initiative', adopted on 26 September
200621a, when deploying the eCall PSAPs
infrastructure, Member States should
ensure that processing of personal data in
the context of handling eCalls fully
complies with the personal data protection
rules provided for in Directive 95/46/EC
of the European Parliament and of the
Council of 24 October 1995 on the
protection of individuals with regard to
the processing of personal data and on the
free movement of such data21b and in
Directive 2002/58/EC of the European
Parliament and of the Council of 12 July
2002 concerning the processing of
personal data and the protection of
privacy in the electronic communications
sector (Directive on privacy and electronic
communications)21c.

receipt and handling of all eCalls, if
necessary purged of non-emergency calls,
on their territory, in accordance with the
specifications laid down by Delegated
Regulation (EU) No 305/2013, in order to
ensure the compatibility, interoperability
and continuity of the interoperable EUwide eCall service. This is without
prejudice to the right of each Member State
to organise its emergency services in the
way most cost effective and appropriate to
its needs, including the possibility to filter
calls that are not emergency calls and may
not be handled by eCall PSAPs, in
particular in the case of manually triggered
eCalls.

Justification
The Parliament has repeatedly requested that accurate caller location for 112 calls is
provided. Unfortunately, little progress has been made to this. The deployment of eCall
confirms that GNSS location data can effectively be retrieved and transmitted over mobile
networks to 112. While the importance of eCall is not questioned, it should be noticed that it
will represent only about 1.7 % of the annual number of emergency calls in the EU. The
current proposal would create a situation in which only those with vehicles could be located.
