SCOPE
This procedure covers refinery scale entry/exit for Propylene Loading.
RESPONSBILITIES
The truck drivers have the responsibility for following the proper entry/exit
procedure and to follow all refinery safety and loading/unloading policies and
procedures.
REQUIREMENTS
Each driver is required to have their own proximity card, pin number, trailer number,
plant order number and state of destination for this entry/exit procedure. If a driver
enters the scales without all of this information the driver will be asked to exit the
scales and call dispatcher to get the required information.
Drivers are required to enter on the scale labeled “INBOUND” and exit using the
scale labeled “OUTBOUND”.
Drivers are to maintain line of sight (within 25 feet) with loading equipment to
ensure no leaks develop during loading.
Shut down loading operation anytime problems with loading system arise or leaks
develop.

MATERIALS/
EQUIPMENT
PPE for Propylene Loading is Long Sleeve Shirt with sleeves buttoned, Leather or
Rubber Shoes/Boots, Hard Hat and Safety Glasses.
PROCESS
CONTROL
No new Process Control requirements.
SAFETY/
HEALTH
Propylene is highly flammable. Caution must be taken to ensure No leaks are present
on fittings, hoses and piping.
QUALITY
No new quality concerns.
ENVIRONMENTAL
If a spill or leak occurs notify the West Gate (327) and West Gate will notify Pump
House Operator and the Shift Supervisor.

PROCEDURE FOR SCALE ENTRY

Enter the scale on the lane labeled “INBOUND”.

Set parking brake and turn off the engine.

Scale house entry.

Hold proximity card in front of card reader pad and enter PIN.
NOTE:
The proximity card must be held within 6 inches directly in front of the reader to
activate the procedure.

If proximity card and pin number are valid the scale house door will unlock.
Enter scale house.
Inbound scale card reader for auto BOL.
3.1. Scan proximity card on the card reader labeled INBOUND.
3.2. Enter Trailer Number.
3.3. Press ENTER key.
3.4. To select State Destination use pick list to scroll down to state desired press
ENTER key.
3.5. When selecting shipper, select LION OIL COMPANY and press ENTER key.
3.6. Select product type from pick list.
3.6.1 SELECT PP for Propylene and press ENTER
3.7. When prompted for Customer Number; enter the customer number according to
the company you drive for.
3.8. If the Customer Number is correct press YES and then press ENTER..

If not correct number; press NO then press ENTER and go back to step 3.12

Spot the vehicle.

Turn off the motor with the transmission in the lowest gear.
4.3
Apply the wheel chocks.
4.4
Ground the vehicle (trailer if an 18 wheeler).

Wear proper PPE (Hardhat; safety glasses; long sleeves and pants; leather or
rubber shoes).

Connect both the vapor hose and the fill hose.
4.7
Open the fill and vapor valves on the vehicle.
NOTE
The 2 inch 3-WAY valve on fill line when open will align the liquid line open and the flare
line (ventline) closed.
The 2 inch 3-WAY valve on vapor line (equalizing line) when open will align the vapor line
open and the flare (vent line) closed.

Open the 2 inch gate valve on vapor line.
Open the 2 inch Lion Oil 3-Way Valve on vapor line.
Open the 2 inch gate valve on fill line.
Open the 2 inch Lion Oil 3-Way Valve on liquid fill line.
Press the “Start” button to begin loading.
Monitor the system continuously during loading.
Load to desired Gross Weight. Gross Weight must be Less Than 80,000 lbs.
5.0 Shut Down Loading

Press “Stop” button on pump switch.
5.2
Block in the loading line truck valve.
5.3
Block in the vapor line truck valve.
5.4
Close both 3-Way Valves slowly to vent hoses to flare recovery system.
5.5
Close the 2 inch Lion Oil valves on fill line and vapor line.
5.6
Disconnect the truck from the loading system.
5.7
Return to scale house.
6.0 Shut down loading for any unsafe conditions such as leaks or spills
6.1 Press the Pump Stop button
6.2 Block in any valves needed to isolate escaping vapors.

6.3 Notify scale house or pump house personnel for assistance. (phone 327 or 261)
PROCEDURE FOR SCALE EXIT

Enter the scale on the OUTBOUND lane.

Set parking brake and turn off engine.

Outbound scale card reader for auto BOL.
DO NOT HOLD THE PROXIMITY CARD UP TO THE CARD READER ON THE
OUTBOUND SCALE IF LOAD WEIGHT EXCEEDS 80,000 POUNDS. The scanner will
not allow an AUTO BOL to print if weight limit is exceeded causing a manual BOL to have to
be issued. This will cause time delays for the driver and for scale traffic. If load exceeds 80,000
pounds; see West Gate Personnel for instructions. Return to the rack and offload product to
achieve the desired load weight.

Check Out bound scale readout at the OUTBOUND card reader for proper load
weight. This weight must be 80,000 pounds or LESS to proceed.
Scan proximity card on the card reader labeled OUTBOUND.
BOL will automatically print.
Sign BOL and wait for copies to print.
Drop one copy along with manifest into BOL drop box
Keep remaining copies 3 copies.
