The last number in this number is in the millionths place. So when reading the decimal part of the number you would always say
the last place value; tenths, hundreths etc... whichever place it is.

What does a number like this 532 really mean?
It means 500 + 30 + 2
Before we had place value we would write numbers in expanded notation. Big numbers were written like this

That is in expanded notation instead of using place value which would be
5, 492 + 7,065 = 12,557
It's much easier and shorter to use place value instead of expanded notation!
