GENERAL STATEMENT OF DUTIES
Serves as lead collections investigator over other collection staff and performs advanced work in administering, enforcing, and collecting on court orders
or judgments entered with respect to fines, fees, restitution, or any other accounts receivable of the court, judicial district, or Judicial Department.
DISTINGUISHING FACTORS
This position is distinguished from the Collections Investigator position by the additional duties associated with serving in a lead capacity over three or
more full time equivalent employees designated as collection staff, either FTE or contract. 10% to 15% of this position’s schedule will be acting in a
direct supervisory function to three or more staff. In addition to the distinguishing factors above, a candidate for a Lead Collections Investigator position may be required to take and pass a Lead
Collections Investigator exam prior to being hired and entering the position.
ESSENTIAL FUNCTIONS OF THE POSITION
Serves as lead over three or more other employees in the collection unit as described under “Distinguishing Factors” and “Supervisory Responsibilities”.
Designs and implements work processes for the collection unit in a manner that maintains efficient operations and is consistent with state guidelines,
statutes, Chief Justice Directives, or other applicable rules and regulations.
Plans, organizes, and assigns work and duties in the collection unit.
Acts as the lead contact person for the most difficult policy and procedural questions for the unit.
Compiles and maintains statistics and data on the unit’s performance and provides related reports to supervisor, court management, and others in the
court system, as required.
Prepares and implements policies and procedures for a collection unit, as directed by supervisor and approved by the collections administration unit in
the Financial Services Division (State Court Administrator’s Office).
Instructs lower level unit personnel in the use and application of statutes, rules, directives, policies and procedures.
Serves as liaison and the primary representative of the unit to court management and other judicial system personnel.
May assist in the interviewing of prospective employees and training of new hires in the collections office.
Attempts to collect full payment on court receivables upon assessment and minimize the duration and quantity of payment schedules granted.
Determines account disposition, analyzes various options, and implements plans to maximize compliance with payment orders in accordance with
Colorado statutes and established policies and procedures.
Conducts face-to-face interviews with defendants or other debtors and investigates their eligibility for stays of execution on monies assessed by the
court. Analyzes defendants’ and other parties’ financial abilities based upon written and oral information, and online or other investigative research.
Interacts with defendants and other parties (i.e., victims, attorneys, etc.) by letter, phone or in person. Explains the court’s collection practices and
provides information to persons in and outside of the system.
Computes and establishes payment schedules.
Identifies delinquent accounts and determines and initiates appropriate procedures to resolve the delinquency.
Executes and tracks collection enforcement remedies including, but not limited to, wage and salary attachments, bank account garnishments, property
liens, and tax refund and other intercepts.
Conducts research using various databases and tools to locate, investigate, and contact persons owing monies to the court.
May analyze applicants’ eligibility for court appointed counsel using prescribed criteria, and report to the court on findings and recommendations.
Coordinates and performs required tasks with respect to contract private collection agencies and the state Central Collection Service.

Enters, maintains, and updates case information in computer and paper records, as required.
Interacts with judges, court administration, clerks, probation officers, and other agencies and offices to obtain or share information and coordinate
collection activities.
Researches and resolves collection account discrepancies and troubleshoots related problems.
Processes bankruptcy filing information and other incoming correspondence.
Attends meetings and training, as required.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position has supervisory accountability over at least three other employees designated as collections staff, either FTE or contract as described
under “Distinguishing Factors”, and provides guidance, assistance, or mentorship to less experienced coworkers, volunteers, or interns in a
unit. Instructs in work methods and reviews work product of subordinates. Plans, directs and coordinates activities for a unit. Duties may include
scheduling and assigning work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. May conduct
performance appraisals and provide input into and participate in discipline, dismissal, and hiring processes.
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each of the above essential functions satisfactorily. The requirements listed
below are representative of the knowledge, skill, ability, physical and environmental conditions required of the employee on the job. Reasonable

EDUCATION and EXPERIENCE
Baccalaureate degree from an accredited college or university in the field of business administration, finance, accounting or related field; or six years of
experience conducting financial or collection related interviews and investigations, credit management or related experience. A minimum of one year
supervisory experience or one year of experience serving in a lead capacity over other employees is preferred, but not required.
OR
Any equivalent combination of education or experience may substitute on a year for year basis EXCEPT for the one year of supervisory or lead
capacity experience, which is preferred.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands to perform repetitive motions, talk and hear. The employee is
frequently required to walk/move about. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job
include close vision, color vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT
The noise level in the work environment is usually moderate. May handle emergency or crisis situations; is subject to many interruptions; may handle
multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.

This position is distinguished from the Collections Investigator position by the narrower range and lesser complexity of duties and independent judgment
involved in carrying out assignments. Decision-making and complexity are limited to carrying out prescribed work processes and operations by following and
applying instructions, procedures, and rules under close supervision.
ESSENTIAL FUNCTIONS OF THE POSITION
Assists in collecting full payment on court receivables upon assessment and minimizing the duration and quantity of payment schedules granted.
Prepares various routine documents, forms, and collection notices.
File/S, retrieves, and distributes documents or correspondence.
Assists with routine inquiries, phone calls, etc.
Generates delinquent account listings and other routine reports from the computer system.
Identifies delinquent accounts and takes actions as directed to resolve the delinquency.
Assists in the execution of collection enforcement remedies including, but not limited to, wage and salary attachments, bank account garnishments, property
liens, and tax refund intercepts.
Assists in conducting research using various databases and tools to locate and contact persons owing monies to the court.
Assists with placing and tracking accounts identified for referral to contract private collection agencies and the state Central Collection Service.
Enters, maintains, and updates case information in computer and paper records, as required.
Interacts with other court or probation personnel to obtain or share information.
Assists in researching and resolving collection account discrepancies and troubleshooting related problems, as assigned.
Assists in compiling and maintaining statistics and data on collection performance.
Assists in processing bankruptcy filing information and other incoming correspondence.
May perform intake or reception functions with regards to parties reporting to the collections office.
Attends meetings and training, as required.
Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES
