National Compliance Information System (NCIS)
Q. What is the National Compliance Information
System (NCIS)?
The NCIS will be the amalgamation of compliance and
camera data from States and Territories to provide a national
set of heavy vehicle related compliance and monitoring data.
The NCIS is a project designed to leverage existing State and
Territory investments in Automatic Number Plate Recognition
(ANPR) cameras and systems for heavy vehicle monitoring.
These investments include Safe-T-Cam in New South Wales
and South Australia and ANPR cameras in Queensland,
Victoria and other jurisdictions.
The NCIS will allow the National Heavy Vehicle Regulator
(NHVR) and partner agencies to identify and target behaviours
and operators that represent the greatest safety risks. This will
save time and money for governments and improve safety
and productivity for the heavy vehicle industry by reducing
the effort associated with low-impact enforcement activities.
Q: Why is the NCIS needed?
Existing compliance information sources are disparate and
do not provide national visibility of the heavy vehicle fleet
particularly when heavy vehicles travel interstate.
A national heavy vehicle compliance information system
does not exist at the moment. The NCIS will give the NHVR
and partner agencies across Australia access to more
complete and consistent information about heavy vehicles,
their movements, drivers, operators and other parties in the
Chain of Responsibility (CoR).
Having this access to information will enable precision
identification and intervention, targeting those who represent
the greatest safety risks. At the same time it will reduce the
operational impact on those safe and compliant operators.
Q: How does it work?
Throughout 2017, the NHVR will test and validate the
amalgamation of heavy vehicle related compliance and
camera data to allow the use across borders and to provide a
true national picture of the heavy vehicle fleet.
During 2017 the NHVR will facilitate the installation of five
new camera sites in Victoria. Over the next few years the
NHVR will roll out more new cameras throughout Australia
with the support of the Commonwealth, State and Territory
governments.
The NCIS network will monitor heavy vehicle travel times,
registration status and compliance history. It will also detect
vehicles /drivers that fail to enter heavy vehicle safety stations
for compliance checks.
The NCIS will enable common heavy vehicle compliance
information systems to be established across Australia
by allowing the sharing of existing data, information and
systems. It will facilitate the enhancement or development of
new capabilities by State and Territory regulators.
Q: How much does it cost?
The NHVR will invest $2.4 million in the NCIS program and
camera network in 2017.
The NCIS project will leverage existing jurisdictional
investments in Safe-T-Cam in New South Wales and South
Australia, and the investments made in ANPR cameras in
Queensland, Victoria and other jurisdictions for heavy vehicle
monitoring capability.
The 2016/2017 Commonwealth Grant funding provided
$2.45 million towards additional camera sites and the NCIS
Proof of Concept for data sharing. The final cost estimates
will be provided in the NCIS Business Case with funding
requested at the Transport and Infrastructure Council.
Q: Who’s paying for it?
The project is being delivered by the NHVR with the support
under the Commonwealth Government’s Heavy Vehicle
Safety Initiative.
Q: Who is involved in the NCIS Project?
Every state and territory will be invited to be involved in the
NHVR-led NCIS Project. The NHVR has identified locations for
cameras across Australia and will work with jurisdictions in
delivering the NCIS.
All participating jurisdictions have signed an Information
Sharing Memorandum of Understanding. A specific NCIS
Data Sharing Protocol will be created to allow data to be
shared with the NHVR starting with the Proof of Concept
through to the NCIS Lite and future NCIS products.
Q: What are the benefits of the NCIS?
The NCIS will deliver benefits for:

enforcement of heavy vehicle businesses and drivers who
engage in unsafe practices.
For Authorised Officers: The NCIS will provide real time data
and information for Authorised Officers at the roadside to
make informed assessments and evidence based decisions.
For States and Territories: The NCIS will deliver access to
more complete and consistent national and cross border
information about vehicles, their movements, drivers,

Q: Why is the NHVR focusing on camera data
collection rather than more contemporary
technologies such as in vehicle monitoring, RFID?
The NCIS system will amalgamate data from camera
systems, automated checking stations, weigh in motion sites
and the jurisdiction’s combined compliance and enforcement
databases. The NCIS system will also be built with the ability
to receive other types of data such as automated in-vehicle
and RFID systems as they are validated and made available
for the NHVR.

The NCIS Camera Placement tool identifies potential ANPR
camera sites using a data-driven approach. By applying
business rules to spatial data on existing infrastructure, heavy
vehicle AADT (Annual Average Daily Traffic), and key freight
routes, the tool proposes a number of optimal camera sites
that maximise coverage of heavy vehicle traffic.
The NHVR also conducted a manual data sharing trial in the
2016 NCIS Feasibility Study, adding data from three cameras
in Victoria and three cameras in Queensland to the NSW
camera network.
The NHVR will create a priority list of up to 30 potential new
sites and work with jurisdictions on key camera locations.

The NHVR needs a heavy vehicle safety compliance
information national dataset to deliver on its objectives as
a national regulator. The investment in funds for NCIS will
give the NHVR and its service delivery agents the ability to
measure, identify and pursue the areas of greatest risk and

Registered Industry Codes of Practice: A Code establishes
standards and procedures for parties in the Chain of
Responsibility to identify, analyse, evaluate and mitigate risks
associated with meeting obligations under the Heavy Vehicle
National Law (HVNL).
Information about changes to Chain of Responsibility (CoR)
laws: Amendments to CoR laws, coming in mid-2018, align
more closely with workplace health and safety laws.
