be a whole school community that provides a challenging and enriching environment for all
children Kindergarten through grade 3; and where all children achieve high academic standards
and develop character. We support the whole child and continuous improvement in the teaching
process, and consider a whole school community as integral to success."
Who Was Horace Mann?
Horace Mann Horace Mann was born in Franklin, Massachusetts in 1796. His
childhood years were filled with poverty and self-denial. Rather than be educated by
poorly trained teachers he became self-taught by studying various subjects from books
available in the town’s local library. Samuel Barrett who later became a well-known
Universalist Minister mentored Horace in both Latin and Greek. It was Barrett’s tutoring
which enabled Horace Mann to be admitted into Brown University’s sophomore class at
the age of 20 years. At Brown University, Mann showed a strong interest in politics
and education and graduated in 1819 as valedictorian of his class. Thereafter he chose
to study law until he was admitted to the bar in 1823.
What ensued was a successful legal practice. As a resident of Dedham, MA his oratory gifts and
knowledge of the law helped him ease into politics whereby he won a seat in the Massachusetts House of
Representatives from 1827 to 1833. As a House Representative he was well known for his leadership in
establishing a state run hospital out of Worcester which was the first of its kind in the United States. He
later moved to Boston and ran for a State Senate seat which he won and subsequently served in from 1835
to 1837.
Horace Mann always had a passion for educational reform seeing how he was self-taught and observed
how the quality of public education in Massachusetts had deteriorated during his lifetime. Many people with
a similar viewpoint helped to forge a new reform movement with the purpose of reasserting the state’s
influence over education rather than have it remain in the hands of fiscally minded local districts. The
reform movement resulted in the formation of a state board of education in Massachusetts. Horace Mann
accepted the position of Secretary of the newly-created Massachusetts Board of Education in 1837 and
continued serving in this capacity for the next 11 years.
In his new position he spent considerable time writing and lecturing. In 1838 he established a biweekly
Common School Journal which was distributed to teachers. He espoused (6) six major points for
successful state-run education oftentimes to the dismay of clergymen, other educators and politicians since
Horace Mann was well-known for his secular views on education.
They were the following: (1) that a republic cannot long remain ignorant and free, hence the necessity of
universal popular education; (2) that such education must be paid for, controlled, and sustained by an
interested public; (3) that such education is best provided in schools embracing children of all religious,
social, and ethnic backgrounds; (4) that such education, while profoundly moral in character, must be free of
sectarian religious influence; (5) that such education must be permeated throughout by the spirit, methods,
and discipline of a free society, which preclude harsh pedagogy in the classroom; and (6) that such
education can be provided only by well-trained, professional teachers. (Encyclopedia Britannica; Horace

In 1948 he was elected to the US House of Representatives to fill the vacancy left by the death of John
Quincy Adams. He served in this capacity from April 1848 to 1853 and like Adams was fervently antislavery. In September 1852 he accepted the position of president of the newly established Antioch College
at Yellow Springs, Ohio. Antioch was founded by the Christian Connexion which withdrew its financial
support due to sectarian infighting which caused considerable financial struggle for the college.

What is a Charter School?
MassResources.org describes a charter school in the following way: “Charter schools are independently
run public schools that do not report to local school committees. Each charter school has its own board of
trustees. The board of trustees makes decisions about the charter school's goals, curriculum, teaching
methods, budgets, and staffing.”
“Charter schools must be approved by the Massachusetts Board of Education. The Board of Education
grants a five-year charter to each approved charter school. During the five-year period, the charter school
must show that it can do a good job educating its students, or else the school might lose its charter.
There are two types of charter schools in Massachusetts: Commonwealth charter schools and Horace
Mann charter schools.

Commonwealth charter schools are completely independent of local school committees. Approval
for the school comes from the state Board of Education. The state pays a tuition amount to the
charter school for each student who enrolls. The state deducts that tuition amount from each
sending district's state funding. Commonwealth charter schools accept students from anywhere in
the state. Students who live in the district where the school is located get preference.

Horace Mann charter schools are also independently run. However, Horace Mann charters must be
approved by the local school committee and teacher's union as well as the state Board of Education.
Funding for Horace Mann charter schools comes from the local school district. The charter school
must submit a budget request to the superintendent and school committee each year.
Community members start charter schools to improve the quality of education in their communities and give
parents more choices for their children. Charter schools have the freedom to choose their mission,
curriculum, and teaching methods, and to try innovative approaches to education. Each school's goals and

The School Board
The primary role of the board is governance. Governance encompasses legal responsibility,
general oversight planning, policy making and meeting fiduciary requirements. As you can see
these are serious responsibilities, but we are confident this group will do an outoutstanding job. We
wish them well as they begin the process of building the new foundation of Barnstable Community

Barnstable Community Horace Mann Charter Public School (BCHMCPS) is in our tenth year of operation
and fifth year located on Bearses Way in Hyannis.
We are a K-3 Elementary School of approximately 300 students who live in the seven villages of Barnstable
(Barnstable, Cotuit, Centerville, Hyannis, Marstons Mills, Osterville and West Barnstable). We are founded
on the Accelerated Schools Plus (ASP) model where gifted and talented teaching strategies are used with
all students.

Resource Room
Resource rooms are classrooms where a special education teacher instructs and assists students
identified with a disability. These classrooms are staffed by special education teachers and
sometimes paraprofessionals. The number of students in a resource room at a specific time varies,
but typically consists of five students per instructor. Mainstreaming in education typically includes
