CALL MEETING TO ORDER
Director Long called the Department of Clubs and Organizations to order at 10:03 am the President’s
Conference Room of the Joe Crowley Student Union. Presiding secretary, Kaitie Christensen.

ROLL CALL
Director Long and Commissioners Desamero, Bittar, Carrasco, Hidalgo, Ronquillo, and Tarr were present.
Commissioner Wang was absent excused.
A quorum was present.

PUBLIC COMMENT
There was no public comment.
4.
POLICIES, PROCEDURES, AND ADMINISTRATIVE ACTIONS
i. Action: The Commission will hear the following early funding requests for the Fall II Funding Period.
Commissioner Ronquillo stepped out of the room at 10:04 am.
Martha Tridy is the president for Student Ambassadors.
Julio Leyva is the director of recruitment for Student Ambassadors and was present as a poxy for Nori.
Director Long asked if either of the members of Student Ambassadors were appointed officials by ASUN.
Martha replied no.
Director Long asked if everyone looked at the Student Ambassador’s Beat UNLV application.
Commissioner Desamero said that their email was good.
Director Ayard asked the Student Ambassadors to describe the t-shirts they were requesting money for.
Martha Tridy said that the shirt had a punching hand and the back said “Beat UNLV,” and ASUN.
Director Ayard asked if they had ordered them yet and to send a proof to get it approved. She asked if they
had made t-shirts in the past.
Martha Tridy replied that they do beat UNLV shirts every year and they are very similar every year.
Director Ayard wanted to make sure the design is approved.

Commissioner Bittar moved to approve the tier four application in the amount of 420 dollars.
The motion was seconded by Hidalgo.
Commissioner Tarr clarified that the funding should be moved out of food items.
Director Long said the motion should just be allowed to die.
The motion fails.
Commissioner Tarr moved to move food items line 1-4 to non-food items one-four.
Seconded by Commissioner Hidalgo.
Motion carriers unanimously.
Commissioner Tarr moved to approve the motion in the amount of 420 dollars.
Motion carries unanimously.
Funding in the amount of $420 for Nevada Student Ambassadors is approved.
Director Ayard reminded Student Ambassadors to have the design approved.
Martha Tridy asked how soon they could order the shirts.
Director Ayard said as soon as the design was approved they should be good in a couple of days.
Commissioner Ronquillo returned at 10:09 am.
Director Long sought a motion to table Delta Sigma Pi’s early tier two and tier four applications.
The motion passed unanimously.
Action on Delta Sigma Pi was tabled for the next committee meeting.
Director Long explained that Delta Sigma Pi was put onto this agenda, but they weren’t able to come in
until next week.

Commissioner Tarr: I was talking with Rocio about focus groups to establish what we want to get
out of it. My ideas are in a revising stage right now, that’s what I want to get out of it. What if all of the
changes that are proposed don’t age right now. What does everyone else think?
Commissioner Ronquillo: Can I suspend Roberts rules until 10:50? I move to suspend Roberts
rules until 10:50.
Seconded by Commissioner Ronquillo.
Commissioner Tarr abstained.
Roberts Rules were suspended until 10:50 am.
Commissioner Ronquillo: Rugby wants to be part of the focus group.
Commissioner Bittar: That’s good, I think he should be. He has a lot of input that is valuable.
Commissioner Tarr: We need to figure out how to go about it. What are the goals?
Commissioner Bittar: Do you have dates set up?
Commissioner Tarr: Not yet. We need to figure out what we need to ask.
Commissioner Bittar: Do you have one hour sessions?
Commissioner Ronquillo clarified if the plan was to do a presentation or some other form to get
information out.
Commissioner Tarr replied that was the reason he was asking for input.
Commissioner Ronquillo: I think a presentation would be best and then explain how each tier is
different and see how they respond to it.

Commissioner Carrasco: I think that way there is structure and if you just ask them to ask
questions they won’t know what questions to ask, and it will be more organized and they can let you know
what they are thinking. If they already have strong opinions they will tell you that no matter what.
Commissioner Bittar was concerned if the changes proposed by committee don’t reflect the
concerns of the focus group.
Commissioner Ronquillo: That’s the point of the focus group.
Commissioner Desamero: I think there should be an open forum and also discussion so that there
is discussion on what we want.
Commissioner Tarr: There is a chance that none of us will be there, it might go through the
research department at the university because if there is a commissioner there it might change the
way they respond. That’s why we need to know what we want to get out of it in terms of
information.
Commissioner Carrasco: How will they connect the research that is given? Will there be a survey
that we need to write, is there a section for public comment, how will that go about?
Commissioner Tarr: I don’t really know how they would run it, but that’s why we would figure
out our goals that way they can figure it out properly.
Director Ayard: As long as it’s structured correctly will determine if it needs to go through
research and assessment, or if someone needs to be there to moderate. If you want it to be more formal then
we should not have you there, and have someone else do it like a program evaluation. If it’s more of a
listening and getting people’s opinions, then someone can be there to moderate. It depends what you want
to get out of it. I think you will get the students that want to be there.
Commissioner Carrasco: I think a research route would be better. They can come and reach out to
their commissioner and relay their ideas to you and if we set up something for that it’s kind of the same
thing, but if we do it the research way we might get more honest responses. As long as we have the goal of
the commission and the research’s job is to get what we want, then they will be aligned to our goals. Maybe
one of the goals would be to make things easier for them, but also satisfying every person so that they’re
not angry and they can understand why we do the things we do and are happy with the university and the
clubs and have the most success, that’s the biggest reason why we have the clubs here. We can ask what
they would like to see.
Commissioner Tarr: So you think we should gauge general feedback and reaction?
Commissioner Carrasco: Yeah.

Commissioner Ronquillo: I think we should go the feedback route so that we can conduct it just
like the open panel we did for iLead, they were honest with us and we were honest back. The problem with
the research aspect is it will delay everything.
Commissioner Tarr: That is a barrier I will have to look into, how long it will take to go through
them.
Commissioner Ronquillo: Are we still trying to get this for spring one?
Commissioner Tarr; No, spring two.
Commissioner Ronquillo: Then if we do have focus groups, we also have to have an incentive for
them to come.
Commissioner Tarr; Yeah, free food, free shirts, a drawing…
Carrasco: I know we can have meetings with them, but there’s always the off chance that the
researchers say something wrong or what if they say something and they misconstrue or they
miscommunicate, or conduct it in a way we wouldn’t want.
Commissioner Ronquillo: I like making presentations and questionnaires and that type of stuff,
just let me know if you want it to go by chapter or section.
Commissioner Carrasco asked to vote on which route to take and then have specific discussion on
that route.
Commissioner Tarr: I don’t see why we can’t do both. We can do the research one first, and then
depending on what we get do our own after.
Commissioner Bittar: Have you gauged the interest of clubs regarding the focus groups?
Commissioner Hidalgo: I think we should get a representative from each group.
Commissioner Commissioner Bittar: I’m sure one representative form each sorority and fraternity
can come.
Commissioner Hidalgo: I’ve talked to some people who have said they don’t like the policy.
Commissioner Desamero asked if the commissioners have been going to club meetings to bring up
the policy and get feedback.
Director Ayard said that with the research we don’t know what the timeframe is with the resources
available.

Commissioner Ronquillo: I think the best time to do focus groups, would be Friday at the start of
next semester.
Director Ayard: What you can do is say if they send a representative for the focus group they can
choose where they want to be for the club fair.
Director Long: I worry about the time line if we wait to do focus groups for that long.
Commissioner Carrasco: We can still do both, so while the research is in the work, we can do our
interviews and then if it turns out super well then maybe we can not do our research, or we can use the
incentives and see how that further helps. Our homework can be to email our coalition to get a
representative from each club to see if they are interested in this and in participating.
Commissioner Tarr; I like that. I think that can end the focus group discussion for now. On the
policy, last time we finished up the fundraising discussion, by removing the fundraising restrictions. Does
anyone have any last thoughts before we move into the food and beverage section? We’re going to move
into food and beverage requests in section 12. It’s the one that says food and beverage at open recruitment
events can happen once per semester and won’t be funded for club meetings and for workshops and lecture
series after two times a semester. This year we’ve kind of disregarded it, and funded tier four requests that
weren’t open recruitment and open lecture series, where there were four of them instead of two.
Commissioner Ronquillo: I think for the lecture series we should move that to three because if it’s
a series, a series is like three or four weeks long.
Commissioner Bittar: That includes if a club has a guest speaker?
Commissioner Tarr: Yeah.
Commissioner Bittar: I don’t think they should be restricted I get it for the weekly meetings, but if
cubs are bringing in guest speakers and bettering the members of their club I don’t see why they can’t have
food for those specific events.
Commissioner Tarr: If it were up to me I would remove the section entirely, but I’m very lenient
on that stuff. I was talking to former director Gomez who said they were running out of money every single
year, and it wasn’t really an issue. We’re not running out of money anymore we have a huge budget. What
do you guys think? Would you think clubs would abuse the system to get food for meetings?
Commissioner Bittar: I see what you’re saying about abusing the system, but if we allow so much
money under a certain tier and they use up all their money and they’re out of money for the year that’s their
problem, I don’t see why we should restrict how many times they use it for food.

Commissioner Tarr: Because they could take away money from other clubs who use it more
responsibility. Using is irresponsibly for food for clubs could use up the money and then if a club needs it
at the end of the year for a more responsible manner, what if it isn’t there.
Commissioner Ronquillo: What if we just heighten the requirement so it’s five instead of two, and
then for lecture series make it five, and for food and beverage make it three.
Commissioner Tarr: How would this reconcile with the new system with operations and on
campus/off campus travel restrictions? Because tier 1-5 won’t exist with the policy manual.
Commissioner Ronquillo: For food and beverages it would go under operations because
operations is for recruitment and food and beverage could be infrastructure on campus. For the workshop
lecture we want to keep those on campus so that students can attend them.
Commissioner Tarr: We can remove the tier entirely and just have it specify open recruitment
event.
Commissioner Bittar: We should decide a number
Commissioner Tarr: We don’t need a number this week, if people want to put more thought into it
and eyeball it.
Commissioner Ronquillo: All clubs have workshops and lectures so I think that number is fine to
raise with recruitment events, it depends on the club if they want to raise it.
Commissioner Tarr: Let’s raise recruitment for now to three, series can be five, but what about
food and beverage?
Commissioner Bittar: I feel like they can abuse that. One of my clubs hosts an etiquette dinner,
and I think we should fund specific events like that.
Commissioner Tarr: That’s gray area…
Commissioner Ronquillo: As long as there’s a purpose I think it should be funded but if it’s just
for fun, like they want to go to Olive Garden, that’s abuse.
Director Long: I think this probably may have contributed to the policy when people were abusing
food requests, you all know about Abolish ASUN? They were a club on campus a few years ago.
Commissioner Bittar: They were recognized?
Director Long: Yeah, they did everything to get recognized, there was nothing that told them they
couldn’t be recognized. They would request vast amounts of pizza and hand it out for free, and say “see

were like “free pizza, ASUN rocks!” But the evil intent behind that may have contributed to that policy.
Commissioner Bittar: My final thought is we should leave it.
Commissioner Tarr agreed that leaving number two would be the best idea.
Commissioner Ronquillo: I move to suspend Roberts Rules until 11:05
Commissioner Tarr: I amend to 11.
Motion passes unanimously.
Roberts Rules were suspended until 11:00 am.
Commissioner Bittar: I don’t think we need any more discussion on that do we?
Commissioner Tarr: Not unless people want to change numbers, or if they disagree with what
we’ve been talking about.
Commissioner Desamero: Wait, it says closed dinners is not funded.
Commissioner Tarr: I thought we funded that?
Commissioner Bittar: Why don’t we just leave it as meetings? Take out the closed dinners part.
Commissioner Tarr: What are the repercussions of removing that?
Commissioner Bittar: I say we make a separate line so that closed dinners a rate of one per
semester, so you limit all the repercussion.
Commissioner Carrasco: I like that it’s more specific but you still get around it.
Commissioner Tarr: Any further discussion on the food and beverage requests section? I don’t
think there’s anything else in the policy that is really controversial or discussion worthy. Apparel rate
funding caps, you know the six dollars per shirt. I think that’s fine, but there’s other parts that are restrictive
like if a club wants jerseys, they’re funded at six or eight dollars each and that’s low. Do we want to keep it
that way?
Commissioner Hidalgo: What’s a reasonable price for that?
Commissioner Tarr: I don’t know either.

Commissioner Bittar: 30 to 60 dollars for shorts and a jersey.
Commissioner Tarr: We don’t have to fund the entire thing, just more than six dollars
Commissioner Ronquillo; if ther average is thirty, then maybe 15
Commissioner Bittar: If you think the whole uniform, it will probably cost them 50 dollars
Commissioner Tarr: So if you fund 20 or 25 bucks…
Commissioner Bittar: But we don’t have shorts, so will that include shorts?
Commissioner Ronquillo: Can we amend that to sports uniform?
Commissioner Hidalgo: That can be misconstrued later
Commissioner Tarr: Are there non-sports clubs that have requested apparel items besides t-shirts?
Commissioner Hidalgo: Sometimes they need baseball jerseys or uniforms for something.
Commissioner Carrasco: So apparel for Mariachi Club is theei uniform, and that’s an issue they
have, no matter the tier it’s always different. They never get official uniforms because it says it counts as a
polo but it’s not a polo, or it’s a jersey but it’s not. Musical and theater groups have the same problem, they
would like uniforms because they don’t know what it goes under or how much it should be for.
Commissioner Tarr: I think that’s valid, the section as whole is muddled and hard to read. Do you
think we should rewrite this section as a whole? And clarify the difference between sweatshirt and
sweatpants, or a plain sweatshirt vs screen printed. It’s kind of all over the place.
Commissioner Carrasco: The thing with that is, you can get more money for sweatpants than an
actual uniform which doesn’t really make sense in my mind. Uniforms are typically more expensive. We
fund more for the more casual stuff when I think uniforms should be funded more because I think that’s
what people wear when they represent the club in the community.
Commissioner Tarr: This week my project will be to rewrite this section if anyone wants to help
with that and send in these ideas.
Director Long: I would like to talk about a timeline to set dates for when we want this to be done.
In the past we would have one long meeting to talk about the policy meeting. These 30 minute meetings are
good but we don’t get to talk about much before we have to adjourn. What do you think is appropriate for
getting through these then starting to work on focus groups?

Commissioner Tarr: I think we can be done with the whole discussion since we’re almost at the
end of the sections that need to be discussed in a week. We can probably get it finished next week, this is
like the second to last one we want to discuss.
Commissioner Desamero: I would say also that the biggest thing we’re trying to roll out is club
sport funding related stuff. If we focus on that, I think we should be fine. Do you think end of November
everything funded related for spring will be laid out?
Commissioner Tarr: In two weeks we’ll be done with discussing the rough draft, then we move in
to focus groups and then we move into the second revision step.
Director Long: Let’s try to get it done in meeting next week, and if not the meeting next week. So
we’ll be done by two weeks time, and then we can start doing focus groups.
Commissioner Desamero: How long will it take to go through senate?
Commissioner Tarr: That’s the big part, why I want to get it done now because they might want to
revise and add their own parts.
Director Long: Today is a good way to tell how much they will want to say because it’s one piece
of policy going through one level change. If they have a lot to say about it, they will for sure have a lot to
say about this.
Commissioner Tarr: For senate they can also plan it around and we can work with them before it
even goes to the table, agendize, and know what it says. It would be weird to have them read it on the spot.
We can sit down with them and work with them.
Director Long: We can work with them in the future. Anything else on policies?

REPORT OF THE DIRECTOR OF CLUBS AND ORGANIZATIONS
Director Long: Not too much has happened, my project was getting the interns interviewed and
they will be in the department shortly. I interviewed five of the six applicants. One of them wasn’t
interested anymore because it took so long after they extended the deadline. Now we have five
great interns that will be joining us shortly. I want to set it up kind of like programming where
they will be paired with a mentor so they can see all of the commissioner positions. That’s seven
positions and only five interns right away. So, are there any of you who are very enthusiastic about
getting an intern? Anyone not interested in getting an intern?

Director Ayard: I think Kenneth would benefit from having an intern since we do a lot of stories
and coverage.
Commissioner Carrasco: I think having an intern in the Club lead initiative, since it’s long term,
they could see it start up and take it over and build it, as well as have a student aspect to spread the
word. They could be a liaison for club lead.
Director Ayard: So far we have had zero applicants.
Director Long: Keep in mind that the internship program has been in the SAS for a while but it has
never come to fruition so we’re kick starting it. It’s not like programming who does events all the
time and use the man power, this is a learning opportunity to see what the department does and to
see what ASUN does prior to their future position as a commissioner or funding manager and it
makes the transition process into the department easier. On my list I have funding manager
Desamero, Commissioner Ronquillo and Commissioner Carrasco and I’ll assign the other two
randomly.

REPORT OF THE CLUB SUPPORT FUNDING MANAGER
Commissioner Desamero: I was supposed to be gone today, but I missed my flight so I ended up
staying. I got a lot of remittances so I’m glad I did stay so I could manage those. The reminder email has
worked out well so fare. There are two confirmed and three. I updated the spreadsheet, it got updated with a
link to the “contact us” page, a remittance calculator, and some backend stuff with central station, and a
comments section. There is a list of commonly confused terms and a page with stuff they need to fill out to
make it easier to fill out the application. I need to make sure that you have all sent out the reminder
application for deadlines, has everyone done that? I will also be working with a policy for remittances and
I notified commissioner Tarr of this, so that we can be more flexible and allow remittances on the funding
hearing day, because that still falls within the previous funding period, so I’m going to run that by you guys
in the next week or two.

REPORT OF THE COMMISSIONERS
a. The Club Commissioners will each give their report.
i. Luke Bittar, Sports and Recreation
Commissioner Bittar: We have a Sports Council Executive meeting on Friday, I know we
were interested in meeting with Adam to talk about the direction of the new policy.
ii. Roderick Hidalgo, Greek Life/Service and Community Outreach
Commissioner Hidalgo: I’m meeting with a couple groups tonight after my board
meeting about Greek life and Community service and outreach. After I sent out the
deadline email a couple clubs are struggling to fill out applications and don’t really know
what club funding is so I’m meeting with them and ASUN tonight

iii. Adam Tarr, Pre-Professional and Academic: Arts, Business, & Education
Commissioner Tarr: Not much to report this week, having good discussion this week on
policy and what we want to get out of focus groups pertaining to this stuff. The proxy
change is going through senate today at 5:30.
Director Long: Commissioner Tarr and myself will be there, it will probably be after
reports, if you want to see that.
Commissioner Bittar: What time is that?
Director Long: 5:30.
Commissioner Bittar: And then if that goes through it would be valid for this funding?
Director Long: Yeah.
iv. Rachel Wang, Pre-Professional and Academic: Science & Engineering
v. Casandra Carrasco, Multicultural & Diversity
Commissioner Carrasco: I reached out to someone to check into their social, so I went to
their social and now they feel better talking to me about funding. They have a national
conference in the works. I’m meeting with a national Polynesian champion who is
interested in taking over the club and then I went to the Dia de los Muertos event on
Sunday and there a Folk Nortico club that is looking into setting up, and I’m helping
them get set up with all the big dresses and everything. International Club hopes you are
there for Night of All Nations, which is November 18th, it’s a Friday.
vi. Kenneth Ronquillo, Campus Life/Faith Based/Social & Political Involvement
Commissioner Ronquillo told the commission that the news letter was sent out the
previous night.

STAFF REPORT(S)
Director Ayard: Nothing much to report. The conference was really great, I learned a lot, I’m still
processing a lot of information and I went to visit family.
Commissioner Desamero asked if she got his email about Listserv.
Director Ayard replied yes and that she needed to verify that they got the emails on the Listserv before
removing the club listserv.
Commissioner Desamero said that when he sends an email to the club Listserv Ecohydrology and Student
Ambassadors are listed in the emails so they have to keep denying emails because their Listerserv is set to
all members even though the emails are only supposed to go to treasurers, or are only relevant to the
president.
