WHEREAS,September 17, 2016 marks the finro hundred and twenty-ninth
anniversary of the drafting of the Constitution of the United States of
America by the Constitutional Convention; and
WHEREAS, It is fitting and proper to accord official recognition to this
magnificent document and its memorable anniversary; and to the patriotic
celebrations which will commemorate the occasion; and
WHEREAS, Public Law 915 guarantees the issuing of a proclamation
each year by the President of the United States of America designating
September 17 through 23 as Constitution Week;
NOW,THEREFORE, BE IT PROCLAIMED, by the Mayor and City
Council of the City of Grass Valley, California, that the week of September
17 to 23, 2016 be proclaimed

In Grass Valley, and ask our citizens to reaffirm the ideals of the Framers of the
Constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us
through this guardian of our liberties, remembering that lost rights may never be
regained.

2Q16 is the 61~ anniversary of Constitution Week. NSOAR Past President General Gertrude S. Carraway
was responsible for the annual designation of September 17-23 as Constitution Week.The DAR made
its
own resolution for Constitution Week, which was adopted Apri! 21,1955.
Members of the United States Congress received the DAR resolution and on tune 7,1955,the
resolution
was discussed in the Senate. The first resolution to observe Constitution Week was made June 14,
1955,
by Senator William F. Knowland of California. Fallowing the passage of the resolution by bath
Houses of
Congress, President Eisenhower issued his proclamation on August 19, 1955.
The first observance ofi Constitution Week was so successful that an January 5,1956,Senator Knowland
introduced a Senate Joint Resolution to have the President designate September 17-23
annually as
Constitution Week.The resoEution was adopted an July 23,1956, and signed into Public Law
915 on
August 2, 1956.
For his patriotic aid and interest,Senator Knowiand received an Award of Camrnendation
from the
NSDAR Continental Congress in Apri11956.

A proclamation is an official public announcement, usually issued by mayors,governors, etc.
Why does the DAR actively promote Constitution Week
Constitution Week was initiated by the Daughters ofthe American Revolution.'The DAR is a patriotic
organization that encourages education and historic preservation in communities across America.

In 1955,the President General ofthe Daughters ofthe American Revoltrtion, Gertrude S. Carraway,
adopted a project to promote the observance ofthe U.S. Constitution with a memorial week beginning
on the anniversary ofthe signing ofthis document, September 17. She asked DAR chapters,
committees, and members to study, teach, and discuss the U.S. Constitution. Caraway also encouraged
members to invite their governors and mayors to issue proclamations celebrating the Constitution.

Constitution Week was officially declared by President Eisenhower on August 2, 1956. This eras
the culmination of a proposal the DAR sent through Senator William F. Knowland ofCalifornia.

Yes. DAR.Constitution Hall in R~ashington, D.C. T'be inscription on the pediment reads,"Constitution
Hall — a memorial to that immortal document,the Constitution ofthe United Sta#es, in which are
incorporated the principles offreedom, equality and justice for which our forefathers strove." DAR.

How can I celebra#e Constitution Week?
•Provide local media with the Constitution Week press release and FAQ sheet.
•Encourage your local government representatives to issue a proclamation about Constitution
Week.
• Ask the school principals in your community to observe Constitu#ion Week by issuing a
school proclamation encouraging staffto teach the Constitution.
• Urge children to study the Constitution with their personal proclamation pledge.
• Contact your local DAR.chapter and invite them to give a program an the Constitution.
