AGENDA
The mission of the East Hanover School District is to prepare our young people to be positive, contributing members of
society. Our diversified curriculum incorporates the expectation that all students achieve or exceed the Common Core
State Standards (CCSS) and the New Jersey Core Curriculum Content Standards (NJCCCS) at all grade levels. The
educational environment fosters self-esteem, independent thinking, and respect for individual differences. We provide
our students with the skills and experiences necessary to assist them in achieving their fullest potential as unique
individuals and to meet the challenges of life.

The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have advanced notice of and
to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon.
In accordance with the provisions of this Act, the East Hanover Township Board of Education has caused notice of this
meeting to be forwarded to the Hanover Eagle and Daily Record as official newspapers of the East Hanover Township
Board of Education and posted in the Board Office, 20 School Avenue, and forwarded to the Township Clerk.

Approve the Professional Services for the 2015-2016 school year for Attorney, Auditor, Bond Counsel and

WHEREAS, there exists a need for the performance of this service for the Board of Education of East Hanover
Township in the County of Morris and
WHEREAS, funds have been provided for such professional services;
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of East Hanover Township, in the County of
Morris approves the following professional service providers;
a.
Schwartz Simon Edelstein & Celso, LLC of Whippany, NJ to be appointed attorney at a rate of $153.00 per
hour and $163.20 per hour for Special Education matters.
b.
Lerch Vinci & Higgin, LLP of Fair Lawn, NJ to be appointed auditor.
c.
Parette Somjen Architects of Rockaway, NJ to be appointed Architect of Record.
d. McManimon Scotland & Baumann, LLC of Roseland, NJ to be appointed Bond Counsel.
This appointment is awarded without competitive bidding under the provisions of the ‘Local Public Contract
Law’ of New Jersey.
A copy of this Resolution shall be published in The Daily Record or The Hanover Eagle as required by law
within ten (10) days of passage.

Approve the appointment of Qualified Purchasing Agent:
WHEREAS, N.J.S.A. 18A:18A-3(a), permits boards of education to grant authorization to its appointed
purchasing agent the right to negotiate and award contracts below the bid threshold; and
WHEREAS, East Hanover Township Board of Education desires to do the above pursuant to this resolution,

RESOLVED, that the governing body of the East Hanover Township Board of Education, in the County of
Morris, in the State of New Jersey hereby establishes its bid threshold pursuant to 18A:18A-3, at $36,000; and be
it further,
RESOLVED, that the governing body hereby appoints Deborah Muscara, School Business Administrator, as
the Board’s Qualified Purchasing Agent to exercise the duties of a purchasing agent pursuant to N.J.S.A.
18A:18A, et. Seq. and grants authority, responsibility, and accountability of the purchasing activity of the East
Hanover Township Board for the 2015-2016 school year.
4.
Approve the Superintendent to audit and approve account and demands for payment prior to presentation to
the Board for emergency hand checks and the June 30 th bills list. Any such approval shall be presented to the
Board for ratification at their next meeting, as per Title 18A:19-4.1.

WHEREAS, the East Hanover Township Board of Education has determined that it is necessary to effectuate
certain reductions in force for reasons of economy and efficiency.
NOW, THEREFORE, BE IT RESOLVED, upon the recommendation of the Superintendent, that the
Financial Literacy position at East Hanover Middle School be abolished, effective June 30, 2015; and
BE IT FURTHER RESOLVED, that employee #4716, Financial Literacy teacher, be terminated, effective June
30, 2015; and

BE IT FURTHER RESOLVED, that employee #4716 be notified of the impact this reduction in force will
have on her employment, including tenure and seniority rights, if any.

Approve the revised request for Megan Hannis, Part Time Basic Skill Teacher, for a leave of absence, having
received doctor’s certification, commencing May 11, 2015, under the Federal Family Medical Leave Act
(FMLA), ending after twelve (12) weeks on October 9, 2015, while utilizing twenty-nine (29) sick days.
Approve eleven (11) weeks under the NJ Family Leave Act (FLA) for Megan Hannis commencing on
September 1, 2015 through November 13, 2015, with a return to work date on November 16, 2015.

Ratify/Approve the request for Linda Hughes, Instructional Aide, for a leave of absence commencing April
20, 2015, under the Federal Family Medical Leave Act (FMLA) and the NJ Family Leave Act (FLA), ending
after twelve (12) weeks on September 18, 2015, if necessary.
10. Approve the request for Taralynn Simone, Grade 8 Reading Teacher, for a leave of absence, having received
doctor’s certification, commencing September 17, 2015, under the Federal Family Medical Leave Act (FMLA),
ending after twelve (12) weeks on December 9, 2015, while utilizing thirty-nine (39) sick days.
Approve twelve (12) weeks under the NJ Family Leave Act (FLA) for Taralynn Simone commencing on
November 16, 2015, through February 12, 2016, with a return to work date on February 15, 2016. Benefits will
be paid by employer with health contributions paid by the employee.
11. Ratify/Approve discontinuing the Bus Aide position for Mary Beth Wingerter due to the morning childcare
placement of a student, effective May 1, 2015, through June 30, 2015.
12. Ratify/approve the placement of employee #4402 on leave without pay effective April 30, 2015, through May
13, 2015.
13. RESOLVED, that the East Hanover Township Board of Education, based upon the recommendation of the
Superintendent of Schools, withholds for good cause the employment increment, if any, and the adjustment
increment of Employee #4179 for the 2015-2016 school year, for the reasons provided by the Superintendent of
Schools and on record with the Board members and in the office of the Superintendent, and directs its School
Business Administrator/Board Secretary to provide the affected staff member with written notice of this action
and the reasons therefore within 10 days.

WHEREAS, there exists a need for the performance of this service for the Board of Education of East Hanover
Township in the County of Morris and
WHEREAS, funds have been provided for such professional services;
NOW, THEREFORE, BE IT RESOLVED by the Board of Education of East Hanover Township, in the County
of Morris approves Peggnet Computers, 4 East Main Street, Mendham, NJ to provide technology services for
the 2015-2016 school year in the amount of $152,440 based on the agreement dated February 5, 2015.
This appointment is awarded without competitive bidding under the provisions of the ‘Local Public Contract
Law’ of New Jersey.
A copy of this Resolution shall be published in The Daily Record or The Hanover Eagle as required by law
within ten (10) days of passage.

Whereas, the district is in need to upgrade existing Konica Minolta copiers in all four buildings to improve
the quality of service;
Whereas, Konica Minolta has agreed to provide a new agreement prior to the termination of the current
five year agreement due to expire on June 30, 2016;
Whereas, the current agreement expiring June 30, 2016 will be terminated effective July 1, 2015;

lease agreement with Konica Minolta of Ramsey, NJ with the monthly fee of $4,416.85, effective July 1, 2015,

21. Whereas, the public address system in Central School is outdated with the inability to locate parts due to
age and needs to be replaced in the 2014-2015 school year;
Whereas, this project would be considered for grant funding, Tier 1, however, funding is no longer
available;
Whereas, the East Hanover Board of Education received proposals from the following contractors:
