RWANDA´S ETHNIC BASED DOMINANCE CONFLICTS
In the late 1950’s during the great wave of decolonization, tensions increased
in Rwanda. The Hutu political movement, which stood to gain from majority
rule, was gaining momentum while segments of the Tutsi establishment
resisted democratization and the loss of their acquired privileges. In
November 1959, a violent incident sparked a Hutu uprising in which hundreds
of Tutsi were killed and thousands displaced and forced to flee to neighboring
countries. This marked the start of the so- called ‘Hutu Peasant Revolution’ or
‘social revolution’ lasting from 1959 to 1961, which signified the end of Tutsi
domination and the sharpening of ethnic tensions. By 1962, when Rwanda
gained independence, 120,000 people, primarily Tutsis, had taken refuge in
neighboring states to escape the violence which had accompanied the gradual
coming into power of the Hutu community.
violence continued after independence. Tutsi refugees in Tanzania and Zaire
seeking to regain their former positions in Rwanda began organizing and
staging attacks on Hutu targets and the Hutu government. Ten such attacks
occurred between 1962 and 1967, each leading to retaliatory killings of large
numbers of Tutsi civilians in Rwanda and creating new waves of refugees. By
the end of the 1980s some 480,000 Rwandans had become refugees, primarily
in Burundi, Uganda, Zaire and Tanzania. They continued to call for the
fulfillment of their international legal right to return to Rwanda, however,
Juvenal Habyarimana, then president of Rwanda, took the position that
population pressures were already too great, and economic opportunities too
few to accommodate large numbers of Tutsi refugees.
In 1988, the Rwandan Patriotic Front (RPF) was founded in Kampala, Uganda
as a political and military movement with the stated aims of securing
repatriation of Rwandans in exile and reforming of the Rwandan government,
including political power sharing. The RPF was composed mainly of Tutsi
exiles in Uganda. On 1 October 1990, the RPF launched a major attack on
Rwanda from Uganda with a force of 7,000 fighters. Because of the RPF
attacks, all Tutsis inside the country were labeled accomplices of the RPF and
Hutu members of the opposition parties were labeled as traitors. Media,
particularly radio, continued to spread unfounded rumours, which
exacerbated ethnic problems. Read more

Is ending this cycle of ethnic violence possible?
Consider derooting ideology implemented by three key Rwanda´s Historical
politicians ¨General Paul Kagame, General Juvenal Habyarimana and
Colonel Theonest Bagosora and Ideology that these politicians implemented
or implement define our unite as Rwandans and our ability to live together
as one citizen
Does Kagame Paul Has anything to do with Ethnic?
Although President Kagame is known to be impartial when it comes to
accountability but his hand is not clean when it comes to ethnic empowerment
and participation. Under his leadership, Tutsis are more represented than
Hutus and more important roles and government positions are assigned to
Tutsis which creates imbalance of opportunity and a such ethnic dominance
can give a rise to ethnic violence in the future if not amended.
Other cause of Tutsis ethnic dominance over hutus is the lack of trust between
Hutus and Tutsis after Genocide against Tutsis that occurred in 1994. Tutsis
may feel more vulnerable to be betrayed by Hutus if given positions that can
affect their decision making ability.
It is therefore necessary to create an environment of trust between people of
Rwanda before any attempt to remove ethnic dominanance by firstlly
promoting diverty understanding and start giving zero support to those ethnic
forces such as FDLR that their ideology is based on Hutu power that when is
supported can lead to another ethnic creansing. Trust comes from the support
of human rights to each and every one of our citizen regardless their ethnic.
How does Juvenal Habyarimana´s ideology impacted our way of
life as Rwandans?
There was a God that slept in Rwanda and there was another god and that
was him. His ideology was to give Hutus majority a powerful dominance over
other Rwanda´s ethnic. Not to disturb his plans and policies, Habyarimana
ended up ruling the country along with his entire family creating a well known and no hidden political corruption. During
Habyarimana´s reign, almost the entire country was run by Hutus and few Tutsis who were said to be lottery winners. His
leadership were defeated and it is nolonger an issue as such apart from the ideology it left behind and it can still be
traceable. Those Hutus who still own Habyarimana´s Hutu Power ideology are still alive and working hard to
reimplement the same ideology which has been defeated 20 years ago now. It is necessary to reach those mind and teach
them the benefit of diversity in social and political endeavours.

How Theonest Bagosora´s ideology does impacted the mind of Rwandans?
Bagosora was a military officer in Hbayariman´s government who was a darling to Akazu family and he took Hutu power
ideology with a great extremism. His understanding was to arm Hutus majority for self-defence against Tutsis and his
extremism actions ended up claiming one millions lives of Tutsis and Hutus moderates. According to wikpedia Bagosora
was responsible for establishing paramilitary "self-defense" units, the Interahamwe, that would operate in every commune
in the country. These groups were to act in concert with the local police, militias, and military authorities. His ideology to
kill the minority Tutsis still exist among his ideological followers who still believe that Tutsis people are Rwandans who
don´t deserve rights to life.
It would be hard to reach everyone of this type but teaching unite and reconciliation through truth telling (Including the
truth about crimes committed by minority Tutsis against Hutus ) can get rid of extremism in heart of many and create an
environment that is safe for every citizen of Rwanda. This extremism will get rid of by impartial and independent judicial
system that would punish every culprit equally according to the law. This type of extremism will surrender to diversity and
empowerment regulations and laws. Greater human rights awareness will also contribute to get rid of extremism of
dominance in every Rwandan ethnic group. We deserve to live together as one.
