This brochure contains important information for successfully applying to the TU Berlin. This service is subject to payment. Please see point 1 to find out if your application needs to be pre-examined by uni-assist. Please take the following into account when applying: • Only written applications will be processed (no faxes, e-mails or other digital media). • All documents must be included with the application. • All copies of submitted certificates must be legalised (with an official seal) or be authenticated by the TU Berlin coordination office. (Exception: applicants whose foreign degree has already been recognised by a German authority of cultural affairs. These applicants should please obtain further information from the Enrolment and National Admissions Office / “Bereich Immatrikulation und Nationale Zulassung” – see point 1.3) • Dual Citizens (i.e. applicants who carry an additional citizenship next to the German one and are therefore to be treated as German citizens in the application process, as decided at the conference of ministers of th educational and cultural affairs on the 28 of May 1965), provided that they have a foreign higher education qualification that has not been recognised by a German authority of cultural affairs. This concerns applicants to an undergraduate course of study, university preparation center or the assessment or supplementation exam. 6 1.1.3 What is pre-examined in the uni-assist procedure? Uni-assist verifies for the TU Berlin that the following basic admission requirements have been met: • A complete application form (see point 2.2) incl. a full CV. • All certificates and documents in accordance with TU Berlin requirements (see point 3) • Authorised higher education qualification for the chosen course of study (see point 4.1 – 4.3) • German language proficiency to the required standard (see point 4.4) • Calculation of the higher education qualification mark; Master’s degree courses: calculation of the average mark of the first university degree (Bachelor or equivalent). • Only applicable to students who want to change courses of study or universities in Germany (see point 6.1): completed credit transfer application with the necessary documents and the decision of the relevant examination board where applicable. Other documents may be required next to the basic admission requirements. Please read up on the TU Berlin entry requirements and application deadlines and submit all documents in full. (Please make a note of which semester you wish to apply for on your application) 2.1.3 Assessment Exam / Supplementation Exam („Feststellungsprüfung/Ergänzungsprüfung“) 15th March for studies starting in the following Winter Semester (exams take place in the summer semester) 15th September for studies starting in the following Summer Semester (exams take place in the winter semester) 8 2.2 Application / Application Form Please ensure that you prioritise our guidelines over those of other institutions when filling out the application. Your CV must be complete and include any previous semesters or enrolments at German universities, for which verification needs to be provided. The application must be complete with all the required documents (see checklist on the last page) and submitted to uni-assist or the TU Berlin by the application deadline (see point 2.1). We advise you to apply as early as possible. 2.2.1 Application for Admission to a Course of Study for International Applicants International applicants, (excluding EU-citizens and applicants from Iceland, Liechtenstein or Norway and Germans with a foreign higher education qualification) - also applicants who want to change their course of study at the TU Berlin (also see point 6.1) -, should use - The application form for admission to studies for foreign applicants st You can apply for a maximum of 2 courses of study in this form (1 choice and 2 nd choice). 2.2.2 EU-Applications Applicants from the European Union and Iceland, Liechtenstein and Norway including applicants who live in Germany, whose parents are citizens of the above named countries (provided that they are or have been employed in Germany) and other family members of citizens of the above named countries (provided that these are employed in Germany) as described by Article 10 (EEC) No. 1612/68 and Germans with a foreign indirect higher education qualification should use: st - the EU-application form for applying to the 1 semester at the TU Berlin (also for applying for university preparation courses and the assessment exam) - the EU-application form for applying for the second or higher semesters at the TU Berlin 2.2.3 Master’s Degree Programme Applications International applicants (including EU-citizens) applying for a Master’s Degree should use: - The application form for admission to studies for foreign applicants Application to acknowledge a case of hardship (“Härtefallantrag”): Applicants for a consecutive master’s degree programme can submit an application to acknowledge a case of hardship (“Härtefallantrag”) - The application to acknowledge a case of hardship under § 10 of the Berliner Hochschulzulassungsgesetz (BerlHZG) can be found on the internet on: www.tu-berlin.de/international-admission/bewerbung Applicants to a master’s degree programme who cannot verify a first university degree qualifying for professional employment by the application deadline, but are just about to graduate, have the possibility to present written confirmation from the examination board of the previously attended university, which states the following: written confirmation stating that 150 credits (European Credit Transfer System = ECTS) have been achieved within a standard period of study consisting of six semesters and a preliminary total mark or written confirmation stating that 180 credits (ECTS) have been achieved within a standard period of study consisting of seven semesters and a preliminary total mark or written confirmation stating that 210 credits (ECTS) have been achieved within a standard period of study consisting of eight semesters and a preliminary total mark. When applying for a master’s degree programme in teaching you must provide – as laid down in the “Lehrerbildungsgesetz des Landes Berlin - written confirmation stating that a minimum of 120 credits (ECTS) nd have been achieved in the core subject, 2 subject and the occupation sciences (Berufswissenschaften) as well as the registration for the bachelor’s thesis and a preliminary total mark. A specimen of a written confirmation can be found on the internet on: www.tu-berlin.de/international-admission/bewerbung 9 Provided that you are accepted, you can be provisionally enrolled for one semester, which can be revoked. You must verify successful completion of your previous studies by re-enrolment for the second semester at the latest, otherwise your name will be removed from the university register (“Exmatrikulation”). Applicants for a master’s degree programme, who do not hold a first university degree and who are not capable of providing the above described verification of the ECTS credits with a written confirmation because the previously attended university does not use the ECTS system or does not provide it for any given reason, must be rejected due to incompletion. 2.2.4 Second Degree Applications Those applying for the first semester of a second undergraduate course of study (who have successfully completed a degree in Germany) should use st - the second degree application form (1 semester) You can simultaneously apply for a higher semester. Please use the international application form for this (2.2.1). The application for credit transfer must be provided with a decision from the relevant examination board by the application deadline when applying for a higher semester. 2.3 Country Specific Requirements Additional verification and documents are required for a complete application from applicants from Mongolia, Vietnam and the Republic of China, which must be submitted together with all the other application documents before the application deadline. (see attachment on page 24). 2.4 Processing Times Please take into account the uni-assist and TU Berlin processing time as well as the mail delivery time and the required issuing of a student visa by the German diplomatic representation (at least 3 weeks and 2 working days/ ‘Verschweigefristverfahren’, which is a process that allows approval, if the approval that must be given by the German immigration authority, has not been given by a certain deadline) when submitting your complete application. 2.5 Allocation of University Places / Lottery System The main applications are decided on first (main procedure). Then the remaining university places are allocated in a clearing process, whereby first course of study choices will be considered first. If there are still places to be allocated thereafter, second course of study choices will be considered. You will receive a conditional offer in the mail if you have been allocated a university place. You will be enrolled if you fulfill the therein-mentioned requirements. You will also be notified in the mail if you are not accepted. University places for courses of study with restricted admission still open after the main and clearing procedures will be allocated using a lottery system. Applications for the lottery are available at the Campus Center or on the International Admissions website (see page 1). The application must be submitted to the International Admissions Office of the TU Berlin with a full CV containing all previous education. A maximum of two applications to the lottery can be submitted (for a first and a second course of study choice). Only those allocated a place will be notified. Those who were accepted must bring all certificates and documents, in the required form, to enrolment (see point 3). 2.6 Mailing Address Please ensure that the International Admissions Office always has an up-to-date mailing address. It is recommended to have your mail forwarded or to ask someone to check your mail during longer absences from the place of residence named in the application. You alone are accountable for errors or unmet deadlines caused by supplying a false address. 2.7 Attempts to Defraud Attempts to defraud (e.g. submitting forged certificates or documents) result in being expelled from the application process. Furthermore, the TU Berlin retains the right to take legal action. 10 2.8 Returning Applications If your application was not successful you can request that the documents be returned to you within 6 months, otherwise they will be destroyed. Student’s applications will be kept for 1 year before being destroyed. Please send us an A4 stamped and addressed envelope in sufficient time, if you want your documents to be returned to you at the end of the safe keeping period. 3. Translation and Legalisation 3.1 Translation of International Certificates and Documents An official translation must be submitted with the originals if these were not drawn up in German, English or French. • Translations from Germany must be translated by a translator who is certified in Germany. List of certified translators in Berlin: www.berlin.de/sen/justiz/gerichte/lg • • Translations from other EU countries must be translated by a translator who is certified in the respective EU-country or by a EU authority that can officially seal the document, or be verified by the German diplomatic representation in the respective country or endorsed with an apostille. Translations from other countries must be verified by the German diplomatic representation in the respective country or endorsed with an apostille. Information about the Apostille: www.hcch.net/index_en.php 3.2 Legalisation / Authentication of International Certificates and Documents The TU Berlin accepts copies of originals that are legalised or authenticated by the TU Berlin Coordination Office. The TU Berlin retains the right to demand the originals only in doubtful cases. Please do not send us original certificates or passports. Exceptions: Verification of health insurance and payment slips must always be provided as originals at enrolment. 3.2.1 TUB – Confirmation “Original hat vorgelegen“ The Coordination Office (room H 2129) offers a special free of charge service, which confirms that original certificates and documents were presented by stamping “Original hat vorgelegen (“original was presented”) on certificates and documents for an application at the TU Berlin. This is not a legalisation. Applicants to other universities should obtain information on application requirements at the respective university. 3.2.2 Legalisation • The TU Berlin Coordination Office (H 2129) can only legalise certificates and documents that were drawn up by the TU Berlin. • Every authority in Germany that bears an official seal can “legalise”. These are German authorities such as “Bürgerämter” (Citizens’ Offices dealing with registration and income tax), notaries, churches incorporated under public law. Legalisations by other EU authorities and notaries in other EU-countries, that bear an official seal are also recognised. • Legalisations by lawyers, societies, auditors, and translators are not recognised. • Legalisations are generally liable to costs. What requirements must a legalisation fulfill? A legalisation must at least have: • • • An endorsement confirming that the copy corresponds to the original (Attestation Clause), The signature of the endorsing person The imprint of an official stamp. The official stamp will generally include an emblem, (a simple text stamp will not suffice). If the copy is made up of more than one page proof must be provided that each page stems from the same document. It is sufficient if one page is endorsed with the seal, provided that all pages are folded in the top 11 corner for example and are stapled and sealed in that setting, so that a part of the official seal is visible on each page. Each page can also be legalised individually. Please take into account that in this case each page must indicate your name. Should this not be the case then your name and reference to the type of document must be specifically included in the endorsement. If both sides of the page of a copy contain relevant information then the endorsement must specifically refer to both sides (e.g. It is herewith certified that both sides of the copy correspond to the original). Should this not be the case then each side must be individually endorsed. If the original bears an embossed seal it is likely that it will not be visible on the copy. The endorsed copy must then declare that there was an embossed seal by the issuing authority on the original document / certificate. 4. Entry Requirements 4.1 Recognition of Higher Education Qualifications In Berlin the Senate Office for Education, Science and Research (Senatsverwaltung für Bildung, Wissenschaft und Forschung) is responsible for evaluating international certificates regarding an application for universities in Germany and for resolving doubtful cases. Whether you have an eligible higher education qualification (direct or indirect) depends on whether your higher education qualification is of the same standard as the German Abitur or only an approximate comparison. a) Indirect Higher Education Qualification (HZB) via assessment exam / university preparation center (Studienkolleg) This means that an examination to assess the eligibility of international applicants to study at a German university (“Feststellungsprüfung”) must be sat (see point 4.5 to 4.7). b) Direct Higher Education Qualification (HZB) This means that only a German language examination to qualify for university (DSH) or an equivalent may be required (see point 4.4). Please take into account that the assessment of your certificates and documents can take several weeks. The official recognition of the higher education qualification or proof of such qualification – as described in Anabin – must be provided with all the other application documents by the application deadline or your application will not be processed. Please find out if your certificates and documents are eligible for your choice of study in time. 4.3 Application for a Master Programme Applicants for a master’s degree programme have to verify a first university degree qualifying for professional employment, e.g. a Bachelor’s Degree. Most Master Programmes have additional admission requirements regarding content of your previous studies. These requirements are described in the respective study regulations (“Studienordnung”). For some programmes you will have to prove sufficient command of the English language. Course Information: www.studienberatung.tu-berlin.de/menue/studium 4.4 Language Proficiency 4.4.1 Proof of Language Proficiency The following proof of language proficiency must be provided to uni-assist or the TU Berlin (see point 1) by the application deadline: • For the university preparation center (Studienkolleg) Proof of German language proficiency to the level of completed Mittelstufe I (M I) or Stufe B 2 (in accordance with the European Framework of Reference) From the summer semester 2008 it will also be required to have the following if applying for the W-Course: Proof of English language proficiency to the level of Stufe A2 in accordance with the European Framework of Reference (equivalent to approximately 400 lessons) All applicants for the university preparation center at the TU Berlin must also take an entrance test (see 4.5). • For the assessment exam / supplementation exam Proof of German language proficiency to the level of completed Mittelstufe or Stufe C 1 (in accordance with the European Framework of Reference) From the summer semester 2008 it will also be required to have the following if applying to the exam with main focus on W: Proof of English language proficiency to the level of Stufe B 1 in accordance with the European Framework of Reference (equivalent to approximately 800 lessons) The following applies to applications to the university preparation center and the assessment exam / supplementation exam: Applicants who attended German language courses outside Germany at a private language school (excl. Goethe-Institute) or at a university must provide a certificate of completion containing the hours taken and results of a final examination. Successful participation of at least 700 lessons is an approximate equivalent to passing Mittelstufe I (MI). Successful participation of approx. 900 lessons is an approximate equivalent to passing Mittelstufe II (MII). The certificate’s indication of the language level achieved is prioritised over the amount of lessons taken. The TU Berlin retains the right to send applicants for an assessment test at the Berlin Goethe-Institute or at the Hartnack School Berlin if their provided proof of language proficiency is not clear. 13 • For degree courses /“Fachstudium” Proof of having passed the TestDAF (test of German as a foreign language) or the DSH examination (German language university entrance examination) or equivalent (see below). The following are considered sufficient proof of German proficiency at the TU Berlin: DSH with DSH-2 or DSH-3 as a final mark or the ‘Große’ or ‘Kleine Deutsche Sprachdiplom’ or the Zentrale Oberstufenprüfung (ZOP) of the Goethe-Institute or the German language diploma from the ‘Kultusministerkonferenz’, level II (DSD II) or the TestDaF entrance examination (provided the marks of the 4 subtests add up to a final mark of 16, whereby at least a mark of 3 must be achieved in each TestDaF level). The Technische Universität Berlin no longer offers the DSH. 4.4.2 Language Course / Preparatory German Course for the DSH Only those who are part of an exchange programme (which the TU Berlin is a part of), or those who come to the TU Berlin as part of their studies from a university that is in cooperation with the TU Berlin, can apply to do a German language course at the Technical University of Berlin. The assessment exam can only be retaken once if failed. Proof of passing the assessment exam must be provided to uni-assist together with all the other application documents by the application deadline. Information on the entrance test can be obtained from the University Preparation Center 15 4.7 Supplementation Exam (Ergänzungsprüfung - EP) to the Assessment Exam Applicants who passed the assessment exam and want to choose a course of study, for which their foreign certificate, but not the major that was taken in the assessment exam is eligible, can sit a supplementation exam. The supplementation exam extends to include subjects of the major designated to the chosen course of study. Relevant subject matter already covered in the assessment exam will be taken into consideration in the supplementation exam. The supplementation exam can only be retaken once if failed. A certificate will be issued for the passed supplementation exam, which will be valid in combination with the certificate from the assessment exam. Proof of passing the supplementation exam must be provided with all application documents to uni-assist by the application deadline. Restricted Admission / Numerus Clausus (NC) 8% or 15% of places on Bachelor and Diplom courses of study with restricted admission are allocated – mainly based on the qualification (final average mark) - to international applicants with foreign education, depending on the course of study. German educated students; EU-citizens and applicants from Iceland, Norway and Liechtenstein do not fall into this category. They will be treated as German applicants. You must therefore ensure that you have provided us with a mailing address that is valid during the application period (including the name of the person with whom you are residing, e.g. c/o “...“) or any given change of address. 16 6. Credit Transfer from Previous Studies 6.1 Credit Transfer from a German university General: The decision over being credited time or achievements from another university or equivalent higher education institution within the scope of the “Hochschulrahmengesetz” (Higher Education Act) will be decided under § 6 of the revised version of the “Ordnung der Technischen Universität Berlin über die Rechte und Pflichten der Studentinnen und Studenten” (Rules of the Technische Universität Berlin on the rights and obligations of the students). According to this, study and exam achievements that were accomplished at a German university must be recognised. A separate application for the transfer of credits must be made for each course of study also if you apply for a double degree. The credit transfer application form with the decision by the respective examination board must also be submitted by the application deadline (master ‘s programme with restricted admission) by enrolment (master ‘s programme without restricted admission if you have successfully completed a course of study at a university in Germany with the following qualifications: Diplom, Magister or Staatsexamen. Please use the brochure on ‘Studying at the Technische Universität Berlin’ (also available on the internet – see point 5) to read up on whether the chosen degree or course of study has restricted admission (in which case you should take point 6.1.1 into account) or if admission is not restricted (in which case you should take point 6.1.2 into account). The original Credit Transfer Application Form (for achieved credit for study and exams) shall be submitted. All certificates and documents included in the application must be legalised or authenticated by the TU Berlin Coordination Office. Information, if applicable, stating deadlines for required repeat examinations, (see 6.1.3) or a statement by the applicant expressing that no exams or part of exams have been sat yet (see 6.1). – and the decision of the respective TU Berlin examination board. The above listed must be provided by enrolment. 18 6.1.3 Repeat Examinations a) Repeat examinations during a semester: If the examination date for the repeat examination is during a semester then the examination must be retaken at the previous university and the results immediately submitted to us. Enrolment is not possible unless the determination of the level of study, of the corresponding study semester, by the respective examination board is provided by enrolment at the TU Berlin. A possible admission for the requested higher semester is therefore subject to the determination of the corresponding semester by the respective TU Berlin examination board. b) If you do not want to be credited for any previous achievements: In this case please enter study semester 01. c) If you do not make any indications: Your application will be processed for study semester 01 if you do not make a clear indication (e.g. only “higher semester”) under study semester (figure 1.1 or. 1.2 of the application form). 6.2.2 Courses of Study without Restricted Admission Final decisions on credits achieved at universities abroad will not be made until after enrolment. Applications for the transfer of credits should be made to the TU Berlin within the first semester (see point 6.2). 19 6.2.3 Application for Credit Transfer You can obtain further information at the Recognition Office/Akademisches Auslandsamt – Bereich Äquivalenzen mentioned in point 6.2 if you have not yet applied for credit transfer or for a level of study determination. The completed application for credit transfer must be submitted here. It is important you provide detailed certificates and documents on your achieved credits from previous study to enable their evaluation. All certificates and documents submitted must be legalised or authenticated by the TU Berlin Coordination Office and officially translated (see point 3). 6.3 Doctorates Important information on achieving a doctorate in Germany can also be obtained from the Recognition Office of the International Office (Bereich Äquivalenzen des Akademischen Auslandamtes) Recognition Office of the International Office (see point 6.2) 7. Student Visa / Residence Permit 7.1 Procedures before Entering the Country International applicants must apply for a student visa or a student applicant visa from the German Consulate or Embassy in their country before entering Germany. An applicant visa can be converted into a student residence permit upon receiving admission to university. A tourist visa does not get converted into a student residence permit. Enrolment at the Technische Universität Berlin is not possible without a student residence permit. Information can also be obtained from the German Academic Exchange Service website: www.daad.de/deutschland/de/2.3.3.html Applicants who need to apply via uni-assist (see point 1.1) will receive final notification on their application from them. If the application is complete or if only the proof of German proficiency is missing, then a student visa can be applied for with that notification. Applicants who need to apply directly at the TU Berlin (see point 1.2) who do not yet have a student visa or student applicant visa can obtain a confirmation of application (Bewerberbestätigung) to apply for a student visa if their application is provided to the TU Berlin in full. Processing times for granting a visa generally requires several weeks. Students should therefore find out about the current entry requirements at the German immigration authority on time. Applicants from Andorra, Australia, El Salvador, Honduras, Israel, Japan, Canada, Monaco, New Zealand,, Republic of Korea, San Marino und the USA can apply for a residence permit after entering the country at the Foreigner Registration Office in Berlin (see below). The student residence permit, must however be provided at enrolment. (This excludes those who will be registered by the International Office as part of an exchange programme). Residence permits for EU-citizens were abolished in 2005. Now EU-citizens must only register at a registration office that will issue a written confirmation on right of residence.
