election of judges. Electing
judges is the only way the
average citizen is able to
contribute to selecting a judge.
It is the citizens that will have
the most contact with judges
and their courtrooms. They
should be able to continue to
vote to elect judges. However,
if we continue to elect judges,
the public should be more
informed about the candidates
and not base selection on name
recognition alone. Access to
the internet and digital media
may assist with voters being
able to learn more about
the candidates and I would
encourage them to do so.

hours. Having a night court
would enable those who may
otherwise not be able to take
off work or afford childcare to
access the legal system.

are few elected offices that
have practically unfettered
discretion in the use of the
power invested in that office.
One judge can affect hundreds
of lives every single day. The
electoral process is the checks
and balances on this unfettered
discretion.

should better publicize these
initiatives, and look for ways to
improve upon them.
Question 2: I support the
election of judges, and believe
that it is a cornerstone of our
democracy. Since the adoption
of the Ohio Constitution, we
have had the power to elect our
State’s judges, and that should
not be changed. There are Rules
of Conduct for the judiciary,
and a system for removal.
The ultimate test for choosing
and retaining a judge is the
ballot box. If a fix is needed,
it is in how judicial vacancies
are filled. Currently, it is by
gubernatorial appointment
from a list submitted by the
party of the governor. Only
Governor Strickland did it
differently.

at the county courthouse to
help educate the public about
how the Environmental Court
impacts their neighborhoods
as well as provide information
about who to contact for help
regarding vacant and blighted
properties and other nuisances
in our community.

over 150 years and I believe
in the continuation of our
fundamental right to hold
judges accountable. I believe as

question involves the roles

criminal and civil proceeding,
which analysis is beyond the
required limitations of this
forum. However, some of the
areas within a court’s direct
control that would offer
citizens greater access are: (1)
improved information through
the internet; (2) help centers
for pro se (self-representing)
litigants; (3) greater access
to language interpreters;
(4) limiting or delaying the
payment of court cost in certain
civil cases; and, (5) greater use
of alternative dispute resolution
methods.
Question 2: I support the
election of judges, as long
as political parties do not
disenfranchise voters by the
parties negotiating with one
another to influence which
incumbent judicial races are
uncontested. For instance, in
the 2009 General Election, eight
of the nine Franklin County
Municipal Court judicial
races had only one candidate,
including the Environmental
Court race. Fortunately, the
voters have a much greater
choice in the 2013 election
because only one of the four
Franklin County judicial races
is uncontested. Even more
fortunate for voter choice is
that the race for the Municipal
Court’s Environmental Judge
has three candidates.

government should act as an
oversight partnership with
an independent auditing
board. The Columbus City
School district has failed both
the citizens of Columbus
and most importantly our
children. The Columbus
Education Commission’s
“55 Recommendations” hold
promise for the district’s future
- however I wonder if throwing
money at the problem through
the 9 mil property tax hike is
the right answer. I believe the
city needs to do a better job at
communication to the voting
public the quantifiable goals
and milestones before asking
us to throw more money into a
broken inefficient system.
Question 2: As a fiscal
conservative, I’m euphoric
about the Rainy Day Fund.
However, tax burdens and
over-spending will take its toll
on Columbus taxpayers. We
already have the highest income
taxes in Ohio at 2.5%, a 2013
increase sales tax, now they are
attempting to raise the property
tax and an additional bond
levy. Enough is enough. My
aim is to lower taxes and bring
a balanced spending budget to
the city. Our city is currently
spending million on Olentangy
River restoration, while Hilltop,
South Columbus and Linden
get ignored. It’s time for our
resilient neighborhoods to get
their share.

of the data rigging scandal
and the many deceptions
that have been perpetrated
on City taxpayers and, more
importantly parents and
children in the district, I do
believe the City should play a
more rigorous role. I believe an
outside and truly independent
auditor is necessary. I further
believe the City should lead the
charge for large scale reforms
including implementing
merit pay for teachers and
reallocating existing, as
opposed to new revenues, to
focus on the challenges so
many students have outside
school that prevent them from
being ready to learn.
Question 2: I support the
full restoration of the “Rainy
Day” fund to around $75
million so that the City can
be prudent during unforeseen
economic downturns. However,
I do not support holding
onto revenue just because we
can. Fundamentally, we must
continue to grow business in
Columbus, particularly small
businesses, that can help restore
the many pockets of the City
that still have double-digit
unemployment rates. By doing
this, we can grow the tax base
and increase financial stability
without having to raise our
rates.

no. They should act under
what authority they have to

for breaking the law. The city
shouldn’t be taking delegated
powers away from the School
Board. They are elected and

Explanation
Issue #50 authorizes the School
District to:
(1) (a) issue bonds in
the principal amount of
$175,000,000 for the purpose
of paying the local share of
the state school construction
program and making other
school improvements; and (b)
to levy a 1.01 mill property tax
to pay the annual debt charges
on the bonds.
(2) levy an additional 8 mill
property tax for the current
expenses of the school district
including an independent
auditor, early childhood
education, expanding and
replicating high performing
district schools, and hiring,
retaining and training high
quality teachers. One mill is
to be allocated to partnering
community schools.
The additional property tax
contained in Issue 50 will
be 9.01 mills and will cost
owners of residential property
an additional $315 per year
per $100,000 of valuation
in addition to the current
$1,328.00 per $100,000 of
valuation.
Arguments that have been
made in support of Issue 50
Issue 50 will implement the
Columbus Education Plan, a
comprehensive plan which is
based on accepted best practice
in education reform.
The Plan and Issue 50 are
supported by a coalition of civic
and business leaders who have
made a new commitment to
improving the Columbus City
Schools.
· Investing more resources
in the Columbus schools is
a fair and effective way to
reduce poverty in Columbus.
Arguments that have been
made in opposition to Issue 50
· The Columbus City
Schools have been failing
primarily because of poor
administration. Voters
should not be asked to vote
on a new levy until there is
evidence that things have
improved.
· Given the current income
level for many District voters
it is totally unreasonable to
ask them to approve a 24%
increase in the property tax
for schools.
· Allocating property tax
money to charter schools
(labeled as “community
schools” on the ballot) is
a major change in public
policy. Voters should be
given the chance to vote on
this idea separately.
Ballot Issue 51
Columbus City School District
- Establish the Position of
Independent Auditor
Explanation
Issue #51 authorizes the School
District to create the position
of independent auditor. With
approval, the selection of this
person will be determined by
a committee consisting of the
mayor of the City of Columbus,
president of the school district
board of education, council
president of the City of
Columbus, auditor of the City
of Columbus, and probate court
judge of Franklin County. This
individual will serve an initial
term of five years, subject to
reappointment or succession.
The Columbus City School
District will be responsible
for compensation for the
independent auditor and the
cost of this auditor’s operations
and functions. An estimated
$1 million per year, according
to the Columbus Board of
Education Millage Committee,
will be allocated to fund an
independent auditor, staff, and
operations.
Arguments that have been
made in support of Issue 51
· Creation of an independent
auditor will ensure integrity
of all financial, performance,
and data reports to state and
federal agencies.
· Removing total control
over district audits from
Columbus City Schools will
increase public confidence.

auditor with a staffed
office is an expensive
duplication and creates more
administrative bureaucracy.
· Establishment of an
independent auditor funded
completely by the district but
appointed mostly by elected
