use of water resources and water bodies on the catchment
area (rates, annual dynamics and distribution of water consumption and wastewater
discharges, water intensity of production etc.);
- characteristics of water resources use for the purpose of the energy sector;
- characteristics of municipal use of water resources and water bodies on the catchment
area (rates, annual dynamics and distribution of water consumption and wastewater
discharges, water consumption per capita, water losses in distribution facilities etc.)
- characteristics of transport use of water bodies on the catchment area (navigable
waterways and its parameters, navigation timeframe, cargo traffic capacity etc.);
- characteristics of recreational use of water bodies on the catchment area;
- characteristics of protected areas within the catchment area (size and boundaries of
area with restrictions of anthropogenic activity etc.);
Collection of information about water economy infrastructure of the given catchment area,
including:
- general characteristics of regulating storages and river flow distribution system;
- characteristics of surface water intake facilities;
- characteristics of sub-surface water intake facilities;
- characteristics of water delivery channels;
- characteristics of water disposal system;
- characteristics of protecting (antiflood) facilities;
Collection of socio-economic and regulatory information on water use on the given catchment
area, including:
- characteristics of granted rights to use water bodies or its parts (water use licenses in
effect, granted before 01.01.2007; water use agreements, decisions granting water
objects to use etc.);
- federal, regional and local regulations on the issues of water use and protection from
the adverse impact of waters;

data on water tax and fees for the use of water bodies (rates, tariffs, prices, amounts of
the main types of water use, most significant payers etc.)
characteristics of the directions for socio-economic development on the catchment
area, affecting loads on the water bodies (change in population number, plans and
programmes for industrial and agricultural development, nature protection etc.);
characteristics of the system of water management and protection from the adverse
impact of waters within the given catchment area.
One of the main objectives of the Step 1 is identification of gaps in the information needed for
elaboration of programmes for monitoring development, carrying out of scientific and
research work and surveying within the catchment area.
Step 2
Step 2 is devoted to the identification and ranking according to the level of significance of
problems concerning:
- use and protection of water bodies;
- presence of water resources and its availability;
- adverse impact of waters.
The amount of identified water bodies should be reasonably restricted. Catchment area of the
stream is the criteria for the minimal identified stream flow (river). Catchment area of the
stream flow should be no less than 1000 sq. m. The criteria for the minimal identified water
reservoir is the area of water surface being no less than 1 sq. km.
Assessment of the state of identified water bodies as well as evaluation of anthropogenic loads
on these water bodies is based on the information obtained during the Step 1 of the Scheme
development process.
Assessment of current state of water bodies and its state in prospect is made taking into
account calculated water balances, balances of pollutants and microorganisms brought into the
water bodies with waste waters or any other way as a result of anthropogenic activity within or
outside catchment area given. The assessment of current and anticipated state of water bodies
is made with regard to the calculated limits of allowable impact on water bodies.
In cases when main river outfall of one river basin is an infall for another river basin, all
calculated characteristics, including water quality targets, for this site must be absolutely
identical in Schemes for both river basins.
While preparation of water economy balances for the period of Scheme validity it is highly
recommended to take into account characteristics of possible river flow change, associated
with the natural cycles and climate change.
Calculations of water economy balances for water economy areas, sub-basins and river basin,
estimations of possible adverse impact of waters, efficiency calculations for different sets of

water economy measures and other calculations are made with the use of computer
mathematical models, which provide an opportunity to simulate: hydrological processes of
river flow formation; functioning of water economy systems; changing of qualitative and
quantitative characteristics of water bodies state; floods etc. Simulations can be made for
different scenarios of changes in hydrometeorological and water economy conditions.
Assessment of the way how the state of water bodies affects social and economic environment
eithin the catchment area. Identification of water factors, increasing social tension and
restricting economic development (decrease in quality of living, increase of morbidity, lack of
drinking and public water supplies, lack of water resources for the development of the main
industries etc.)
Results of assessments, calculations and analysis serve as a basis for identification and
definition of current and perspective problems of water body state (including problems of
information, technological, management and institutional character).
Then the problems identified are clustered and described with all quantitative parameters and
reasons of occurrence:
- ecological problems of water bodies;
- water delivery problems in:
o municipal (drinking and public) water delivery;
o agricultural production;
o industry and energy;
o transport;
- adverse impact of waters:
o floods;
o marginal erosion;
o aggressive impact of surface and subsurface waters on facilities;
- organization and management (informational, technological, analytical, regulatory,
institutional problems).
Results of researches made during Step 2 are compiled into “State and key problems of the
river basin area” volume.
Step 3
Identification of: main goals for implementation of water economy and water protection
measures, actions on prevention of adverse impact of waters, aiming at solving of key
problems; assessment of goal achievement during the period of Scheme implementation;
qualitative targets for each implementation phase.

Identification of main goals includes description of targeted state of catchment area, achieved
after key problem solving in the process of Scheme implementation.
Goals:
- are defined for each problem identified;
- are formulated as measurable qualitative indicators, provided for step by step
controllable achievement;
- reflect reality, harmonized with the resources needed for solving of problems identified.
Target indicators include:
- Target indicators for water quality in water bodies within the catchment area;
- Main target indicators for diminution adverse consequences of floods and other adverse
impact of waters.
Main targets for state of water body:
- retention of water use and water protection indicator values on the pre-Scheme levels
(stabilization of situation, prevention of deterioration of water body state);
- achievement of indicator values corresponding to the natural state of the water body
(for natural water bodies) or to the maximum ecological potential (for significantly
modified or artificial water bodies);
- achievement of interim tergets of water quality with regard to the prospects of socialeconomic territory development and resources available (step-by-step amendment of
water body state).
Outcomes of the third step are compiled into an analytical report “Targeted state of river
basin area, main goals and targeted indicators for the achievement”
Step 4
Variable elaboration of measure programmes aimed at conservation and restoration of water
bodies, ensuring of sustainable functioning of water supply systems within the given catchment
area, which enables step-by-step achievement of targeted indicators identified on the Step 3 of
Scheme development.
Elaboration of several versions of measure programme, reflecting possible (alternative) ways of
achievement of water quality targets and targets for water body state, main targeted indigators
for reduction of adverse impact of waters and other targeted indicators defined on the Step 3.
For each version of measures the following should be defined:

- identification of water bodies and further classification by type and state;
- improvement of water resources recording and use;
- development of scientific methodological base for water body management and
protection, including development of economic incentive mechanisms for effective
water use;
- restoration and further development of water monitoring net for the purpose of
monitoring of water body and water supply systems;
- design of simulated mathematical models;
- identification of territories exposed to floods, territory classification and mapping;
- elaboration and development of catchment area GIS;
- educational programmes;
- ensuring coordination of measure implementation.
Institutional measures, for example:
- measures for adherence to the defined limits on and quotas of water intake and
wastewater discharge to the water body;
- improvement of standard-technical basis for functioning of water economy complex and
regulation of water use (review (improvement) of construction technical documents;
elaboration of rules of water resources and water supply system use etc.);
- elaboration rules, programmes and plans of actions in case of extremely low or high
water levels (including up-to-date hydrological forecasts, regulations for water

distribution procedure and use of reserved water-supply sources, improving reliability
and effectiveness of water supply systems, identification of additional or alternative
water-supply sources);
regulation (reservation) of territories potentially exposed to floods;
regulation of land-use within water protection areas of water bodies (including provision
of necessary facilities and landscaping) and within catchment area, aiming at prevention
of water pollution and depletion of water bodies;
regulation of water body coast and bottom use;
preparation justification of established fee rates for use of water bodies, stimulating
effective and inexhaustible use of water bodies;
regulation of scope and execution procedure of control and supervision measures ,
oriented to protection of water bodies from pollution and depletion and ensuring safety
of water economy infrastructure;
enhancement of insurance schemes, associated with adverse impact of waters.
Measures for operational management improvement, for example:
- integrated development of the state systems for monitoring of water bodies within river
basin, including improvement of laboratory analytical basis and rising its efficiency;
- development of state systems for control and supervision of use and protection of water
bodies and other activities affecting water resources and water bodies state;
- development of automated use and protection of water bodies control system, by
promotion of tools for mathematic simulation and forecasting of river basin state, full
and effective use of State water monitoring data and information from State control
and supervision of use and protection of water bodies;
- securing development and maintenance of State water register to the extent of data
concerning given river basin;
- development of effective information and reporting system to inform executive authorities
of the constituent entities of the Russian Federation, local authorities, water users and
people about state of water bodies and impendence of adverse impact of waters;
- works on clearance and restoration of water body bed? Restoration of floodplain
accumulating capacity;
- works on repair and restoration design characteristics of existing water facilities, modern
instrumentation.
Constructive measures:
- building-up and reconstruction of water supply system, including building of water
development facilities, creation of new and alteration of design parameters
(reconstruction) of existing regulating storages (storage reservoirs and ponds);
- building and reconstruction of inter-basin flow redistribution systems and inter-basin
water-transport systems;

building and reconstruction of wastewater treatment plants;
dredging and water bed straighten operations;
building and reconstruction of coast protection facilities;
building and reconstruction of flood protection and other water facilities designed to
prevent adverse impact of waters.
The Scheme project must not contain any key problems or targeted indicators without
corresponding measures, as well as measures not contributing to solving of defined
problems or achievement of targeted indicators.

For each measure should be specified:
water economy area and water body involved;
key problems to be solved and targeted indicators to be achieved;
timeframe and phases of implementation;
overall quantity of work (km, m3 etc.);
estimation of financial expenditures for implementation;
assumed source of funds;
Estimation of financial expenditures for implementation of the measures is based on
consolidated costs for implementation of water economy and water protection measures and
consolidated costs of other different types of work.
Stage 5
Comparative socio-economic assessment of different versions of measure programmes,
elaborated on the Stage 4, including assessment of financial expenditures, volumes of water
saving, volumes of prevented damages and other benefits, changes in living quality within river
basin, ecologic and social acceptability of each programme version and each measure in the
programme.
Integrated assessment of each programme version is based on methods allowingto include not
only financial and economic but also ecological and social factors.
The results of the assessment are compiled in comparative matrix, reflecting main criteria for
the selection.
Outcomes of the fourth and fifth Steps are compiled in consolidated report “Different versions
of programmes of measures for achievement of targeted state of river basin. Main ecological,
technical, economic and social parameters, integrated comparative assessment”. This report
contains the number of annexes equal to the number of alternative pragramme versions.

Final project elaboration is based on the results of integrated comparative assessment of
alternative programme versions.
Preparation of final documentation of Scheme project:
- definition of main provisions of the Scheme;
- identification of implementation phases an corresponding target indicators;
- refinement of limits on and quotas of water intake and wastewater discharges;
- refinement of financial expenditures for implementation of measures within the
Schemes;
- general assessment of possible environmental impact of measures implementation;
- development of implementation time-schedule for each type of resources, which
defines sequence and interconnection of measure, timeframe for implementation,
outcomes of each measure, point persons and financing schedule.

Volumes of the Scheme contain concrete information, mainly, in tabular and graphic forms.
Justifications of volume sections, calculations, explanations and other materials are located in
annexes.
Obligatory annexes include:
- set (an album, the atlas) of situational, estimative, executive and forecasting maps (in
digital and paper formats) scales from 1:1000000 to 1:100000, accompanied, if
necessary, with map-inserts of more vast scale with necessary text explanations;
- summary explanatory note to the draft of the Scheme;
- explanatory notes to each of books of the draft of the Scheme;
- all initial materials used for the development of the Scheme, issued in the formats
corresponding to requirements of the state water register;
- copies of documents on consideration and Scheme coordination (protocols of meetings
on consideration of drafts of the Scheme, the letter of coordination and the other
official documents confirming a position of Basin councils and interested parties);
- other materials which the developer considers necessary to include in structure of the
draft of the Scheme;
- programme of monitoring of the Scheme implementation, which includes:
a) set of indicators for achievement of the defined target indicators;
b) procedure of obtaining data on the progress of the Scheme implementation;
c) procedure of assessment of efficiency of measures taken and achievement of target
indicators;
d) procedure of measures efficiency forecasting and forecasting of time for
achievement of target indicators;
e) time- schedule of monitoring of implementation of the Scheme;
f) format of the annual report on results of monitoring of implementation of the
Scheme;
g) procedure of proposals on updating of the Scheme.
The set of situational maps, reflecting evidential information at the moment of their drawing,
includes:
- the scheme of nomenclature sheets of used topographic maps;
- topographic map;
- landscape map with plotted nature protection territories;
- the hydrographic map with borders of hydrographic units and water economy areas,
stations of the hydrological and hydrochemical monitoring, accompanied by the tables
characterizing hydrological sate of knowledge of the river basin;
- map of water economy areas with their main characteristics;

map of water economy infrastructure with water economy systems and constructions,

map of the sub-surface water-bearing layers, characterized by intensive water intake

The set of the estimative maps, reflecting results of the analysis of data, plotted on situational
maps, and also included in documentary information in the field of water bodies management,
includes:
- map of catchment area zoning according to the degree of anthropogenic load on water
bodies;
- map of the water risks caused by different types of adverse impact of waters;
- map of periodically flooded territories within the river basin;
- map of catchment area zoning according to the flood risks;
- map of main types of water use (for water economy areas);
- map of natural and technogenic pollution of surface waters;
- map of natural and technogenic pollution of underground waters;
- map of water economy balances (for water economy areas);
- map of assessed state of water bodies, according to the results of the state
hydrochemical monitoring of water bodies;
- map of ecological state of water bodies;
- map of pollution security of the exploited water-bearing layers.
The set of the executive and forecasting maps, reflecting forecasting situations, includes:
- map forecasting change in water level regime of the river basin for the period of
Scheme implementation (taking into account influence of climatic and anthropogenic
factors);
- map of forecasting change of anthropogenic load on water bodies within the river basin
for the period of Scheme implementation;
- maps of limits and quotas of water intake from water bodies for phases of Scheme
implementation (for water economy areas);
- maps of limits and quotas of wastewater discharges to the water bodies for phases of
Scheme implementation (for water economy areas);
- maps of target indicators of water quality in water bodies;
