SOUTH AFRICAN POST OFFICE LIMITED SPECIFICATION NO.: TITLE: SAPO - T - 0016 TWINE (JUTE) CATALOGUE NO.: 1. 100367 SCOPE This specification covers the requirements for Twine used for securing of mail bags. 2. NORMATIVE REFERENCES 2.1 SABS 04 Terms and definitions for textiles and textile merchandise. SABS Methods 70, 72, 77, 114, 260, 270. 2.2 DEFINITIONS Acceptable : Acceptable to the Senior Manager, Purchasing and Materials Management of the S.A. Post Office Ltd. Ball : A coiled spool of twine. Packet : A number of balls wrapped together in an acceptable wrapper. Note: Should any discrepancy arise between the content of this specification, the sample provided or the purchase order; then please inform the Manager, Quality Department, Silverton. 3. REQUIREMENTS 3.1 GENERAL The twine shall have been made in accordance with sound manufacturing practice from uniform and well-prepared undyed yarns and shall be free from knots, thickening and projecting fibre ends and shall have a smooth, clean surface. It shall be delivered in spools and in a clean and commercially dry condition and shall be free from defects that might impair its appearance or serviceability, or both. 3.2 MASS PER SPOOL The mass of twine in a ball shall be 250 g and shall not differ from the specified mass by more than 10 g. 3.3 JOINS One join shall be permitted in any one spool of 250 g. Max PACKING AND MARKING 4.1 PACKING Spools of twine shall be supplied in packets containing 6 spools of twine. Packets of twine shall be packed and supplied on fourway entry pallets of nominal size, 1000 mm x 1200 mm and unless otherwise specified in the order or contract each pallet shall contain the same number of packets of the same nominal mass, stacked to a height of not more than 1000 mm from the top surface of the pallet with a tolerance of ±100 mm. It is recommended to pack a quantity of 144 spools per lay; 15 lays high and shrink-wrapped to the pallet. 4.2 MARKING 4.2.1 Packets Each packet shall contain a printed label on the outside bearing the following information in letters of at least 10 mm (36 pt BOLD): 4.2.1.1 4.2.1.2 4.2.1.3 4.2.1.4 4.2.1.5 4.2.1.6 The manufacturer’s name or trade mark or both; The year of manufacture; The order or contract number; The S.A. Post Office catalogue number; The nominal mass of spools; and The quantity of spools. 4.2.2 Bulk containers Bulk containers, (see 4.1) shall each contain a printed label on the outside, with the same information as required in 4.2.1 and which will include in addition the number of spools in each bulk container. 4.2.3 Additional marking When so required in the order or contract, bulk containers will bear additional information to that specified in 4.2.2. 5. INSPECTION AND METHODS OF TEST IMPORTANT NOTE: Should an offerer at present not be a SABS Quality listed firm in terms of SABS ISO 9002, a report by the South African Bureau of Standards, to the effect that the goods offered are in accordance with this specification, should be handed in with the offer. Such a report must not be older than six (6) months and shall be issued by the South African Bureau of Standards after evaluating the goods and/or the manufacturing premises. All costs for the inspection/test of the offered goods will be for the offerers account. 5.1 INSPECTION After inspecting the parcels and bulk containers for compliance with the relevant requirements of Section 4, visually examine each package in the sample for compliance with the requirements given in 3.1, 3.3 and 3.4. Issue 1 2 3 PAGE 4 OF 6 Z:\SCM LOGISTICS\SCM LOGISTICS\DEMAND MANAGEMENT\MATERIAL MASTER\Material Master\Specifications\Specs - e proc\100367 - Twine 250g 0016.doc 5.2 CONDITIONING Condition the test samples in accordance with SABS Method 70, determine the mass of twine in a package (see 3.2) and then cut from it the test specimens required for the tests given in 5.3 - 5.10 (inclusive). 5.3 FIBRE COMPOSITION Determine by microscopical examination and chemical analysis. 5.4 LINEAR DENSITY Use SABS Method 72. 5.5 PLY OF YARN Determine by visual examination. 5.6 TWIST Use SABS Method 270. 5.7 DIRECTION OF TWIST Determine by visual examination. 5.8 BREAKING STRENGTH Use SABS Method 77. 5.9 LOOP STRENGTH Use SABS Method 260 and specimens of length such that the initial distance between the jaws of the testing machine is approximately 50 cm . 5.10 NON-FIBROUS MATERIAL CONTENT Use SABS Method 114.
