Mr. Castillo designs and manages various phases of commercial and residential
projects in the City of Laredo Texas. Scope of responsibility includes planning,
design, permitting, NPDES implementation and construction quality control.
He directs teams of engineers, designers and CAD drafters. Mr. Castillo
manages and is responsible for all in-house civil design, coordinates with all
sub-consultants, and obtains relevant permits. He has designed detention
facilities and master planned communities in Laredo, Texas, and other areas
throughout the United States. In previous positions, he has directed various
phases of retail store and distribution center projects across the nation. Some
of his projects include a 230 acre property for a retail regional distribution
center in Florida, where several important environmental issues were
permitted, including minimization of impact to threatened and environmental
species, as well as water quantity and quality management.
Project Experience (partial list only):
•
San Isidro Northeast Booster Station – A 300,000 gallon ground
storage tank, 3-50 HP pumps, 1-25HP pump and a 20,000 hydro
pneumatic tank were design and build to serve the 582 AC master
planned development known as San Isidro Northeast. This work was
in coordination with the City of Laredo Water Utilities Department
and Water resources consultant. - Laredo, Texas
•
San Isidro Northeast - 582-acre land development including two
major arterials and a major collector street, all utilities required for
development including booster station, pedestrian circulation
throughout the development, TXDOT coordination for street tie-in,
street lighting, detention pond and traffic signalization - Laredo TX
•
San Isidro Business Park - 60-acre industrial land development, three
minor arterial streets and one major collector, including all utilities,
TXDOT coordination, detention pond, and pedestrian circulation Laredo, Texas
•
Laredo Bus Depot – A 22,500 sq ft building on a 1.6AC lot was design
to be a bus terminal serving the South Texas as a Hub. This site
included on-site detention, grading, utility coordination and driveways
permit with TX DOT.

Laredo Health Clinic – Parking Lot Expansion and civil improvements
needed for the expansion of the building. Slay Engineering added a
gated parking lot for employees with mechanical arm gate, relocation
and preservation of trees as well as grading, and storm drainage
adjustments needed for the building expansion.
