Launch of the Hoarding Panel
The Hoarding Panel has been set up by the Safeguarding
Adults Team as a result of a need being identified across
various agencies, both statutory and third sector, and
recognition that a multi-agency response is needed to
adopt a clear framework to ensure that when services
are required there is a process for planning solutions
tailored to meet the needs of the individual and to
utilise a person centred approach.

The Hoarding Panel has been set up as a result of a need being identified by various strands:
• Vulnerable Adults Group,
• Safeguarding Forums,
• Adult Protection Training,
• Concerns raised from Professionals across all
agencies working with people who hoard.
The development of the Hoarding Panel is supported by the
Board of the Safeguarding Adults Partnership

agency, pro active, risk management
group forum – to share and
consider strategies to support the
work of the practitioner already
involved, and to provide evidence in
terms of decision making, and risk
management strategies.

the numbers of people who
hoard who are requiring some
support. This will enable
services to consider future
resources required, and to use
the referral system as a means
of providing evidence to
support development of
services for those who hoard.

Referral Pathway
• Referrals to the Hoarding Panel should be made to ASATeam – as all
referrals to access Adult Social Care services come through this area.
• This will provide a central point for gathering of statistic re: referrals.
•
ASAT will gather basic information from the referrer – referrer
can be anyone, including the person themselves who hoard.

• This will trigger a Hoarding Panel meeting.
• Consideration will be given to who will be the most appropriate
person/organisation to take the lead.
• If a professional is already involved, expectation would be
that they remain involved.

Cognitive Behavioural Therapy (CBT) is the most effective psychological treatment. It
can help you to change the thoughts and feelings that drive you to hoard.

Mindfulness-Based Cognitive Therapy may also be useful for treating symptoms of
anxiety, according to research published recently in the British Journal of Psychiatry.
Researchers looked at changes in anxiety levels among patients with generalized anxiety
disorder using different treatments. They found that MBCT and cognitive-behavioural
therapy-based psycho-education were both effective in reducing anxiety symptoms.

Hoarding can be described as collecting and being unable to discard excessive
quantities of goods or objects.
As a behaviour, it is quite common and most people who hoard possessions
do not suffer from any psychiatric disorder, however, in some cases the
problem may progress to become so severe that it causes significant distress
and impairment.
Though usually covert, hoarding can also become a concern for others when
health and safety are threatened by the nature or amounts of ‘clutter’
accumulating within, and sometimes overflowing from, the sufferer’s
environment.

Environmental Legislation turns to the treatment of hoarding rather
than of the hoarder and more towards environmental neglect than
self-neglect.
When hoarding grows to a problem level, possibly spilling over
beyond the hoarder’s own home the environmental health service
may be among the first to know.

Housing, unsightliness and statutory nuisance falls under the
regulatory arm of the islands local authorities.
EHO’s within the Environmental Health Unit are authorised
officers of all the islands local authorities and advise in all
matters relating to Housing and Statutory Nuisance.

Public Health Act 1990
Filthy and verminous premises – not all hoarders’ premises fit
into this category, ‘filth’ is a euphemism for excrement, animal
or human, and persons who hoard their own excreta present
a singular challenge, including considering the health, safety
and duties of care owed to those dealing with it.

Statutory Nuisance includes:• any premises in such a state as to be prejudicial to health
or a nuisance;
• any pool, ditch, gutter, watercourse, privy, urinal,

to be prejudicial to health or a nuisance;

• Handling a problem of hoarding requires careful assessment
of each case;
• Never make any assumptions or judgements about the
causes of hoarding or the motivation of the person
concerned;
• Keeping an open mind and a non-judgemental
attitude is more likely to foster a good relationship
with the person and is more likely to prompt some
improvement;

• Persons may know at one level that they have a
problem but feel so ashamed or guilty that they cannot
accept help;

Significant Fire Loading
• This is the sheer amount of additional, combustible material, such
as newspapers, cardboard, plastic, etc., that can burn very quickly;
• Where hoarding is an issue, Fire Loading can be huge;
• Depending on the type of property, Fire Loading can have
an impact on adjoining properties and the safety of the
other occupants.
