OIE Definition
An animal is in a good state of welfare if (as indicated by scientific
evidence) it is healthy, comfortable, well nourished, safe, able to
express innate behavior, and if it is not suffering from unpleasant
states such as pain, fear, and distress.

What is ‘Animal Welfare Certification System’?
• The government certifies an animal farm
- breeds livestock humanely in accordance with animal welfare
standards
• improving animal welfare and the quality and safety of livestock
products
- animal health management and farm envrionment, etc.

The Base of Certification
• With an amendment to the Animal Protection Act, the animal
welfare farm certification and labeling system were introduced on 4August 2011 and implemented on 20-March 2012.

• Sep 2009 : Draft of animal welfare standards for laying Hens
• Aug 2011 : Introduction of the animal welfare farm certification
system in line with the amendment to the Animal Protection Act
• Sep 2011 : T/F and briefing sessions on standards for animal welfare
farms for laying hens
• 20-Mar 2012 : Implementation of the animal welfare farm
certification system (laying hens)

Animal Protection Act (Article 29, Section 1)
• Animal welfare certification will be issued to an animal farm that
breeds animals allowing them to express their normal behaviors.
Animal Protection Enforcement Regulation (Article 29)
• Animals specified in the MIFAFF ordinance include cattle, pigs,
chickens and other animals designated by QIA Commissioner.

Penalties
Animal Protection Act (Article 46, Section 2)
• Those applicable to any of the followings will be fined under 5 million won.
- Those who obtain animal welfare farm certification in an unlawful way
- Those who designate non certified farms as certified
Animal Protection Act (Article 47, Section 1)
• Those applicable to any of the followings will be fined under 1 million won
- Those who fail to report the certification succession
Certification Procedures (1)
Application
• Submit the application document to the Animal Protection & Welfare Division, QIA
Document Review
• Notification of the results to applicants within 30 days
Farm Assessment
• Assessor and Animal protection Inspector visit farm to assess whether the farm
comply with certification requirements, and report the assessment results.
Certification Procedures(2)
Certification
• Referring to the final report, the QIA decides whether to issue the
certification.
- With no inappropriate item and a total score of over 80 points, the suitability decision
will be made.
Following up control
• QIA and local governments have to follow up certified farms.

- Identification and labeling check on sales and handling places for animal welfare
livestock products (More than once a year )
